Peru’s Cleavages, Conflict, and Precarious Democracy

Since Peru’s independence in 1824, politics in the country have been turbulent. Repeatedly, democracy was attempted but not sustained. Between 1919 and 2000, no Peruvian political regime—either democratic or authoritarian—endured more than 12 years. Scholars agree that the primary reason for Peru’s history of political turbulence was the severity of its overlapping ethnic, class, and geographical cleavages. Peru’s renowned novelist Mario Vargas Llosa wrote that the country was “an artificial gathering of men from different languages, customs, and traditions whose only common denominator was having been condemned by history to live together without knowing or loving one another.” However, in the 21st century, cleavages have attenuated and the possibility of a cohesive nation emerged. Peru has been democratic for more than 18 years—longer than ever before. With one-person, one-vote elections, political violence has been rare and economic growth rapid. However, Peru’s economic growth has been based heavily on mining and other extractive industries, and it is not clear that cleavages have attenuated sufficiently for democracy to be consolidated. In addition, democracy is challenged by bitter legacies from the 1980s–1990s conflict with the Shining Path guerrillas and the 1990–2000 authoritarian government of Alberto Fujimori. Further, in 2017–2018, it was all too apparent that Peru’s political and economic elites remain complicit in corrupt global financial networks.

Miguel La Serna’s gripping history of the Tupac Amaru Revolutionary Movement (MRTA) provides vital insight into both the history of modern Peru and the link between political violence and the culture of communications in Latin America. Smaller than the well-known Shining Path but just as remarkable, the MRTA emerged in the early 1980s at the beginning of a long and bloody civil war. Taking a close look at the daily experiences of women and men who fought on both sides of the conflict, this fast-paced narrative explores the intricacies of armed action from the ground up. While carrying out a campaign of urban guerrilla warfare ranging from vandalism to kidnapping and assassinations, the MRTA vied with state forces as both tried to present themselves as most authentically Peruvian. Appropriating colors, banners, names, images, and even historical memories, hand-in-hand with armed combat, the Tupac Amaristas aimed to control public relations because they insightfully believed that success hinged on their ability to control the media narrative. Ultimately, however, the movement lost sight of its original aims, becoming more authoritarian as the war waged on. In this sense, the history of the MRTA is the story of the euphoric draw of armed action and the devastating consequences that result when a political movement succumbs to the whims of its most militant followers.

The article deals with the history of celebrating the Liberation Day in Czechoslovakia organised by the state. Various aspects of the history of the holiday have been considered with the extensive use of audiovisual documents (materials from Czechoslovak newsreels and TV archives), which allowed for a detailed analysis of the propaganda representation of the holiday. As a result, it has been possible to identify the main stages of the historical evolution of the celebrations of Liberation Day, to discover the close interdependence between these stages and the country’s political development. The establishment of the holiday itself — its concept and the military parade as the main ritual — took place in the first post-war years, simultaneously with the consolidation of the Communist regime in Czechoslovakia. Later, until the end of the 1960s, the celebrations gradually evolved along the political regime, acquiring new ritual forms (ceremonial meetings, and “guards of memory”). In 1968, at the same time as there was an attempt to rethink the entire socialist regime and the historical experience connected with it, an attempt was made to reconstruct Liberation Day. However, political “normalisation” led to the normalisation of the celebration itself, which played an important role in legitimising the Soviet presence in the country. At this stage, the role of ceremonial meetings and “guards of memory” increased, while inventions released in time for 9 May appeared and “May TV” was specially produced. The fall of the Communist regime in 1989 led to the fall of the concept of Liberation Day on 9 May, resulting in changes of the title, date and paradigm of the holiday, which became Victory Day and has been since celebrated on 8 May.

The article is devoted to the history of formation and development of Ukrainian constitutionalism. It is shown that during the times of Kievan Rus and the Galicia-Volyn principality monarchical states with elements of a democratic state and political regime were formed on Ukrainian lands. It is highlighted that the formation of the Ukrainian nation and its path to its own state was carried out under the conditions of aristocratic democracy of the Grand Duchy of Lithuania and the Polish-Lithuanian Commonwealth. It is emphasized that the Ukrainian people in the XV century became part of a large European society, which became the basis for the emergence of constitutional ideas in the Ukrainian ethnic lands, the creation of the Cossacks and the revival of their own Ukrainian state in the former Kievan Rus. It is noted that the results of the development of Ukrainian constitutionalism in the eighteenth century was presented in the Constitution of Hetman P. Years of 1950—1960 are a difficult, contradictory period of creation in the history of the Fatherland, the Кarabaкh region of Azerbaijan. During these years, the Soviet political regime was further strengthened in the Azerbaijan SSR. Over the years, the heavy economic consequences of the 1941—1945 war were eliminated. New industrial centers appeared in the Azerbaijan SSR, in particular in the Кarabaкh region of the country.

An examination of the speeches of modern Canada’s “founding fathers” reveals that they were openly antidemocratic. How did a regime founded on anti-democratic ideas come to be positively identified with democracy? Drawing on similar studies of the United States and France, this analysis of the history of the term democracy in Canada shows that the country’s association with democracy was not due to constitutional or institutional changes that might have justified re-labelling the country’s political regime. Rather, it was the result of discursive strategies employed by the political elite to strengthen its ability to mobilize the masses during the World Wars.

The article sketches the history of Swedish commercial banking from 1656 until World War I, with special attention to the post-1850 period. Emphasis is placed on the relationships between economic growth and banking. International comparisons based on the quantitative measures developed by Rondo Cameron and Raymond Goldsmith are made. It is concluded that at all stages of its early industrialization Sweden had a remarkably large and efficient banking system. This, in turn, was largely the result of the general population's long experience with banking and paper money and their generally high levels of literacy and education.

In this paper a paradox is revealed in the politics of well-being over the means and ends of happiness. That paradox, in brief, is that although happiness is argued to be the ultimate end of all governmentality, in order to serve as that end, it first needs to be translated into a means for bolstering the economy, for only that way can a teleology of happiness gain a foothold in a world which prioritizes economic growth as an end in itself. To show this the paper gives a history of subjective well-being (SWB) research, and contrasts it with the politics of happiness in the UK, where SWB has in the past decade been translated into a discourse around the psychological wealth of the nation via the concepts of mental capital (MC) and mental well-being (MWB).

Scholars have argued that the early theoretical and historical discourses concerning concepts of rebellion and political violence within Islam, specifically Sunni Islam, developed during a time of conflict within the early Islamic Community.  In their quest for stability and desire for the preservation of order, early Muslim jurists used key moments in the history of the early Community, as well as doctrinal sources, in order to construct a theoretical discourse addressing rebellion and obedience to authority.  Similar to the methods of the early jurists, the construction of contemporary discourses concerning obedience and rebellion have been used by modern Islamic scholars in order to confront issues involving protesting and political violence, especially as they relate to contemporary events such as socio-political movements, dissent, and notably, the Arab Uprisings. The purpose of this paper is to provide a survey of these pre-modern and contemporary discourses and how their contexts influence Islamic legal approaches.

This analysis seeks to examine the history and development of moral/character education in America during the 20th century providing structure for the character education movement in today’s educational context. The common denominator and key to character education for the future is community. The concept of community connects the three aforementioned themes and provides a roadmap for better implementation of character education. Careful consideration is given to the interaction and contributions of the school and society in terms of promoting and developing character education. Though there is generous support from politicians, educators, and parents, character education is still somewhat mired by its lack of scope. This examination proposes that current character education proponents can find new frameworks for implementation by observing the history of character education.
