Competition and Federal Contractor Performance

Abstract Contracts are increasingly used in government as a way to insert competition into public agencies and policy implementation. Competition among contractors is theorized to drive down costs, encourage innovation, and boost accountability. However, there have been few studies on whether competition actually leads to improved performance among contractors. This analysis examines nearly 25,000 federal contracts to determine how competition is related to performance. Findings indicate that competitively sourced contracts are more likely to suffer from performance problems. However, relationships between contractor and agency correlate with fewer performance problems. This suggests that competition may not be leading to the benefits that many might expect. Instead, relationships and shared experiences, along with other factors, may matter more when seeking to improve contractor performance.

This research aims to determine the implementation of biometric absence policy and its impact on the discipline and performance of civil state apparatus at the General Bureau of Central Kalimantan Provincial secretariat based on government regulation Number 53 the year 2010 about civil servants ' discipline. This study examined the policy implementation of the researchers using the Model implementation theory of Donald Van Metter and Carl Van Horn's policy (Agustino,2016:133). The Top-Down approach Model in this theory is a performance of a policy implementation that is essentially intentionally done to achieve a high performance implementation of public policy that takes place in a relationship with six Variables that affect the performance of the policy implementation are the size and objectives of policies, resources, the characteristics of implementing agents, attitudes or tendencies (disposition) of executives, communication between organizations and implementing activities and Economic, social and political environment by relying on that policy implementation runs linearly from available political decisions, executor and public policy performance. The type of research used is qualitative descriptive. Data collection techniques use observations, conduct interviews, and documentation, and then data is analyzed by reduction, data presentation and verification. From the results showed that the application of the biometric attendance policy has been performed well this is seen from the improvement of the discipline and performance of ASN which is already meet the hours of entry (morning apple) and hours of office, HR has character Discipline, communication between leaders and subordinates is always established at all times in a level, the working environment shows a conducive atmosphere. The impact of policy implementation of biometrics absent discipline increases and is coupled with improved performance.

Optimum performance in electron and ion imaging instruments, such as electron microscopes and probe-forming instruments, in most cases depends on a compromise either between imaging errors due to spherical and chromatic aberrations and the diffraction error or between the imaging errors and the current in the image. These compromises result in the use of very small angular apertures. Reducing the spherical and chromatic aberration coefficients would permit the use of larger apertures with resulting improved performance, granted that other problems such as incorrect operation of the instrument or spurious disturbances do not interfere. One approach to correcting aberrations which has been investigated extensively is through the use of multipole electric and magnetic fields. Another approach involves the use of foil windows. However, a practical system for correcting spherical and chromatic aberration is not yet available.Our approach to correction of spherical and chromatic aberration makes use of an electrostatic electron mirror. Early studies of the properties of electron mirrors were done by Recknagel. More recently my colleagues and I have studied the properties of the hyperbolic electron mirror as a function of the ratio of accelerating voltage to mirror voltage. The spherical and chromatic aberration coefficients of the mirror are of opposite sign (overcorrected) from those of electron lenses (undercorrected). This important property invites one to find a way to incorporate a correcting mirror in an electron microscope. Unfortunately, the parts of the beam heading toward and away from the mirror must be separated. A transverse magnetic field can separate the beams, but in general the deflection aberrations degrade the image. The key to avoiding the detrimental effects of deflection aberrations is to have deflections take place at image planes. Our separating system is shown in Fig. 1. Deflections take place at the separating magnet and also at two additional magnetic deflectors. The uncorrected magnified image formed by the objective lens is focused in the first deflector, and relay lenses transfer the image to the separating magnet. The interface lens and the hyperbolic mirror acting in zoom fashion return the corrected image to the separating magnet, and the second set of relay lenses transfers the image to the final deflector, where the beam is deflected onto the projection axis.

Abstract. Escalation of commitment occurs when a course of action is continued despite repeated drawbacks (e.g., maintaining an employment relationship despite severe performance problems). We analyze process accountability (PA) as a de-escalation technique that helps to discontinue a failing course of action and show how time moderates both the behavioral and cognitive processes involved: (1) Because sound decisions should be based on (hopefully unbiased) information search, which requires time to gather, the effect of PA on de-escalation increases over time. (2) Because continuing information search creates behavioral commitment, the debiasing effect of PA on information search diminishes over time. (3) Consistent with the tunnel vision notion, the effects of less biased information search on de-escalation decrease over time.
