Causes of government construction projects failure in an emerging economy

Purpose The purpose of this paper is to investigate the factors that cause government construction projects failure in a developing economy. Design/methodology/approach The study used the sequential data collection approach through an in-depth semi-structured interview (16 participants) and questionnaire survey (230 participants) to solicit their perceptions from project management practitioners (PMP), contractors and client (government officials) about the factors that lead to Ghanaian Government construction projects. The relative importance index was used to determine the relative importance of the factors identified. This was followed by Spearman rank correlation coefficient and Kendall’s coefficient of concordance to measure the degree of agreement among the participants on their perceptions. Findings In total, 34 factors were identified as the main factors that lead into Ghanaian Government construction projects failure. The top ten most important factors that cause Ghanaian Government construction projects failure are: political interferences, delays in payment, partisan politics, bureaucracy, corruption, poor supervision, lack of commitment by project leaders, poor planning, starting more projects than the government can fund and change in government. The failure factors were grouped into four main themes and found that the most important failure factors are leadership. This is followed by management and administrative practices, resources and external forces, respectively. Research limitations/implications This study is limited to only the public sector, and therefore the findings may not be applicable in the private sector. Practical implications Policy makers and construction PMP would be able to use the findings as a guide during the implementation of government projects in order to reduce and/or avoid government construction projects failure. Originality/value Construction projects failure in developing countries is high. Accordingly, the extant literature has been devoted to identifying the factors that lead to failure; however, they have mainly been discussed from a generic point of view or individual case studies. Researches that focus exclusively on government construction projects in developing countries are rare despite the dynamics in which these projects are implemented. This research extends the construction project management literature by focussing on government construction projects in a developing economy, where there are weak public institutional systems coupled with partisanship politics and bad cultural orientation towards government sector work inherited from a colonial rule.

PurposeThis study highlights the findings of an empirical study to investigate waste factors (WFs) affecting the performance and delivery of construction projects in developing countries. The objectives of this study are to identify non-physical WFs in developing nations and rank the identified factors based on their degree of influence on the key performance indicators (KPIs) of cost, quality and time.Design/methodology/approachIn total, 34 WFs were identified through a detailed literature review and consolidated using semi-structured interviews with construction practitioners. The statistical analysis involved a normality test using the Shapiro–Wilk test to determine if sample data have been drawn from a normally distributed population, ranking the WFs using the Frequency Index (FI), Severity Index (SI) and Importance Index (IMPI), ranking the WFs based on their effect on the project KPIs of cost, quality and time, and identify clustering structures for the identified WFs to using factor analysis (FA).FindingsThe results revealed ineffective planning and scheduling, rework/repair of defective work and resource quality problems (human, material and equipment) as the three most important WFs affecting construction projects. The factor analyses showed that WFs can be grouped into five interrelated components, suggesting the need for integrated and holistic strategies to overcome the identified WF.Practical implicationsUnderstanding the effects of WFs on construction projects is a first step towards designing holistic solutions to ensuring projects deliver value to the clients and other stakeholders. The findings of this study provide direction to construction practitioners on where to focus appropriate strategies to manage the identified WFs effectively and, therefore, improve the productivity of construction projects.Originality/valueThis study provides the first holistic analysis of WFs affecting the productivity of construction projects in developing countries.

PurposeThis study aims to investigate the underlying factors that give rise to the set of sustainability indicators which are used for the implementation of sustainable construction projects and eventually the production of sustainable built assets.Design/methodology/approachTo accomplish the purpose of this research, an online questionnaire survey was administered to a sample of 200 experts. By employing the statistical method of exploratory factor analysis (EFA), five distinct dimensions (factors) of stakeholders' attitudes were revealed.FindingsThe findings indicate that the sustainability indicators are based on five underlying factors, namely (1) sustainable competitiveness; (2) stakeholder engagement; (3) sustainable economic growth; (4) social sustainability; and (5) resource conservation and environmental policy.Research limitations/implicationsMore studies would be welcome to verify the underlying factors revealed in this paper.Practical implicationsThe knowledge of the underlying factors enables senior management to maintain a balance of choices during the project management (PM) phase in order to implement and deliver sustainable construction projects. Furthermore, the findings deepen the understanding toward sustainable PM practices by providing insights on its core attributes.Originality/valueAs a theoretical contribution to knowledge, this study enhances the body of knowledge by revealing the underlying factors that give rise to the predefined set of the 82 sustainability indicators which are used to enable sustainable construction projects. In practice, the findings aid senior management in adopting strategies that enhance the delivery of sustainable construction projects.

Purpose The purpose of this study is to examine the impact of coronavirus disease 2019 (COVID-19) on indigenous contractors in a developing economy with a view to enhancing their performance. Design/methodology/approach The study used a purposive sampling technique to select 37 indigenous contractors with ongoing construction contracts in Osun State, Nigeria who provided data for the study. A structured interview protocol was used to elicit the required information from the interviewees and frequency, percentage and content analysis were used for data analysis. Findings The results showed that the critical impact of COVID-19 on indigenous contractors in a developing economy is: time overrun, loss of profit and creation of dispute. Further results showed that other impacts are a disruption in supply of labour, locally sourced materials are with additional cost, the additional cost of implementing COVID-19 protocols, difficulty in sourcing imported materials and absence of new jobs with the corresponding retrenchment of workers. Practical implications The study recommended special palliatives for the indigenous contractors from the government so as to cushion the impact of the pandemic on them, thereby enhance their survival and performance. A special arbitration panel is set up in each state of the federation to look at disputes arising from the aftermath of the pandemic, this is with a view to adequately compensate indigenous contractors with genuine and properly compiled claims. inferring from the findings of the study, it suffices to say that the severity of the impact of the pandemic is very high on indigenous contractors in developing economies, as such a better preparedness strategy could lessen the impact of such pandemic in the future. Originality/value The study is an attempt to unearth the impact of COVID-19 on indigenous contractors with ongoing construction contracts in a developing economy. The study will be of value to construction stakeholders in providing the information needed to devise strategies to minimise the impact of a pandemic on indigenous contractors in future projects thereby enhance their performance.

Government construction projects are vital to the economic development of developing countries. However, although most of these projects suffer from abandonment, little evidence exists concerning the causes that account for this setback. This paper investigates the causes of government construction project abandonment in Ghana. We used a sequential data collection approach, in-depth semi-structured interviews, and questionnaire surveys to solicit the views of project management practitioners, contractors, and clients associated with Ghana government construction project implementation. Using factor analysis and structural equation modelling, we find that Ghanaian government construction project abandonment is influenced by five sets of causes: political leadership, culture, external forces, resources (including funding) and administrative/institutional bottlenecks. Three of these sets of causes – political leadership, cultural and external forces, are the primary causes, while resources (including funding) and administrative/institutional causes are secondary causes.

PurposeThe purpose of the present study is to examine the failure factors for the construction firms in a developing nation. Furthermore, the comparison of failure factors for private and government firms are evaluated.Design/methodology/approachIn the present study, comparison between private and government construction firms is done in the context of a construction firm failure. About 60 construction firms were selected in and around the Nashik region for the investigation, where a simple multi-attribute rating technique (SMART) is used for analysis purpose.FindingsIt is found that for private firms (private contractors and builders) lack of experience is the major factor for failure of the business as against lack of managerial experience is a critical factor in case of a government contractor.Practical implicationsThe outcome of the present study will be used to guide the policymakers during the implementation of governmental and private projects in order to lessen the construction project failures.Originality/valueConstruction company failure is an important aspect in developing countries like India. The limited studies were available in literature which shows failure factors for government and private firms and distinguished them. Hence, the present study extends the construction company failure literature by focusing on government and private firms. Also, the study provides some theoretical guidelines for management to avoid construction company failure in India.

PurposeThe paper seeks to investigate whether project managers regard software development projects as design problems or production problems.Design/methodology/approachProject management literature was examined to determine what evidence there should be to indicate whether a software development project was regarded as a problem to be solved or a product to be produced. Data were then collected through structured interview of project managers currently engaged in managing software development projects. The data were analysed to determine how project managers regarded their projects and whether this matched a theoretical expectation.FindingsThe empirical data indicated that most project managers regard their projects as production problems, where it is assumed that the underlying problem is largely understood, the project encapsulated in a planned schedule of activities and there will be an emphasis on monitoring the project against the planned progress.Research limitations/implicationsOwing to the small sample size of fewer than 30 project managers, external validity is weak. More research is needed to confirm these results over a larger sample and to probe more subtle orientation to production or design projects.Practical implicationsThe research developed a simple test to indicate the degree of novelty of the application to be developed. The test indicates whether the application is novel and should be treated as a design problem, or well known and therefore should be treated as a production problem.Originality/valueThe paper draws attention to the need for project managers to evaluate the type of application to be developed and to adopt an appropriate project management approach. The paper also provides a simple test to achieve that objective.

Purpose The purpose of this paper is to reveal the main causes of delays in the projects are from the client (relative importance index (RII)=0.716), labor and equipment (RII=0.701) and contractor (RII=0.698). Hence determining the contractual responsibility of delay is the most likely source of dispute in construction projects and many techniques have been used in the courts to demonstrate the criticalities of a delay event on the project schedule. Therefore, authors try to investigate all process-based techniques of delay claims and evaluated and conformed them with principles by Society of Construction Law (SCL) protocol and Association for the Advancement of Cost Engineering International (AACEI) in order to choose the best techniques based on the specific circumstances of each project. Design/methodology/approach This section is divided into two distinct parts: refers to the methods used to assess the perceptions of clients, consultants, and contractors on the relative importance of causes of delay in construction industry; and refers to advantages and disadvantages of various techniques used to analyze delays and their conform with SCL protocol. A questionnaire was developed to assess the perceptions of clients, consultants, and contractors on the relative importance of causes of delay in Iranian construction industry. The respondents were asked to indicate their response category on 78 well-recognized construction delay factors identified by authors. Findings In total, 78 causes of delay were identified through research. The identified causes are combined into seven groups. The field survey included 58 contractors, 55 consultants, and 62 client. Data collected were analyzed by RII and Statistical Package for Social Sciences (SPSS). The authors identified main causes of delay and ten most important causes, according to Table AII, from the perspective of three major groups of participants (clients, consultants and contractors). The ranking of categories of causes of delay, according to Table I, were: client-related causes (RII=0.716); labor and equipment category causes (RII=0.701); contractor-related causes (RII=0.698); material-related causes (RII=0.690); design-related causes (RII=0.666); external causes (RII=0.662); and consultant-related causes (RII=0.662). But according to the discussions and given that determining the contractual responsibility of delay is the most likely source of dispute in construction industry and many techniques have been used in the courts to demonstrate the criticalities of a delay event on the project schedule. Originality/value All process-based techniques of delay analysis have been present in this paper and categorized in 11 groups. In order to understand the advantages and disadvantages of them by clients, contractor and consultant, a thorough review conducted to reveal the nature of techniques. In the next step, given that selecting the most appropriate technique based on constraints and specific conditions of each project is one of the most important steps to carry out a successful delay analysis. The authors conformed, all process-based techniques of delay analysis, by SCL protocol and AACEI principles. Finally, the result of this match was brought in order to choose the best technique based on the specific circumstances of each project.

Purpose – Adopting sustainable construction practices minimizes the overall environmental impact of the built asset throughout its whole life. Currently, there is demand from key stakeholders in the construction industry for organization to deliver sustainable built environment, however, leaders/champions within construction organizations charged with the adoption of sustainable construction practices face many challenges. The purpose of this paper is to present the results of an investigation into the challenges facing intra-organizational leaders charged with the promotion of sustainable construction practices. Design/methodology/approach – Qualitative data were collected through semi-structured interview with 15 leaders, followed by an industry-wide survey of 200 intra-organizational leaders in contractor and consultant organizations in the UK construction industry. Findings – The results revealed that increased capital cost is the most significant challenge facing construction organizations in attempt to adopt sustainability practices in the delivery of construction projects. Originality/value – This study provides the empirical evidence linking leadership within construction organizations and sustainability; filling the gap in literature and serving as a source of reference material for higher education programmes in the built environment.

Purpose The purpose of this paper is to determine the barriers to the adoption of value management (VM) in the construction industry of developing countries with a view to providing possible measures in avoiding these barriers and increasing the usage of the system within the construction industry. Design/methodology/approach The level of knowledge and adoption of VM practices, as well as the barriers to its adoption in the construction industry were assessed through a survey design. Construction professionals were sampled from the six geo-political zones in Nigeria through the use of a structured questionnaire. Factor analysis was conducted on data gathered on the barriers of VM. Findings The study revealed a moderate level of knowledge of VM among construction professionals. This implies that the problem of VM is not that of awareness, but readiness to adopt the system. The study also reveals that the barriers to the adoption of VM can be categorised under the general stakeholder’s barriers, training and education barriers, client barriers and government/top management barriers. Practical implications This study was conducted across the six geo-political zones of the country as against common practice of selecting a particular region or states to represent the entire country. The findings therefore show a true reflection of the barriers to VM adoption in the country and its recommendations can to a large extent promote the adoption of VM in the country and also other developing countries where construction projects are executed through similar method, style and approach. Originality/value This paper highlights the possible barriers to the adoption of VM in Nigeria construction industry and provides ways to avoiding these barriers in order to achieve better quality construction and value for money.

Purpose This paper aims to analyse the factors affecting the performance of large construction projects in Sri Lanka. The causes, impacts and mitigations in association with the critical factors are explored and discussed. Design/methodology/approach The research focuses on the evaluation and perspectives of clients and contractors of large projects in Sri Lanka. Combined quantitative and qualitative methods were applied in this research. Initially, a questionnaire survey was conducted with clients and contractors involved in large projects to evaluate the factors affecting the performance of projects and to identify the ten most critical factors. Interviews with the clients and contractors of three large projects were conducted to examine the causes and impacts of the critical factors and the approaches used to mitigate them. Findings Significant differences in the factors were observed for more than 40 per cent of the total factors under study, the contractors assigning more weight to most of the factors than the clients. The study identified nine internal factors and one external factor as the critical factors. Of these, seven were related to the contractors, which suggested that the contractors have greater roles in defining performance. Lack of management and technical skills of the parties involved, human capacity, lack of understanding and knowledge of the local context, changes in government policies and political interference were identified as significant causes of the critical factors. Originality/value The study analysed the factors affecting the performance of large projects in Sri Lanka, which, at the time of research, had just ended a 26-year-long civil war and was pushing the construction of large projects to be competitive. The challenges faced in this effort were explored as lessons learnt that might improve the efficiency and effectiveness of infrastructure development in Sri Lanka. The combined quantitative and qualitative methods applied in this study are expected to provide new insights in the project performance research, especially the interviews of the critical factors to gain an understanding on how the factors occurred and manifested themselves in real projects. The findings are, however, expected to be applicable to other developing countries that are currently aggressively developing their large infrastructure.
