Purpose Integrating sustainability into the value management (VM) process can provide a strategic platform for promoting and incorporating sustainable design and development during the lifespans of construction projects. The purpose of this paper is to investigate the strengths, weaknesses, opportunities and threats (SWOT) for integrating sustainability into the VM process in Hong Kong. Design/methodology/approach Following an extensive literature review, 45 attributes were identified and grouped into strength, weakness, opportunity and threat elements. A questionnaire survey based on these groupings was supported by semi-structured interviews with public sector clients, value managers and VM facilitators. They shared their experience and views on how to integrate sustainability into the VM exercises. Findings The triangulated results of the survey and interviews are presented in this paper. The ranking of the SWOT analysis results indicate that VM does provide opportunities for multidisciplinary professionals and stakeholders to focus on issues relating to society and the environment, which is considered a main strength. The major weakness of integration is the lack of well-trained staff and low levels of VM participant expertise in relation to the sustainable construction issue. Research limitations/implications Current practices generally neglect integration of sustainability into the VM process due to cost and time constraints. There are ample strengths and opportunities recommended by this study for integrating sustainability into the VM process which are beneficial for the clients and contractors for achieving value for money and meeting sustainability targets. Practical implications There are immense opportunities for integrating sustainability into the VM process, including encouragement of the reduction, reuse and recycling of construction and demolition waste. However, threats presented by integration include the additional time and costs required for achieving sustainability targets. Originality/value Findings and recommendations provided in this paper should be helpful to decision makers including clients and VM facilitators for the successful integration of the sustainability concept into the VM process.

PurposeThe capacity of landfills will reach saturation in the 2020s. There are more than 50,000 buildings in Hong Kong over 30 years old and which may require extensive refurbishment under the Mandatory Building Scheme. Additionally, most new owners/tenants tend to renovate their premises before moving in. Hence, there is an urgent need in Hong Kong, to explore strategies and measures to enable the development of effective refurbishment and renovation (R&R) waste management for such projects. The objectives of this paper are to investigate the process of R&R for identifying the perceived barriers and thereby the strategies for minimisation and management of R&R waste in Hong Kong.Design/methodology/approachDesktop study, semi-structured interviews, site observations and document reviews were used as the data collection methods to achieve the objectives of this research. Considering the nature and characteristics of the industry structure, the snowball sampling process was deployed for data collection. Thematic analysis and content analysis were used for data analysis. Waste minimisation and management strategies for R&R projects were then discussed and developed by the research team and a focus group meeting was held to validate the research findings. Six strategies were then proposed to the government.FindingsR&R projects contribute 10–20% of the construction and demolition waste. The barriers to recycling of R&R waste can be grouped into six major categories: (1) lack of sorting and storage spaces, (2) high cost, (3) insufficient government supporting policy, (4) complicated recycling processes, (5) immature recycling market and (6) insufficient public education. Also, six strategies are proposed in this study, which include (1) pre-refurbishment audit, (2) development of recycling market, (3) sea reclamation, (4) incineration, (5) government support and (6) education and research.Originality/valueThe strategies and measures proposed in this research could most adequately serve as reference for the government officials, building professionals and academic researchers. Such knowledge would make possible the development of effective strategies and measures for minimising and managing R&R waste.

PurposeThere have been numerous efforts to tackle the problem of accumulated construction and demolition wastes worldwide. In this regard, this study develops a model for identifying the optimum fleet required for waste transportation. The proposed model is validated through a case study from the construction sector in New Cairo, Egypt.Design/methodology/approachVarious fleet combinations are assessed against the time, cost, energy and emissions generated from waste transportation. Genetic algorithm optimization is performed to select the near-optimum solutions. Complex proportional assessment and operational competitiveness rating analysis decision-making techniques are applied to rank Pareto frontier solutions. These rankings are aggregated using an ensemble approach based on the half-quadratic theory. Finally, a sensitivity analysis is implemented to determine the most sensitive attribute.FindingsThe results reveal that the optimum fleet required for construction and demolition wastes (CDW) transportation consists of one wheel loader of bucket capacity 2.5 cubic meters and nine trucks of capacity 22 cubic meters. Furthermore, consensus index and trust level of 0.999 are obtained for the final ranking. This indicates that there is a high level of agreement between the rankings. Moreover, the most sensitive criterion (i.e. energy) is identified using a sensitivity analysis.Originality/valueThis study proposes an efficient and effective construction and demolition waste transportation strategy that will lead to economic gains and protect the environment. It aims to select the optimum fleet required for waste transportation based on economic, social and environmental aspects. The usefulness of this study is establishing a consensual decision through the aggregation of conflicting decision makers' preferences in waste transportation and management.

Purpose Many countries have started to use post-tensioned (PT) concrete because of its sustainability and low cost. However, it is not quite popular in Sri Lanka as the required knowhow and technology are not available within the country. By introducing PT concrete to the country, unwanted costs and time overruns could be eliminated from the construction projects. This paper, therefore, aims to identify the suitability and acceptability of PT concreting for/in Sri Lanka. Design/methodology/approach An extensive literature review was first carried out to gather knowledge on PT concreting. The four case studies that followed it included eight semi-structured interviews and a document review. Ten expert interviews were conducted finally to strengthen the findings of the literature review and case studies. Cross-case analysis and NVivo 11 content analysis software were used to analyze the data gathered. Findings Findings reveal that PT concreting saves cost and time of construction and that it can have a control over the resources required for construction, which makes it environment-friendly. PT concreting allows thinner concrete sections, extended spans, stiffer walls that resist lateral loads and stiffer foundations that resist the effects of shrinking and swelling soils. Originality/value It is found that PT concreting is more suitable for the construction industry in Sri Lanka than traditional concreting.

Purpose For construction and management, the existing codes of practice of international organizations such as US Army Corps of Engineers, the Asian Development Bank, the World Bank, the United Nations Office for Project Services, etc., often prove ineffective when applied in post-war countries like Afghanistan. Domestic contractors faced maximum challenges in contractual scope management, which was implemented by such organizations based on their existing codes of practice. The purpose of this paper is to understand these barriers in scope management as faced by the domestic contractors of Afghanistan. Design/methodology/approach The research employs a mixed methodology to cater to its objectives. Face-to-face structured interviews of 14 industry experts and extensive literature review were conducted to identify unique barriers pertaining to Afghanistan construction industry. Further, quantitative assessment of these barriers through the statistical tools of “mean score ranking,” “Kendall’s test” and “independent sample t-test” was carried out to understand the severity of the barriers. Findings In total, 39 unique barriers were identified under the groups of “scope formulation,” “scope completeness,” “scope pricing,” “scope implementation” and “scope change control.” The consequential impacts of these barriers and their existence at different stages of the project were illustrated. The most severe barriers were identified as the “inadequacy of site investigation reports” and the “unavailability of resources in local markets.” Originality/value The understanding of the challenges faced by local stakeholders, as highlighted by this study, can be utilized by these international organizations in their strategy and planning to ensure successful projects while also propagating the adoption of sustainable construction practices.

Purpose The construction industry plays an important role in the achievement of the 11th and 15th of the Sustainable Development Goals. Efforts have been made by most developing and developed economies toward the achievement of these goals. Despite the efforts being made by the construction industry toward the achievement of these goals, there are still barriers that prevent built environment consultants from advancing environmental sustainability (ES) of construction projects. The purpose of this paper is to identify barriers to ES of construction projects. Design/methodology/approach An extensive literature review on barriers to the adoption of ES was conducted and face-to-face semi-structured interviews of purposively selected built environment consultants in Ghana were carried out. Thematic template analysis of qualitative data was conducted. Findings The key findings from the study include perceived initial costs, lack of knowledge on ES, technological difficulties, external pressures in adopting ES practices and environmental conditions in developing countries. Originality/value The outputs of this study offer strategies which are very significant to the construction industry in embracing ES. Further, the findings contribute to knowledge on achieving the sustainable development agenda.

Purpose This paper aims to identify and assess the key criteria for selecting green suppliers in the United Arab Emirates (UAE) construction industry. Design/methodology/approach A total of 20 criteria were identified and shortlisted through an extensive literature review. These criteria were grouped into four categories: technical and commercial bid, company characteristics, environmental and socioeconomic. A questionnaire was then developed and distributed to construction professionals in the UAE. A total of 39 professionals responded to the survey including contractors, consultants, owners and suppliers. The respondents performed pairwise comparisons among the selection criteria. Data was then analyzed using the Expert Choice Software. Findings The research findings highlighted that the technical and commercial bid category was ranked as the most important with a weight of 0.338, followed by socioeconomic, company characteristics and environmental categories weighing 0.239, 0.225 and 0.199, respectively. The UAE construction professionals also ranked health and safety, material’s quality and tender price as the top three most important criteria when selecting a sustainable supplier. Practical implications This research addresses the lack of literature toward green supplier selection in the UAE. In addition, it assists contractors in selecting the appropriate supplier and promotes sustainable practices in the construction industry. Originality/value Material suppliers play an important role in the successful delivery of construction projects. Selecting the appropriate supplier is of paramount importance to project success. Several methods can be used to evaluate and select the best-fit suppliers. However, the selection criteria in such methods are primarily based on traditional construction projects rather than sustainable construction projects. Recently, there is an increase in the number of sustainable construction projects in the UAE. Therefore, identifying and assessing the key criteria for selecting green suppliers is needed. This paper fills the gap in literature as to selecting green suppliers in construction projects.

PurposeWaste is typically encountered during the building's life cycle, from the design phase, through the construction phase, to modification and demolition. Most of these construction wastes are unnoticed or unattended by project managers, which lead to serious environmental problems. Effective waste reduction strategies will require a thorough and detailed understanding of the causes of construction waste. Hence, this paper aims to explore critical waste factors (CWFs) affecting the performance of construction projects.Design/methodology/approachAn extensive literature review was carried out to determine these factors based on previous studies, from which a questionnaire was developed. Series of statistical analyses such as reliability analysis, Spearman Correlation, Kruskal–Wallis and factor analysis were performed on a total of 330 valid responses to identify latent factors responsible for wastes occurrence.FindingsThis study reveals 31 CWFs through evaluation of prior relevant studies carried out in several countries and then adjusted and validated through semistructured interviews. The significant differences in views within various groups of respondents with different organizational characteristics are highlighted. The results of factor analysis showed that there are six principal components extracted with 66.3% of variance explained (material-related factors; subcontractors and workers; planning, communication and coordination; people involvement and financial issues; people development strategies; and external factors).Originality/valueThis study differs from other studies in the literature by gathering all relevant waste factors including those related to nonphysical waste such as time, budget, workers and equipment. Furthermore, this paper will be of great interest to both practitioners and researchers since it brings various recommendations concerning the prevention/reduction of waste through lean construction for more sustainable construction projects.

Purpose The purpose of this paper is to develop a framework integrating risk management (RM) into the architectural design process (ADP) as an approach for delivering sustainable construction projects. Design/methodology/approach A research methodology, which consisted of literature review and field study, is designed to accomplish four objectives. First, to provide a comprehensive literature review of the concepts of sustainability, ADP and RM. Second, to present and synthesis the results of two relevant studies focused on identifying, quantifying and classifying the risks associated with ADP; and investigating the perception and application of Egyptian architectural design firms (ADFs) towards integrating RM into ADP as an approach for delivering sustainable construction projects. Third, to develop a framework that integrates RM into ADP towards delivering sustainable construction projects. Finally, to draw conclusions and recommendations to improve the practice of delivering sustainable construction projects among ADFs, construction professionals and governmental authorities. Findings ADP is a fundamental phase of the construction process because the decisions adopted during this phase affect the project performance throughout its life cycle. While RM is widely applied in different sectors of the construction industry, its application in ADP received scant attention in construction literature. The research identified 18 key risks that affect the sustainable delivery of construction projects during ADP. The architect, the client and the project manager are the highest ranked responsible parties for the occurrence of these key risks. The field study highlighted the need to develop a framework to facilitate integrating RM into ADP. Research limitations/implications This paper focused only on the integration of RM into ADP. Originality/value The conducted literature review and field study provided an in-depth understanding of the key risks that affect the sustainable delivery of construction projects during ADP. Through its five stages, the proposed framework is expected to serve as a foundation for integrating RM into ADP as an approach for delivering sustainable projects. This ideology has received scant attention in construction literature. The developed framework represents a synthesis that is novel and creative in thought and adds value to the knowledge in a manner that has not previously occurred.

Purpose This paper aims to discover why such a public partnership project had been successful with a non-profit third-party alliance such as a smart city consortium (SCC) promoting smart city development. Design/methodology/approach This descriptive case study is primarily based on analysing data collected from various texts, public statements, media interviews and three semi-structured interviews with key members involved in the Covid-19 dashboard project. Findings The data and analysis reviews that both interpersonal and interorganisational trust, dedication and proactiveness of the leaders at SCC were major contributing factors to why SCC was able to partner with the Hong Kong Government in the Covid-19 dashboard in the first place and that the success was also a direct outcome of effective mass collaborative knowledge management activities. Research limitations/implications The research in leadership attributes and activities in the non-profit alliance has been few and this collaborative partnership between the alliance and the government is an example of the importance of further research in smart city leadership. Practical implications In deploying projects for mass collaboration and knowledge sharing in smart city development (which is multi-disciplinary in nature). there are still many new and evolving organisational practices and leadership matters that many business leaders and city managers can learn from. Social implications Smart city development projects involve the notion of sharing data in an open environment enabled by software and mediating tools. Successful projects such as this Hong Kong Covid-19 dashboard which serves a diverse audience can further promote the importance of an open data policy regime for the benefit of the public. Originality/value This case study covers a highly original and unique case study with the leaders at the SCC and representatives from the Hong Kong Government.
