Urban Planning, Development and the Politics of the Gecekondu

This chapter examines the dynamics of Turkey’s policies of urban development. It shows that within the changing urban landscape there are politics not limited to those of ownership of public spaces and environmental concerns, but also a political-patrimonial relationship between the AKP, big businesses and the residents of poorer neighborhoods which stand to gain much from Turkey’s construction boom, despite its discontents. In order to understand this, the nature of the gecekondu (squatter) settlements must be understood and explained and how developing areas such as Gezi Park and planning “mega projects” became a political tool.

Abstract Decreasing green spaces is a significant concern in today’s compact cities while they provide various dimensions of sustainability; therefore, sustainable development has become the key idea to solve a series of environmental, economic and social problems. Because urban green space can be seen from different distinct disciplinary perspectives, this study reviews theories and material based on multidisciplinary and transdisciplinary approaches. Urban development and renewal should be accompanied by a green vision, to insert more plantable spaces into the urban environment. Therefore, sustainable urban planning, design and management are needed to improve urban greening by innovative and creative strategies.

This paper discusses the relationships between urban landscape, public spaces, and territorial management in one medium-sized city of São Paulo state. Three sets of approach are outlined: the establishment of parameters for the characterization of the medium-sized cities of São Paulo; the specific context of São Carlos, with biophysical characteristics conjugated with the socio-spatial dynamics of development and expansion; and the challenges and perspectives in the configuration and management of public spaces and urban landscapes. It is intended to reflect on articulations between the fields of landscape and urban planning and indicate applications to the studied context, with integrations between design, instruments, legislation, and public policies.

In this article examines the interrelation between the processes of industrialization and urbanization in terms of their impact on the quality of life in cities. The modern city is largely the result of the accelerated development of industry in the XIX - early XX centuries, however, the transition to the postindustrial phase of the development of society, which begins in the second half of the XX century, leads to deindustrialization of urban development. One of the trends of modern urban planning is the reconstruction of industrial zones which is carried out in the form of their adaptive reuse, which avoids many of the costs associated with their radical restructuring, although such a path is not always possible. According to opinions of the authors, the appeal to the idea of adaptive reuse becomes one of the means of revitalizing the urban landscape and, as a result, urban life.


Methodical approaches and the main results of researches devoted to town-planning development of the city of Moscow are considered. Urban development trends are analyzed by four indicative indicators in the context of administrative districts and municipalities. The system of indicative indicators makes it possible to reveal features of town-planning development of administrative districts, and also areas of active town-planning development and areas of stagnation, regularities between indicators of housing provision, objects of social and service infrastructure, potential workplaces. These studies are conducted on a regular basis, the results are presented in the form of presentation albums. This monitoring of urban indicators will identify problematic aspects and develop proposals to improve the system of urban planning and forecasting.

The paper develops the theses of D.O. Shvidkovsky, interpreting the evolution of the development of St. Petersburg as a successive change in a number of concepts of urban development. Using the example of the Spit of Vasilievsky Island, the main models are highlighted, their radical focus and the overall scale of implementation, characteristic of St. Petersburg, are emphasized. The fundamental discrepancy of the target settings of the urban planning process at three main stages of development of the historical city center is recorded. It is noted that modern urban planning policy does not take into account the damage caused to its landscapes in the 1840-1910s, when the openness and transparency of the ensemble of central squares were lost, and the Collegiate Square on the Spit was liquidated. The relevance of a return to a multifactorial environmental approach in the formation of urban open spaces today is emphasized.

Mobility and Walkability is an important concept in urban planning. The term is built around the concept of providing healthy communities, reducing dependency on automobiles and improving health consciousness to people. Based on factors including connectivity, densities, amenities, and socio-economics, this research focused on the analysis of urban design elements in relation to mobility and walkability of pedestrians around Divisoria District, Cagayan de Oro City through the influence of street networks around the area. Using data and actual survey helped locate high rates for walkability within the district. Additional qualities such as distance, safety, socio-economic and public spaces also play a role in the rates of mobility and walkability around the district. The urban design elements as facilitators take place within all types of developments around the area, but the number of barriers hinders mobility and walkability. Analysis of barriers and facilitators produced design guidelines that will promote mobility and walkability for new districts and urban development in the future. The findings suggested that urban design elements are important in achieving mobility and walkability.

The scientific concept of planning development of small cities and settlements located on the coast of the Crimea peninsula of the Black Sea is outlined. The relevance of the study is due to the importance of the territory in question as the All-Russian Center for Mass Recreation, Tourism and Sport. Subject: The principles of planning organization of modern urban development and objects of transport communications under conditions of complex relief on the territory of coastal settlements of Crimea (on the example of optimizing the urban planning structure of Gurzuf urban-type settlement). Purposes: Development of scientific concept in the field of urban planning reorganization of the territory of small urban coastal settlements with the formation of new centers for the public, educational, hotel and transport-communal use. Improving the structure of urban development and objects of transport infrastructure. Methods: The concept is based on a comprehensive analysis of the process of historical exploration and development of the coastal settlements’ territories of the Crimean Peninsula under the conditions of complex relief and ineffective development. The new methods of step-by-step reorganization of urban space are proposed. Results: The concept determines further practical directions in the field of design, concerning the improvement of the planning structure of buildings within the boundaries of small urban settlements in Crimea, the creation of the spatially organized structure of new urban facilities for the public, hotel-tourism, educational and transport-communal use. The new methods of step-by-step reorganization of the structure of buildings and transport communications, ensuring the availability of facilities for mass resort recreation and tourism, sustainable public and transport links, preservation of the unique ecology of the Crimean resort zone are proposed.

In the process of research the essence of urban policy was disclosed, the basic concept of urban space development were considered, historical prerequisites for the formation of public spaces and modern world trends were identified, a review of the regulatory framework for the formation and implementation of urban planning policies was carried out, priority directions for improving the efficiency of the mechanisms for implementing the urban development policy of the district of Saransk in conditions of the transformation of public spaces were developed.
