Most literature on special elections has focused on first-past-the-post contests and on the performance of governments. Turnout, candidates, and how the electoral system impacts the result have received less attention. This contribution fills these voids by exploring special elections in Ireland, elections conducted under the alternative vote system. Taking a multifaceted approach, it investigates the correlates of turnout, the impact of candidates and the decisive effect of lower preferences, while also testing multiple explanations of government performance. I find Irish special elections live up to the by-election truisms of lower turnout and government loss. Government performance is associated with national economic conditions. By-election victory is more likely among candidates with familial lineage and former members of parliament. Where they come into play, one in five candidates owe their victory to lower preferences.

Ranked-choice voting has come to mean a range of electoral systems. Broadly, they can facilitate (a) majority winners in single-seat districts, (b) majority rule with minority representation in multi-seat districts, or (c) majority sweeps in multi-seat districts. Further, such systems can combine with rules to encourage/discourage slate voting. This article describes five major versions used, abandoned, and/or proposed for US public elections: alternative vote, single transferable vote, block-preferential voting, the bottoms-up system, and alternative vote with numbered posts. It then considers each from the perspective of a ‘political strategist.’ Simple models of voting (one with two parties, another with three) draw attention to real-world strategic issues: effects on minority representation, importance of party cues, and reasons for the political strategist to care about how voters rank choices. Unsurprisingly, different rules produce different outcomes with the same sets of ballots. Specific problems from the strategist’s perspective are: ‘majority reversal,’ serving ‘two masters,’ and undisciplined third-party voters (or ‘pure’ independents). Some of these stem from well-known phenomena, e.g., ranking truncation and ‘vote leakage.’ The article also alludes to ‘vote-management’ tactics, i.e., rationing nominations and ensuring even distributions of first-choice votes. Illustrative examples come from American history and comparative politics. A running theme is the two-pronged failure of the Progressive Era reform wave: with respect to minority representation, then ranked voting's durability.

When election reforms such as Ranked Choice Voting or the Alternative Vote are proposed to replace plurality voting, they offer lengthier instructions, more opportunities for political expression, and more opportunities for mistakes on the ballot. Observational studies of voting error rely on ecological inference from geographically aggregated data. Here we use an experimental approach instead, to examine the effect of two different ballot conditions at the individual level of analysis: the input rules that the voter must use and the number of ballot options presented for the voter’s choice. This experiment randomly assigned three different input rules (single-mark, ranking, and grading) and two different candidate lists (with six and eight candidates) to over 6,000 online respondents in the USA, during the American presidential primary elections in 2020, simulating a single-winner presidential election. With more expressive input rules (ranking and grading), the distinction between minor mistakes and totally invalid votes—a distinction inapplicable to single‐mark ballots (1MB) voting—assumes new importance. Regression analysis indicates that more complicated input rules and more candidates on the ballot did not raise the probability that a voter would cast a void (uncountable) vote, despite raising the probability of at least one violation of voting instructions.

A persistent yet understudied aspect of Alberta’s “quasi-party system” is the role of the electoral system. While many authors have rightly pointed out that a majoritarian single-member plurality system has helped Alberta’s ruling parties produce disproportionate majorities, the province has not always operated under this electoral arrangement. From 1926 until 1955, Alberta had a “hybrid” system, consisting of the Single Transferable Vote in multi-member constituencies in Edmonton and Calgary and the Alternative Vote in single-member constituencies in the rest of Alberta. This unusual attempt at electoral reform played an important role in the dominance of the United Farmers of Alberta and the early Social Credit Party (until 1955). AV acted as an essentially majoritarian system in rural Alberta, producing statistically indistinguishable results from FPTP. This contrasts the Albertan case with other attempts at implementing the Alternative Vote. On the other hand, STV benefited the UFA and Social Credit in two distinct ways. STV increasing proportionality in Edmonton and Calgary, as it has in many other jurisdictions. However, due the hybrid system, the urban opposition in Edmonton and Calgary to the UFA was fragmented by a proportional system like STV. Social Credit, with its larger urban base, used STV to maximize its urban vote through a process of voter transfers. Finally, rural malapportionment is a key feature in both the hybrid system and the subsequent return to single-member plurality. Rural seats, operating under both AV and FPTP, have been the electoral bedrock for Alberta’s long lived political dynasties. The unique case of Alberta’s hybrid electoral system serves as an important potential case study in debates surrounding electoral reform in Canada and around the world.   Please be aware that a revision to this article was submitted on April 30, 2021. Is plurality or majority electoral reform a sensible option in Germany’s muddled electoral system debate? Yes, it is. Since Germany’s mixed-member proportional system fails to concentrate the party system in a sufficient way, Peggy Matauschek searches for a suitable alternative to the principle of proportional representation. She discusses the following options according to their contextual conditions: single-member plurality and majority electoral systems—like the alternative vote system—, parallel systems, proportional representation systems with a low district magnitude and majority bonus systems. In light of its balanced performance, the study advocates the introduction of a system with a majority bonus for a coalition.

A large number of different electoral systems operate in the world in 2020. The main types of electoral systems are majoritarian, mixed and proportional, but the division is imperfect. In the group of countries using the FPTP system, a political scene with two parties is most often created, similar to the Alternative Vote. The situation is different in the STV, Mixed-Member Proportional and Parallel systems, where different party systems can arise. Pure multiparty is most often achieved in the List Proportional system. The comparison of the electoral systems proves that even within the same group, the party system can be significantly differentiated due to the essential details of electoral law, the population of the state, and even the degree of maturity of its democracy.

This chapter focuses on the two main opportunities that people have to vote in most societies: elections and referendums. Elections are held to fill seats in parliaments or to choose a president, whereas referendums allow citizens to decide directly on some issue of policy. Elections are the cornerstone of representative democracy, and referendums are sometimes regarded as the equivalent of ‘direct democracy’. In practice, referendums are used only as an option in systems of representative democracy. The chapter first provides an overview of elections and electoral systems, focusing on electoral regulations and the main categories of electoral systems, namely single-member plurality, alternative vote, two-round system, and proportional representation. It then examines the rules under which elections are held, as well as the consequences of this variation. It also considers the use of the referendum and its potential impact on politics.
