The article stipulates that machine-building enterprises in a market economy in the process of carrying out any business operations must take into account the fact of the probability of negative developments and their financial consequences. In order to avoid the global consequences of the manifestation of risks, companies must have a system for diagnosing the level of sustainability of development, taking into account the impact of target risk parameters and innovative support to prevent significant financial losses. The proposed algorithm of the methodological approach to determine the impact of target risk parameters on the level of innovative support for sustainable development of machine-building enterprises allows to take into account both the requirement to maximize the expected total income and the requirement to minimize variance, ie lower risk than expected. It is concluded that the algorithm makes it possible to identify and identify risks, ie to determine the portfolio of risks and the impact of innovation on their level and vice versa, which accompanies the implementation of appropriate management decisions and delineation of their scope. One of the components of the formation of mechanisms for diagnosing the level of innovative support for sustainable development of machine-building enterprises is risk management. The importance of this component increases with the increase in the cost of covering or compensating for the risks faced by machine-building enterprises. Evaluation of the results and adjustment of selected methods occurs after the implementation of these methods directly into the work of the enterprise. This stage is crucial because it allows to draw conclusions about the methods that have been used to neutralize or reduce risks, namely: whether they sufficiently protect the machine-building enterprise from potential threats, determine the level of reliability of certain methods and areas for improvement and adjustment. selected methods of diagnostics of the level of sustainable development of machine-building enterprises taking into account the target parameters of risk and innovation.

PurposeThe paper embarks on the development of theory and methodology for managing the sustainable development of machine-building enterprises through the use of quantitative modeling tools. The article proposes an algorithm for estimating the position of an enterprise in its competitive space for sustainable development.Design/methodology/approachThe three dimensions of sustainability (social, economic, environmental) are represented by the equations based on the multiple criteria of sustainability. The three-dimensional space is constructed and the effects of managerial decisions can be quantified in terms of the latter space.FindingsThe proposed model is applied in the case of Ukrainian machinery construction company. The effects of introduction of the environmentally friendly business strategy are assessed in the three-dimensional sustainability space. The changes in the level of sustainability can be estimated based on the projected changes in the criteria of sustainability.Originality/valueThe proposed methodology combines expert knowledge, empirical data and quantitative methods in order to quantify the level of sustainability of enterprises. The model can be extended to include additional dimensions and applied to different empirical cases.

The research findings have identified that in the context of modern global realia, the fundamental principles of building innovative support framework for sustainable development of machine-building enterprises are undergoing drastic structural changes. Among the key drivers boosting the transformation of financial relations at the microlevel are the new imperatives of information and innovation economy as well as the processes of globalization and knowledge economy. Each component of the innovative support framework to ensure sustainable development of machine-building enterprises is viewed as a specifically organized set of structural elements (architectonics) together making a whole. It is argued that the characteristics of the system cannot be reduced to the properties of its individual elements in which management functions are embedded. It has been verified that machine-building enterprises should actively implement an innovative support framework to ensure their sustainable development, which is created with an ultimate goal – to attain the performance efficiency, maintain sustainable development and keep the enterprise functional capacity over time. This is partially achieved by differentiation of the main managers’ functions and responsibilities at different management levels. The transition to a new hierarchy level translates into changes in the scope of tasks, the complexity of the functions performed, the degree of responsibility, strategic decisions made, and access to innovative information. The architectonics and structuring of the innovative support framework to ensure sustainable development of machine-building enterprises as a logical combination of management levels (the hierarchy) and the functional areas (management system) should be organized in such a way as to attain the enterprise goals most effectively. From this perspective, management is seen as a set of individual functions, proper implementation of which contributes to gaining sustainable development management effectiveness. It has been emphasized that overcoming the challenges of multivector dimensions in making managerial decisions is often accompanied by radical reorganization of enterprise management through effective application of a management modifying function in the system of building innovative support for ensuring sustainable development of machine-building enterprises.

Introduction. As the industrial sector is of key importance for the economy of Ukraine, the indicators of its functioning are the main factor in the social and economic development of the country. In particular, mechanical engineering is one of the basic sectors of Ukraine's economy and a strategically important sector that affects the development of technological potential and competitiveness of Ukraine's economy as a whole. The level of development of mechanical engineering is one of the main factors that allows to ensure sustainable development of the Ukrainian economy, the level of development of the country depends on its level and dynamics of development. Therefore, the study of the current state of the machine-building industry, the efficiency of machine-building enterprises, identification of current problems will identify tools for recovery and further sustainable development of machine-building enterprises as one of the key sectors of the national economy. Purpose. Analyze the state of Ukrainian machine building, identify the main trends and problems of the industrial complex in modern economic conditions and provide recommendations for their solution to ensure sustainable development of machine building enterprises and increase the level of economic potential of industry. Method (methodology). The research was conducted through the analysis and synthesis of data based on the evaluation of statistical data of the State Statistics Service of Ukraine (2010-2019) in order to study the current state of the machine-building industry of Ukraine; tabular and graphical methods for visual presentation of the material. Results. The study confirms the link between economic growth and industrial development. The peculiarities of the conditions of activity of machine - building enterprises are determined. The tendencies of the lag of the Ukrainian industry on level from the developed countries are revealed. The main factors of reduction of production volumes of machine - building branch are analyzed. The analysis of the level of innovative activity of machine - building enterprises is carried out. The main factors hindering innovation are identified. The existing level and structure of capital investments are analyzed. The main destabilizing problems of the machine-building industry in Ukraine are outlined. A conclusion is made and a number of measures aimed at creating conditions for sustainable development of the machine-building industry taking into account the potential and capabilities of machine-building enterprises are proposed.

The article defines that the implementation of the strategy for managing the innovative sustainable development of machine-building enterprises consists in selecting and using the effective internal mechanisms for crisis neutralization at enterprises. The measures are divided into operational and strategic, defensive and offensive. At the same time, operational measures should be carried out within the terms of the chosen strategy and can be both defensive or offensive, while strategic measures bear offensive nature exclusively. Defensive operational measures do not require significant time spent and raising additional funds for their preparation and conduct and should be carried out as part of a «reduction strategy». Offensive operational measures are advisable to use after defensive ones in the implementation of «strategy of reduced growth». Strategic measures require more than one year to be implemented and do attract significant additional investments. They are the basis of the «growth strategy» and consist in the restoration of equipment, improving the quality of products, improving the organization of production and labor, finding new markets, implementing progressive technologies, developing new types of production, elaborating a common concept of sustainable development of enterprise. It is concluded that the implementation of the strategy of management of innovative provision for sustainable development of machine-building enterprises is carried out, starting with the implementation of the most effective programs through defensive operational measures. If the results of these measures did not allow enterprises to achieve the targets and move to a zone with a lower level of crisis, it is necessary to move to offensive operational measures, and if necessary – to strategic innovation-managerial measures, adjusting the programs taking into account the new position of the enterprise in the matrix of statuses. According to the results of control, the management of machine-building enterprises makes the necessary adjustments aimed at improving the efficiency of strategic management of innovative provision of sustainable development.
