An “adhocracy” of stakeholders, the case of ADSA in France (Essonne)

Purpose – The purpose of this paper is to analyze the structural problems emerging in the course of managing and safeguarding a French association for home care to a thousand elderly or disabled people between 2007 and 2012, employing 150 - 190 people and on the verge of bankruptcy. In France, small local businesses not only compete with major capital outlets in this sector but also with associations of varying size and origin. Free market rules apply, under the legislation of 2003, to what is, in part, “competition free”, being “in the public interest” and within the framework of local and national public funding. Design/methodology/approach – This paper analyses those pragmatic solutions put in place to meet the aim of shared governance and in the context of a generalized financial crisis. Findings – Borrowing from cooperatives and associations, the non-profit-based management structure the authors arrived at, including worker participation in the decision-making processes, raises questions for researchers as to the advisability of any short-term models and the validity of present social and supportive economic models. Originality/value – The hybrid management of this paper is offered as a working model in what the authors have termed an “adhocracy of stakeholders”.

Abstract: Dealing with the Covid-19 pandemic requires that the State make hard decisions that involve the action of bureaucrats who interact with the population through the implementation of public policy, the street-level bureaucracy (SLB). In this paper, based on a mixed- method exploratory study, we analyze how the daily performance of street-level bureaucrats in different policy areas- health and social care, access to the justice system, public security and education - has changed during the pandemic. We also explore the repercussions of those changes. Based on the analysis of the perceptions of bureaucrats, changes in their work and in their relationship with the public, we identify three categories that illustrate the dynamics of SLB work during the pandemic: the SLB who faces the crisis on the front lines; the SLB who suffers the effects of the pandemic, but whose work does not require her to face it directly; and the SLB who began to work remotely. We conclude that, during the pandemic, SLB suffered in varying degrees an aggravation of structural problems, such as their removal from decision-making processes - now restricted to the highest government level - and the exacerbation of already existing conflicts and ambiguities.

Learning outcomes The learning outcomes are to understand the definition of public value and the strategic drivers behind public value creation, understand the nature of social innovation in the public sector, identify the critical opportunities and challenges involved in sustaining innovation in the public sector and identify the role that non-profit organizations can play in supporting and sustaining social innovation. Case overview/synopsis This case puts participants in the shoes of a global health innovator’s leadership team as the organization approaches a funding crisis. The organization, VillageReach, is on a quest to expand across the public health system of Mozambique and experiences a funding dilemma. The case reveals the challenges of working with governments to achieve large-scale, systemic change. It explores the conundrum of using international donor funding to embed new practices in government service delivery. Ultimately, it asks participants to choose between the pursuit of new, small-scale innovative projects and the large-scale rollout of a national programme. Complexity academic level This teaching case is written for courses focused on social entrepreneurship, social innovation and social change. It can also be used in courses focused on non-profit management and public sector innovation. Specifically, the teaching case is suitable for two audiences: social enterprise and non-profit managers focused on strategy, development and operations (the case focuses on an enterprise that relies primarily on donor funding) and health-care managers and administrators. Generally, the case is suitable for undergraduates in their final year of study as well as graduate-level business and public administration courses, including MBA, MPH, MPA, EMBA and Executive Education courses. Significance The public broadcaster may appeal the ruling through the courts. Opposition parties have long bemoaned the dire state of the SABC, but recent controversial moves by Chief Operating Officer (COO) Hlaudi Motsoeneng are dividing the ANC itself. Impacts Social media will feature prominently in political parties' communication strategies ahead of municipal elections in August. Motsoeneng's ban on airing footage of demonstrations will not boost ANC support in protest-wrought Pretoria, where the DA has a clear lead. However, his requirement that 90% of music broadcast must be locally produced will stoke nationalist sentiment. Any major shift in SABC policy -- at least in the short term -- would have to be forced on the broadcaster through court orders.

Purpose – The purpose of this paper is to examine emergent risk and resilience strategies being adopted by non-profit housing associations faced with uncertainties as a result of public funding austerity and the implications of welfare reform. Design/methodology/approach – The study draws on an evidence review of the impacts of welfare reform on social housing conducted for the Scottish Government and on analysis of annual reports, circulars and other grey literature, including risk registers produced by a range of housing providers in Scotland. Findings – In some associations, exposure to new risks is generating fresh thinking about effectiveness and performance measurement, and is also stimulating the development of new strategies and activities aimed at creating a more resilient business model. Practical implications – Managers of non-profit housing providers need to focus on both risk and resilience if they are to successfully combine conventional business accountability with their obligations to tenants and the local communities their organisations serve. Social implications – Housing associations are a key gatekeeper protecting and supporting vulnerable tenants and disadvantaged communities from the impacts of austerity and welfare reform. It is essential that as organisations they effectively manage risk and develop resilient principles that allow them to continue as ongoing concerns into the long term. Originality/value – The paper asks challenging questions about the link between the purpose or mission of an organisation and its conceptualisation of risk, arguing that resilience is a vital consideration alongside risk for non-profit organisations with a social mission.


Significance This included the retention of key officials such as Finance Minister Tito Mboweni and Public Enterprises Minister Pravin Gordhan. While Ramaphosa has committed his administration to reform, a still-large executive and several lacklustre appointments highlight the fragile hold he has over the ruling ANC. Impacts Post-poll turmoil in the main opposition Democratic Alliance (DA) could provide Ramaphosa with a freer hand at parliament in the short term. The appointment of Patricia de Lille could precede the eventual merging of her GOOD party with the ANC. Pressure will grow for the public protector's ouster after several disputed reports and damaging court findings against her.

Purpose Studies of multi-sector collaborations have increased in recent years. However, the topic is still complex and lacks synthesis. Toward that end, the purpose of this paper is to investigate how collaboration is addressed in the public administration and nonprofit sector journals, and applies well-established strategic decision-making theories to shed light on possible research directions that would provide rigor to the field of collaboration. Design/methodology/approach The authors conduct a literature review of the top nonprofit and public administration journals, believing these most likely to contain articles on the topic of multi-sector collaboration. Findings The authors identify a number of themes, including need for clarity, temporality, call to collaborate, funding, partnering issues and processes, benefits of collaboration across three different collaborative types. Originality/value The authors embed well-known strategic decision-making theories into the themes emergent from this review and offer suggestions as to how future researchers may test strategic decision-making processes within multi-sector collaborations.

Purpose This paper aims to address the discussion on the credit disbursement of US$28.6bn from Brazilian National Economic and Social Development Bank (BNDES) to Brazilian state governments during the period from 2009 to 2014. They try to identify the main drivers of the credit allocation in both cross state and time. Design/methodology/approach The authors use a dynamic balanced panel to estimate the role of technical and socioeconomic variables. Findings The results suggest that the states’ need for financing via BNDES exhibits neither inertial nor explosive behavior. The authors find an efficiency elasticity of this resource of 0.20. In addition, the impact of a positive change in the state fiscal status leads to an increase of 2.5 per cent in the indebtedness capacity. Finally, they find that wealthier states are more successful in demanding credit from BNDES. Practical implications This analysis of resource allocation is useful for modeling the determinants of international financial institutions as central planners. The authors also invite researchers to discuss the decision-making processes that characterize the federative pact in Brazil. Originality/value Although a burgeoning body of literature has examined the role of BNDES as a creditor institution for firms, its relationship with the public sector, in special subnational governments, has been rarely studied.

Purpose The purpose of this study is to investigate the association between individual auditor characteristics (gender, experience and sector expertise) and audit opinions in Belgian non-profit organizations (NPOs). The purpose is to identify auditor characteristics that imply a better assurance of financial statement (FS) quality. FS quality is essential to enhance financial accountability toward the resource providers of NPOs and the public at large. Design/methodology/approach Multinomial regressions are conducted on a data set of Belgian NPOs. Propensity score matching is used to control for potential self-selection bias. Findings Auditors with sector expertise are found to provide better assurance than their non-sector-expert counterparts. The former are more likely to disclose FS errors and uncertainties in their audit report. Originality/value This study contributes to the auditing literature by focusing on an understudied audit market, namely, the non-profit audit market. The number of non-profit studies that investigate determinant of audit quality is very scarce, and none of them explores the determinants of audit opinions. Moreover, these studies ignore individual auditor characteristics as determinants of audit quality. The findings of this study provide meaningful information for several actors in the NP field and for audit firms.

PurposeThis paper aims to analyse the key Faro notions of “heritage community” and “democratic participation” as defined in the Faro Convention, and how they challenge core notions of authority and expertise in the discipline and professional practice of cultural heritage.Design/methodology/approachThis paper examines notions of “heritage community” and “democratic participation” as they are framed in the Faro Convention, and it briefly introduces two cases (Finland and Marseille) to explore their application. It then focusses on the implications of these two notions for heritage administration (expertise) in terms of citizen agency, co-creation of knowledge and forms of decision-making processes.FindingsThe Faro Convention favours an innovative approach to social, politic and economic problems using cultural heritage. To accomplish this, it empowers citizens as actors in developing heritage-based approaches. This model transforms heritage into a means for achieving socioeconomic goals and attributes to the public the ability to undertake heritage initiatives, leaving the administration and expert bodies as mediators in this process. To bring about this shift, Faro institutes the notion of “heritage communities” and fosters participative governance. However, how heritage communities practise participation may follow different paths and result in different experiences due to local and national political circumstances.Originality/valueThe Faro Convention opens up a window by framing cultural heritage within the realm of social and democratic instrumentality, above and beyond the heritage per se. But it also poses some questions regarding the rationale of heritage management (authority in governability), at least as understood traditionally under official heritage management discourses.

Purpose This paper aims to identify criteria for the better targeting of public funding for private social activities and organizations. As a starting point, it proposes that financing strategies can characterize organizations which are positioned on a for-profit/non-profit continuum. The paper then analyses how far the effectiveness of public support systems depends on recipients’ general financing strategies. Design/methodology/approach The study is based on data from a standardized small-scale survey. The analysis applies latent class analysis for the creation of a meaningful organizational dimension and applies them in an ordered logistic regression. Findings Despite their variety along a for-profit/non-profit continuum, organizations in the sample can be described by three meaningful dimensions, and the focal role of organizations’ financing strategies can be confirmed. Repeated project-based public support might create a harmful dependence on this kind of funds. To be effective, it needs to be targeted at nascent socially effective organizations with non-solvent clients. Practical implications Recognition of different financing strategies as meaningful characteristics of organizations with consequences for their long-term development is of direct practical relevance for a better design and targeting of financing systems in general and public support systems in particular. Originality/value Although the focal relevance of financing for the characterization of (social) organizations has been stressed before, the paper is able to operationalize the idea and to demonstrate its value in an application to the evaluation of project based support.
