Abstract Efforts to include community voice in health policy and service planning are gaining recognition and support in the United States. Findings suggest community involvement can contribute to a better understanding of systems and factors that impact health, and, subsequently, more effective and sustainable policy and program design. Additionally, engagement can increase community buy-in, and community members can gain a greater awareness of services; increased confidence navigating systems; feelings of social connectedness; and capacity to advocate around issues through participation. Despite these findings, the extent to which community members are engaged in planning and decision-making varies considerably. Researchers from Georgia State University conducted a review of state plans on aging using the Person-Centered Outcomes Research Initiative (PCORI) Engagement Principles and the Health Research & Educational Trust’s Community and Patient Engagement Spectrum as frameworks to assess evidence of community engagement. The frameworks recognize engagement throughout the planning process, including design, data collection and interpretation, and dissemination. The review revealed that few planning processes described significant engagement, but rather met the minimal requirements established by federal policy. Federal guidance on community-informed planning practices is sparse, as are resources to support states in adopting these processes. To address this gap, the research team drew on the frameworks and other promising practices to design two community engagement projects, both in partnership with Georgia’s Division of Aging Services. Methods for participant engagement, data collection, interpretation and application of results, and lessons learned through both projects will be discussed, as well as potential implications.

For the past decade, state and regional ocean planning authorities across the United States have been designing and conducting integrated and comprehensive marine planning processes in accordance with national, regional, and state mandates or guidance. Understanding and characterizing a variety of human uses of the ocean through combined data collection and stakeholder engagement initiatives is a core component of these processes.Marine recreation has been a primary focus for these efforts, largely because there is a general lack of data characterizing this sector, despite its significant social and economic importance. Planning and management authorities as well as marine industry stakeholders have recognized this data gap. To fill this gap, planning authorities have been working closely with marine recreational industry leaders and experts on a number of studies which have resulted in datasets that are relevant to planning and management agencies and are also considered trustworthy by the industries. While these studies have employed a variety of approaches, techniques, and tools to characterize a diverse set of marine industries, a number of common themes and observations have emerged. This paper highlights these overarching best practices and insights distilled from SeaPlan’s experience with collaborative marine human use characterization studies in the Northeastern U.S.These common methodological best practices and strategies are framed within a collaborative data collection and engagement model developed and adapted through designing and conducting successive marine recreational use studies between 2009-2016. Employing this collaborative model was instrumental in generating trusted data credible to all parties and creating an avenue for direct industry participation in the ocean planning process. We also offer two key strategies which can be used within the model’s framework. The first frames data as a shared asset, where information is intentionally developed to meet planning, management, and industry goals simultaneously. The second strategy encourages engagement approaches which are tailored toward unique industry characteristics, such as geographical distribution, seasonality, and existing industry organization.This paper presents four case studies which demonstrate how the collaborative model’s best practices and associated strategies have been put into practice in the Northeastern U.S. over the past seven years. These studies include the 2010 Massachusetts Recreational Boater Survey, the 2012 Northeast Recreational Boater Survey, the 2015 Northeast Coastal and Marine Recreational Use Characterization Survey, and the 2013-2016 Pilot Charter and Party Vessel Fishing Mapping Project. Reflecting on the outcomes of these studies, we present a summary of lessons learned from this body of work. The intent in sharing this experience is, specifically, to inform others’ efforts as existing marine plans are implemented and as other regions and states embark on similar marine industry characterizations, and, more broadly, to contribute to the growing body of work in marine social sciences.

Wastewater surveillance for the severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) is an emerging approach to help identify the risk of a coronavirus disease (COVID-19) outbreak. This tool can contribute to public health surveillance at both community (wastewater treatment system) and institutional (e.g., colleges, prisons, and nursing homes) scales. This paper explores the successes, challenges, and lessons learned from initial wastewater surveillance efforts at colleges and university systems to inform future research, development and implementation. We present the experiences of 25 college and university systems in the United States that monitored campus wastewater for SARS-CoV-2 during the fall 2020 academic period. We describe the broad range of approaches, findings, resources, and impacts from these initial efforts. These institutions range in size, social and political geographies, and include both public and private institutions. Our analysis suggests that wastewater monitoring at colleges requires consideration of local information needs, sewage infrastructure, resources for sampling and analysis, college and community dynamics, approaches to interpretation and communication of results, and follow-up actions. Most colleges reported that a learning process of experimentation, evaluation, and adaptation was key to progress. This process requires ongoing collaboration among diverse stakeholders including decision-makers, researchers, faculty, facilities staff, students, and community members.

The objectives of this article are to discuss the process of community engagement experienced to plan and implement a pilot study of a pharmacist-provided MTM intervention focused on reducing the use of medications associated with falling, and to present the research methods that emerged from the community engagement process to evaluate the feasibility, acceptance, and preliminary impact of the intervention. Key lessons learned from the community engagement process also are presented and discussed. The relationship building and planning process took twelve months. The RE-AIM framework broadly guided the planning process since an overarching goal for the community partners was developing a program that could be implemented and sustained in the future. The planning phase focused on identifying research questions that were of most interest to the community partners, the population to study, the capacity of partners to perform activities, and process evaluation. Much of the planning phase was accomplished with face-to-face meetings. After all study processes, study materials, and data collection tools were developed, a focus group of older adults who represented the likely targets of the MTM intervention provided feedback related to the concept and process of the intervention. Nine key lessons were identified from the community engagement process. One key to successful community engagement is partners taking the time to educate each other about experiences, processes, and successes and failures. Additionally, partners must actively listen to each other to better understand barriers and facilitators that likely will impact the planning and implementation processes. Successful community engagement will be important to develop both formative and summative evaluation processes that will help to produce valid evidence about the effectiveness of pharmacists in modifying drug therapy and preventing falls as well as to promote the adoption and implementation of the intervention in other communities.   Type: Original Research

Qualitative methods that capture individual lived experiences throughout rapidly changing circumstances are particularly important during public health emergencies. The COVID-19 pandemic has put home care workers at risk as they provide vital services in homes to individuals with chronic conditions or disabilities. Using a 6-week journaling process in which we enrolled participants at different points, we sought to examine experiences of home care workers ( n = 47) in the United States in New York and Michigan during April–July 2020 of the COVID-19 pandemic. Our methods for data collection and analysis were guided by a general qualitative approach as we aimed to examine the weekly perspectives and lived experiences of home care workers. We asked individuals to respond to our journaling prompts weekly to capture their reflections in “real time.” To better understand home care workers’ perspectives on journaling and the broader external context in which they provided care, we triangulated our data with interviews with home care workers ( n = 19) and home health agency representatives ( n = 9). We explored the feasibility of a rolling journaling process during an unprecedented public health emergency, characterized by rapid changes and uncertainty in day-to-day life, and reflect on lessons learned to guide future research on journaling for data collection, particularly for marginalized workers during public health crises, when events are evolving rapidly.

AbstractIn the United States, informal elder care is principally the responsibility of younger relatives. Adult children perform the majority of elder care and non-relatives perform only 14 percent of care. Caregiving in the lesbian, gay, bisexual, and transgender, or LGBT, community follows a very different pattern that reflects the importance of “chosen family” in the lives of LGBT older adults. Instead of relying on relatives, LGBT older adults largely care for each other. Relatives provide only 11 percent of all elder care. This article explores the high level of caregiving by non-relatives in the LGBT community. It asks what motivates friends, neighbors, and community members to provide care for someone whom the law considers a legal stranger. It also asks what steps policy makers can take to facilitate and encourage this type of caregiving. Finally, it asks what lessons can be learned from LGBT older adults about the nature of both caregiving and community. As the aging population becomes more diverse, aging policies will have to become more inclusive to address the differing needs of various communities, including LGBT older adults. The potential lessons learned from the pattern of elder care in the LGBT community, however, extend far beyond a simple commitment to diversity.

Abstract For exploring and discovering the main knowledge, experience and practices, four main issues were analyzed: what were the goals of the involved participants regarding the community involvement in the spatial and community planning; what methods were used to extend the involvement of community members; what problems and obstacles did the project participants face, and what were the main lessons learned. This study provides reflections (analysis, comparison and evaluation) on community involvement in participatory process in coastal areas of the Baltic Sea Region by investigating the methods, which were used in community involvement in project participating countries; and its influence in improving local governance of the local territory development.

The attacks on September 11, 2001, changed the lives of all Americans. For many immigrant Muslims in the United States this meant dealing with an elevated amount of discrimination. This study investigated how perceived discrimination influenced levels of community engagement among Muslim American emerging adults and whether it varied by gender. Data were gathered from 134 Muslim American immigrant participants aged 18 to 28. Surprisingly the findings showed no significant gender differences in terms of religiosity, perceived discrimination, and community engagement. Those who wore traditional religious dress, as expected, reported higher degrees of discrimination than those who did not. Further analysis also showed that for young women deep religious commitments led to community involvement when perceiving higher levels of discrimination. On the other hand, for young men, perceived discrimination did not have any effect in mediating the role of religiosity on community engagement. The results showed that gendered pathways of the role perceived discrimination may play in increasing community engagement in young women but not for young men.

Community engagement is crucial for public health initiatives, yet it remains an under-studied process within national disease elimination programs. This report shares key lessons learned for community engagement practices during a malaria outbreak response in the Los Tres Brazos neighborhood of urban Santo Domingo, Dominican Republic from 2015-2016. In this two-year period, 233 cases of malaria were reported—more than seven times the number of cases (31) reported in the previous two years. The initial outbreak response by the national malaria program emphasized “top-down” interventions such as active surveillance, vector control, and educative talks within the community. Despite a transient reduction in reported cases in mid-2015, transmission resurged at the end of 2015. The program responded by introducing active roles for trained community members that included door-to-door fever screening, testing with rapid diagnostic tests and treatment. Malaria cases declined significantly throughout 2016 and community-based active surveillance infrastructure helped to detect and limit a small episode of transmission in 2017. Results from qualitative research among community members revealed two key factors that facilitated their cooperation with community-based surveillance activities: motivation to help one’s community; and trust among stakeholders (community health workers, their neighbors and other key figures in the community, and malaria program staff and leadership). This experience suggests that community-led interventions and the program’s willingness to learn and adapt under changing circumstances can help control malaria transmission and pave the way for elimination.
