Legislative Development and Decadence in the Fourth Republic National Assembly

The performance of the Nigerian National Assembly in the Fourth Republic has been profoundly ambivalent and contradictory. On one hand, the assembly has passed significant constitutional amendments and electoral reforms, curbed executive abuses, and functioned as a veritable platform for interethnic negotiation and conciliation. On the other hand, the assembly has often abused or underperformed its core functions of legislation, oversight, representation, and constituency engagement, thereby attracting widespread opprobrium for its ineffectiveness, obstructiveness, venality, and impunity. This chapter discusses the assembly’s conflicted record in terms of a disjuncture between its robust empowerment under the 1999 Constitution and its undermining by the corrupt, prebendal undercurrents of Nigerian political economy. Despite the creativity and relevance of current constitutional debates for reforming and improving the legislature, the pervasive and entrenched nature of prebendal structures are likely to make legislative ambivalence a long-term feature of Nigerian governance and politics.

SummaryThe prognosis of patients with acute myeloid leukaemia (AML) has improved considerably by introduction of aggressive consolidation chemotherapy and haematopoietic stem cell transplantation (SCT). Nevertheless, only 20-30% of patients with AML achieve long-term diseasefree survival after SCT. The most common cause of treatment failure is relapse. Additionally, mortality rates are significantly increased by therapy-related causes such as toxicity of chemotherapy and complications of SCT. Including radioimmunotherapies in the treatment of AML and myelodyplastic syndrome (MDS) allows for the achievement of a pronounced antileukaemic effect for the reduction of relapse rates on the one hand. On the other hand, no increase of acute toxicity and later complications should be induced. These effects are important for the primary reduction of tumour cells as well as for the myeloablative conditioning before SCT.This paper provides a systematic and critical review of the currently used radionuclides and immunoconjugates for the treatment of AML and MDS and summarizes the literature on primary tumour cell reductive radioimmunotherapies on the one hand and conditioning radioimmunotherapies before SCT on the other hand.

Brain injury such as traumatic brain injury (TBI) and stroke is the major cause of long-term disabilities in many countries. The increasing rate of brain damaged victims and the heterogeneity of impairments decrease rehabilitation effectiveness and competence resulting in higher cost of rehabilitation treatment. On the other hand, traditional rehabilitation exercises are boring, thus leading patients to neglect the prescribed exercises required for recovery. Therefore, we propose game-based approach to address these problems. This paper presents a rehabilitation gaming system (RGS) for cognitive rehabilitation. The RGS is developed based on a proposed conceptual framework which has also been presented in this paper.

Both at European and national level tertiary and quaternary sectors are concentrated in the metropolitan centre. In the rural areas only the sites of such sectors can be found the premises of which temporarily transform the sectoral structure of these areas, but from the regional development aspect they did not prove to be an effective strategy.The European Commission is now focusing on growth from innovation, which could become the driving force behind productivity growth and the economy’s long-term trend. The innovation-oriented economic development’s key players are on the one hand the knowledge-intensive enterprises, on the other hand the universities. Tertiary education can play a role – among others – in shaping and creating the development of knowledge intensive business environment and conditions, on the other hand it can assist the development of network contacts – another precondition of employment growth.

Abstract Introduction: Iron overload is one of themajor complicationsof transfusion treatment in patient with thalassemia major. Deferasirox is a once-daily orally active iron chelator and long-term efficacy and safety data are being published. Herein we report the long-term follow-up data of thalassemia major patients in a single center. Methods: Of the 67 patients with thalassemia major who were under follow-up in a single center, 42 who were on deferasirox chelation for at least three years were included in the study. Patients' initial serum ferritin, ALT, creatinine, cardiac T2* and hepatic T2* values were recorded at the time of deferasirox initiation and at last visit. Deferasirox was not initiated as an iron chelator to none of the patients with a cardiac T2* value below 8 ms. All of the patients had creatinine clearance above 40 ml/minute and had serum creatinine levels within age appropriate normals at deferasirox initiation. None of the patients received any other chelations during the follow-up period. Results: Mean age of the patients were 16±9.4 years (2-33.4 years) at initiation of deferasirox and 22 (52%) were females. Eighteen (43%) of the patients were splenectomized. Median follow-up time of deferasirox chelation was 7.9 years (3-10). The median deferasirox doses at initiation of chelation and at last visit were 20.5 mg/kg/day and 30.7 mg/kg/day (7-40), respectively. Serum ferritin levels decreased significantly with deferasirox chelation (median 1969 ng/ml (516-5404) vs 1113 ng/ml (339-4003), p<0,001). We did not find statistically significant difference between the inital cardiac T2* values and the values at the last visit (median 25 .3 ms((8.7-42) vs 32 ms (6.6-42), p=0.607), despite a dramatic increase. On the other hand, hepatic T2* values did not significantly change compared to initial values, as well (median 3.7 ms (1-13.6) vs 3.3 (1-16), p=0.865). However of the patients who had cardiac T2* value between 10-20 ms, 67% was found to have T2* value above 20 ms by the end of the follow-up duration. On the other hand 53% of the patients with hepatic T2* value below 3.5 ms, had T2* values above 3.5 ms by the end of the follow-up, indicating improvement in iron stores. None of the patients exibited an adverse event that requires cessation of the drug totally, but patients exibited transient hypertransaminasemia that required transient cessation and/or dose decrement. The changes in serum ALT and serum creatinine levels at the initiation and at last visit were not significant. Conclusions: This is a a study that includes patients with a relatively long duration of follow-up. Although the cardiac T2* values improved by the end of the follow-up, this change was not found statistically significant. This can be attributed to the sample size and in a larger sample size, the change might be found significant. Additionally, the patients included in the study were composed of not only naive patients to chelation but also of the patients who were imcomplant to previous chelation and who were highly iron loaded before initiation of deferasirox. The introduction of autovenous coronary artery bypass grafting (CABG) marked the era of surgical revascularization in patients with coronary artery disease. It provided effective treatment for angina and significantly improved the long-term prognosis. Venous transplants today remain the most popular conduits in coronary surgery due to their availability, ease of harvesting, and the absence of length restrictions. Despite the advantages of autovenous CABG, the main disadvantage is the high incidence of venous graft failure, which represents an important and unresolved problem in cardiac and cardiovascular surgery. On the other hand, the traditional allocation of a large saphenous vein implies the dissection of soft tissues throughout the length of the isolated conduit. Traumatic dissection causes a long-lasting persistent pain syndrome after surgery, frequent abnormalities in  skin sensitivity, and a high incidence of wound complications in the lower extremities. These complications lengthen the period of rehabilitation of patients and worsen the quality of life. There is an approach of isolating the vein in a block with surrounding tissues to optimize the long-term functioning of the venous shunt, however, this technique is even more traumatic than the traditional method, and therefore its use is limited in practice. On the other hand, the introduction of minimally invasive methods of isolation allowed to reduce the incidence of wound complications and to improve the cosmetic result, but there is no convincing data regarding the effect on the consistency of shunts in the long-term postoperative period. The problems associated with the use of venous conduits in CABG are multifaceted, and their solutions are necessary to improve the effectiveness of surgical revascularization.

Abstract. The study presents a~long term statistical trend analysis of total ozone datasets obtained from various satellites. A multi-variate linear regression was applied to annual mean zonal mean data using various natural and anthropogenic explanatory variables that represent dynamical and chemical processes which modify global ozone distributions in a changing climate. The study investigated the magnitude and zonal distribution of the different atmospheric chemical and dynamical factors to long-term total ozone changes. The regression model included the equivalent effective stratospheric chlorine (EESC), the 11 yr solar cycle, the Quasi-Biennial Oscillation (QBO), stratospheric aerosol loading describing the effects from major volcanic eruptions, the El Niño/Southern Oscillation (ENSO), the Arctic and Antarctic Oscillation (AO/AAO), and accumulated eddy heat flux (EHF), the latter representing changes due to the Brewer–Dobson circulation. The total ozone column dataset used here comprises the SBUV/TOMS/OMI merged data (1979–2012) MOD V8.0, the SBUV/SBUV-2 merged V8.6 and the merged GOME/SCIAMACHY/GOME-2 (GSG) WFDOAS merged data (1995–2012). The trend analysis was performed for twenty six 5° wide latitude bands from 65° S to 65° N, the analysis explained most of the ozone variability. The results show that QBO dominates the ozone variability in the tropics (±7 DU) while at higher latitudes, the dynamical indices, AO/AAO and eddy heat flux, have substantial influence on total ozone variations by up to ±10 DU. Volcanic aerosols are only prominent during the eruption periods and these together with the ENSO signal are more evident in the Northern Hemisphere. The signature of the solar cycle is evident over all latitudes and contributes about 10 DU from solar maximum to solar minimum. EESC is found to be a main contributor to the long-term ozone decline and the trend changes after the end of 1990s. A positive significant trend in total ozone columns is found after 1997 (between 1 and 8.2 DU decade−1) which points at the slowing of ozone decline and the onset of ozone recovery. The EESC based trends are compared with the trends obtained from the statistical piecewise linear trend (PWLT or hockey stick) model with a turnaround in 1997 to examine the differences between both approaches. Similar and significant pre-turnaround trends are observed. On the other hand, our results do indicate that the positive PWLT turnaround trends are larger than indicated by the EESC trends, however, they agree within 2-sigma, thus demonstrating the success of the Montreal Protocol phasing out of the ozone depleting substances (ODS). A sensitivity study is carried out by comparing the regression results, using SBUV MOD 8.0 merged time series (1979–2012) and a merged dataset combining TOMS/SBUV (1979–June 1995) and GOME/SCIAMACHY/GOME-2 ("GSG") WFDOAS (Weighting Function DOAS) (July 1995–2012) as well as SBUV/SBUV-2 MOD 8.6 (1979–2012) in the regression analysis in order to investigate the uncertainty in the long-term trends due to different ozone datasets and data versions. Replacing the late SBUV merged data record with GSG data (unscaled and adjusted) leads to very similar results demonstrating the high consistency between satellite datasets. However, the comparison of the new SBUV merged Mod V8.6 with the V8.0 data showed somewhat smaller sensitivities with regard to several proxies, however, the EESC and PWLT trends are very similar. On the other hand, the new MOD 8.6 data in the PWLT model revealed a~reduced ODS related upward trend after 1997.

Purpose As economies with high economic complexity and productive capabilities may easily adapt their productive structure due to product differentiation and innovation, the central variable of competitiveness for these countries is the product quality, not price. On the other hand, the price can be an important determinant of less complex countries, and hence, real exchange rate (RER) misalignments may have long-term impacts. This paper aims to empirically assess variations in the magnitude of the impact in RER misalignments on output growth subject to countries’ economic complexity. Design/methodology/approach The estimation technique used is the generalized method of moments-System estimator as this method is robust to reverse causality. Heterogeneous regressions using interaction models are undertaken to analyze to what extend promoting economic complexity can reduce price competitiveness dependence and allow countries to grow faster without relying on cost competitiveness. Findings Estimates show that economic complexity (which measures technological and productive capabilities) determines cross-country differences regarding the effects of RER misalignments on countries’ long-term growth rates. The results suggest that exchange rate devaluations may not be effective for countries at the top end of the technological ladder while an overvalued RER may damage the long-term growth rate of countries with low levels of economic complexity. Originality/value This paper contributes to the literature by empirically investigating the impact of RER misalignments in countries with distinct technological and productive capabilities based on the recent developments of countries’ economic complexity analysis. It investigates whether more diversified and complex economies are less sensitive to RER misalignments as they can adapt their production, undertake other tasks, create new products and increase the quality of products they produce. Less complex economies, on the other hand, are less capable of innovating because it demands productive capabilities they do not have, and hence, they are more dependent on their current export basket.

A long-term or close and intense relationship with banks could help overcome the main problems like asymmetric information. Using collateral is another way to overcome the effects of asymmetric information. The findings show that having collateral does not reduce loan costs, and on the other hand it will increase the availability of finance for small businesses. In general, small businesses use pecking order theory in choosing their formal sources of finance. Because of their lack of knowledge, they are not completely aware of available sources of finance. Banks are the first and most important external finance provider for small businesses, so having a good long-term relationship with banks can help them to overcome problems like asymmetric information, which would influence their access to more finance. Collateral is the other way to access more finance and it can help small businesses in their relationship with banks, especially in a period of unsustainability to reduce the risks for banks.

In 38 patients with deep venous thrombosis and 52 patients with myocardial infarction who were on long term anticoagulant therapy, the estimations of β-TG have been done by radioimmunoassay using a kit developed by the Radiochemical Centre, Amersham, England. In the group of patients with deep venous thrombosis, the increased values of β-TG /values which were higher than 80 ng/ml /have been established in 47,3% of the cases and among the patients with myocardial infarction, in 73% of the cases. From the total of 56 patients with increased level of β-TG, in 50 patients the level of prothrombin activity was higher than 20%. On the other hand, in patients with normal concentration of β-TG, the level of prothrombin activity was usually lower than 20%. Our preliminary results suggest the possible use of estimation of β-TG as an important supplementary parameter for evaluation of a substantial efficasy of applied anticoagulant therapy.

AbstractIn this study we present an overview of the search for multiple frequencies in variable Be stars from surveys. We review the recent ground-based photometric surveys and conclude from them that multiperiodicity is not detected. The photometric experiment on board Hipparcos, on the other hand, does allow us to derive multiple periods for a few Be stars. We present the results of our frequency searches in the Hipparcos data for 50 λ Eri stars.Further we review the recent spectroscopic campaigns dedicated to some stars. It seems that all of these campaigns point to multiperiodic phenomena, although for most of them the time base is insufficient to derive the periods with high accuracy. Moreover, the spectroscopic periods are often not the same as those found from the photometry. This clearly demonstrates the necessity of long-term simultaneous photometric and spectroscopic campaigns. We present the preliminary results of such a campaign for the λ Eri star HD 105382.We close with reflections on the cause of the variability observed in the λ Eri stars and on the best viewpoint for further research in this area.
