What determines the vulnerability of protected areas, a fundamental component of biodiversity conservation, to political instability and warfare? We investigated the efficacy of park protection at Garamba National Park (Democratic Republic of Congo) before, during and after a period of armed conflict. Previous analysis has shown that bushmeat hunting in the park increased fivefold during the conflict, but then declined, in conjunction with changes in the sociopolitical structures (social institutions) that controlled the local bushmeat trade. We used park patrol records to investigate whether these changes were facilitated by a disruption to anti-poaching patrols. Contrary to expectation, anti-poaching patrols remained frequent during the conflict (as bushmeat offtake increased) and decreased afterwards (when bushmeat hunting also declined). These results indicate that bushmeat extraction was determined primarily by the social institutions. Although we found a demonstrable effect of anti-poaching patrols on hunting pressure, even a fourfold increase in patrol frequency would have been insufficient to cope with wartime poaching levels. Thus, anti-poaching patrols alone may not always be the most cost-effective means of managing protected areas, and protected-area efficacy might be enhanced by also working with those institutions that already play a role in regulating local natural-resource use.

AbstractThe frequently anecdotal nature of evidence concerning the impact of warfare on conservation poses numerous problems and there have been calls to apply a strict set of conditions to such data to improve the rigor of scientific analysis in this field. To illustrate the difficulties, however, of applying strict quantitative conditions on such data a deterministic model of conflict-linked deforestation in sub-Saharan Africa was constructed and the implications of the model discussed. Our model indicates that from 1990–2005 approximately 35,000 ha of timber have been used to support officially recorded UN refugees in this region: this is a continuing impact, albeit quantified using data with some potential error. An alternative semi-quantitative approach was also used, with reported environmental impacts of conflict assessed for reliability and severity using a number of empirical criteria. Data focusing on the Democratic Republic of Congo and Rwanda were subsequently analysed using this framework. Illegal resource exploitation was identified as the primary impact resulting from conflict and, in some instances, a driver of the hostilities. From the joint consideration of the conflict and post-conflict phases such exploitation is concluded to be the product of lawlessness and anarchy generated by violent uprisings rather than violence per se. As such, armed conflict does not pose a novel threat to protected areas but rather amplifies threats extant during peace, creating a need for appropriate responses by those involved in conservation management. With both the occurrence and violence of conflicts in sub-Saharan Africa increasing, the impacts of warfare are pertinent to both the immediate and long-term management of biological resources in the region.

African immigrants continue to be disproportionately affected by the COVID-19 pandemic. It is unclear how they are searching for and finding meaning in the face of this adversity. This study sought to understand how African immigrants in the United States are searching for and making meaning of the COVID-19 pandemic. We conducted in-depth interviews remotely with 20 immigrants from West Africa (Nigeria and Ghana), East Africa (Somali and Rwanda), and Central Africa (Democratic Republic of Congo). The meaning-making model was used as a framework to understand the processes of coping during a significant, adverse life event. The study found that some participants attempted to reduce the impact of the COVID-19 pandemic on their global meaning by seeking answers as to why the pandemic occurred and creating positive illusions. Some redefined their priorities and reframed the pandemic in a positive light. Participants found meaning in the form of accepting the pandemic as a reality of life, appreciating events previously taken for granted, and making positive changes in their lives. This study’s findings can inform health care providers of the meaning-making processes of African immigrants’ and the need to assist them in their search for meaning.

Protected areas remain a cornerstone for global conservation. However, their effectiveness at halting biodiversity decline is not fully understood. Studies of protected area benefits have largely focused on measuring their impact on halting deforestation and have neglected to measure the impacts of protected areas on other threats. Evaluations that measure the impact of protected area management require more complex evaluation designs and datasets. This is the case across realms (terrestrial, freshwater, marine), but measuring the impact of protected area management in freshwater systems may be even more difficult owing to the high level of connectivity and potential for threat propagation within systems (e.g. downstream flow of pollution). We review the potential barriers to conducting impact evaluation for protected area management in freshwater systems. We contrast the barriers identified for freshwater systems to terrestrial systems and discuss potential measurable outcomes and confounders associated with protected area management across the two realms. We identify key research gaps in conducting impact evaluation in freshwater systems that relate to three of their major characteristics: variability, connectivity and time lags in outcomes. Lastly, we use Kakadu National Park world heritage area, the largest national park in Australia, as a case study to illustrate the challenges of measuring impacts of protected area management programmes for environmental outcomes in freshwater systems.

Protected areas (PAs) dominate conservation efforts. They will probably play a role in future climate policies too, as global payments may reward local reductions of loss of natural land cover. We estimate the impact of PAs on natural land cover within each of 147 countries by comparing outcomes inside PAs with outcomes outside. We use ‘matching’ (or ‘apples to apples’) for land characteristics to control for the fact that PAs very often are non-randomly distributed across their national landscapes. Protection tends towards land that, if unprotected, is less likely than average to be cleared. For 75 per cent of countries, we find protection does reduce conversion of natural land cover. However, for approximately 80 per cent of countries, our global results also confirm (following smaller-scale studies) that controlling for land characteristics reduces estimated impact by half or more. This shows the importance of controlling for at least a few key land characteristics. Further, we show that impacts vary considerably within a country (i.e. across a landscape): protection achieves less on lands far from roads, far from cities and on steeper slopes. Thus, while planners are, of course, constrained by other conservation priorities and costs, they could target higher impacts to earn more global payments for reduced deforestation.

The protection of forests is crucial to providing important ecosystem services, such as supplying clean air and water, safeguarding critical habitats for biodiversity, and reducing global greenhouse gas emissions. Despite this importance, global forest loss has steadily increased in recent decades. Protected Areas (PAs) currently account for almost 15% of Earth’s terrestrial surface and protect 5% of global tree cover and were developed as a principal approach to limit the impact of anthropogenic activities on natural, intact ecosystems and habitats. We assess global trends in forest loss inside and outside of PAs, and land cover following this forest loss, using a global map of tree cover loss and global maps of land cover. While forests in PAs experience loss at lower rates than non-protected forests, we find that the temporal trend of forest loss in PAs is markedly similar to that of all forest loss globally. We find that forest loss in PAs is most commonly—and increasingly—followed by shrubland, a broad category that could represent re-growing forest, agricultural fallows, or pasture lands in some regional contexts. Anthropogenic forest loss for agriculture is common in some regions, particularly in the global tropics, while wildfires, pests, and storm blowdown are a significant and consistent cause of forest loss in more northern latitudes, such as the United States, Canada, and Russia. Our study describes a process for screening tree cover loss and agriculture expansion taking place within PAs, and identification of priority targets for further site-specific assessments of threats to PAs. We illustrate an approach for more detailed assessment of forest loss in four case study PAs in Brazil, Indonesia, Democratic Republic of Congo, and the United States.

Insufficient funding for terrestrial protected areas is a global challenge, and the ability of a protected area management agency to secure sustainable financing is an obstacle in the effective management of these important areas. While the role of public sector agencies in establishing, financing, and managing protected areas, and in providing a supportive legislative and policy environment will remain essential into the future; the International Union for the Conservation of Nature (IUCN) recommends that alternative finance mechanisms be adopted to help achieve financial sustainability. With this recommendation in mind, one approach is to look to other policy areas which traditionally rely on governments as their primary funding source, to understand the alternative finance mechanisms they have adopted and appraise the suitability of these mechanisms for terrestrial protected areas. One alternative finance mechanism is the social and environmental impact bond which is a subset of impact investment and an example of a pay for success or results-based contract. This paper reviews literature on the social and environmental impact bond with a view to assessing its potential applicability to assist in the effective management of terrestrial protected areas that fall within the management categories defined by the IUCN. Three examples of existing and proposed impact bonds with an environment focus are explored, including the world’s first environmental impact bond in Washington D.C., the publicly offered Atlanta environmental impact bond and the proposed wildlife conservation bond in South Africa. The selected impact bonds will help to illustrate the establishment, operation, and evaluation of impact bonds in a real-world context. It will be argued that the social and environmental impact bond can be a useful finance model for a range of uses in a variety of social sectors and conservation settings, including terrestrial protected areas. The paper further considers how the impact bond might result in both improved social and/or environmental outcomes as well as the perceived challenges associated with this alternative finance mechanism. While the focus of this paper is on terrestrial protected areas, the lessons discussed may also be applicable to marine protected areas.

Protected areas (PAs) are at the forefront of conservation efforts, and yet despite considerable progress towards the global target of having 17% of the world's land area within protected areas by 2020, biodiversity continues to decline. The discrepancy between increasing PA coverage and negative biodiversity trends has resulted in renewed efforts to enhance PA effectiveness. The global conservation community has conducted thousands of assessments of protected area management effectiveness (PAME), and interest in the use of these data to help measure the conservation impact of PA management interventions is high. Here, we summarize the status of PAME assessment, review the published evidence for a link between PAME assessment results and the conservation impacts of PAs, and discuss the limitations and future use of PAME data in measuring the impact of PA management interventions on conservation outcomes. We conclude that PAME data, while designed as a tool for local adaptive management, may also help to provide insights into the impact of PA management interventions from the local-to-global scale. However, the subjective and ordinal characteristics of the data present significant limitations for their application in rigorous scientific impact evaluations, a problem that should be recognized and mitigated where possible.

Abstract Background The impact of semiannual mass drug administration (MDA) with albendazole (ALB; 400 mg) alone on lymphatic filariasis (LF) and soil-transmitted helminth (STH) infections was assessed during two trials conducted from 2012 to 2018 in the Republic of Congo and the Democratic Republic of Congo. The collected data were analyzed to evaluate the effect of compliance with ALB treatment on STH infections. Methods STH infections were diagnosed with duplicate Kato-Katz thick smears and the results are reported as eggs per gram of stool. All subjects with at least two STH infection assessments were included in the analyses. We used parametric survival models to assess the influence of compliance with ALB treatment on the probability of (i) achieving sustained clearance of an STH infection, and (ii) acquiring an STH infection during the follow-up. Results Out of 2658 subjects included in the trials, data on 202 participants (701 person-years; PY) with hookworm infection, 211 (651 PY) with Ascaris lumbricoides infection and 270 (1013 PY) with Trichuris trichiura infection were available to calculate the probability of achieving sustained clearance of infection. The effect of ALB was dose related for all three STH. For hookworm, the time required for sustained clearance was longer (4.3 years, P < 0.001) for participants who took zero doses per year and shorter (3.4 years, P = 0.112) for participants who took two doses per year compared to those who took one dose per year (3.7 years). For Ascaris, the time required to obtain sustained clearance followed the same pattern: 6.1 years (P < 0.001) and 3.2 years (P = 0.004) vs 3.6 years for, zero, two and one dose per year, respectively. For Trichuris, less time was required for sustained clearance (4.2 years, P < 0.001) for fully compliant participants, i.e. those who took two doses per year, than for those who only took one dose per year (5.0 years). ALB was more effective in achieving sustained clearance of STH infection in subjects with light baseline infection intensities compared to those with higher egg counts. Conclusion Our results illustrate the importance of MDA compliance at the level of the individual with respect to the STH benefit provided by semiannual ALB MDA, which is used for the elimination of LF in Central Africa. AbstractThe Katanga region in the Democratic Republic of Congo (DRC) has been struck by repeated epidemics of measles, with large outbreaks occurring in 2010–13 and 2015. In many of the affected health zones, reactive mass vaccination campaigns were conducted in response to the outbreaks. Here, we attempted to determine how effective the vaccination campaigns in 2015 were in curtailing the ongoing outbreak. We further sought to establish whether the risk of large measles outbreaks in different health zones could have been determined in advance to help prioritise areas for vaccination campaign and speed up the response. In doing so, we first attempted to identify factors that could have been used in 2015 to predict in which health zones the greatest outbreaks would occur. Administrative vaccination coverage was not a good predictor of the size of outbreaks in different health zones. Vaccination coverage derived from surveys, on the other hand, appeared to give more reliable estimates of health zones of low vaccination coverage and, consequently, large outbreaks. On a coarser geographical scale, the provinces most affected in 2015 could be predicted from the outbreak sizes in 2010–13. This, combined with the fact that the vast majority of reported cases were in under-5 year olds, would suggest that there are systematic issues of undervaccination. If this was to continue, outbreaks would be expected to continue to occur in the affected health zones at regular intervals, mostly concentrated in under-5 year olds. We further used a model of measles transmission to estimate the impact of the vaccination campaigns, by first fitting a model to the data including the campaigns and then re-running this without vaccination. We estimated the reactive campaigns to have reduced the size of the overall outbreak by approximately 21,000 (IQR: 16,000–27,000; 95% CI: 8300–38,000) cases. There was considerable heterogeneity in the impact of campaigns, with campaigns started earlier after the start of an outbreak being more impactful. Taken together, these findings suggest that while a strong routine vaccination regime remains the most effective means of measles control, it might be possible to improve the effectiveness of reactive campaigns by considering predictive factors to trigger a more targeted vaccination response.
