A stakeholder analysis of government policy intervention in the Ghanaian slum communities

Purpose Slum upgrading has received intense attention in the Global South, particularly among stakeholders. This study aims to examine government policy priorities towards slum management with the view of establishing its level of commitment in terms of measures undertaken and identify specific policies to structure the sector. Design/methodology/approach The study systematically reviewed national policies, guided by the frequency statistics method in identifying key issues relating to slums management. Content analysis was used to identify findings into themes and discussed in line with the study’s objectives. Findings The results revealed the government’s determination to upgrade the existing slums, with the establishment of a Ministry for Inner City and Zongo Development to facilitate collaboration between stakeholders in the value chain of slum management. Furthermore, the study established government’s resolve to strengthen the Local Government Act, 1993, and the National Development Planning Act, 1994 within context to pave way for slums upgrading. Research limitations/implications The study used a national policy framework to inform the conclusion reached. Further studies are needed in similar contexts to understand the inputs of government and stakeholders and their contributions towards slum management. This would further expand the frontiers of knowledge in the domain. Practical implications The findings revealed policy-driven that can be used by policymakers, practitioners, housing managers and other relevant stakeholders to create workable policies for slum management. Originality/value This study provides first insight into government commitment to slums management using national policy documents in context.

Purpose This paper aims to propose a national development framework for Algeria while considering the country’s historical, social, cultural, institutional and political factors. The main focus of this paper is to sketch out the policy framework that might be advisable to develop and diversify the production lines of Algeria – given the country’s excessive reliance on oil and natural gas exports – while helping the country move to the next level of socioeconomic progress. Design/methodology/approach The approach is based on the developmental state analysis. Findings A developmental state argument is proposed here as a necessary basis for the support of selected industries of high potential and achievability while leaving space for further social and political advancement. Practical implications It can help greatly Algeria’s policymakers. Social implications Socio-economic progress. Originality/value This paper makes a significant contribution to the development efforts of Algeria.

PurposeThis paper systematically reviewed the contributions of the recent Nigerian government agricultural policies and the impacts on the agricultural value chain system in line with the structural transformation of the sector and the Nigeria's vision 20:2020. The study also suggest strategies to upgrading various segments of the agricultural value chain and argue that Nigeria's agricultural sector requires huge investments and innovative ideas to increase production and create value addition across the most profitable areas of the value chain.Design/methodology/approachThe authors systematically present evidences and data from the Central Bank of Nigeria (the apex monetary authority of Nigeria) and Nigerian Bureau of Statistics (oversees and publishes statistics for Nigeria) to estimate the impact of Government agricultural policies on the value chains system.FindingsThe study discovers that the various recent government policy interventions to tackle the austere challenges in the agricultural sector are yet to yield much significant solution. Given to the dwindling performance of the sector, the Nigerian agricultural value chain is somewhat affected with systemic and services gaps which underpin the market failures (missing markets and weak markets), although the agricultural value chain has the potential of triggering economic growth in a higher scale with a trickle-down effect to other sectors of the Nigerian economy.Practical implicationsOverall, the findings indicate strategies to upgrading the production and processing segments of the agricultural value chain and argues that Nigeria's agricultural sector requires huge investments and innovative ideas to increase production and create value addition across the most profitable areas of the value chain.Social implicationsThe study proves that enhancing value addition in the agricultural sector is imperative to achieving triple-benefits of increasing productivity by building resilient systems that leverage on finance opportunities, deepening economic inclusive growth and achieving great milestones.Originality/valueThis study is the first attempt to focus on agricultural value chain system in line with the structural transformation and the Nigeria's vision 20:2020.

PurposePaddy farmers form the backbone of food security. However, poverty plagues them despite having linked them to the rice value chain. To overcome this, the concept of involving smallholders in post-farm value chain stages is promoted. The purpose of this paper is to explore the potential of upgrading smallholder involvement in rice value chains through the adoption of a sustainability standard.Design/methodology/approachThe authors built a system dynamic model to capture both conventional and certified sub-value chains. The latter deviates from the conventional one and capitalizes on compliance to a sustainability standard.FindingsWhen compared to conventional farm gate sales methods, the simulations revealed obvious profitability of direct marketing with respect to certified sustainable rice. Although coupled with productivity growth, the simulations indicated the shift to standard adoption would likely to be both limited and slow.Originality/valueThe findings suggest that the profitability of a certified rice value chain will remain fettered. In order to enhance both farmer livelihood and food security, given the limited prospect of moving smallholders up that chain, the authors conclude that national policy should be rationalized and concentrated on the possibility of diversifying the end-use of rice through research, development and subsequent commercialization.

Purpose – Looking at the present Nigeria’s quest to become one of the top 20 economies of the world by the year 2020, the purpose of this paper is to propose that Nigerian public libraries, as key players in community development, should provide resources and services for the promotion of social welfare sector of the country by introducing relevant key information management and service policies. These strategic policies should include identification of various user groups, deployment of specialized information professionals, provision of adequate financial resources, social welfare information resource development planning, effective information service delivery system, partnership arrangements and adaptation of Information and Communication Technology (ICT). Design/methodology/approach – Essential to this paper is to take into account the importance and relevancy of policies, strategies and procedures of information management and services to Nigerian public libraries. Findings – There is continuous rising concerns about the current situation of the country’s socio-economic problems and challenges. However, despite the problem of poor and inadequate ICT facilities in Nigerian public libraries, the ICT infrastructure including the internet will significantly enhance the social welfare information service process in these libraries, if fully adopted. Also very important here is that, the libraries should support community awareness programs on local radio stations or local television channels to compliment the collection of materials in the library. Originality/value – Nigerian public libraries should be seen as places for all; and participants in community activities must therefore provide relevant data and information to social welfare workers for effective policy/decision making. It is also important that the libraries should help in the identification of areas of welfare that require urgent attention or thorough investigation, examination and analysis.

Purpose – This study aims to conduct a comparative exploration into the effects of culture, social values and entrepreneurial motivation on the career decisions of youth in the newly liberalizing economy of Bhutan. These data should inform current efforts in that country to foster greater entrepreneurship among young people as a means to national development and enhanced levels of gross national happiness (GNH). Design/methodology/approach – We surveyed 144 young people with an express interest in becoming educated in business and entrepreneurship, located in Bhutan and Canada. We measured the seven Hofstede's dimensions of national culture, two dimensions of social values from the world values survey and the three dimensions of McClelland's need for achievement construct – in all cases by reusing well-established metrics from the entrepreneurship and international business literature. The novel Bhutanese data are then compared to the equivalent data for Canada to provide context for their interpretation. Findings – Our results show significant and wide-spread differences in the measures of culture and social values. On the measures of achievement motivation, our results show that the Bhutanese youth differ only in a significantly lower need for demonstrating mastery. Research limitations/implications – This study appears to be the first report of the widely used international measures of culture, values and motivation for Bhutan, which represents a context that differs very significantly from many of its Asian neighbors and from western countries that are the usual subjects of research into drivers of entrepreneurship. As such, Bhutan may form an important test of the generalizability of theories of entrepreneurship and national development. Practical implications – Our results point to novel and clear linkages between national policy objectives of increased entrepreneurship among youth and the specific supports and obstacles that exist in the national culture and values. These linkages, along with our findings on Bhutanese levels of achievement motivation, should inform the development of training programs to support the achievement of the national objectives. Originality/value – Bhutan represents a unique combination where national entrepreneurship programs are being used for economic development in the context of a highly traditional social environment based on the maximization of GHN. Our results provide a unique insight into significant effects that culture and values may have in the realization of these goals for the people of Bhutan.

Purpose – The purpose of this paper is to compare and contrast the role of government in the development of SMEs in the Maldives and Mauritius. Using tourism SMEs, it seeks to identify, analyse and compare strategies deployed by SMEs operating in an “enabling” and a “constrained” business environment. Design/methodology/approach – An inductive approach to qualitative research is undertaken using seventeen semi-structured interviews with key stakeholders identified though a stakeholder analysis. Using multiple sources (six government officials, eight SME owner/managers, one private bank owner, one academic and one resort owner), variations and consensus in the data were identified through thematic analysis. Findings – The Maldivian Government is less proactive in supporting its SMEs compared to the Mauritian Government. Its failure to facilitate access to finance and provide business support services has led the Maldivian SMEs to use multiple methods of bootstrapping to sustain existing businesses and/or start new ones. In contrast, despite operating in a more enabling business environment, Mauritian SMEs were found to engage in similar strategies due to lack of trust in government-led initiatives. Practical implications – Policy-makers in island economies can use the findings to inform decision making in SME development planning. Originality/value – While this research adds to the sparse literature on government and SME development in island economies, it also highlights the relevance of bootstrapping for SMEs operating in economically constrained environments.

PurposeDiploma Engineers (DE) mainly receive practical and skills-oriented education and training in the area of technical and vocational subjects from the polytechnic system. Globally, universities have limited DEs access to Higher Education (HE). Over the course of time, many countries have changed this situation, putting into place a decent qualification and policy framework that ensures higher education for deserving candidates. Lately, Technical and Vocational Education and Training (TVET) received special priority in developing countries, and Bangladesh is no exception to it, resulting in a massive growth of DE. This study, the first of its kind, examines the impact of this growth with a key focus on the inclusion of diploma engineers into higher education.Design/methodology/approachGiven the differentiated nature of research questions, multiple techniques are used to collect the data. However, this research uses the qualitative method. Both secondary and primary data are used. While secondary data are collected by the Bangladesh Bureau of Educational Information and Statistics (BANBEIS), primary data are collected through interviews. With standard sets of admission questions, tests are conducted with two groups of students to draw a comparison.FindingsThe number of students studying at polytechnic institutes is increasing dramatically. The growth of public polytechnic institutes remains steady. Public counterparts respond to the demand by operating both day and night shifts. Many private polytechnics are also established. The size and infrastructure of private Polytechnics are relatively insignificant. However, the mushrooming private sector covers the increased demand. The curve of DE has been increased radically with a questionable competency by the contribution of both public and private polytechnics. Only one public university provides higher education to these DE.Originality/valueA few reports have been published in the area of TVET by the development partners and the Government of Bangladesh. Only one journal article is published exploring the role of TVET on national development in Bangladesh. However, none cover the issue of access to university education for DE graduates.

Purpose The purpose of this paper is to evaluate the seeming paradox that underpins Nigeria’s war on corruption. This paradox centres on the undue interference of the presidency in the war against corruption. This interference has resulted in selective prosecutions and a deceleration in the tempo of the anti-corruption crusade. Design/methodology/approach The study used an admixture of primary and secondary data to evaluate whether indeed Nigeria is fighting against corruption to win it. The primary data were derived from key informant interviews. A total of ten diverse experts were interviewed through the instrumentality of unstructured set of questions, which were administered to them with room for elaboration. The secondary data were sourced from archival materials. Findings The findings of the study centre on three key issues: a characteristic one-sidedness in the prosecution of alleged corruption offenders by the anti-graft agencies. Those with pending corruption cases who have decamped to the ruling All Progressives Congress have had their cases placed in abeyance. There is evidence of the politicisation of the war against corruption as well as evidence of weak institutionalisation, which robs the anti-corruption agencies of the capacity to act independently. Practical implications The anti-corruption war may likely be derailed if the operational efficiency of the anti-graft agencies is not enhanced and their independence guaranteed. Social implications If the anti-corruption crusade fails, it will have multiple negative domino effects on national development and quality of life of the Nigerian people. Originality/value The paper is original because no recent study has interrogated the declining efficiency of Nigeria’s anti-graft agencies or linked this declining efficiency on weak institutionalisation and interference from the presidency.

Purpose This paper aims to study the mechanism of how the public universities have funded the campus sustainability projects in China, by identifying key actors and examining the processes. Design/methodology/approach Besides a review of campus sustainability initiatives at higher education institutions in China, the case of Central University of Finance and Economics (CUFE) is selected to provide an empirical understanding of the campus sustainability management in a typical university. Findings The paper points to dominant roles played by the state ministries in financing university conservation programs and the absence of a national policy framework and low sustainability proactiveness in a majority of higher educational institutions. It argues that more discretionary power and more policy deliberations are needed for the transformation. Research limitations/implications Universities in China vary distinctively in status, operations and performance. In terms of campus sustainability management, the case of CUFE is highly representative as it shares more common features with universities that develop in a routine manner. Practical implications With the financial support from government agencies, the campus conservation-oriented projects have been conducted and financially supported in hundreds of pilot universities, but failed in diffusing to more universities. This study identifies the barriers and challenges. Social implications An in-depth understanding of the working mechanism in financing university sustainability initiatives will promote a discussion on China’s policymaking process and will provide useful insights regarding its future policy options. Originality/value China has conducted nationwide conservation-oriented campus constriction for almost a decade and many universities increase their investment in campus facilities and their operations; however, there is a lack of understanding of the rationale of the funding models and how they have been implemented.

Purpose With roots dating back to the early twentieth century, integrated rural development (IRD) is a term that became commonplace in international development circles in the 1960s and afterwards. Based largely on a dual concept of helping to meet basic needs and improve the overall quality of life of poor people from rural and remote regions within national contexts, IRD initiatives have undergone a series of shifts in emphases, approaches and funding schemes. The purpose of this paper is to document the historical background and development of IRD initiatives over time. Design/methodology/approach The research design for this study included a series of mixed data collection methods, including case study examples of best practices, interviews and a thorough review of the formal literature, as well as an in-depth examination of alternative and multi-media literature (e.g. project reports, policy reports, government reports, working papers, newspaper articles, internet publications, etc.). Findings The findings of this paper are divided into the following sections. First, key terms of IRD are defined. Next, the background and overview of IRD is introduced including addressing how IRD is viewed as an approach to development, its historical evolution over time, some major IRD initiatives and the major development organizations engaged in promoting IRD. Third, an examination of several IRD models is introduced based on recommended methodologies, noting the sequencing of interventions important to successful IRD initiatives, select examples of IRD initiatives built on public-private partnerships, and the positive and negative outcomes and impacts from select IRD approaches. Originality/value The final section focuses on conclusions and seven key recommendations (or ingredients) outlined by the author as essential for implementing successful IRD initiatives: first, create an enabling environment that is conducive and supportive of IRD; second, establish a National Policy Framework for Integrated Development, which includes IRD; third, establish supportive policies and a legal framework that is based on the National Policy Framework; fourth, include two or more sectoral approaches in the initiative (e.g. agriculture, education, health, employment, infrastructure and industry, environment, etc.); fifth, garner participation and commitment from all stakeholders during each of the planning, implementation and evaluation stages; sixth, secure initial seed capital and funding and afterwards sustained funding streams; and seventh, conduct continual monitoring and evaluation throughout the lifespan of the entire initiative with specific adherence to the four key principles of good governance: coordination, information flow, transparency and accountability.
