How are universities supporting employers to facilitate effective “on the job” learning for apprentices?

Purpose The purpose of this paper is to review a range of mechanisms used by universities to support employers to facilitate effective “on the job learning” for apprentices. It reflects on how these mechanisms can be used to address some of the challenges, reported in the literature that employers face to in supporting apprentices in the workplace. Design/methodology/approach A short questionnaire administered to colleagues prior to attendance at a workshop, identified a range of activities, at various stages of engagement with employers that were used by universities to facilitate effective workplace learning and also to address some of the challenges faced by employers. These activities were then discussed and explored within the workshop to identify areas of best practice from the HEI sector to promote effective workplace learning. Findings Engagement with employers needs to occur from the outset of the development of the apprenticeship. Embedding the on the job learning within the design of the academic programme, with explicit links between the theoretical learning (knowledge element of the apprenticeship standard) and practical application of learning (skills and behaviours within the apprenticeship standard). Regular interactions with a range of staff within the employer ensure that there is a clear understanding throughout the apprentice’s journey, of how to promote an effective learning environment for the apprentice within the context of the organisation. The role of the workplace facilitator/mentor key. A range of approaches to providing training and ongoing support for facilitators/mentors was identified. Research limitations/implications The study was limited to the participants within the workshop at the conference, a self-selecting group from a relatively small number of HE providers. The HEIs represented provided apprenticeships in a range of subject areas, working with both public sector and private sector providers. Further studies are required to encompass a broader range of providers, including drawing on best practice from the FE and independent sector, and applying principles used there in the context of HE. Practical implications Engagement with employers from an early stage of the development of the apprenticeship is imperative, viewing the apprenticeship holistically, rather than as an academic programme with some work-based activities. Resources need to be devoted to regular and frequent contact with a range of personnel within the employer organisation, so that a partnership approach to supporting learning is developed. Training and ongoing support for work-based mentors/facilitators continues to be a key success factor. This needs to be managed to balance the learning needs of the mentors with the potential impact on workplace productivity. Social implications The paper identifies a range of approaches that will enhance the effectiveness of learning in the workplace. This will both enhance the apprentice’s learning experience and ensure that higher and degree apprenticeships are developed holistically, meeting the academic requirements of the university and the workplace needs of the employer. This, in turn, will enhance success rates and reduce attrition rates from apprenticeships, which, in turn, may encourage more employers to engage with higher and degree apprenticeships. Originality/value The paper collates a range of best practice from the sector to promote effective workplace learning.

Purpose This study aims to examine the effect of workplace learning experience and intrinsic learning motive on job satisfaction and organizational commitment. In addition, the study examined the moderating effect of intrinsic learning motives on the relationship between learning experience and job satisfaction and organizational commitment. Design/methodology/approach The current research used the Human Capital Corporate Panel survey data set, which aimed to explore how human resource development practices influence corporate performance. In all, 10,003 samples from 441 companies were used for data analysis. Findings Results indicate that taking part in workplace learning programs positively affects job satisfaction and organizational commitment. Likewise, intrinsic learning motives are also positively related to work attitudes. However, no interaction effect between the intrinsic learning motive and the learning experience was found, which may imply that an autonomous extrinsic learning motive is a better predictor for explaining job satisfaction than is a purely intrinsic learning motive within an organizational context. Originality/value Little research has examined the actual effect of workplace learning programs on employees’ attitudes regarding job satisfaction and organizational commitment. Furthermore, to the authors’ knowledge, no research has examined the moderating effect of intrinsic learning motive with workplace learning experience on employees’ positive work attitudes.

Purpose The purpose of this paper is to discuss the underlying assumption that social workers need reflective supervision specifically, as opposed to managerial or any other form of supervision or support, and to consider whether our focus on the provision of reflective supervision may be preventing us from thinking more broadly and creatively about what support local authority child and family social workers need and how best to provide it. Design/methodology/approach The paper provides an argument based on the author’s own research and a selective review of the literature. Findings Reflective supervision has no future in local authority child and family social work because: first, there is no clear understanding of what reflective supervision is; second, there is no clear evidence for its effectiveness; and third, sizeable proportion of local authority child and family social workers in England do not receive reflective supervision and many never have. Originality/value The paper challenges the received wisdom about the value of reflective supervision and advocates exploring alternative models for supporting best practice in child and family social work.

PurposeThis study aims to look at the performance, communication structure and media choice for swift teams (STs) formed with the purpose of recovering from operational emergencies in manufacturing. The problem-solving process associated with these ad hoc teams include an early stage, where the main goal is to restore the process to working conditions, and a later stage, longer in duration, where the root cause of the problem is found and eliminated.Design/methodology/approachBased on field data from an industrial manufacturing operation, the authors test hypotheses by means of regression models.FindingsIt was found that in the evolution from early to later stage, media usage shifts from highly synchronous to asynchronous and the structural characteristics of the teams' collaboration networks mutate as well. These effects are different when comparing high- vs low-performing teams.Research limitations/implicationsThe study contains data for only one company, limiting the external validity of the conclusions. The sample was predominantly male. Participant attrition and other potential covariates not included in the study can be additional limitations.Practical implicationsMore successful teams adapt their communication patterns more rapidly, going from an initially decentralized organization to a more centralized one. These changes in network patterns open a new view of ST’s success, based on network characteristics rather than on aggregate measures. The conclusions yield insights for interventions that may increase the success rates of these teams and reduce production line downtime.Originality/valueThe two stages in the operational emergency problem-solving process have to the authors’ knowledge not been addressed simultaneously in previous research, which is attempted in this paper as its main theoretical contribution. Moreover, previous studies dealing with ST’s success have only looked at aggregated measures impacting effectiveness and never to how their communication networks evolve along the path to problem resolution. The network view of the evolution of the ST from a relatively disorganized impromptu agglomeration of individuals to an effective problem-solving organization is to the authors’ knowledge first presented.

Purpose This study aims to explore Accelerators and their practices in sustaining start-ups within their innovative programs for these companies based on the resource-based perspective. Moreover, with an ever-increasing demand for Accelerators amongst start-up companies, this study also demonstrates the importance of Accelerators, as it pertains to new venture creation. Design/methodology/approach This research uses an exploratory case study approach to examine a comparative view of leading Accelerator companies in the USA and Korea based on resource support. Findings The results of this study show that there are a number of differences between Accelerators of the two countries in terms of the resources they support for early-stage start-ups. The findings also show some similarities. However, in Korea, the Accelerator landscape is limited, where mentorship, resources and investments are not readily accessible, resulting in low success rates for Korean start-up companies. These limitations have had a negative trickle-down effect when providing entrepreneurs with strong access to resources and investors, which highly affects the success rates of early-stage start-ups. Practical implications In terms of the resource-based theory, this study contributes to the growth of early start-ups by emphasizing the role of the accelerator and suggesting the extent and impact that entrepreneurs have access to resources and investors. Originality/value With significant growth in start-ups around the world, the necessity for start-up funding and mentorship has increased drastically. Start-up companies need various types of assets, systems, knowledge and information to achieve their goals. In Accelerators, start-ups receive all the aforementioned resources while also improving their entrepreneurial skills. Start-up companies have many options in seeking investors who support both tangible and intangible resources to boost growth. While there is a wealth of information on traditional funding methods, there are few studies that shed light on the role of Accelerators from the resource-based point of view.

Purpose – The purpose of this paper is to investigate workplace learning in the context of the rail industry, specifically for the type of learning required to become a train driver. It examines the impact of changes to the traditional learning model, and explores the potential of mentoring in the learning/training model. Design/methodology/approach – This paper uses a participative research approach to examine training experiences with trainee drivers and driver trainers (n = 61) in six Australian rail organisations. The data are synthesised based on an inductive thematic analysis from focus groups, interviews and cab-rides. Findings – Current driver-learning approaches contain a number of haphazard elements that provide an unfavourable learning experience. Mentoring practices appear to be happening incidentally, despite train drivers wanting mentoring experiences. Practical implications – In the designing and planning of new driver-learning frameworks, it is important to identify the unintended consequences of implementing a condensed “classroom” curriculum. The condensed and accelerated driver-learning model currently used could be enhanced through the incorporation of a mentoring process. Originality/value – The article fills an important research gap in the space of workplace learning and mentoring in the rail industry. The themes and findings provide a basis for why mentoring should be integrated as part of the training process. It draws attention to the importance of the situational context, and contributes to communities of practice by outlining important considerations for a holistic model of mentoring in the rail industry.

Purpose The purpose of this paper is to examine marketing tactics used in the clinic websites of cross-border reproductive care (CBRC) providers and analyse what ethical implications exist when targeting the vulnerable consumer group of infertility sufferers. Design/methodology/approach The sampling design was to collect clinic websites from regions known to be popular destinations for CBRC, and who were marketing directly to US-based consumers through their online websites. There were three stages of data collection: organic Google search that displayed Google AdWords of clinics who advertised; organic Google search results; and searching via the WhatClinic.com database for additional private clinics with websites. The websites were then audited for their marketing tactics according to the best practice guidelines from the American Medical Association, American College of Obstetricians and Gynaecologists, ethics committee of the American Society for Reproductive Medicine (ASRM). Findings Through this analysis, it was confirmed that these clinics are attempting to establish their credibility and attract foreign consumers through their promised rates of success, years of experience and use of testimonials. In total, 32 of the 35 sites contained at least one factor considered misleading by ASRM guidelines, such as the publishing of inaccurate or non-transparent success rates, the use of sales promotions and guarantees often used in consumer products, or the use of misleading language. Out of the 24 sites that posted success rates, 17 of those rates would be considered deceptive by not clarifying the source of the numbers or by being so far from the global averages of 30 per cent. Research limitations/implications Marketing practitioners have a specific responsibility to recognise vulnerable market segments; therefore this initial study seeks to add to the understanding of consumer vulnerability through an intersectional view of global reproductive service consumption. Practical implications A global standard of marketing guidelines specific to CBRC clinics needs to be implemented across all regional/countries in order to communicate ethically, improve credibility, reputation and trust among consumer and international bodies. Counselling services need to be integrated within all assisted reproductive technology services. Service-country to home-country continued care protocols should be created for patients travelling home in order to collect data on CRBC experiences. Originality/value This study contributes to the CBRC literature in providing new insights into current clinic marketing trends and highlights ethical implications to industry stakeholders.

First run success is a key performance measure used in the BP Global In Line Inspection (ILI) Contract [1]. This drives effectiveness and efficiency in the processes supporting ILI and it is a key commercial performance indicator for ILI Suppliers. Although run success rates are often referred to across the industry there has been little standardisation in the terminology, or the factors that lead to a successful run. Three definitions have been established for run success: Technical; Commercial and Operational. Each has a place although it is Operational run success that drives improvements between operators and suppliers. The introduction of a performance measure for first run success increases the focus on getting things right the first time. The financial cost of ILI run failure has probably been underestimated by the industry; although it is estimated that it could be as high as 30% of total contracted costs for ILI. For some projects the costs associated with a failed run can be far greater than the original project costs (e.g. additional vessel support costs for deployment or recovery during offshore operations). A failed run can also result in a delayed inspection and an associated increased risk as well as potentially compromising compliance with regulatory requirements. The consequences of run failure vary in severity and can be presented in a pyramid similar to the typical representation of safety statistics. A stuck tool requiring intervention or a pipeline failure, as a result of an incorrect inspection report, would be at the top of the pyramid. The lower tiers would capture technical failures and the effectiveness of cleaning. Understanding the consequence of failures can help drive performance improvements across the industry. As part of the BP continuous improvement process, ILI Suppliers and internal stakeholders were brought together for a facilitated workshop to understand the factors affecting first run success rates. The workshop identified a number of common themes which were consistent across all of the Suppliers addressing; both operational issues and tool performance. A Guidance Note was then developed with the ILI Suppliers to drive improvements in first run success rates. This was shared with the Pipeline Operators Forum (POF) in October 2011 and has been further developed as a POF Guidance Document. A separate guidance note has been developed to address recommended practices for collecting and verifying field data. Successful ILI requires good communication between all parties. As the industry starts to inspect more difficult and challenging lines it will be important to improve ILI run success rates. Across the industry we probably know how to do it, but doing it consistently is the challenge. The development of industry Guidance Notes represent a small step towards achieving this objective. As ILI operations improve the focus will increasingly turn to the reliability of tools. There is much that can be learnt from other industry sectors, such as the motor or aviation industry, on improving reliability of components and systems. This will require an increased use of preventative maintenance practices. There is also a need to create a common basis for reporting reliability of inspection tools and for this to be taken into account when operators make their selection of ILI tools. The Global ILI Contract has brought an increased focus to the performance of the overall inspection process which is driving improvements in first run success rates. It has facilitated the development of guidelines on best practice and is starting to set standards for reliability. The high level of cooperation between suppliers and operators to drive improvements in this area is a measure of the importance of first run success rates to all parts of our industry. Achieving ILI first run success requires both the operator and ILI supplier to work together. Whilst each has a key part to play effective communication from an early stage is essential.

Purpose – The purpose of this paper is to explore the complex relationship between the learner and the learning environment. As a method case study research was employed to examine the student's experience of the learning environment. Work experience is considered to be an essential course requirement for vocational programmes throughout the world. This paper exclusively describes the learning environment and presents a number of significant processes that the learner experiences, each one having an impact on the learning experience. This paper will be of interest to policy makers, academics and educators who face the challenge of trying to understand how students learn in the workplace. Design/methodology/approach – Case study research was used to systematically investigate the learning environments and examine five students’ experience of learning in healthcare settings which included nurseries, nursing homes and hospitals while studying on a two-year health studies Further Education (FE) programme. Through critical incident interviews, observations and documentation data were collected and analysed. Findings – This study has identified the learning environment as a complex entity comprising of six significant processes: physical environment, interaction communication, self-awareness, tasks, feelings and learning. These processes illustrate the multidimensional nature of the learning environment, how dependent they are on each other and how they coexist within the learning environment. Practical implications – In studying this particular student group many similarities have been found with pre-registration nurses and other professional groups studying on undergraduate programmes in higher education who rely on the “workplace” for learning, particularly where the workplace may provide up to half the educational experience in a programme's curriculum. Social implications – This study only really provides a snapshot of a number of healthcare settings that exist in one geographical area, and coupled with the size of the sample itself further limits the study. However, what is inherent in qualitative research particularly in a case study design is the focus on in-depth contextual data. Originality/value – This paper is unique as it examines the learning experience of students on a health studies programme in FE. It describes and discusses their experience of workplace learning.

Purpose The purpose of this paper is to summarise a number of presentations at Day 1 of the Internet Librarian International conference, London, UK (16 October 2018). This was the 20th conference in the series, and the three key themes included were the next-gen library and librarian; understanding users, usage and user experience; and inclusion and inspiration: libraries making a difference. Design/methodology/approach This paper reports from the viewpoint of a first-time attendee of the conference. This summarises the main issues raised by each presentation and draws out the key learning points for practical situations. Findings The conference covered a variety of practical ways in which libraries can use technology to support users and make decisions about services. These include developing interactive physical spaces which include augmented reality; introducing “chat-bots” to support users; using new techniques to analyse data; and piloting new ways to engage users (such as coding clubs). A key theme was how we use and harness data in a way that is ethical, effective and relevant to library services. Originality/value This conference focussed on practical examples of how library and information services across sectors and countries are innovating in a period of huge change. The conference gave delegates numerous useful ideas and examples of best practice and demonstrated the strength of the profession in adapting to new technologies and developments.

Purpose – The purpose of this paper is to overview, background and context to clinical governance in Australia, areas for further development and potential learnings for other jurisdictions. Design/methodology/approach – Commentary; non-systematic review of clinical governance literature; review of web sites for national, state and territory health departments, quality and safety organisations, and clinical colleges in Australia. Findings – Clinical governance in Australia shows variation across jurisdictions, reflective of a fragmented health system with responsibility for funding, policy and service provision being divided between levels of government and across service streams. The mechanisms in place to protect and engage with consumers thus varies according to where one lives. Information on quality and safety outcomes also varies; is difficult to find and often does not drill down to a service level useful for informing consumer treatment decisions. Organisational stability was identified as a key success factor in realising and maintaining the cultural shift to deliver ongoing quality. Research limitations/implications – Comparison of quality indicators with clinical governance systems and processes at a hospital level will provide a more detailed understanding of components most influencing quality outcomes. Practical implications – The information reported will assist health service providers to improve information and processes to engage with consumers and build further transparency and accountability. Originality/value – In this paper the authors have included an in depth profile of the background and context for the current state of clinical governance in Australia. The authors expect the detail provided will be of use to the international reader unfamiliar with the nuances of the Australian Healthcare System. Other studies (e.g. Russell and Dawda, 2013; Phillips et al., n.d.) have been based on deep professional understanding of clinical governance in appraising and reporting on initaitives and structures. This review has utilised resources available to an informed consumer seeking to understand the quality and safety of health services.
