With rapid growth and development in technology, cloud computing has become a dominant platform for small businesses as well as major enterprises. Cloud computing streamlines the overall delivery of services and resources, helps keeping the costs in control, and global business is set for a huge change in the way businesses are done. The substantial transformation over the past few years has evolved tourism industry towards Tourism 3.0, where the consumers can easily connect to travel websites and interact by sharing their experiences. This considerably influences the perceptions, expectations and decisions both the actual as well as and potential travelers. This provides sufficient reasons for the tourism industry players to adopt and adept themselves with the latest advancements in the information technology, and the adoption of cloud computing is key in this regard as it provides easy access to a web platform that offers more productive, efficient, and competitive services to promote tourism as a vehicle of sustainable development.

The impetus for accessible electronic and information technology was driven by federal initiatives with the objective of “bridging the digital divide” (U. S. Department of Commerce, National Telecommunications and Information Administration, 2000). This initiative focused on improving quality and longevity of life, addressing social disparities, promoting small businesses, and providing educational opportunities, among others. As an outgrowth of this initiative, the concept of building an “information society for all” was promoted in the form of universal usability of all electronic and information technology. The long-term goal was to ensure that no one was left behind in terms of inaccessible electronic and information technology. In 1998, congress amended the Rehabilitation Act of 19731 with section 508 to require federal agencies to make electronic and information technology accessible to people with disabilities. Section 508 was enacted to eliminate barriers in electronic and information technology, make available new opportunities for people with disabilities, and encourage the development of technologies that will help achieve these goals (www.section508.gov). The law applies to all federal agencies when they develop, procure, maintain, or use electronic and information technology. Under section 508, agencies must give disabled federal government employees and citizens access to information that is comparable to the access available to others without disabilities.

The advancements of technology have altered the way many small businesses operate in the United States of America (USA) (Butcher-Powell, 2006). Small businesses have been forced to embrace technology or lose valuable employees and business. As such, many small businesses have merged to wireless networks and adopted various forms of telework. Today, it is estimated that more than 60% of the workforce are teleworkers (Butcher-Powell, 2006; DecisionOne, 2002). While moving to a remote workforce is good for small businesses, it also places a substantial amount of security risks upon the small business. Butcher-Powell (2006) documented some of the security risks associated with corporations employing a remote workforce, indicating that teleworker’s lack of information systems and security training can compromise the corporation’s network. The study investigates one particular method for aiding teleworker’s: informal information technology communities of practice in cyberspace. One hundred and forty four teleworker’s were surveyed on what sort of IT-related activities they devote time to, how much problem-solving they attempt via technology discussion groups with respect to those activities, and their perceived community and organizational benefits to participating in such discussion groups. The study found significant differences in perceived value of technology discussion groups among teleworkers.

The intention of the case study is to show a less-than-successful attempt at the introduction and use of information technology in a small business. Contrary to what is reported in the general and computer press, the application and understanding of technology is lacking in many small businesses that could benefit greatly from its use.

The Central Bureau of Statistics of the Republic of Indonesia (September 2020) conducted a survey where the results explained that there was a decrease in the income of micro and small businesses by 84% and 82% in medium and large businesses in the accommodation, food and beverage, other services, transportation and warehousing services, construction, manufacturing, and trade sectors. The problems that entrepreneurs face are complicated. Not only do they need stimulus and capital assistance, but also assistance to enter the digital system economy, opening new markets, and increasing product competitiveness. Communication and socialization are also needed as an effort to empower the MSMEs. The use of information technology and digitalization is very much needed to survive the current economy amidst the pandemic. However, the number of entrepreneurs that are able to digitize their business is still relatively small. It is impossible for the digitizing process to take place immediately therefore it is best to join electronic trade organizers or e-commerce companies such as Tokopedia and Shopee.

The research axis revolves around how public projects can influence the digital inclusion of micro and small enterprises. The objective proposed in the work is to study the concepts of information technology for public projects aimed at the digital inclusion of MSEs. The methodology used has a qualitative approach of a descriptive nature, based on content analysis. Through the study it was concluded that the use of technologies contributes to the growth and maintenance of micro and small enterprises in the competitive market, but that the resources to accompany the technological evolution are scarce, and therefore, the development of public projects aimed at inclusion of micro and small businesses seems to be essential.
