Teaching International Relations Theory

International relations (IR) theory is favorably described in almost every syllabus since 1930. The most important questions asked were: “What is theory?” and “Is there a reason for IR theory?” The most widely used texts all focus on the first question and suggest, among others, that IR theory is “a way of making the world or some part of it more intelligible or better understood.” We can gauge where the teaching of IR theory is today by analyzing a sample of syllabi from IR scholars serving on the Advisory Board of the International Studies Association’s (ISA) Compendium Project. These syllabi reveal some trends. Within the eight undergraduate syllabi, for example, a general introduction to IR theory is taught in four separate classes. Among the theories discussed in different classes are realism, classical realism, neo-realism, Marxism and neo-Marxism, world-systems theory, imperialism, constructivism, and international political economy. Novel methods for teaching IR theory include the use of films, active learning, and experiential learning. The diversity of treatments of IR theory implied by the ISA syllabi provides evidence that, with the exception of the proliferation of perspectives, relatively little has changed since the debates of the late 1930s. The discipline lacks much semblance of unity regarding whether, and how, to offer IR theory to students. Nevertheless, there have been improvements that are likely to continue in terms of the ways in which theories may be presented.

I intend to address a critical element of world-systems theory, and in doing so illuminate some larger concerns with international relations theory in general. Speci?cally, I will be examining the concept of the “external arena” and its relation to the international system as an expanding whole. The goal is to re-think the incorporation of new regions (‘states’ and peoples) into the world-system in order to understand world-system processes more completely. This should be taken as a positive critique of both Wallerstein’s analysis of incorporation (European, state-centric, ‘inside-out’) and Hall’s analysis of incorporation (external, indigenous peoples, ‘outside in’).

The authors’ call for a ‘necessarily historical materialist moment’ in International Studies is interrogated by scholars working with historical materialist, feminist and decolonial frameworks in and beyond International Relations (IR)/International Political Economy (IPE). This introductory essay situates the book in relation to the wider concerns of historical materialist IR/IPE and outlines how the contributors assess the viability of Bieler and Morton’s historical materialist project.

Aside from language, students of international relations in the United States and Great Britain have several things in common: parallel developments in the emergence of international relations as a field of study after World War I, and more recent efforts to broaden the field by drawing security issues and changes in the international political economy under the broad umbrella of “international studies.” But a review of four recent books edited by British scholars demonstrates that there is also a “distance” between British and American scholarship. Compared with dominant trends in the United States, the former, though hardly monolithic and producing a rich and varied literature, is still very much attached to historical analysis and the concept of an “international society” that derives from the period in modern history in which Britain played a more prominent role in international politics. Because trends in scholarship do, in fact, reflect national political experience, the need continues for transnational cooperation among scholars in the quest for strong theories in international relations.

This article draws on Hobbes and existentialist philosophy to contend that anxiety needs to be integrated into international relations (IR) theory as a constitutive condition, and proposes theoretical avenues for doing so. While IR scholars routinely base their assumptions regarding the centrality of fear and self-help behavior on the Hobbesian state of nature, they overlook the Hobbesian emphasis on anxiety as the human condition that gives rise to the state of nature. The first section of the article turns to existentialist philosophy to explicate anxiety's relation to fear, multiple forms, and link to agency. The second section draws on some recent interpretations to outline the role that anxiety plays in Hobbesian thought. Finally, I argue that an ontological security (OS) perspective that is enriched by insights from existentialism provides the most appropriate theoretical venue for integrating anxiety into IR theory and discuss the contributions of this approach to OS studies and IR theory.

Max Horkheimer, one of the founders of the Frankfurt Institute of Social Research established in 1923, coined the term critical theory in 1937. While the school failed to produce what could be called a systematic theory, it drew on, and interweaved, various philosophical strands and prominent themes of political and social thought, including historical materialism (Marxism/Western Marxism), Freudian analysis, cultural disenchantment, Hegelian dialectics, and totality. Yet by the 1940s, many of the first-generation Frankfurt school thinkers sought to counter the emasculation of critical reason, dialectics, and self-conscious theory with a focus on the negativity of dialectics. Later critics would claim that they had abandoned the progressive platform of the Enlightenment, or the project of emancipation from social and political oppression. In the 1980s, Jürgen Habermas’s communicative action theory would provide a so-called critical turn in Frankfurt school critical theory by resituating reason and social action in linguistics. It was during this time that international relations (IR) theorists would draw on Habermas’s theory and that of other critical theorists to critique the limits of realism, the dominant structural paradigm of international relations at the time. The first stages of this critical theory intervention in international relations included the seminal works of Robert Cox, Richard Ashley, Mark Hoffman, and Andrew Linklater. Linklater, perhaps more than any other critical IR theorist, was instrumental in repositioning the emancipatory project in IR theory, interweaving various social and normative strands of critical thought. As such, two seemingly divergent critical IR theory approaches emerged: one that would emphasize the role of universal principles, dialogue, and difference; the other focusing predominantly on the revolutionary transformation of social relations and the state in international political economy (historical materialism). Together, these critical interventions reflected an important “third debate” (or “fourth,” if one counts the earlier inter-paradigm debate) in IR concerning the opposition between epistemology (representation and interpretation) and ontology (science and immutable structures). Perhaps more importantly, they stressed the need to take stock of the growing pluralism in the field and what this meant for understanding and interpreting the growing complexity of global politics (i.e., the rising influence of technology, human rights and democracy, and nonstate actors). The increasing emphasis on promoting a “rigorous pluralism,” then, would encompass an array of critical investigations into the transformation of social relations, norms, and identities in international relations. These now include, most notably, critical globalization studies, critical security studies, feminism, postmodernism, and postcolonialism.

During the last decades ‘causation’ has been a deeply divisive concept in International Relations (IR) theory. While the positivist mainstream has extolled the virtues of causal analysis, many post-positivist theorists have rejected the aims and methods of causal explanation in favour of ‘constitutive’ theorising. It is argued here that the debates on causation in IR have been misleading in that they have been premised on, and have helped to reify, a rather narrow empiricist understanding of causal analysis. It is suggested that in order to move IR theorising forward we need to deepen and broaden our understandings of the concept of cause. Thereby, we can radically reinterpret the causal-constitutive theory divide in IR, as well as redirect the study of world politics towards more constructive multi-causal and complexity-sensitive analyses.

Over the last ten years, international relations (IR) theory, a branch of political science, has animated some of the most exciting scholarship in international law.1 If a true joint discipline has not yet emerged,2 scholars in both fields have clearly established the value of interdisciplinary cross-fertilization. Yet IR—like international law—comprises several distinct theoretical approaches or “methods.” While this complexity makes interactions between the disciplines especially rich, it also makes them difficult to explore concisely. This essay thus constitutes something of a minisymposium in itself: it summarizes the four principal schools of IR theory—conventionally identified as “realist,” “institutionalist,” “liberal” and “constructivist”—and then applies them to the norms and institutions governing serious violations of human dignity during internal conflicts (the “atrocities regime”).

Alex Wendt's Social Theory of International Politics demonstrates perhaps more long and hard thought about social theory and its implications for international relations theory than most international relations scholars have dared to venture into. He admirably attempts to do in an explicit manner what most scholars in the discipline do only implicitly and often accidentally: suggest a social theory to serve as the foundation for theorizing about international relations. However, there are problems with his approach, a hint of which can be found in the epigraph he has chosen: ‘No science can be more secure than the unconscious metaphysics, which tacitly it presupposes’. Because metaphysics cannot ultimately be proven or disproved, it is inherently insecure. The insecurity and instability of the metaphysical presuppositions present in Social Theory are not difficult to find, and what Wendt ends up demonstrating, despite his objective not to, is the absence of any secure, stable, and unambiguous metaphysical foundation upon which IR theory could be firmly anchored. Indeed, what Social Theory does illustrate is that there is no such ultimate centre within the discipline except the powerful desire to maintain the illusion of first principles and the essential nature of things. If I may paraphrase Wendt, this is a ‘desire all the way down’ in that it permeates his relentless quest for the essence of international relations. Two goals characterize this desire: on the one hand, to take a critical stance toward more conventional international relations theory such as neorealism and neoliberalism; on the other, to maintain unity, stability, and order within the discipline. Social Theory oscillates between these two goals and in doing so deconstructs the very foundations it seeks to lay.

Abstract In traditional International Relations theory (IR), states have been approached from empiricist perspective by using methods and terminologies that consider states as homogeneous ‘speaking billiard balls’, which compete for power, prestige and so forth with each other. This article does not argue that traditional paradigms of IR (such as Classical Realism or Neorealism) would not count any more, vice versa, but what this article argues is that for being able to understand more deeply such topical social phenomena as terrorism, strategic communities, spread of nuclear weapons, nuclear policies, world order, NATO-enlargement, EU-integration, threat scenarios, enemy images an so forth, one has to adopt a more holistic, Constructivist social theoretical, approach than traditional IR offers. In this context Constructivism necessitates at least three things. Firstly, one has to explicitly clear out his/her ontological and epistemological points of departure for being able to operate with Constructivist social theory. In some occasions it may e.g. be necessary to deal with God’s and religions’ ontological and epistemological statuses as signifiers of interests, or as ‘root causes’ of behaviour of many social groups, communities and nations. Secondly, the state should be considered as a ‘decentred subject’ consisting of individuals, many sub-groups, organizational structure, institutions and especially identity structure, which has been purposefully constructed throughout the history (the endogenous perspective), and which is under constant reconstruction through domestic and international discursive interactions (the interactionist perspective). Thirdly, one should take into account that human communities and societies tend to habituate themselves into certain beliefs, values and modes of action that change very slowly over the course of history (the cultural perspective), despite increasing interactions.

International relations (IR) theory is difficult to define. It is often taught as a theory that seeks both to explain past state behavior and to predict future state behavior. However, even that definition is contested by many theorists. Traditional IR theories can generally be categorized by their focus either on humans, states, or on the state system as the primary source of conflict. Any bibliography of international relations theory is bound to create controversy among its readers. Why did the author choose one theory and not the other? Why did the author choose one source and not the other? Indeed, a wide variety of permutations would be perfectly valid to provide the researcher with an adequate annotated bibliography, so why were these particular entries chosen? This article identifies Realism, Liberalism, and Constructivism as the three major branches of IR theory. These three branches have replaced the earlier realism-idealism dichotomy. The “English School” could be considered part of any of the aforementioned three branches, and its placement in the IR theory world is the subject of some debate. It has therefore been given its own section and is not included in any of the other sections. Critical IR theory and Feminist IR theory are often considered part of constructivism; however, there is much debate over whether they constitute their own branches, and so they are included in this article (as well as in their own entries in the OBO series), though the sources are somewhat different. Post–Cold War IR Theory is given its own heading because there are a number of theories that were proposed in the immediate aftermath of the Cold War that are still widely taught and discussed in the field. Perhaps the most controversial inclusion is that of Neoconservatism. Though it is quite possible to mount a case for it to be considered a theory of US foreign policy, it is theoretically distinct from other IR theories (the belief in bandwagoning instead of balancing). The final three sections are included to show how political theory has influenced IR theory, and how history and foreign policy have influenced IR theory (and vice versa). The included sections and citations represent both the mainstream of IR theory and those nonmainstream theories that have just started to break into the mainstream of IR theory. This article provides a starting point for both the beginning and the serious scholar of international relations theory.
