Causes of a divided discipline: rethinking the concept of cause in International Relations theory

During the last decades ‘causation’ has been a deeply divisive concept in International Relations (IR) theory. While the positivist mainstream has extolled the virtues of causal analysis, many post-positivist theorists have rejected the aims and methods of causal explanation in favour of ‘constitutive’ theorising. It is argued here that the debates on causation in IR have been misleading in that they have been premised on, and have helped to reify, a rather narrow empiricist understanding of causal analysis. It is suggested that in order to move IR theorising forward we need to deepen and broaden our understandings of the concept of cause. Thereby, we can radically reinterpret the causal-constitutive theory divide in IR, as well as redirect the study of world politics towards more constructive multi-causal and complexity-sensitive analyses.

This chapter deals with normative international relations theory, a field of study that relies on a variety of approaches and theories to explore moral expectations, decisions, and dilemmas in world politics. Normative IR theory has adopted — and adapted — conceptual categories such as communitarianism and cosmopolitanism from political theory. It also borrows from moral philosophy to designate different types of ethical reasoning, such as deontology and consequentialism. The chapter begins with an overview of the history, influences, and some of the categories that normative IR theory brings to the study of international relations. It then examines the ways in which normative IR theory engages with the hidden ethical assumptions of a range of IR approaches. It also considers the case of civilian deaths during the 2003 Iraq war in relation to the the just war tradition, and more specifically to the idea that soldiers have duties to exercise restraint in war.

AbstractThe ability of International Relations theory to ‘travel well’ to other parts of the world has become one of the central questions within the discipline. This article argues that a Foucauldian-derived ‘analytics of government’ framework has particular advantages in overcoming some of the difficulties IR theory has faced abroad. These advantages include a methodological focus on specific practices of power at their point of application; attention to similarities between practices of power that cut across perceived binaries such as the domestic and international, and public and private; and an illumination of the ways in which practices of freedom are combined and interrelate with forms of coercion and violence. This argument is illustrated in the context of debates about the applicability of Foucauldian theory to African politics, through examples drawn from Bayart's work on globalisation, the power of development partnerships, and violence and civil war. It argues that deploying governmentality as an analytical framework, rather than seeing it as a specifically neoliberal form of power relation, can not only facilitate the application of IR theory outside Europe and North America but can also help develop a broader perspective on genuinely world politics.

Abstract What are the prospects and likely future direction of European integration? Will it be marked by resilience and perhaps even deepening integration among European Union (EU) member states, or will it encounter further instability that could lead to fragmentation and disintegration? The answers to these questions are currently unknown but are important not just for the citizens and countries of the EU but for world politics more broadly. Scholars and other observers have advanced a range of arguments to answer these questions, many of which are derived from the three mainstream theoretical paradigms of contemporary International Relations (IR): realism, liberalism, and constructivism. These arguments reveal disagreement both within and across paradigms over the question of the EU's future. While it is commonly thought that realists are generally pessimistic and liberals and constructivists broadly optimistic regarding the EU's future prospects, it is possible to identify arguments derived from liberal IR theory that the EU faces possibly fatal challenges and realists who see powerful reasons for the EU to stick together, while there are constructivists who think it can go either way. There are thus six basic positions on the future of the EU derived from IR theory. This paper identifies and evaluates a broad range of causal forces that will affect the future of European integration. The paper concludes by discussing the enduring role and value of theory in the study of international relations.

This article draws on Hobbes and existentialist philosophy to contend that anxiety needs to be integrated into international relations (IR) theory as a constitutive condition, and proposes theoretical avenues for doing so. While IR scholars routinely base their assumptions regarding the centrality of fear and self-help behavior on the Hobbesian state of nature, they overlook the Hobbesian emphasis on anxiety as the human condition that gives rise to the state of nature. The first section of the article turns to existentialist philosophy to explicate anxiety's relation to fear, multiple forms, and link to agency. The second section draws on some recent interpretations to outline the role that anxiety plays in Hobbesian thought. Finally, I argue that an ontological security (OS) perspective that is enriched by insights from existentialism provides the most appropriate theoretical venue for integrating anxiety into IR theory and discuss the contributions of this approach to OS studies and IR theory.

This paper analyzes the theoretical and pragmatic implications for international relations and world politics of the new holistic approach to climate change articulated by Pope Francis in the Encyclical Laudato Si’, particularly through the notion of “integral ecology”. It is not my intention to offer an exegesis of the Papal document. I will rather try to illustrate and discuss its planetary hermeneutics. I emphasize that the Encyclical’s perspective is not exclusively normative, and that, within the dynamic interplay between social structure and human agency, it can also be considered as a call to action. In this context, I suggest that both International Relations Theory and global politics have much to learn from the fundamental claims of contemporary religions in relation to climate disruption. In particular, Pope Francis’ document, far from being just a new chapter in the unfolding process of the “greening” of religions, raises the issue of the sustainability of the present world system. Therefore, I contend that the perspective of the Encyclical calls for a radical transformation of international relations, since it emphasizes the deep implications of environmental issues on the entire spectrum of security, development, economic and ethical challenges of contemporary world politics. Against this backdrop, my objective is to connect the main tenets of the Encyclical to the environmental turn in International Relations Theory and to the new epistemological challenges related to the paradigm shift induced by the new planetary condition of the Anthropocene and the relevant questions arising for a justice encompassing the humanity-earth system. The Encyclical seems to suggest that practicing sustainable international relations means exiting the logic of power or hegemony, while simultaneously operationalizing the concept of care.

Over the last ten years, international relations (IR) theory, a branch of political science, has animated some of the most exciting scholarship in international law.1 If a true joint discipline has not yet emerged,2 scholars in both fields have clearly established the value of interdisciplinary cross-fertilization. Yet IR—like international law—comprises several distinct theoretical approaches or “methods.” While this complexity makes interactions between the disciplines especially rich, it also makes them difficult to explore concisely. This essay thus constitutes something of a minisymposium in itself: it summarizes the four principal schools of IR theory—conventionally identified as “realist,” “institutionalist,” “liberal” and “constructivist”—and then applies them to the norms and institutions governing serious violations of human dignity during internal conflicts (the “atrocities regime”).

Increasingly, International Relations (IR) theorists are drawing inspiration from a broad range of theorists outside the discipline. One thinks of the introduction of Antonio Gramsci's writings to IR theorists by Robert Cox, for example, and the ‘school’ that has developed in its wake. Similarly, the works of Anthony Giddens, Michel Foucault, and Jurgen Habermas are all relatively familiar to most IR theorists not because of their writings on world politics per se, but because they were imported into the field by roving theorists. Many others of varying success could be cited as well. Such cross-disciplinary excursions are important because they inject vitality into a field that – in the opinion of some at least—is in need of rejuvenation in the face of contemporary changes. In this paper, I elaborate on the work of the Canadian communications theorist Harold Innis, situating his work within contemporary IR theory while underlining his historicism, holism, and attention to time-space biases.

Alex Wendt's Social Theory of International Politics demonstrates perhaps more long and hard thought about social theory and its implications for international relations theory than most international relations scholars have dared to venture into. He admirably attempts to do in an explicit manner what most scholars in the discipline do only implicitly and often accidentally: suggest a social theory to serve as the foundation for theorizing about international relations. However, there are problems with his approach, a hint of which can be found in the epigraph he has chosen: ‘No science can be more secure than the unconscious metaphysics, which tacitly it presupposes’. Because metaphysics cannot ultimately be proven or disproved, it is inherently insecure. The insecurity and instability of the metaphysical presuppositions present in Social Theory are not difficult to find, and what Wendt ends up demonstrating, despite his objective not to, is the absence of any secure, stable, and unambiguous metaphysical foundation upon which IR theory could be firmly anchored. Indeed, what Social Theory does illustrate is that there is no such ultimate centre within the discipline except the powerful desire to maintain the illusion of first principles and the essential nature of things. If I may paraphrase Wendt, this is a ‘desire all the way down’ in that it permeates his relentless quest for the essence of international relations. Two goals characterize this desire: on the one hand, to take a critical stance toward more conventional international relations theory such as neorealism and neoliberalism; on the other, to maintain unity, stability, and order within the discipline. Social Theory oscillates between these two goals and in doing so deconstructs the very foundations it seeks to lay.

Most theories of International Relations (IR) are cautious, if not pessimistic, about the potential for change in IR. In this regard, the concept of ontological security holds promising yet oft-overlooked prospects. This article argues that applications of ontological security to IR theory thus far have been limited due to the narrow conceptualisations of practices and how they contribute to one’s attempts to preserve their ontological security. As such, this paper seeks to expand the theoretical framework through which ontological security is applied to IR, which involves a more comprehensive conceptualisation of practice that considers reflexivity as key. Accordingly, the theory demonstrates that a state, faced with threats to their sense of Self, can respond either by rigidising or changing their practices rather than being limited to the former. This allows one to account for change—especially big change—in world politics such as the increasingly inward-looking turn of the West.
