Benchmarking accountability of local government authorities in public procurement in Tanzania

PurposePublic management work has tended to ignore the application of benchmarking accountability of local government authorities (LGAs) in public procurement. To that effect, the purpose of this paper is to present the applicability of a benchmarking model as an instrument for improving accountability of procuring entities such as LGAs in public procurement practices.Design/methodology/approachA case study from United States Agency for International Development funded Chemonics International’s Program—Pamoja Twajenga in Tanzania has been used to effectively showcase the efficacy of the benchmarking model in increasing compliance and improve accountability of LGAs as procuring entities. Performance assessment of eight Tanzania LGAs’ internal public procurement practices was conducted using the benchmarking model. Benchmarking Framework of Compliance Standards and Performance Indictors in Public Procurement (FCSPIPP) was developed and applied in conducting a benchmark assessment of the LGAs. The methodology of a benchmark assessment encompassed number scoring of perceived performance of each LGA for each indicator of a compliance standard.FindingsThe case study has conceded that the benchmarking model is an instrument which can be applied for improving the accountability of LGAs in public procurement practices. Looking at the scale of LGAs’ purchases, the case study reveals that monitoring compliance may greatly benefit from the methodological approach of benchmarking. The benchmark assessment adopted in this case study offers a collective instrument for LGAs in developing countries to measure, compare and learn to improve in public procurement practices. The model offers public procurement entities, such as LGAs, with an opportunity to learn based on performance and improvement of peers. The FCSPIPP presented in this case study is the main pillar of the benchmark assessment in public procurement.Research limitations/implicationsThe major limitation of this case study is that it relies only on the findings and lessons learnt from the benchmarking of eight LGAs in Tanzania. Presumably, it would be useful to would have been more useful if more countries from developing economies were included in the case study; it could have increased the plausibility of the applicability of the model at the local government levels.Practical implicationsImplicitly, public procurement and regulatory authorities in developing countries need to learn, improve its role and develop capacity in the application of benchmarking for enforcing compliance in public procurement practices. Since the approach is based on listening from the procuring entities, the model provides the procurement Authority to work on policy challenges affecting the procuring entities to comply with what the procurement process requires. Deliberate efforts are needed to strengthen the capacity of developing countries to put in place policies and reforms that pave the way for the use of process benchmarking in public procurement at the LGAs level.Social implicationsSince benchmarking encourages active participation of the user department and community in the procurement process, presupposes curbing corruption red flags and improved value for money contracts for improved social services. The methodological approach of monitoring procuring entities, using process benchmarking, provides public procurement and regulatory agencies and LGAs a collegial, participative and self-discovering on what constitutes compliance. This may enhance the sense of answerability of procurement officers to citizens.Originality/valueThis study confirms the efficacy of the benchmarking model as an alternative and complementary instrument to traditional compliance audit in public procurement. The application of an FCSPIPP means that benchmarking results may be used to improve public procurement practices.

Purpose Corruption affects development and quality of life of citizens in affected countries. The increase in anti-corruption measures globally reflects a consensus that corruption is pervasive and costly. Public procurement is one area in which corruption manifests because of the sums of money involved; the asymmetry of information; and the bureaucratic nature of decision-making, which presents opportunities for abuse. In developing countries, procurement corruption is rife because of institutional weaknesses, lack of enforced accountability mechanisms and culture of silence in relation to public sector malfeasance. Design/methodology/approach This paper examines procurement corruption in countries with systemic corruption, using Nigeria as a case study, to determine how to reduce public procurement corruption. Findings The paper will highlight prevalent corrupt schemes in public procurement in Nigeria, examine the reasons for the failure of state anti-corruption institutions and analyze the kinds of initiatives that reduced procurement corruption and increased accountability in other countries and the utility of adopting such mechanisms in the Nigerian context.

Purpose This paper aims to measure the cost of procurement because public procurement procedures prescribed by legislation not only enhance transparency and competition but also entail certain transaction costs for both customers and suppliers. Design/methodology/approach These costs are important to the efficiency of the procurement system. However, very few previous studies have focused on estimating procurement costs. This paper proposes a methodology for public procurement cost evaluation. Findings This paper shows how procurement costs can be calculated using a formalized survey of public customers. This methodology was tested with a representative group of public customers operating in one region of the Russian Federation. Originality/value The authors formulate the policy implications of this paper, as they relate to the improvement of public procurement regulations and argue that this methodological approach can be applied in other developing and transitioning economies.

PurposeThe purpose of this paper is twofold: first, to advance the knowledge of Circular Business Models (BMs) over linear models by focusing on new dynamics which are unique to developing countries and have mostly been overlooked by contemporary literature; and second, to bring to the fore aspects of human-sphere which are currently under-researched in the circular economy (CE) domain. Therefore, the research explores how collaboration can facilitate the transition of a developing country’s economy through the creation of value from circular BMs and human-sphere.Design/methodology/approachTo fulfill the research objectives, the authors apply natural resource-based view (NRBV) theory to an in-depth case study. The authors draw the data from semi-structured interviews and observations in North African manufacturing companies.FindingsIt was found that multi-stakeholder collaboration is pertinent in implementing CE, especially in developing countries. Collaboration between companies, focusing on CE BMs, with other companies/SMEs could lead to technology transfer and organizational learning necessary for resource efficiency (RE) and clean technology (CT) – the basis for CE. The authors propose a model for collaboration as an enabler for CE.Research limitations/implicationsThe analysis found multi-stakeholder collaboration to be an important antecedent to CE implementation in a developing country context. Furthermore, the authors found multinational companies who implement CE BMs generate a beneficial symbiotic relationship with local businesses. These benefits mainly revolve around technology transfer and organizational learning which is necessary for RE and CT – the basis for CE. Therefore, to advance knowledge and practice in this area, the authors propose a model for collaboration as an enabler for CE.Practical implicationsThe authors argue for the importance of collaboration in advancing CE practices which can yield tangible benefits for developing economies.Originality/valueThis paper helps address the lack of theory driven research in CE. The paper is a pioneer in this research field as it proposes a theoretical framework for collaboration in CE drawing on from NRBV.

PurposeSeveral studies have shown that climate change is a threat to sustainable human living and high consumption of energy by buildings is a contributory factor. However, green practices in buildings have been proved as one of the successful technologies to mitigate global warming. Previous studies have shown lax green practices in developing countries’ buildings, but how far concerning green certification of buildings in Nigeria is yet to be explored. Therefore, this paper investigated the barriers to green certification of buildings (GCB). Also, the paper proposed a model for promoting GCB in Nigeria.Design/methodology/approachEighteen experts with green building certification knowledge were engaged across three of Nigeria’s cities (Benin City, Abuja and Lagos) via scheduled WhatsApp video and teams calls. Collated interview data were analysed and presented in themes.FindingsFindings show that there is an absence of a framework to promote GCB in Nigeria. Hence, GCB is low across the states. Twelve main sub-themes emerged as the barriers to GCB in Nigeria. Also, eight key sub-themes emerged as the possible concepts that can be used to improve GCB in Nigeria and formulated into a proposed framework to promote GCB in Nigeria.Research limitations/implicationsThis paper is limited to GCB in Nigeria and only 18 participants were engaged. Thus, this paper suggests that a mixed-methods approach should be conducted in future studies with wider coverage. This may assist to validate the paper’s findings.Practical implicationsFindings from this paper will stir up practitioners in green building and influence the promotion of GCB in the sector. As part of this study’s implications, suggestions through the paper’s proposed framework will benefit Nigeria’s policymakers to make decisions towards achieving GCB. This can be achieved via the proposed framework to promote the concept across Nigeria.Originality/valueThis paper is probably the first that attempted to investigate the barriers and proffer policy solutions via a framework to promote GCB in Nigeria and by extension in other developing countries.

Purpose The purpose of this study is to promote clean technology development and diffusion through public procurement. Finland is ranked high among the countries that develop clean technology innovations. Innovative public procurement could be one means to boost the diffusion of such technologies. However, this potential is still somewhat unexploited, as innovative public procurement is an unsystematic method of procuring in Finland and the EU, partly because of an inability to understand innovation potential in the market and to implement innovative procurement. Design/methodology/approach In this paper, the authors illustrate how cleantech aspects can be integrated into the public procurement process. The authors study the key success factors and conditions that have led to a successful cleantech procurement process by exploring realized cases of innovative public clean technology procurement. Findings The results suggest that innovative public procurement, in which clean technology is an integrated part, may occur in different forms, from a procurement of a highly improved product or solution to a product-service system or a collaborative symbiosis system. Life cycle consideration, strategic commitment and recognition of needs of the procuring unit were prioritized as the most important factors leading to successful integration of cleantech aspects into procurement process.

Purpose – The purpose of this paper is to examine the managerial role in the practices of corporate social responsibility (CSR) in developing economies. Design/methodology/approach – The paper takes the form of an empirical analysis of employees' opinions based on a quantitative survey of 100 middle and senior level managers from four organisations chosen from relatively high impact industry sectors. Findings – Managerial role in the practice of CSR is limited and ineffective in Ghana. Difficulties of effective CSR implementation mainly stem from leadership weak spots in the form of mismanagement and corruption, lack of leadership commitment and unwillingness to allocate monies due for CSR activities. Organisations can do better in the practice of CSR if management's attitude to CSR, corruption, and work behaviors are positive. Practical implications – The paper provides valuable information on managerial activities with regards to organisational CSR, and how these can be improved. Originality/value – Empirical literature on CSR in developing countries is limited. This paper identifies the roles that management and organisational leadership can play in the practice of CSR in developing countries. The paper proposes a universal approach which aims to address the need for adequate and effective enforcement of CSR.

Purpose – The purpose of this paper is to explore the challenges of measuring fraud in overseas aid. Design/methodology/approach – The research is based on 21 semi-structured interviews with key persons working in the delivery of aid in both the public and voluntary sectors. It uses the UK Department for International Development as a case study to applying more accurate measures of fraud. Findings – This paper shows there are significant challenges to using fraud loss measurement to gauge fraud in overseas aid. However, it argues that, along with other types of measures, it could be used in areas of expenditure in overseas governments and charities to measure aid. Given the high risk of such aid to fraud, it argues helping to develop capacity to reduce aid, of which measuring the size of the problem is an important part; this could be considered as aid in its own right. Research limitations/implications – The researchers were not able to visit high-risk countries for fraud to examine in the local context views on the challenges of measuring fraud. Practical implications – The paper offers insights on the challenges to accurately measuring fraud in an overseas context, which will be useful to policy-makers in this context. Social implications – Given the importance of as much aid as possible reaching recipients, it offers an important contribution to helping to reduce losses in this important area. Originality/value – There has been very little consideration of how to measure fraud in the overseas aid context, with most effort aimed at corruption, which poses some of the same challenges, as well as some very different challenges.

PurposeCloud computing (CC) services have given a tremendous boost to the creation of efficient and effective solutions. With developing countries at a slow pace of adoption, this research aims to identify factors and their interrelationships influencing the adoption of CC in a developing country context. The developing countries are enjoying numerous benefits from CC services; however, its low adoption is still a question in developing economies; hence, the authors have selected the context of information and communication technology (ICT) firms in India.Design/methodology/approachThe qualitative research method is used where experts from thirteen ICT firms in India are interviewed.FindingsSixteen factors, twenty-eight subfactors, and 25 interrelationships are revealed through content analysis. Further, causal loop diagrams are proposed to display the behavior of cause and effect of these factors from a system's perspective. This will help to understand the relationships among the factors in order to enhance the speed of CC adoption. Possible financial loss and resistance to change are found as the key barriers to adoption. The proposed interrelationships can guide both policymakers and service providers for designing effective CC policies.Originality/valueThis is the first scholarly work that identifies interrelationships among factors and subfactors, thereby providing a holistic picture to decision-makers while making a choice on whether to adopt cloud services or continue with on premise data centers and servers.

PurposeThis article details a qualitative descriptive case study of affective factors of effective decision-making of one local government organization in the United States of America. The specific problem was that many elected American local government representatives lack effective decision-making strategies. This research focus indicated a lack of qualitative research on the real-world experience of factors that were taken into consideration during decision-making within American local government organizations.Design/methodology/approachUsing a local government organization in southwest Illinois, elected representatives were interviewed and observed. The interviews and observations surfaced how the representatives made decisions. Data were analyzed using manual coding and theming to determine themes and patterns.FindingsThe results produced six themes about factors, including emotional intelligence, which impacted decision-making. They are: (1) remembering the past, (2) communication and respect, (3) spurring economic growth and development, (4) fairness, (5) recognizing and removing emotions and bias and (6) accountability.Research limitations/implicationsBeing a single case study, this research is limited in generalization. The research was limited to the identification of current, real-world experience of elected local government representatives.Practical implicationsThe findings of this research can be used to create more effective decision-making practices for local government organizations of similar size.Originality/valueThis is the first study to review, in-depth, the decision-making and emotional intelligence factors of local government organizations in the United States of America. The conceptual background, discussion, implications to local government organizations, limitations and recommendations for future studies are discussed.

Purpose This paper aims to construct an assessment framework to establish a maturity model for Web Electronic Services offered at a local government level and investigate the maturity of Greek municipalities in the E-Government field, trying to correlate how this is affected by demographic variables. Design/methodology/approach An original assessment framework regarding municipal Electronic Services was created based on the literature review. The assessment framework was included in a methodological approach supported by the PROMETHEE II method, as well as by selected statistical methods. The framework and the methodological approach were applied in the case of Greek municipalities. Findings The analysis revealed the low maturity level of Greek municipalities in Electronic Services sector. The Greek case study indicated that the proposed framework and methodological approach could provide useful insights to municipalities for the improvement of its E-Government Web services based on their strategic preferences. Research limitations/implications The assessment took place only in Greece, assessing all the country's municipalities and conducting research only in the municipalities’ websites. The proposed methodology suggests that the PROMETHEE II multi-criteria decision analysis method can support the assessment of the maturity level of local government entities. Moreover, the combination of the PROMETHEE II–empowered assessment framework with demographic statistical analysis can assist orthological decision-making concerning future investments in Web Electronic Services. The methodology could be a good option for future research efforts (assessments) in municipalities, in Greece and worldwide. Practical implications The framework is both easy to use and fairly complete. The fact that the assessment was conducted in all the Greek municipalities makes it much more reliable, as it provides the whole picture. The suggested methodology which includes the proposed framework could be used in the cases of municipalities in other countries to assist future actions concerning the investment in Web Electronic Services. Originality/value This study provided a medium-size framework, being both complete and easy to use during the evaluation process of all the municipalities in Greece. In addition, the statistical analysis received data from a decision-making tool to execute the clustering (Cluster analysis is usually performed based on the raw data).
