Purpose The purpose of this paper is to answer the question of how scientific excellency can be achieved. The origin of scientific excellency in Iran, national and international experiences concerning the subject has been investigated to review the literature. The authors also designed a process and then a model to test the course. Guilan University of Medical Sciences was selected as a case study for the research. Design/methodology/approach The approach used in this paper is from Future Studies, with emphasis on the “Participatory Learning and Action” method. It means that different stakeholders, including the strategic council members, managers, faculty members, students, alumni and non-academic staff, have been involved in different parts of the process. Findings After semantic analysis of scientific excellency in the theoretical field; the examination of national and international experiences in universities; the analysis of higher-level documents of the Ministry of Health and Medical Education as well as strategic documents of the university; the determination of the strengths and weaknesses of the Guilan University of Medical Sciences in online survey; the completion of the scientific excellency canvas in the expert panel and finally obtaining other stakeholders, a conceptual model was designed for achieving scientific excellency. Practical implications The study of the actions, policies and trends of pioneering universities indicates that it is important to consider issues such as the internationalization of education and research and the modification of university structures. To achieve a superior national and international status, the university must specifically enhance a range of different aspects, from intangible aspects, such as motivation of employees to tangible aspects, such as human resources, structure and facilities. Originality/value Scientific excellency is going to be one of main streams between universities to attract top students and researchers from all over the world. There has been little academic attempt on scientific excellency. In this research, first the authors examined the concept of scientific excellency, criteria and measurement in higher education, then based on that case study and participatory action learning method, a conceptual framework to achieve scientific excellency in Iran’s higher education system was proposed.

PurposeScholarly studies on student engagement are mostly focused on the perceptions of students and academic staff of higher education institutions (HEIs) with a few studies concentrating on the perspectives of professional staff. To address this knowledge gap, this paper aims to examine how professional staff who are members of a professional community perceive their contributions to enhancing student engagement in a university.Design/methodology/approachData for the current study were gathered using semi-structured face-to-face interviews among 41 professional staff who were purposively sampled from a public university in South Africa. The data gathered were analysed using thematic analysis that involved a process of identifying, analysing, organising, describing and reporting the themes that emerged from the data set.FindingsAn analysis of the narrative data revealed that when professional staff provide students with prompt feedback, support the development of their social and cultural capital and provide professional services in the area of teaching and learning, they foster student engagement in the university. However, the results showed that poor communication flow and delays in addressing students’ concerns could lead to student disengagement. The study further argues that through continuous interaction and shared norms and values among members of a professional community, a service culture can be developed to address possible professional knowledge and skills gaps that constrain quality service delivery.Originality/valueThe current paper contributes to the scholarly discourse on student engagement and professional community by showing that a service culture of engagement is developed among professional staff when they share ideas, collaborate and build competencies to enhance student engagement. Furthermore, the collaboration between professional staff and academics is important to addressing the academic issues that confront students in the university.

Purpose – The purpose of this paper is to evaluate a leadership development program (LDP) for senior academic staff on “qualitative research” after two years to establish the success, limitations and overall impact of the program in terms of personal, professional and organizational benefits. Design/methodology/approach – The paper presents the background, outline of the LDP and evaluation of results through participant feedback: at the end of the program; and after two years, using a “participatory action learning and action research” (PALAR) approach. Findings – All participants were very positive about the design, conduct and learning outcomes of the program in terms of their own and their students’ learning during and after the program. But although the workshop had prepared them, some had not cascaded their learning and skills by conducting similar programs in their department, faculty or university wide, which was one of the main original objectives to achieve a multiplier effect across the institution. The authors discuss various reasons for this shortcoming and develop a process model for positive institutional change management in higher education. Research limitations/implications – Medium- and long-term effects of an LDP need to be followed up after a timespan of one to three or five years to establish whether the development has been effective and sustainable and to learn from limitations and shortcomings for future R&D activities. Practical implications – The authors identify the limitations and suggest practical institutional changes that encourage cascading of learning in theory and practice with a multiplier effect. Social implications – The paper aims to assist higher education institutions to ensure sustainability in their LDPs. Originality/value – The process model for leadership development in higher education can be adopted, adapted or further developed by other scholars interested in designing, conducting and evaluating a sustainable LDP in their field and organization.

To apply this model to UOWD meant a thorough analysis of the organization in terms of both its culture and its broader environment. Purpose The purpose of this paper is to examine the use of e-resources by the Faculty of Law’s academic staff at the University of Namibia’s (UNAM’s) main campus. The study aimed to determine their level of awareness of electronic resources (e-resources) available to them, how useful and effective they found these e-resources, and the challenges they face in accessing them. Design/methodology/approach A convenient sampling technique was used to select a sample of 12 law academics from the population of 17. The study used both qualitative and quantitative research methods using questionnaires and a semi-structured interview guide. Findings Findings revealed that the majority of the law academics were aware of the e-resources subscribed by UNAM’s library, although some were not aware of the newly subscribed international law databases. The findings further revealed that the academics used e-resources for research, publications and teaching purposes, but irregular training, bandwidth problems and limited searching skills hindered their use of e-resources. Practical implications Findings could be used to inform future collection-development decisions, realignment of information-literacy training and promotion and marketing of library services. Originality/value This study has made a significant contribution in the understanding the use of electronic legal resources by law academics at UNAM. The findings and recommendations could also benefit similar academic institutions in developing countries like Namibia.

Purpose This paper aims to investigate the factors that affect the acceptance of distance learning systems by university academic staff and students in Jordan. To achieve this objective, it has been proposed to examine the distance learning experience of Jordanian Higher Education Institutions (HEIs) after the universities institution suspended face-to-face (traditional) courses delivery owing to novel Coronavirus’ (COVID-19) fears. Design/methodology/approach This study expands upon unified theory of acceptance and use of technology 2 by incorporating contextual variables such as trust (TR), autonomy (AUT) and compatibility (CMP). Data collection has been carried out through an online survey, which targeted participants at public and private universities during the crisis time of coronavirus. Structural equation modelling has been used to validate the proposed research model. Findings The outcomes revealed that performance expectancy, facilitating conditions, TR and AUT were the significant predictors of distance learning acceptance in both samples. By identifying the factors affecting the acceptance of distance learning systems, it will be more useful to offer better services of distance learning. This will also help to demonstrate that distance learning will be capable of delivering the educational aims of HEIs to areas where a pandemic outbreak in the Middle East. Originality/value Distance learning provides university students with quality education, engaging platforms and most significantly a safe teaching environment. The results and implications to both practice and theory are described.

Purpose – This paper aims to explore academics’ perspectives on the quality of appraisal evidence at a Chinese university. Design/methodology/approach – An online survey with both closed items and open-ended questions was distributed among all academics at the university (n = 1,538). A total of 512 responded to the questionnaire. The closed items were initially analysed using EXCEL and SPSS; the open-ended questions were thematically analysed. Findings – The academics believed that the quality of student survey and peer observation of teaching were affected by subjectivity and the lack of understanding of appraisal. Academics also suggested that appraisals should be contextualised and the approach standardised. The study suggests the need for training that informs and engages relevant stakeholders to ensure the rigour of appraisal. Originality/value – The study raises the issue of quality assurance regarding appraisal data from the perspective of academics. It is based on the collaborative effort of academics in Australia, China and New Zealand, with the support of the management staff at the case study university. The study informs both appraisers and academics of quality assurance issues in appraisal. It also contributes to the literature, in that it initiates dialogues between communities of practices through collective questioning on the quality and mechanisms of appraisal in tertiary education.

Purpose – Most libraries in higher education are facing the challenge of providing valued and improved services with the same or fewer resources. Focussing on the library learning service at one university, the purpose of this paper is to consider how libraries can find new service models with contracting resources while aligning with institutional and professional values and providing value-in-use for end users and key stakeholders. Design/methodology/approach – Following a discussion of sustainability as relevant to library services, the paper presents a case study of one library’s approach to sustaining its library learning service. Findings – The sustainability of library services is aided by developing a service blueprint that provides direction and structure yet is dynamic and responsive. To be successful the approach should be grounded in resource realities, encourage scalability where possible and address the values and needs of key stakeholders. Originality/value – The paper presents a workable, integrated approach to managing a library learning service so that it delivers value and is sustainable.

Purpose From a resource-based perspective, the purpose of this paper is to analyse the key success factors underlying inter-organisational partnerships in the university sport sector. Design/methodology/approach To attain this objective, the paper uses a qualitative approach, performing an exploratory case study in a Portuguese higher education institution. Four interviews with key informants and documentary analysis served for data collection. Findings Based on the case evidence, five generic success factors emerged: relationships, partner selection, complementarity, sporting performance and organisation, which are likely to determine the success of partnerships in the field of university sport. Practical implications University sport managers and other actors in the field should bear the major success factors in mind when taking strategic decisions. Specifically, relational capital and the complementarity of resources seem to be important in initiating and managing sport partnerships. Originality/value This exploratory study contributes to advancing knowledge of inter-organisational partnerships in a particular area: sport in higher education. More precisely, this research outlines which success factors are relevant in sport partnerships and deserve further investigation with other research designs.

Purpose The purpose of this report is to present the findings of a five-day course for AKEPT – the Malaysian Leadership Academy in the Ministry of Higher Education. The course was held from March 24-28th, 2014, for over 50 lecturers, professors, deputy deans and deans from Malaysian universities. Design/methodology/approach Senior lecturers and professors deliberated for the first three days on the futures of higher education in Malaysia. They presented their scenarios and recommendations to the deans. The deans used these findings to articulate their own preferred futures in the last two days. The future-oriented discussions were framed by the “six pillars” futures approach (Inayatullah, 2008; Inayatullah, 2015; Inayatullah and Milojevic, 2015). Findings The core of their recommendation consisted of a move by 2025 from the current fragmented university governance structure to a streamlined consortium model. Instead of the factory, a collection of linked longhouses or “rumah panjang” was offered as a way forward. This new model would have two immediate benefits: considerable cost savings and enhanced mobility for students and professors. Research limitations/implications This case study presents scenarios and strategies. Limitations include the willingness of the Ministry to act on these recommendations. However, as this course was part of a number of foresight processes in Malaysia, even if these particular recommendations do not realize, they are steps in creating an ecology of foresight and of possible university transformation. Practical implications This study links causal layered analysis, scenarios and visions to recommendations in the context of a multi-year foresight process. Social implications The study includes valuable discussions by leading Malaysian thinkers and administrators on the futures of the university. Originality/value This was one of the few workshop-oriented interventions used the anticipatory action learning “six pillars framework”. It is especially valuable as it is the third year of futures intervention in higher education. The study contrasts with traditional expert-based forecasting in Asia.

Purpose – The purpose of this study is to look at the experiences of university academic staff setting up a small computer games studio to provide work placement opportunities for undergraduate students and the supporting role of industry. Design/methodology/approach – The case study uses sense making to explore the boundaries between “simulated” and “real” work in an educational setting. Findings – For students and teachers to work together in a commercial setting, relationships have to be reconstructed. Teaching focusses on developing the individual and personal attainment, the work environment prioritises the team so that organisational and business needs are met. Differences in culture and working practices between industry and academia and the organisational constraints of a university, present challenges for academic staff engaged in enterprise. Research limitations/implications – The authors recognise the limitations of a single institution case study and intend further investigation into factors around employability, enterprise education and the availability of work experience for students studying in the creative technologies including experiences in other institutions. Practical implications – Practical experience and business knowledge gained through the studio development process by the student and staff, has informed the curriculum through the introduction of team-working modules. The studio provides a unique interface between the university and games industry partners. Originality/value – The study shows the value of a university-based games studio in providing work experience for students and enhancing employability and provides insights into university/industry partnering.
