Regulating the Polluters

Climate change, tropical deforestation, biodiversity loss, ozone depletion, hazardous wastes, and ocean pollution are among the environmental issues that have bought national governments together in a common purpose. As they have worked to mitigate these global problems, national governments have developed a wide variety of environmental regime designs. They have created complex systems of global rules and institutions to enable and incentivize private and public actors to meet the challenges posed by global pollution. Why have national governments created different international rules and institutions to address global environmental issues? This book demonstrates that national governments have developed different institutional responses to global issues because the markets producing environmental pollution impose varying constraints and create varying opportunities for change. The nature and scale of those constraints and opportunities depend on the capital resources and industrial concentrations of producers and the demand characteristics of consumers in the markets that governments seek to regulate. Global institutions are designed to match the basic elements of the markets producing global environmental pollution. In global governance, not only are oligopolistic businesses politically influential in shaping policy outcomes, but they are also efficient implementers of environmental regulation. They face a double-edged sword arising from their wealth and market concentrations. Although they are able to shape regulatory policy, these powerful businesses are targeted for stringent global regulation. The sources of their political influence make them the best options for mitigating global pollution.

MNCs are increasingly facing global environmental issues demanding coordinated market and non-market strategic responses. The home country institutional context and individual company histories can create divergent pressures on strategy for MNCs based in different countries; however, the location of MNCs in global industries and their participation in ‘global issues arenas’ create issue-level fields within which strategic convergence might also be expected. This paper analyzes the responses of oil MNCs to climate change and finds that local context influenced initial corporate reactions, but that convergent pressures predominate as the issue matures.

It reinvestigates relationships of man and nature in Eastern traditional art and philosophy and transposes the content to contemporary global environmental issues. The outcomes are two ambient digital video art animations presented as video painting on high-resolution wall-mounted flat screen displays.

This introductory chapter presents global environmental politics as an important area of international and transnational cooperation and as a distinct field of study. First, as an area of cooperation, global environmental politics emerged out of the need to work together internationally and transnationally to address some pressing environmental problems, such as biodiversity loss, climate change, the depletion of the ozone layer, and the rapid reduction of global fish stocks. Independent state action at the local and national levels is not sufficient to address global environmental issues: these issues require cooperation through global governance. Second, as a field of study, global environmental politics investigates the various dimensions of emerging actions on global environmental issues. It is a diverse field of study from both theoretical and disciplinary perspectives.

Rangelands occupy about 50% of the world’s land area. They are ecologically and economically as important as rain forests and in even greater danger of degradation and disappearance. This paper reviews the definitions and distribution of rangelands and describes their global environmental importance in terms of erosion control, carbon storage and methane emission. Condition and degradation of rangelands are defined and discussed and it is argued that soil protection and carbon storage can be increased and methane emission per animal decreased by conservative use and improvement of rangelands, whilst at the same time alleviating hunger and malnutrition in developing countries. It is concluded that policies should be adopted by national governments and international deve-lopment programs to conserve and improve rangelands.

Environmental pollution is a major threat to public health and is the cause of important economic losses worldwide. Atmospheric nitrogen deposition is one of the most significant components of environmental pollution, which, in addition to being a health risk, is one of the leading drivers of global biodiversity loss. However, monitoring pollution is not possible in many regions of the world because the instrumentation, deployment, operation, and maintenance of automated systems is onerous. An affordable alternative is the use of biomonitors, naturally occurring or transplanted organisms that respond to environmental pollution with a consistent and measurable ecophysiological response. This policy brief advocates for the use of biomonitors of atmospheric nitrogen deposition. Descriptions of the biological and monitoring particularities of commonly utilized biomonitor lichens, bryophytes, vascular epiphytes, herbs, and woody plants, are followed by a discussion of the principal ecophysiological parameters that have been shown to respond to the different nitrogen emissions and their rate of deposition.

Whereas indigenous people are on the frontlines of global environmental challenges such as climate change, biodiversity loss, and numerous other forms of critical planetary deterioration, the indigenous experiences, responses, and cultural practices have been underestimated in the mainstream frameworks of environmental studies. This paper aims to articulate a meaningful response to recent calls to indigenous and local knowledge on food as a source of resilience in the face of global climate change. By retrieving the values and practices indigenous people of Taiwan, specifically Tayal women, associate with human and non-human ecologies, our collaborative work with the indigenous community explores indigenous resilience and its relevance to indigenous cultural knowledge and global environmental concerns. Pivoting on the “Millet Ark” action, a Tayal conservation initiative of the bio-cultural diversity of millets, this study revolves around issues of how Tayal communities adapt to the climate change, how to reclaim their voice, heritage, knowledge, place, and land through food, and how to narrate indigenous “counter-stories” of resilience and sustainability. The cultural narrative of “Millet Ark” investigates indigenous way of preserving millet bio-cultural diversity and restoring the land and community heritage, inquiring into how Tayal people are adaptive and resilient to change and therefore sustainable through the cultural and social life of millets.

Environmental governance may be distinguished from environmental management by the implication that, in the former, some form of participatory process is involved. Here, the focus is upon the potential for women's movements and networks to influence the principles and practices of global environmental governance (GEG). It is contended that, in principle, women are uniquely placed to oppose the dominant norms informing GEG; and that women's participation would, in consequence, be crucial to the achievement of equitable and environmentally sound forms of governance. In practice, however, a number of factors combine to create divisions between women, and hence to impede transnational mobilization by women around environmental issues. This article examines these issues.

IN MY GOVERNMENT AND OPPOSITION/LEONARD SCHAPIRO lecture in 1993 I attempted an incomplete analysis of international economic relations after the end of the cold war, in particular the unexpected tensions and difficulties. The end of superpower confrontation had not only removed one incentive for Western countries to settle their economic disputes. It had also lowered the priority given to security issues, where national governments were in control, and had exposed their dwindling ability to take economic decisions, because of the extent of the interdependence which was the price paid for their prosperity. I could not think of a single area of domestic policy immune from international influence. Professor Susan Strange has developed a more trenchant analysis of this trend in her Government and Opposition/Leonard Schapiro lecture this year.

PurposeThis study aims to build a global environmental quality protection convention to jointly address the problems of environmental pollution governance worldwide.Design/methodology/approachFrom the perspective of environmental pollution of the air, ocean, forest, water and solid waste, the authors summarize the main important measures and mechanisms of environmental pollution governance in various countries.FindingsThe results indicate that management research on biodiversity and natural resources must be strengthened, the relationship between economic development and environmental quality management needs to be balanced, the comparative study of domestic and international environmental governance theories and practices should be strengthened, empirical and applied research on environmental governance needs to be focused on, and complete system research on environmental governance and management should be explored. In the future, further strengthening environmental awareness, addressing environmental pollution and managing environmental quality are necessary.Originality/valueThe environment is the foundation of human survival and development. With the development of economy, contradictions between human and natural environment (e.g. air, ocean, forest and water) have become prominent. Environmental pollution governance cannot only help address existing environmental problems but also solve economic problems of various countries. The prerequisite for sustainable development is to lay a solid foundation for the coordinated development of economic growth and pollution management.
