Throughout its history, India has employed first-past-the-post (FPTP) electoral rules for nearly all of its legislative elections. Though India uses a relatively common set of electoral rules, three features of India’s FPTP electoral system stand out. First, India’s election constituencies exhibit persistent malapportionment, even after a recent redrawing of constituency boundaries. Second, India mandates representation for historically disadvantaged ethnic groups—and, more recently, women at the local level—by setting aside, or “reserving,” seats in which only members of certain groups may compete for office. Third, political parties often form pre-election alliances in which multiple parties agree not to field candidates against one another. As a result of frequent pre-election alliances, India’s party system exhibits a number of characteristics rarely found in countries using FPTP rules.

This chapter examines the evolution of the Indonesian electoral system and its effects on political outcomes. Although Indonesia has repeatedly chosen to conduct elections using proportional representation, electoral rules have changed considerably over time. The chapter traces two trajectories of reform in the post-Suharto era: one restricting opportunities for small parties and the other restricting the power of party leadership. Efforts to shape party system outcomes using electoral rules have succeeded in some areas, particularly in preventing the formation of regional partisan cleavages. Yet the proliferation of political parties in the face of reforms meant to consolidate the party system underline the limits of institutional design.

While many studies of party system nationalization examine the effects of various institutional factors, few take into account the impact of party formation cost. This paper aims to fill the empirical gap by focusing on the interactive effect of electoral systems and party registration rules. I argue that the effect of electoral systems on party system nationalization is conditional on spatial registration rules, a requirement that requires a party to collect signatures or organize local branches in a specified geographical manner to maintain the party’s legal status. Based on data for 97 legislative elections in 18 Latin American countries from 1978 to 2011, the empirical analysis demonstrates that a country with an electoral system that encourages a personal vote tends to have a much lower level of party system nationalization when that country does not have spatial registration requirements. The result is robust across different model specifications and estimation techniques.

In Slovenia, political parties have been the key actors in opting for a proportional electoral system and constitutional choice of a parliamentary system, both of which are believed to help to develop a consensual type of democracy. However, a vicious circle involving a fragmented party system and a proportional electoral system has not only led to polarisation within the party system, but has also contributed to problems of democratic governability and legitimacy. The destabilisation of the party system since 2011 has not only caused a crisis of political legitimacy and accountability, but has also contributed to a recent trend of de-democratisation. At the moment, there does not appear to be a realistic alternative to the existing electoral rules in the near future, in spite of recurring calls by an anti-communist party (Slovenian Democratic Party) to introduce a majoritarian system.

This study deals with the electoral systems applied in Iraq after 2003 for the Iraqi Parliament elections. The issue's importance lies in the fact that elections are the legitimate means adopted by modern political systems based on the separation of powers. Therefore, after changing the political system in Iraq in 2003 from a one-party system to a democratic parliamentary system, the permanent constitution of 2005 granted the right to political participation for citizens. Including the right to participate in elections through nomination or candidacy for the Iraqi Council of Representatives, this study examines the electoral systems applied after 2003 and the reasons for the instability of the Iraqi parliament elections on a specific law. The study dealt with the types of electoral systems by focusing on the concept and emergence of elections and the most critical electoral systems adopted by political systems. Furthermore, the electoral systems applied after 2003 in the Iraqi parliament elections by focusing on the electoral laws or their amendments that preceded each electoral cycle since 2003 until now. The study concluded that the electoral system in Iraq was not legally stable; several amendments have been made to the laws regulating the elections for the House of Representatives. So the two elections did not repeat under one law because of political parties' criticism leveled at it. Moreover, the attempt by the large parliamentary blocs, through their control of the Iraqi Council of Representatives, to legislate laws that limit the victory of the blocs and small parties.

Abstract This paper shows how an uneven electoral system in Japan shapes political parties' mobilization strategies by utilizing a majoritarian electoral system with heterogeneous district magnitudes, which in turn contributes to the gap in turnout across districts. Scholars have long debated the relationship between electoral systems and turnout; it is known that countries with proportional representation electoral systems – those with larger district magnitude – tend to have higher turnout rates than countries with majoritarian electoral systems, especially single-member district (SMD) systems. The current discussion on turnout and district magnitude of an electoral system assumes a monotonic relationship between these factors: the larger the district magnitude of the electoral system, the more (or less) participatory the electorate, due to competitiveness and mobilization efforts by political parties and other relevant groups. In contrast, this paper shows a mixed relationship between district magnitude of the electoral system and party mobilization and subsequent turnout, investigating a majoritarian electoral system with uneven district magnitude in the Japanese Upper House. During the survey period, the party system in Japan consisted of two major parties and a few smaller parties; consequently, the two major parties focused their efforts on SMDs in order to maximize their seat share, while smaller parties focused their resource on districts electing more than two members (where they have some chance to elect their party's candidates). In combination, these party strategies have resulted in the lowest mobilization and turnout rates in districts with two members.

A long tradition of empirical studies has focused on the consequences of electoral systems on party systems. A number of contributions have turned this relationship upside down by postulating that it is the parties that choose electoral systems and manipulate the rules of elections. The most remote shaping of innovative electoral rules, the choice of electoral systems in new democracies, and further electoral reforms in well-established regimes can be explained on the basis of political parties’ relative strength, expectations, and strategic decisions. In a broader institutional context, political parties can also trade off electoral systems with choices and changes of other institutional rules.

Since Germany’s mixed-member proportional system fails to concentrate the party system in a sufficient way, Peggy Matauschek searches for a suitable alternative to the principle of proportional representation. She discusses the following options according to their contextual conditions: single-member plurality and majority electoral systems—like the alternative vote system—, parallel systems, proportional representation systems with a low district magnitude and majority bonus systems. In light of its balanced performance, the study advocates the introduction of a system with a majority bonus for a coalition.

Scholarship on the classification, origins, incentives, and consequences of mixed-member electoral systems has matured, especially over the last two decades. While mixed-member electoral systems (also known as mixed electoral systems) have been in constant use since Germany adopted a mixed-member proportional system for assembly elections following World War II, researchers did not begin to fully probe the implications of this electoral system until its expansion across the globe beginning in the 1990s. Mixed-member electoral systems share an important characteristic: voter preferences are translated into outcomes by at least two allocation formulas applied in the same election. While voters typically receive a ballot to select a representative in a constituency (often using first-past-the-post) and a ballot to select a party list (often using a form of proportional representation (PR)), the institutional features of mixed-member systems vary substantially. A crucial distinction among mixed-member systems is whether or not seat allocation in the constituency and proportional representation tiers is linked (mixed-member proportional, or MMP) or unlinked (mixed-member majoritarian, or MMM). Across the universe of mixed-member systems, one finds additional differences in the number of ballots voters receive; the electoral formulas and thresholds used to determine winners; the proportion of seats allocated to each component; the ability of candidates to contest seats in both components during the same election; and other critical aspects of the rules. Scholarship classifying mixed-member systems has highlighted different aspects of the rules to sort them into categories. A substantial amount of scholarship on mixed-member systems has emphasized the debate about the incentives that the systems generate. The “controlled comparison” approach treats the components as if they are independent from one another and the “contamination effects” approach treats the components as if they are interdependent. These competing schools of thought generate different expectations, with the former generally anticipating compliance with Duverger’s propositions and the latter anticipating divergence. Subsequent scholarship has been split about which approach better explains observed behavior. However, many of the perceived differences between the approaches may be artificial, generated by extreme interpretations of the theoretical expectations that lack appropriate nuance. In other words, it may be inappropriate to treat this scholarship as strictly dichotomous. The extant literature on mixed-member systems evaluates data from surveys, interviews, personnel files, roll-call voting, and election returns to understand the behavior of voters, candidates, parties, and legislators. It assesses how the incentives of mixed-member systems contribute to outcomes such as the party system, descriptive representation, and policy decisions. It also explores the presence or absence of a “mandate divide”: the expectation that members of parliament (MPs) selected in the constituency component might behave differently than their counterparts in the party list component. The research is often cross-national, but studies of certain countries with mixed-member systems predominate: Germany, Japan, and New Zealand among established democracies, and central or east European countries among transitional societies. The literature presents many opportunities to generate more nuanced theory, explore different research methodologies (e.g., experimental work), and extend spatial coverage to under-studied countries.

Purpose The purpose of this study is to examine the impact of using proportional representation system on the fragmentation of the party system in the Algerian political system within the period from 1997 to 2017, in which Algeria has experienced five legislative elections regularly every five years by testing a hypothesis about adopting the proportional representation system on the basis of the closed list during the foregoing legislative elections has obviously influenced the exacerbation of the Algerian party system’s fragmentation, compared to other factors. Design/methodology/approach The essence of the theoretical framework of this study is to address the effect of the electoral system as an independent variable on the party system as a dependent variable. The starting point for that framework is to reassess the “Duverger’s law,” which appeared since the early 1950s and has influenced the foregoing relationship, and then to review the literature on a new phase that tried to provide a more accurate mechanism for determining the number of parties and their relative weight, whether in terms of electoral votes or parliamentary seats. This means that researchers began to use a measure called the effective number of parties (ENP) for Laakso and Taagepera since 1979. The study elaborates the general concepts of the electoral system and the party system. It used Laakso, Taagepera index of the “ENP” to measure the phenomenon of fragmentation party during the five legislative elections from 1997 to 2017 in Algeria. Findings The results of the study reveal that the proportional representation electoral system – beside other factors – had clear impacts on the fragmentation of the Algerian party system by all standards, whether on the level of the apparent rise in the number of the parties represented in the Algerian parliament from 10 parties in 1997 election to 36 parties in 2017 election or according to the index of Laakso and Taagepera (ENP). The average number of effective number of electoral parties in the five elections was around 7.66, and the average number of effective number of parliamentary parties in the five elections was around 4.39, which puts Algeria in an advanced degree of the fragmentation of the party system. Originality/value This study about the phenomenon of the fragmentation of the party system, which is one of the new subjects in the field of comparative politics – globally and in the Arab world. Hence, the value of this study aims to shed light on this mysterious area of science, the fragmentation of the party system in the Algerian political system during the period from 1997 to 2017.

Political parties that wish to exercise executive power in parliamentary democracies are typically forced to enter some form of coalition. Parties can either form a pre-electoral coalition prior to election or they can compete independently and form a government coalition afterwards. While there is a vast literature on government coalitions, little is known about pre-electoral coalitions. A systematic analysis of these coalitions using a new dataset constructed by the author and presented here contains information on all potential pre-electoral coalition dyads in twenty industrialized parliamentary democracies from 1946 to 1998. Pre-electoral coalitions are more likely to form between ideologically compatible parties. They are also more likely to form when the expected coalition size is large (but not too large) and the potential coalition partners are similar in size. Finally, they are more likely to form if the party system is ideologically polarized and the electoral rules are disproportional.
