Towards an educational modernization process: UNESCO interactions with Franco's Spain (1952–1970)

PurposeAfter World War II, an educational modernization process gained ground worldwide. International organizations such as UNESCO began to play a key role in the creation, development and dissemination of a new educational vision in different countries. This article examines the origin and development of this modernization process under the dictatorship of Franco. More specifically, we will show how the adoption of this conception in Spain must be understood from the perspective of the interaction between UNESCO and Franco's regime, and how the policies of the dictatorship converged with the proposals suggested by this international organization. Our principal argument is that the educational policies carried out in Spain throughout the second half of the 20th century can be better understood when inserted into a transnational perspective in education.Design/methodology/approachThis article uses documents from archives that until now were unpublished or scarcely known. We have also analyzed materials published in the preeminent educational journals of the dictatorship, such as the Revista de Educación, Revista Española de Pedagogía, Bordón and Vida escolar, as well as documents published by the Spanish Ministry of National Education.FindingsFranco's dictatorship built an educational narrative closely aligned with proposals put forward by UNESCO on educational planning after World War II. The educational policies created by the dictatorship were related to the new ideas that strove to link the educational system with economic and social development.Originality/valueThis article is inspired by a transnational history of education perspective. On the one hand, it traces the origins of educational modernization under Franco's regime, which represented a technocratic vision of education that is best understood as a result of the impact that international organizations had in the second half of the 20th century. On the other hand, it follows the intensifying relationship between the dictatorship and the educational ideas launched by UNESCO. Both aspects are little known and studied in Spain.

PurposeThis article presents a historical investigation into the foreign policy messages of the British Union of Fascists' (BUF) publicity and propaganda from its foundation in 1932 until the outbreak of World War II in 1939, along with a discussion of the methods and institutional arrangements used to propagate its ideas of peace, empire and transnational co-operation.Design/methodology/approachThe historical investigation is based upon scrutiny of original BUF documents relating to the period 1932–1939 from various archives. After cataloguing of the relevant publicity and propaganda materials in time sequence and thematically, analysis was organised using a historical institutionalism approach.FindingsThe article explains the different phases of the BUF's message development and how publications, meetings and media were used to project its ideas. It also discussed the impact of support from Viscount Rothermere's newspapers and financial support from Benito Mussolini. Consideration of publicity materials alongside files from BUF headquarters enabled identification and investigation into the communicative actors who did the publicity work, including Director of Publicity, John Beckett.Social implicationsThe article reflects upon how the British Union of Fascists' publicity and propaganda relates to modern manifestations of the communication of authoritarian and nationalistic political propositions and the historical continuities that endure therein.Originality/valueThe project makes an original contribution to the history of British political propaganda and public relations through an inquiry based upon scrutiny of historical documents in UK archives relating to BUF publicity related to foreign policy.

‘Sex, suffrage, and scandal’ gives a sense of the turbulence and experimentation marking the drama across Europe and America in the early 20th century. There was no single tendency, as this was one of the most vibrant and varied periods of modern drama. The radically different expressionist theatre of Strindberg’s A Dream Play (1901) is discussed alongside the ‘intimate theatre’ or ‘art theatre’ movement and the Stanislavski acting revolution. The emphasis of repertory and ensemble acting; the Irish dramatic movement; the return of verse drama through Yeats, Synge, and Galsworthy; the one-act play; the impact of World War I; and theatre censorship are also considered.

Abstract After World War II, under the aegis of globalism, transparency norms have gradually been endorsed and adopted by major organizations involved in the international economy. Many scholars have highlighted the role of international organizations as vehicles for policy reform in developing countries through a wide range of commitments related to domestic public policy. Nevertheless, the impact of international integration on transitional process toward transparency and accountability in some Asian developing states remains doubtable due to “transparency policy dilemma.” This paper aims to demonstrate this dilemma by examining the case of Vietnam to shed more light on the legislative phenomenon existing in some regimes.

For almost 20 years after the end of World War II, many Japanese women were challenged by a dark secondary hyper pigmentation on their faces. The causation of this condition was unknown and incurable at the time. However this symptom became curable after a number of new cosmetic allergens were discovered through patch tests and as an aftermath, various cosmetics and soaps that eliminated all these allergens were put into production to be used exclusively for these patients. An international research project conducted by seven countries was set out to find out the new allergens and discover non-allergic cosmetic materials. Due to these efforts, two disastrous cosmetic primary sensitizers were banned and this helped to decrease allergic cosmetic dermatitis. Towards the end of the 20th century, the rate of positives among cosmetic sensitizers decreased to levels of 5% - 8% and have since maintained its rates into the 21th century. Currently, metal ions such as the likes of nickel have been identified as being the most common allergens found in cosmetics and cosmetic instruments. They often produce rosacea-like facial dermatitis and therefore allergen controlled soaps and cosmetics have been proved to be useful in recovering normal skin conditions.

This chapter traces the early history of state-sponsored informational filmmaking in Denmark, emphasising its organisation as a ‘cooperative’ of organisations and government agencies. After an account of the establishment and early development of the agency Dansk Kulturfilm in the 1930s, the chapter considers two of its earliest productions, both process films documenting the manufacture of bricks and meat products. The broader context of documentary in Denmark is fleshed out with an account of the production and reception of Poul Henningsen’s seminal film Danmark (1935), and the international context is accounted for with an overview of the development of state-supported filmmaking in the UK, Italy and Germany. Developments in the funding and output of Dansk Kulturfilm up to World War II are outlined, followed by an account of the impact of the German Occupation of Denmark on domestic informational film. The establishment of the Danish Government Film Committee or Ministeriernes Filmudvalg kick-started aprofessionalisation of state-sponsored filmmaking, and two wartime public information films are briefly analysed as examples of its early output. The chapter concludes with an account of the relations between the Danish Resistance and an emerging generation of documentarists.

The impact of World War II on cost accountancy in the U.S. may be viewed as a double-edged sword. Its most positive effect was engendering greater cost awareness, particularly among companies that served as military contractors and, thus, had to make full representation to contracting agencies for reimbursement. On the negative side, the dislocations of war, especially shortages in the factors of production and capacity constraints, meant that such “scientific management” techniques as existed (standard costing, time-study, specific detailing of task routines) fell by the wayside. This paper utilizes the archive of the Sperry Corporation, a leading governmental contractor, to chart the firm's accounting during World War II. It is concluded that any techniques that had developed from Taylorite principles were suspended, while methods similar to contemporary performance management, such as subcontracting, emphasis on the design phase of products, and substantial expenditure on research and development, flourished.

This study compares organized labor's reactions to changing management rhetorics as these rhetorics surrounded accounting- based incentive plans, including profit sharing. Results suggest that labor's perceptions of profit sharing changed dramatically from the 1900–1930 period to post-World War II. The shift, in turn, prompts an exploration of two research questions: (1) how and why did the national labor discourse around the management rhetoric and its emphasis on accounting information change, and (2) how did this change render unions more governable in their support for accounting-based incentive plans?

This chapter outlines the historical roots of health inequities. It focuses on the African continent, where life expectancy is the shortest and health systems are weakest. The chapter describes the impoverishment of countries by colonial powers, the development of the global human rights framework in the post-World War II era, the impact of the Cold War on African liberation struggles, and the challenges faced by newly liberated African governments to deliver health care through the public sector. The influence of the World Bank and the International Monetary Fund’s neoliberal economic policies is also discussed. The chapter highlights the shift from the aspiration of “health for all” voiced at the Alma Ata Conference on Primary Health Care in 1978, to the more narrowly defined “selective primary health care.” Finally, the chapter explains the challenges inherent in financing health in impoverished countries and how user fees became standard practice.

Into Russian Nature examines the history of the Russian national park movement. Russian biologists and geographers had been intrigued with the idea of establishing national parks before the Great October Revolution but pushed the Soviet government successfully to establish nature reserves (zapovedniki) during the USSR’s first decades. However, as the state pushed scientists to make zapovedniki more “useful” during the 1930s, some of the system’s staunchest defenders started supporting tourism in them. In the decades after World War II, the USSR experienced a tourism boom and faced a chronic shortage of tourism facilities. Also during these years, Soviet scientists took active part in Western-dominated international environmental protection organizations, where they became more familiar with national parks. In turn, they enthusiastically promoted parks for the USSR as a means to reconcile environmental protection and economic development goals, bring international respect to Soviet nature protection efforts, and help instill a love for the country’s nature and a desire to protect it in Russian/Soviet citizens. By the late 1980s, their supporters pushed transformative, and in some cases quixotic, park proposals. At the same time, national park opponents presented them as an unaffordable luxury during a time of economic struggle, especially after the USSR’s collapse. Despite unprecedented collaboration with international organizations, Russian national parks received little governmental support as they became mired in land-use conflicts with local populations. While the history of Russia’s national parks illustrates a bold attempt at reform, the state’s failure’s to support them has left Russian park supporters deeply disillusioned.

In this article, we scrutinise epistemic competitions in interviews about World War II. In particular, we analyse how the interlocutors draw on their epistemic authority concerning WWII to construct their interactional telling rights. On the one hand, the analyses illustrate how the interviewers rely on their historical expert status – as evidenced through their specialist knowledge and ventriloquisation of vicarious WWII narratives – in order to topicalise certain master narratives and thereby attempt to project particular identities upon the interviewees. On the other hand, the interviewees derive their epistemic authority from their first-hand experience as Jewish Holocaust survivors, on which they draw in order to counter these story projections, whilst constructing a more distinct self-positioning to protect their nuanced personal identity work. Overall, these epistemic competitions not only shaped the interviewees’ identity work, but they also made the link between storytelling and the social context more tangible as they brought – typically rather elusive – master narratives to the surface.
