Abstract. Despite the implementation of production activities in crisis situations, agricultural enterprises are increasing the production of agricultural products. The issues of the development of agricultural production and measures of state support for agricultural business are currently becoming particularly relevant. This article is devoted to the problems of current activities and prospects for the development of the agro-industrial complex in crisis situations. The purpose of our work is to study the causes of uneven development of agricultural enterprises of various forms of ownership, to develop measures that contribute to the creation of favorable conditions in the agro-industrial complex for the production and sale of products. To achieve this goal, we have identified the following tasks: to identify contradictions that prevent an increase in agricultural production; to develop the main directions for the development of agribusiness. Methods. In assessing the development of modern economic policy, mathematical and statistical research methods were used, defining indicators were identified, and factors affecting the development of the agricultural economy in the field of recent changes were considered. Results. The authors considered the key areas of state support for agricultural producers, outlined the tasks of further development of the agro-industrial complex, identified the participants of interaction in the agricultural sector of the economy. Strategic measures of the new economic policy in the agricultural sector of the economy have been developed, aimed at creating favorable conditions for the production and sale of products of the agro-industrial complex, taking into account the implementation of the state plan and state order. The risks and threats that hinder the implementation of strategic measures are grouped. Food consumers interacting with producers in the public procurement system have been identified. The advantages of creating a center for supervision and control to verify the activities of economic entities in the agricultural sector of the economy are outlined. The authors have developed a model of the mechanism for implementing strategic measures of the new economic policy in the agricultural sector of the country's economy. The scientific novelty of the research lies in the development of a model of the mechanism for the implementation of strategic measures of the new economic policy in the agricultural sector of the economy.

Disputes are inevitable in public-private partnership (PPP) projects and generate great losses of time and money in practice. If an in-depth understanding of dispute sources can be obtained beforehand, the process of PPP may become more smooth. This paper aims to identify and assess the causes of PPP disputes between the public and private sectors. First, 15 causes are explored based on the PPP litigation cases from China Judgments Online. Second, the Decision-Making Trial and Evaluation Laboratory (DEMATEL) method is utilized to provide a holistic understanding of the relative importance and define the cause-effect categories among PPP dispute sources. The results demonstrate that the top three decisive causes of PPP disputes are the repudiation of contracts (result category), lack of expertise and experience (reason category), and unreasonable risk allocation (result category). Further, dispute avoiding strategies are proposed to minimize or completely avoid the occurrence of PPP disputes. The outputs are expected to add meaningful insights to potential sources of dispute and dispute prevention mechanisms in PPPs. To some extent, the investors can develop strategic measures through the findings before entering into PPP markets.

This thesis examines the attempts of Vietnamese policy makers to manage the dispute with China on the South China Sea within the context of Vietnam’s ASEAN Chairmanship in 2010. In particular, it examines the actions of Vietnamese policymakers in the preparing and conducting the 2010 ASEAN Defence Minister Meeting Plus and ASEAN Regional Forum. It asks whether and how Vietnamese policymakers have utilized the ASEAN chairmanship and its agenda-setting powers to put the South China Sea issue and the Chinese in the spotlight at these meetings. It argues that Vietnamese policymakers sought to constrain Chinese actions in the South China Sea by raising international publicity on the issue. The thesis considers the strategic measures taken by Vietnamese policy makers in managing the South China Sea conflict from the perspective of two schools of thought in international relations: realism and constructivism. While realists and neo-realists suggest that the strong do what they can and the weak suffer what they must, constructivists argue that policy makers are social actors, who are concerned with the respect of others. Constructivist approaches offer a more convincing way to explain how and why Vietnam, a weaker state might try to constrain China, a much stronger state, on issues of sovereignty in the South China Sea. Finally, the thesis concludes that, despite several failures, Vietnamese policy makers were able to make progress in managing this conflict by using international publicity to constrain the Chinese from acting unilaterally.

The study examines the nexus between household ICT utilization and food security in Nigeria, which supports goal 2 of the 2030 Sustainable Development Goals (SDGs) that aims to “end hunger, achieve food security, improved nutrition, and promote sustainable agriculture.” The study employs the logit regression to wave 4 of Living Standard Measurement Integrated Survey on Agriculture (LSMS) data for the empirical analysis. Based on the analysis, the study finds that for male household, ICT utilization has a statistically significant and positive nexus with food security. In contrast, for the female households, an insignificant and, however, negative nexus is observed with food security in Nigeria. Furthermore, the findings show that for male household users, a 1 percent increase in male household ICT utilization spurs about 0.68 percent increase in food security in Nigeria. The findings imply that among the male and female household ICT users, the male household ICT utilization is significantly contributes to food security in Nigeria. The study recommends that relevant stakeholders take strategic measures to ensure that the potentials of household ICTs be fully maximized to contribute to food security in the nearest future as confirmed by studies in other regions.

Purpose The purpose of this paper is to develop a framework on how to deal with stressors emerging from the COVID-19 outbreak. The theoretical framework aims to explain pandemic-related stressors and potential ways to prevent them, considering a wide range of interacting factors at individual, team and organizational levels to ensure their employees’ health. Design/methodology/approach The authors drew on an integrative literature review to identify pandemic-related stressors influenceable by the organization and gathered solution approaches to counteract them. Popular psychological stress theories served as a theoretical base for the framework. Findings The authors based the framework on an integration of the transactional stress theory (Lazarus and Folkman, 1984) and the job demands resources model (Schaufeli and Bakker, 2004), focusing on their respective theoretical strengths. The final framework offers a solid orientation for scholars regarding the introduction of holistic and strategic measures in coping with pandemic-related stressors. A section describing possibilities for practitioners’ use of the framework has been integrated. Originality/value To the best of the authors’ knowledge, this study is the first to offer a framework on how to handle COVID-19-related stressors in the workplace by implementing teamwide and companywide measures.

Destinations are increasingly recognising the advantages of managing their calendar of events as a strategic portfolio. Currently, however, there is no accepted, workable and proven technique for identifying the most efficient variable(s) to employ as a basis for strategic intervention. This study develops a spare regression model, based on the LASSO method, to select an efficient subset of determinants of visitor expenditure across five annual events taking place in Madeira, Portugal. The results indicate that event attendees’ income, length of stay and travel party size are significant determinants of total expenditure across all the events. Adopting strategic measures to influence these variables, if duly implemented at the portfolio level, can enable the cross-leveraging of additional expenditure that would be inaccessible to the destination if the Events were acting independently of one another. This could, in turn, enable the destination to use its events efficiently to enhance its overall competitiveness.
