The political background to arts in health

In recent decades, there has been an increasing number of national policy and strategy papers discussing arts in health in countries around the world. Some of this activity has been driven by national arts bodies, championing the value of the arts in health and wellbeing and advocating for their inclusion within core arts funding and practice. Other activity has been led by health bodies, including health departments within governments and health services themselves. This chapter explores some of the most influential documents and considers their implication for research and practice. It draws on case studies of activity within Ireland, the UK, the USA, Australia, and Nordic countries.

In 2013, as the dissertation component of an MA Library and Information Studies course at University College London, I carried out a selective study of UK zine libraries and collections. Case studies of both ‘institutional’ collections that were part of established libraries like London College of Communication Library (University of the Arts London) and the British Library, and ‘independent’ collections such as Salford Zine Library, 56a Infoshop and the Edinburgh Fanzine archive were carried out to draw attention to issues around collection, care and accessibility of zine collections. As much of the literature around zine collections in libraries at that time was focused on the USA, it was important to draw attention to what was happening in the UK. This article summarizes the findings of my dissertation, and the developments in zine libraries and librarianship since I wrote it, as zine collections have become more popular and a growing field in the UK.

Background: There is a scarcity of research concerning what it is about arts engagement that may activate causal mechanisms leading to effects on health and wellbeing outcomes: their active ingredients. Further, the limited studies that do exist have tended to be relevant to specific contexts and types of art forms. The aim of this study was to carry out a comprehensive mapping of potential active ingredients, construct a shared language, and propose a framework and toolkit to support the design, implementation, and evaluation of arts in health activities.  Methods: Drawing upon Rapid Appraisal techniques and collaborating with 64 participants, we engaged in a three-phase process: 1) a scoping review to inform the development of an initial framework; 2) consultation on the initial framework; and 3) analysis and construction of the INNATE framework.   Results: The study identified 139 potential active ingredients within the overarching categories of project, people, and contexts. Project components relate directly to the content of the arts activity itself, intrinsic to what the activity is. The people category denotes how people interact through engagement with the activity and who is involved in this interaction, including activity facilitation. Contexts relates to the activity setting comprising the aggregate of place(s), things, and surroundings. Aligning with complexity science, Ingredients may overlap, interconnect, or feed into one another to prompt mechanisms, and may not be experienced as distinct by participants.   Conclusions: Our mapping exercise is the most extensive to date. In relation to arts in health activities, the INNATE framework can support with: design and implementation, such as co-producing an intervention to meet the needs of a particular population; evaluation, such as facilitating the comparison of different interventions and their efficacy; and replication, scalability, and sustainability through enabling detailed reporting and specific articulation of what an arts in health activity entails.

The aim of this paper is to analyse the relations between arts and business in the international context. It centres on two topics: firstly, the impact of the public arts funding systems on private support and, secondly, the current transitions in the relationship between arts and business that lead to the development of new forms of cooperation. The first part of the article compares systems of arts funding in different countries, mostly in Europe and the USA. The second part focuses on the definition of ‘partnership’, that is, the new paradigm in arts and business relations and describes its manifestations in real life.

Starting with a personal perspective this piece outlines the place and role of the arts in the criminal justice system in the UK. It paints an optimistic picture, though an unsettling one, because the imagination and reflexiveness of the arts reveals a great deal about the causes of crime and the consequences of incarceration. It raises questions about the transforming impact of the arts: how the benefits could, and should, be optimised and why evaluations of arts interventions are consistent in identifying the need for a non-coercive, more socially focused, paradigm for rehabilitation. It concludes that the deeper the arts are embedded in the criminal justice system the greater the benefits will be, that a more interdisciplinary approach would support better theoretical understanding, and that increased capacity to deliver arts in the criminal justice system is needed to offer more people a creative pathway out of crime.

The study introduces a Hungarian economic thinker, István Varga*, whose valuable activity has remained unexplored up to now. He became an economic thinker during the 1920s, in a country that had not long before become independent of Austria. The role played by Austria in the modern economic thinking of that time was a form of competition with the thought adhered to by the UK and the USA. Hungarian economists mainly interpreted and commented on German and Austrian theories, reasons for this being that, for example, the majority of Hungarian economists had studied at German and Austrian universities, while at Hungarian universities principally German and Austrian economic theories were taught. István Varga was familiar not only with contemporary German economics but with the new ideas of Anglo-Saxon economics as well — and he introduced these ideas into Hungarian economic thinking. He lived and worked in turbulent times, and historians have only been able to appreciate his activity in a limited manner. The work of this excellent economist has all but been forgotten, although he was of international stature. After a brief summary of Varga’s profile the study will demonstrate the lasting influence he has had in four areas — namely, business cycle research and national income estimations, the 1946 Hungarian stabilisation program, corporate profit, and consumption economics — and will go on to summarise his most important achievements.

The document published is a letter from the commander of the Kiev Region General Abram M. Dragomirov to the Commander-in-Chief of the Armed Forces in the South of Russia General Anton I. Denikin of December, 1919. The source covers the events of the Civil War in Ukraine and the views of the leadership of the White Movement in the South of Russia on a number of issues of policy and strategy in Ukraine. The letter was found in the Hoover Archives of Stanford University in the USA in the collection of Lieutenant General Pavel A. Kusonsky. The document refers to the period when the white armies of the South of Russia after the bright success of the summer-autumn “March on Moscow” in 1919 were stopped by the Red Army and were forced to retreat. On the pages of the letter, Dragomirov describes in detail the depressing picture of the collapse of the white camp in the South of Russia and talks about how to improve the situation. Dragomirov saw the reasons for the failure of the White Movement such as, first of all, the lack of regular troops, the weakness of the officers, the lack of discipline and, as a consequence, the looting and pogroms. In this regard, Dragomirov was particularly concerned about the issue of moral improvement of the army. Part of the letter is devoted to the issues of the civil administration in the territories occupied by the White Army. Dragomirov offers both rational and frankly utopian measures. However, the thoughts of one of the closest Denikin’s companions about the reasons what had happened are interesting for understanding the essence of the Civil War and the worldview of the leadership of the anti-Bolshevik Camp.
