Chapter 1 introduces billionaires as the prophets of the neoliberal age, whose entrepreneurship is increasingly shifting from business to other social realms, including politics. Several examples illustrate how the political agency of billionaires goes beyond the national level, and why it is of interest for the study of world politics. It delineates the specific focus of the book: how billionaires, as private actors, can shape public policy across borders, transnationally or within global governance. It discusses the neglect of billionaires as political actors, especially in International Relations, describes the methodological challenges of studying the ultra-wealthy, and explains why the book’s case studies concentrate on billionaires that are U.S. citizens. An outline tells the reader the direction of the inquiry, the main questions, and the major arguments that are being pursued in the following chapters.

From ancient times till nowadays information plays a key role in the political processes. The beginning of XXI century demonstrated the transformation of global security from military to information, social etc. aspects. The widening of pandemic demonstrated the weaknesses of contemporary authoritarian states and the power of human-oriented states. During the World War I the theoretical and practical interest toward political manipulation and political propaganda grew definitely. After 1918 the situation developed very fast and political propaganda became the part of political influence. XX century entered into the political history as the millennium of propaganda. The collapse of the USSR and socialist system brought power to new political actors. The global architecture of the world has changed. Former Soviet republic got independence and tried to separate from Russia. And Ukraine was between them. The Revolution of Dignity in Ukraine was the start point for a number of processes in world politics. But the most important was the fact that the role and the place of information as the challenge to world security was reevaluated. The further annexation of Crimea, the attempt to legitimize it by the comparing with the referendums in Scotland and Catalonia demonstrated the willingness of Russian Federation to keep its domination in the world. The main difference between the referendums in Scotland and in Catalonia was the way of Russian interference. In 2014 (Scotland) tried to delegitimised the results of Scottish referendum because they were unacceptable for it. But in 2017 we witness the huge interference of Russian powers in Spain internal affairs, first of all in spreading the independence moods in Catalonia. The main conclusion is that the world has to learn some lessons from Scottish and Catalonia cases and to be ready to new challenges in world politics in a format of information threats.

Why are large-scale participatory institutions implemented in some countries but only adopted on paper in others? I argue that nationwide implementation of Binding Participatory Institutions (BPIs)––a critical subtype of participatory institutions––is dependent on the backing of a strong institutional supporter, often a political party. In turn, parties will only implement BPIs if they place a lower value on the political costs than on the potential benefits of implementation. This will be true if: 1) significant societal demand exists for BPI implementation and 2) the party’s political opponents cannot take advantage of BPIs for their own gain. I test this theory through two detailed case studies of Venezuela and Ecuador, drawing on 165 interviews with key national-level actors and grassroots activists.

Chapter 1 begins in the late 1940s, and documents how postwar black women radicals collectively constructed the political identity of the “Militant Black Domestic.” Using their political tracts, satire, and pamphlets, this chapter shows how black women used this trope to reimagine black working-class women as grassroots political actors who critiqued American imperialism, promoted black self-determination, forged international radical alliances, and advocated for women’s equality. The chapter also reveals how, through their writings about the Militant Black Domestic, black women radicals sustained and further developed early twentieth-century black nationalist expressions, laying the groundwork for future gender-specific expressions of Black Power.

Chapter 4 develops arguments and hypotheses about the political agency of billionaires, in terms of capacities, goals, and power. It draws upon insights from the “structure-agency” discussion and the political sociology of elites. While all billionaires control vast amounts of money, only few of them venture into world politics. A billionaire’s motivation to act transnationally may stem from material interests or a sociopolitical identity whose commitments reach across national borders. Wealth can be a highly fungible power resource, but its activation depends on what can be purchased, which is regulated by laws and norms. Entrepreneurial success in business can foster self-efficacy beliefs as well as social and cultural capital, yet whether this can be put to use in politics is contingent upon the political field that a billionaire is trying to enter. Further analysis thus needs to take the specificities of a billionaire’s international actions into account. This chapter is developing the analytical tools for the following case studies (chapter 5), which are structured around three goals that are often assumed to drive the international behavior of states: security, wealth (economy), and esteem (social entrepreneurship).

This article addresses the question of how we should understand the normative grounds of legitimacy in global governance institutions, given the social and organizational pluralism of the contemporary global political order. We argue that established normative accounts of legitimacy, underpinning both internationalist and cosmopolitan institutional models, are incompatible with real-world global social and organizational pluralism, insofar as they are articulated within the parameters of a ‘statist’ world order imaginary: this sees legitimacy as grounded in rational forms of political agency, exercised within ‘closed’ communities constituted by settled common interests and identities. To advance beyond these statist ideational constraints, we elaborate an alternative ‘pluralist’ world order imaginary: this sees legitimacy as partially grounded in creative forms of political agency, exercised in the constitution and ongoing transformation of a plurality of ‘open’ communities, with diverse and fluid interests and identities. Drawing on a case study analysis of political controversies surrounding the global governance of business and human rights, we argue that the pluralist imaginary illuminates how normative legitimacy in world politics can be strengthened by opening institutional mandates to contestation by multiple distinct collectives, even though doing so is incompatible with achieving a fully rationalized global institutional scheme.

Subnational governments are increasingly involved in foreign policy and foreign relations in activities usually labeled as paradiplomacy or constituent diplomacy. This phenomenon is due to the rising capacity of substate territories to act in world politics and has been aided by advances in transportation and telecommunications. National governments’ control of foreign policy has been permeated in many ways, particularly with globalization and “glocalization.” Since 1945, subnational governments such as Australian states, Canadian provinces, and U.S. states have sought to influence foreign policy and foreign relations. Subnational leaders began traveling outside their national borders to recruit foreign investment and promote trade, even opening offices to represent their interests around the world. Subnational governments in Belgium, Germany, and Spain were active in world politics by the 1980s, and these activities expanded in Latin America in the 1990s. Today, there are new levels of activity within federal systems such as India and Nigeria. Subnational leaders now receive ambassadors and heads of government and can be treated like heads of state when they travel abroad to promote their interests. Not only has paradiplomacy spread to subnational governments across the world, but the breath of issues addressed by legislatures and leaders is far beyond economic policy, connecting to intermestic issues such as border security, energy, environmental protection, human rights, and immigration. Shared national borders led to transborder associations being formed decades ago, and these have increased in number and specialization. New levels of awareness of global interdependencies means that subnational leaders today are likely to see both the opportunities and threats from globalization and then seek to represent their citizens’ interests. Foreign policy in the 21st century is not only affected by transnational actors outside of government, such as multinational corporations and environmental groups, but also governmental actors from the local level to the national level. The extent to which subnational governments participate in foreign policy depends on variables related to autonomy and opportunity. Autonomy variables include constitutional framework, division of power, and rules as determined by legislative action or court decisions. Opportunity variables include geography, economic interdependence, kinship (ethnic and religious ties), as well as partisanship and the political ambitions of subnational leaders. Political culture is a variable that can affect autonomy and opportunity. Paradiplomacy has influenced the expectations and roles of subnational leaders and has created varying degrees of institutionalization. Degrees of autonomy allowed for Flanders are not available for U.S. states. Whereas most subnational governments do not have formal roles in international organizations or a ministry devoted to international relations, this does occur in Quebec. Thus, federalism dynamics and intergovernmental relations are evolving and remain important to study. In future research, scholars should more fully examine how subnational leaders’ roles evolve and the political impacts of paradiplomacy; the effects of democratization and how paradiplomacy is diffused; how national and subnational identity shapes paradiplomacy, and the effects paradiplomacy has on domestic and international law as well as political economy. The autonomy and power of subnational governments should be better conceptualized, particularly because less deference is given to national-level policy makers in foreign policy.

This article reviews how scholars use learning as an analytical concept across the political science and public policy literature. Three questions guide our discussion: (1) What do political actors in policy learn about (e.g. ideas or policy instruments)? (2) Who learns from whom and for what reason? And finally, (3) How does learning happen against the background of organizational and political realities? Our perspective offers an original contribution by synthesizing key concepts and empirical challenges of the learning research.

Strengthening democracy in Indonesia provides an opportunity for women to involve informal politics. This condition is not only to show women's abilities but also to mainstream gender issues in public policy. This article explores cases of Rita Widyasari as Regent in Kutai Kartanegara and Yasti Soepredjo Mokoagow as Regent of Bolaang Mongondow to understand how they build political linkage in a local context. In this research, we use a qualitative method to gather deep information about women leaders and their linkage. The research shows that their success can not be separated from their ability to build and maintain the networks with various actors in the region, such as economic actors, civil society, and political actors. Although Rita and Yasti use a different pattern to build a local network, this research indicates that political linkage becomes one of the important points to establish women political career.

The main purpose of the paper is to explain the divergent paths of development of ethno-territorial protest movements in modern democratic political systems. By focusing on the interaction between these movements and the state, the different systems of accommodation between the relevant regional and central elites will be analyzed. The study concentrates on the case studies of Québec (Canada) and Corsica (France). The paper is divided into three parts. The first part describes the traditional systems of accommodation in France and Canada. The second part is focused on the process of socio-economic modernization in the 1950s and 1960s in those countries that threatened the established patterns of elite accommodation. The third part deals with the consequences for the established patterns of elite-accommodation and new concepts of territorial management that the central states tried to establish. By looking at the different degrees of centralization and decentralization in the mentioned political systems, the question of access to the political system by new social and political actors will be discussed in detail.
