Conclusion How to (Re-)Envision Eurozone Governance

After briefly setting the Eurozone crisis in international context, this Conclusion asks how the EU may move forward, to re-envision Eurozone governance while resolving the EU’s (euro) crisis of legitimacy in ways that ensure greater input, output, and throughput legitimacy. To do so, it recommends reforming Eurozone governance through a more fine-tuned approach to EU-level macroeconomic coordination via more differentiated country-specific targets debated by EU actors. And it proposes decentralizing the administration of the European Semester to ensure a more bottom-up process that is more sensitive to national varieties of capitalism and growth models. Only in so doing, the chapter argues, can there be greater democratic input at both EU and national levels, which could serve to reduce the citizen discontent driving populism. But for this to work, more solidarity mechanisms along with more resources are required not just for the Eurozone but equally across crisis areas, to ensure successful output performance. Finally, the chapter suggests that EU governance itself requires rethinking through more differentiated integration. Rather than a “hard core” moving forward, or Europe “à la carte,” the most effective future integration would be by seeing recognizing the EU as it already is: a “soft core” Europe of clusters of member states in overlapping policy communities, administered by one overall set of institutions.

In the discussion on the future of the EU, the topic of differentiated integration has become a strategic issue, with different variants beginning to appear as modus operandi of the European Union, which has become a subject of controversy among Member States. Significantly, the debate on differentiated integration began to be accompanied by reflections on disintegration. This article attempts to define disintegration on the assumption that it should be defined through the prism of integration, and that such a defining process can not be limited to concluding a one-way contrast between disintegration versus integration and vice versa. This is due to the assumption that the European Union is a dichotomous construct in which integration and disintegration mutually exclude and complement each other. This dichotomy is most evident in the definition of integration and disintegration through the prism of Europeanisation top-down and bottom-up processes that generate, reveal, visualize, stimulate integration mechanisms what allows to diagnose their determinants.

Differentiated integration is a durable feature of the European Union and a major alternative for its future development and reform. This book provides a comprehensive conceptual, theoretical and empirical analysis of differentiation in European integration. It explains differentiation in EU treaties and legislation in general and offers specific accounts of differentiation in the recent enlargements of the EU, the Euro crisis, the Brexit negotiations and the integration of non-member states. Differentiated integration is a legal instrument that European governments use regularly to overcome integration deadlock in EU treaty negotiations and legislation. Instrumental differentiation adjusts integration to the heterogeneity of economic preferences and capacities, particularly in the context of enlargement. By contrast, constitutional differentiation accommodates concerns about national self-determination. Whereas instrumental differentiation mainly affects poorer (new) member states, constitutional differentiation offers wealthier and nationally oriented member states opt-outs from the integration of core state powers. The book shows that differentiated integration has facilitated the integration of new policies, new members and even non-members. It has been mainly ‘multi-speed’ and inclusive. Most differentiations end after a few years and do not discriminate against member states permanently. Yet differentiation is less suitable for reforming established policies, managing disintegration, and fostering solidarity, and the path-dependency of core state power integration may lead to permanent divides in the Union.

This paper measures the development of the national income share of the bioeconomy for 28 European Union Member States (MS) and 16 industries of BioMonitor scope from 2005 to 2015. The paper proposes a model which includes the up- and downstream linkages using Input-Output tables. The results show that for the majority of the MS the value added of the up- and downstream sector is at the band of 40%–50% of the total bioeconomy value added and has on average increased since the financial crisis.

Abstract Background This study aims to analyse the relative importance of the health care sector (health care activities and services), its interrelations with the rest of productive activities, aggregate supply and demand, employment requirements and apparent labour productivity in the European Union (EU) economy as a whole, and in the economies of member countries. Methods The methodology used is based on input–output analysis. Data are extracted from National Accounts and, specifically, from the input–output framework for 2010. Data in national currencies are adjusted using as a conversion factor, specific purchasing power parities for health. Results In the EU, market production predominates in the provision of health care activities, which are financed mainly by public funding. However, there is significant variability among countries, and, in fact, non-market production predominates in most EU countries. The health care sector has direct backward and forward linkages lower than the average for all sectors of the economy and the average for the services sector. Thus, this sector is relatively independent of the rest of the productive structure in the EU. The health care activities industry is key because of its ability to generate value added and employment. Regarding apparent labour productivity, there are significant differences among EU countries, showing that productivity is positively related to the weight of market production in health care activities and negatively related to the number of hours worked per person employed. Conclusions Our results provide useful insights for health authorities in the EU, as they analyse the effect of health policies on macroeconomic indicators using an input–output framework, as well as comparing these effects with those in EU member countries. To the best of our knowledge, an analysis of the health care sector in the EU economy and the countries that integrate it using an input–output framework has not been undertaken. In addition, to compare health care expenditure between countries, data in national currencies have been adjusted using specific purchasing power parities for “health”, and not ones referring to the total economy (GDP), which is common practice in many previous studies.

The Euro crisis has revealed severe conflicts between EU member states and challenged a shared European identity. This article investigates how the crisis was reflected in identity constructions in media discourses in EU key countries. European identity construction is conceptualized as framing of the EU in favour or against belonging to the EU and togetherness with other members. Conducting a systematic content analysis of two weekly newspapers and magazines in Germany, France and the UK, we compare identity constructions between 2011 and 2014. Findings show that while support of belonging to the EU is low in general, the countries differ remarkably in terms of their sense of togetherness. This particularly applies to strong or weak political integration, market regulation or market freedom and financial stability or impulses for economic growth. The positions reflect long-term political conflicts between the countries but are also flexible enough to adapt to the particular event context.

The performance of the technology integration innovation platform shows that the group's overall value creates result, the correct evaluation can help the platform to optimize the better allocation of resources, to achieve better output effect. We use data envelopment (DEA) method based on clearing connotation of the technology integration innovation platform performance, analyze the technology integration innovation platform input-output performance, summarize the analysis method and analyze the example simply, produce reference to the technology integration innovation platform.
