Abstract The article discusses the methodology for assessing the use of wind energy for the territory of the Russian Federation. Used in this case to determine the energy level of the development of the territory of municipal educational institutions. The main factors in the selection and implementation of renewable energy sources in residential construction are natural parameters, that is, the wind region. The basis for the assessment is the climate-forming factors of the territory. The considered system of assessing the territory was tested on the example of the Rostov region in the field of wind energy. Based on the maps built in ArcGIS ESRI, the territory of the Rostov Region is visually represented and its suitability is estimated for the introduction and development of wind energy source.

Many leading world powers are already setting ambitious goals to achieve zero CO2 emis-sions in the electric power industry through the use of renewable energy sources (RES) in the near future. In Russia, this type of generation also received state support, however, more modest, due to the low intercon-nection between Russia and renewable energy sources in terms of the state's energy security. The purpose of the study is to determine the effectiveness of the existing support for renewable energy in the Russian Federation, to assess the feasibility of building these facilities in our country, as well as to provide a scientifically substantiated proposal for alternative ways of developing the industry. The paper analyzes and summarizes the economic aspects of investment and operating activities of wind, solar and small hydropower in Russia. As a result, it was concluded that the pace of development chosen by the Ministry of Energy of the Russian Federation can be considered correct, but it is necessary to adjust the support program and diversify in terms of the subjectivity of the construction of new generating facilities based on RES.

The development of the national scientific and technological potential, creation and application of advanced technologies in the power industry, including the technologies related to the use of renewable energy sources, are defined in the Energy Security Doctrine of the Russian Federation as the main tasks of ensuring technological independence and raising competitiveness of the fuel and energy complex. Renewable energy sources and energy storage units are referred to breakthrough technologies that may trigger structural and technological changes in the management and functioning of power systems and facilitate the transition of the power industry to a new technological basis (the so called “energy transition”). The above-mentioned strategic tasks of the further development of the power industry of the Russian Federation require financial support and due legal regulation. The paper brings forward proposals for the further development of the legal regulation of renewable energy sources on the legislative level enabling to fill in the gaps in the current legal regulation.

Our planet gives us many mineral sources, but they have a big disadvantage. They are finite. Non-renewable energy sources are enough only for decades, exceptionally for centuries. Current generation is aware of the importance of using other energy sources, such as sunlight, wind, rain, tides, waves and geothermal heat. These energy sources are renewable. It means that they come from sources, which are naturally replenished on a human timescale. One of these sources is wind energy. Use of this kind of energy source needs an initial investment, but it can reduce cost of running a household and other sectors. This article is about Savonius wind turbine and its use for the needs of public lighting.

This paper reviews the current state of the renewable energy use in Serbia. Further on, the paper describes energy potential and gives examples of the use of solar energy, wind energy, hydropower, geothermal energy, biomass and biogas in Serbia. Extensive body of information is given about support systems and measures of incentives for the investment in the construction and sale of electricity from plants using renewable energy sources. In conclusion, achieved results of the use of renewable energy sources in Serbia and the incentives for their use are presented.

The scientific article is devoted to a research analysis of the main priority directions in forecasting the fuel and energy balance of the Russian Federation in the context of the rapid development of alternative energy sources. The relevance of the study is due to the fact that the fuel and energy balance of our country must take into account the real situation of providing fuel and energy resources. Since today there is a rapid development of renewable energy sources, it is advisable to assume their further influence on the formation of the fuel and energy balance. Accordingly, within the framework of the article, the main issues and directions of forecasting the fuel and energy balance of the Russian Federation are considered, taking into account the development of AES.

Non-renewable fossils are the main source of energy in modern conditions. This method of production and consumption of energy acts as one of the main anthropogenic factors that negatively impact the environment. Besides, limited energy reserves do not guarantee the sustainable development of world energy in the long term. The way out of this situation is using renewable energy sources (RES). Renewable energy sources are one of the promising and innovative areas of energy development. These energy sources allow moving to a new high-quality level of power supply and heat supply of the country and significantly improving the ecological state of settlements. The Russian Federation has all conditions for the implementation of such innovative projects aimed at using renewable energy sources. One of such promising projects is solar energy. The perspective of using solar energy is an almost inexhaustible resource, available everywhere, and also has another advantage high environmental safety. Besides, solar energy is characterized by low indicators in terms of capital and operating costs, a lower cost of electricity compared to traditional energy as well. In this study, the perspectives for the development of solar energy in the Russian Federation are identified. The existing solar capacities in Russia are analyzed, the main developments of solar energy in the country are determined. A model for assessing the economic efficiency of floating power plants is proposed in this paper. These plants make it possible to provide electricity to entire settlements. Having been the study, conclusions are drawn about the prospects of using such power plants as sources of cheap energy and environmental compatibility.

The article deals with the problem of forming the readiness of future officers of the national guard of the Russian Federation to perform service and combat tasks in extreme situations within the walls of military educational institutions of higher education in the course of educational activities. The directions of modeling the main factors of the enemy's combat resistance, the impact of extreme situations on students, through practical actions and the use of mental capabilities of the students themselves, are proposed.
