The Janus Face of Governance Theory

While the main current in the growing research on governance has praised its virtues, a critical undertow has insisted that governance carries the danger of depoliticization and democratic decline. Chapter 2 aims to complicate things by arguing that interactive forms of governance intending to involve a plethora of public and private actors in the governing of society and the economy are not in themselves depoliticizing or repoliticizing public governance. Much depends on how we talk about governance. Hence, while the public management perspective tends to depoliticize governance, the political science perspective has a sharper eye for the political choices, conflicts, and power struggles. If the political science perspective has a blind spot, it concerns the role of elected politicians in the exercise of political meta-governance. That role is further developed towards the end of the chapter, which also reflects on the limits of repoliticization.

This paper considers a public management perspective on management in the public sector. It begins by setting out two contrasting perspectives, those of business management and of public administration. It contends that the present Conservative government has strongly backed a business management approach to the public sector, with the emphasis being placed on the ‘Five Es’ of economy, efficiency, effectiveness, excellence and enterprise. However, it notes the relative neglect of effectiveness in favour of a rather narrow and short-term concern with economy and efficiency. The paper considers the public administration approach which emphasises the normative differences between the public and private sectors. The paper concludes with an examination of the emerging public management perspective which aims to combine the instrumental insights of business or generic management with the normative orientation of public administration.

This chapter draws attention to the effects of vertical specialization of organizations and how it affects public governance. The chapter documents that agency officials pay significantly less attention to signals from executive politicians than their counterparts within ministerial (cabinet-level) departments. This finding also holds when controlling for variation in tasks, the political salience of issue areas, and officials’ rank. In addition, it is documented that the greater the organizational capacity available within the respective ministerial departments, the more agency personnel tend to assign weight to signals from the political leadership. Expert concerns are strongly emphasized at both levels; however, agency personnel are more sensitive to the influence of affected parties. The chapter applies large-N questionnaire data at four points in time (1986, 1996, 2006, and 2016) that spans three decades and shifting administrative doctrines: New Public Management as well as post-New Public Management.

Abstract Recently, scholars have claimed that public management theory has too much ignored law. Consequently, the under-legalized conception of public management has produced a flawed understanding of public management theory as well as public management practices, threatening public institutions’ legitimacy. In this article, we argue that law never left public management theory. Rather, the link between government and law has been redefined twice. We refer to the assumptions that constitute this link as the law-government nexus. This nexus changed from lawfulness in a public administration paradigm, to legal instrumentalism in a (new) public management paradigm, and to a networked concept in the public governance (PG) paradigm. In order to prevent a faulty over-legalized conception of public management, bringing the law back in should be built on lessons from the past. This article elaborates on three strategies to reconnect law and public management. We map the strengths and weaknesses of each law-government nexus and illustrate these with the case of the Dutch tax agency. In our strategies that aim to reconceptualize the current law-government nexus, we incorporate the benefits of each paradigm for public management theory. The revised law-governance nexus enables the PG paradigm to correspond to contemporary issues without encountering old pathologies.

The term “urban mass transit” generally refers to scheduled intra-city service on a fixed route in shared vehicles. Public transportation is an important contributing factor to urban sustainability. Effective transportation networks that incorporate public transit livable by easing commute and transportation needs and increasing accessibility. To assess public transportation accessibility in metropolitan networks, two indices are used: the supply level of urban public transportation facilities resource and the public transportation-private automobile traveling time ratio. As the research in the Wolaita sodo town region and the assessment system, an evaluation technique for urban public transportation facility resource supply is developed based on accessibility. Accessibility is a representative indicator for evaluating the supply of bus system. Traditional studies have evaluated the accessibility from different aspects. Considering the interaction among land use, bus timetable arrangement and individual factors, a more holistic accessibility measurement is proposed to combine static and dynamic characteristics from multisource traffic data. The objective is to highlight the main lessons learned and identify knowledge gaps to guide the design and evaluation of future transport investments. Moreover, studies looking at ways to improve the operational efficiency of systems and those seeking to promote behavioral changes in transport users offer great potential to generate learning that is useful for the public and private actors involved.

New public management organisations tend to import managerial processes and behaviour from the private sector, and have been doing so in the post-Keynsian era. Increasingly those economies that were nationalised for large collective rebuilding programs after the Second World War were being deregulated and new models of management based on private enterprise and monetary accountability became the norm. This chapter provides an overview and contextual commentary on the origins of the public and private, the current era of public management, describes the characteristics of public and private partnerships; the factors of partnership performance, the characteristics of success and limitations, and concludes with a contextual discussion of Public and Private Partnerships.

New public management and the more recent concept of new public governance have become the dominant management doctrines in the public sector. Public organizations have become increasingly network-like units with various governance relations with actors from the public, business, and voluntary sectors. Their organization is based more on networks than on traditional hierarchies, accompanied by a transition from the command-and-control type of management to initiate-and-coordinate type of governance.

This chapter addresses the ‘co-production turn' in public sector organisations from a top management perspective. The co-production turn is seen as a historical development from new public management to the concept of new public governance. Ideas on collaborative governance have been advanced as an answer to some of the challenges of the public sector in health services, caregiving, and social work. Current issues in welfare production in public sector organisations are seen as a result of the economic rationalisation ideas in new public management, and co-production has been theoretically advanced as a new way to involve citizens in the co-production of welfare. The co-production turn is explored as an emerging research field in this book, and in the current chapter, the authors explore how three top managers make sense of this concept when developing and implementing new strategies in their public organisations.

Public policy is classified as a major field in public administration. Therefore, to understand the context of public policy as a field, it is essential to explore its root developments in public administration from epistemological and chronological perspectives. This chapter is a review study referring to main scholarly works including books, academic articles, and studies. The chapter first helps researchers and students in comprehending the evolution of public administration in its four main stages including classical public administration, new public administration, new public management, and new public governance. Second, the chapter presents a general overview of the evolution of the public policy field with particular attention paid to the concepts of Harold Lasswell who is seen as the father of public policy. The chapter then discusses different definitions of public policy. Various classifications of public policy are also investigated. The chapter ends with a critical discussion of the stages model (heuristics).

This chapter explores gambling regulation regimes, looking at the different control structures used, and their effectiveness in serving the public interest. Gambling has always been regulated by public policy, and in whichever way the industry is developing, government regulation is always involved. Regimes of gambling regulation involve both public and private actors and institutions. Public monopolies may be stronger in the area of consumer protection than restrictive licensing, associations-based operations or competitive markets. In considering the choice of regulation regime, policymakers would be well advised not to weigh the pros and cons or the costs and benefits of legal gambling in itself but to consider whether it is the best way to achieve the public interest goals compared to the alternatives.
