10. Bulgaria’s Slow Europeanization

The chapter analyses the Bulgarian experience of Europeanization: its achievements, weaknesses, and patterns of convergence with EU norms and rules. The chapter is structured in four parts. First, it offers a brief historical overview of Bulgarian accession to the EU. Secondly, the impact of EU membership on public opinion and political parties is evaluated. The third part presents the impact of EU membership on Bulgarian political institutions and governance. Finally, a brief comparison is offered with the Romanian experience of Europeanization. The underlying argument is that the process of Europeanization has been a slow one.

This chapter examines the different aspects of Spain’s adaptation to the European Union, and more specifically how Europe became a source of benefits and modernization for the country. Spain is the only country among all those which have joined the EU after 1958 whose political parties and citizenry were in full support of acccession. Europeanization has affected most policy areas, particularly economic and social policies in response to EU pressures during the financial crisis. The chapter first considers the pattern of Spain’s relations with the EU before discussing the overall assessment of its EU membership among public opinion and political parties. It then analyses the impact of EU membership on Spain’s political institutions and governance, judicial politics, and policy adaptation in areas such as the Common Agricultural Policy and environmental policy. The chapter concludes by exploring how Spain’s unconditional support for integration has become more conditional since the financial crisis.

Sweden became a member of the EU on 1 January 1995 after a long period of hesitation. After fifteen years of membership, reticence has given way to a more positive stance, best characterized as pragmatic support. The chapter first considers patterns in Sweden’s membership in the EU before discussing Swedish public opinion towards the EU and the impact of Sweden’s EU membership on the country’s political parties, political institutions, public administration, and sub-national actors such as the civil service. The chapter goes on to explore Sweden’s approach to EU public policy and concludes by comparing its experience with those of other member states, including Austria and Finland.

The task of the study was to identify the impact of EU membership on Lithuanian trade in food products. The author has carried out an analysis of the inevitable and likely changes which will affect Lithuanian trade policy. terms of trade within the EU and the third countries, export and import volumes, and social consequences of these changes. The conclusions are based on a comparison of the existing Lithuanian and EU tariffs for key items of Lithuanian foodstuffs exports and imports.

This chapter examines Estonia’s relations with the European Union. Estonia showed dedication in pursuing integration with the EU as it sought to strengthen statehood in a complex international environment. In the course of its post-communist transition, Estonia’s homegrown reforms gradually gave way to policy change and institution building driven by EU accession conditionality. The small nation’s track record as an EU member state points to continued compliance with EU law and pre-accession demands. However, legal alignment has not always been accompanied by behavioural and attitudinal change. The chapter first provides an overview of Estonia’s integration with the EU before discussing the pattern of its relations with the EU before and after accession. It then assesses the impact of EU membership on Estonia’s public opinion, political parties, political institutions, governance, and public policy.

The Ukrainian crisis is an arena of geopolitical conflict in which the interests of Russia, NATO and the EU intertwine. It is in this context that the behaviour of Bulgarian political institutions has to be analyzed. In the first section, I explore the reactions and positions of the Bulgarian governments, the main political parties and the presidential institution towards the Ukrainian crisis. In the second part, I highlight the tools used by Russia in order to influence Bulgarian political institutions and processes. The third section traces the measures undertaken by the United States and the EU to neutralize Russia's clout. I defend the view that Sofia needs to be more consistent in fulfilling its commitments to NATO and the EU.

The presented work is an attempt to compare the quality of governance in non-EU states in the Western Balkans and Eastern Europe with which the EU Association Agreements have been concluded, and Ukraine, including aspects of the impact of the DCFTA (Deep and Comprehensive Free Trade Areas). The most important issues are the interpretation of the results, the equality of countries, and the political consequences that may arise after the progression and the rapid pace of the member countries of the DCFTA towards the countries of the Balkan region. The identified countries seek full membership in the EU. Although the EU distinguishes between these countries, it recognizes “European prospects”, that is, membership in the EU, the commitments to adopt or approach EU laws and policies, made by both groups of countries, have much in common. This makes the comparison between the countries of the Balkan region and the member states of the DCFTA a sound and politically significant one. Such comparison is facilitated by numerous sources, qualitative assessments, and official ratings. Figuratively by analytical indicators, the countries can be divided into the first group of leading countries (Serbia and Montenegro) for which in February 2018 the European Commission proposed to consider 2025 as the possible date of accession to the EU. The second group (Albania and Macedonia), for which the date of accession negotiations is conditionally open in 2019. The third group includes Bosnia and Herzegovina, Kosovo, for which there are no dates, and Turkey, the negotiations with which are suspended. For comparison, if we take both political and economic indicators of Ukraine, it is approximately equal to the Balkan states of the second group and outstrips the states of the third group. The prospect of EU membership was recognized as the strongest external factor of internal political changes in the countries surrounding the EU. One of the most striking trends is the steady decline in the standards of political governance in all countries, for which the EU expands its membership perspective. One of the main manifestations of poor governance in the broader neighbourhood is the widespread corruption and impunity of officials. Weak rule of law and ineffective law enforcement bodies have become common practice in all different states and have allowed current officials to act impunity during their term of office. The identified results challenge the assumption dominating in political and scientific circles that a credible prospect of EU membership is steadily generating an internal environment conducive to democratic changes. The effectiveness of economic governance was assessed by the indicators of competitiveness of the national economy (Global Competitiveness Index, Corruption Perceptions Index, Human Development Index, Ease of Doing Business Index, Index of Economic Freedom, Index of Globalization, SEDA (Sustainable Economic Development Assessment)); GDP dynamics; the volume of foreign direct investment; economic activity of the population. In practice, the EU applies an increasing number of common economic policy instruments for the Balkans and member countries of the DCFTA, in spite of the political (or rhetorical) differentiation between countries, given the categorization of membership prospects. The convergence of the actual EU policy has taken place. The Association Agreements and the DCFTA have raised the level of political and economic governance in Georgia, Moldova, and Ukraine at the level of the Balkan countries while the expansion process for the Balkan countries has not advanced.

This chapter examines the Europeanization effects associated with Romania’s effort to begin and, later, complete its accession negotiations with the European Union. The road to EU membership in 2007 was a long and hard one for Romania. While public and political opinion remained solidly in favour of integration, and ultimately membership, institutional fluidity, poor administrative capacity, political factionalism, and corruption posed significant challenges to processes of domestic adaptation. The chapter first provides an overview of the changing pattern of Romania’s relationship with the EU before discussing some of the early evidence of the impact of EU membership on Romanian public opinion, party politics, and public policy. It also looks at important factors that have affected both the ‘production’ and ‘reception’ of the Europeanization pressures associated with the EU’s most recent enlargement. Finally, it compares Romania’s EU membership experience with those of other member states, particularly Poland and Bulgaria.

Contesting elections is extremely expensive. The need for money excludes many prospective candidates, resulting in the over-representation of wealth within politics. The cost of contesting elections has been underestimated as a cause of women’s under-representation. Covering seven case studies in six papers, this special issue makes theoretical and empirical contributions to understanding how political financing is gendered. We look at the impact on candidates, arguing that the personal costs of running for office can be prohibitive, and that fundraising is harder for female challengers. We also explore the role of political parties, looking at when and how parties might introduce mitigating measures to support female candidates with the costs of running. We demonstrate how political institutions shape the cost of running for office, illustrate how this is gendered and consider the potential consequences of institutional reform. We also note how societal gender norms can have financial repercussions for women candidates.
