Purpose This paper aims to investigate the dyadic relationships of actors engaged in public–private (P-P) collaboration in health-care prevention. The purpose is to characterize a new type of actor as an intermediary that connects different actors in P-P collaboration and to compare P-P collaboration based on results expected with and without the inclusion of this new actor. Design/methodology/approach For the investigation, the Industrial Marketing and Purchasing Group approach to business relationships is used. The substance (activities-resources-actors) and the functions (dyadic, single actor and network) of business relationships are applied as a research framework. The analysis is based on these theories through a case study. Findings This study delivers four important findings: the relationship with this new type of actor results in new resources for all of the participants that are involved, the new actor is a key channel for generating corporate social responsibility recommendations for private actors, relationships with this new type of actor are a great basis on which private firms may build relationships with the public that involve higher levels of health care and also generate sponsorship for public causes, thereby increasing social welfare and the new type of actor can cause potential tensions that require constant and coordinated management. Originality/value The paper contributes to the conceptualization of the “interacted actor” through characterizing a new type of actor and its renewing network in P-P collaboration.

Purpose The aim of this paper is to outline what the intended benefits the smart specialization strategy (S3) is meant to create, and through what policy measures; that is, to shed light over what underpinnings S3 is based on, and if the measures based on these can affect the relations between “academia, businesses, and local authorities” – where the public and the private actors might have partly overlapping interests, but with different needs and rationales. Design/methodology/approach The research design of this paper is based on the industrial marketing and purchasing network approach, that is, the empirical observation that business exchange has a content, which affects and gives imprints on the actors engaged in the exchange. To determine whether the S3 strategy in general, and in the two investigated regions in particular, can affect the embedding of innovations in using, producing and developing settings, and if so how, this study applied the actors–resources–activities model. In addition to investigation of the S3 strategy in general, two case studies were conducted, one each in two European Union regions with rather different business and academic research characteristics: the Marche region in Italy and the Uppsala region in Sweden. Findings The S3 measures rest on the judgement of which “domains” to support can be made by policy actors without deeper analysis of how the assumed firms representing these domains are related in terms of how resources are combined and activated. Instead, the S3 policy analysis is based on local policy organizations desk table investigations of what appears as innovative. Hence, in practice, the key S3 measure is still to transfer knowledge from the public to the private sector. This entails that support in terms of how to create change in established resources interfaces, which is a main source of innovation to which both established and emerging localized firms are related, remains out of policy sight. Originality/value The ambition with this paper is to discuss what changes S3 – with the ambition to develop and match academic research to business needs – implies and what underpinnings it is resting on. Hence, the focus is directed to what new types of policy arrangements are supposed to result in what types of benefits – and last but not least, the ability for these to interfere with businesses which are interconnected across spatial borders.

Purpose Coffee is among the primary products that attract the public attention to the social and environmental responsibilities of companies. Coffee shops have a big carbon footprint because of their daily operations. With the rising consciousness about sustainability in developing countries, online disclosure of corporate social responsibility (CSR) is becoming increasingly important for not only multinational but also local coffee chains. The purpose of this study is to analyze the extent to which coffee chains include CSR on their websites. Design/methodology/approach Turkey, which is a large emerging economy with an expanding coffee chain market, is selected as the research context. The CSR disclosure on the websites of coffee chains is examined by content analysis according to CSR dimensions. A sample of 27 coffee chains with more than ten stores is included in the analysis. Findings Foreign coffee chains disclose more information on the environment and fair trade than local coffee chains. On the other hand, CSR content in websites of foreign and local coffee chains does not differ significantly in human resources and community dimensions. Foreign coffee chains have comparatively longer brand history, more rooted brands and larger networks than local coffee chains. Originality/value To the best of the author’s knowledge, this study is the first that used a content analysis about CSR on the websites of coffee chains in Turkey. Findings contribute to the understanding of CSR disclosure in the coffee chain industry and can be beneficial for researchers and managers in other emerging markets.

PurposeResearch about ethical governance and corporate social responsibility (CSR) in the United Arab Emirates is still in its infancy. This study aims to explore the public sector employee’s perception toward ethical climate, codes of ethics and CSR and its impact on organizational performance. This research sheds light on the link between formalized ethical procedures and employee responses including CSR, organizational engagement and organizational performance.Design/methodology/approachData were collected from 426 middle-level public sector employees in Abu Dhabi, the capital of the United Arab Emirates, using structural equation modeling to test the proposed hypotheses.FindingsThe findings of this study suggest that an ethical climate is an important organizational component, and that the incorporation of effective codes of ethics and CSR initiatives is desired. Perceptions of public sector employees are positively influenced by the organization’s ethical climate and CSR activities, which in turn affect organizational performance.Research limitations/implicationsThe study provides managerial insights for improving the ethical climate and CSR within the public sector context in the United Arab Emirates.Practical implicationsThe study offers implications for public sector employers and points out that public sector employers should formulate policies to boost the ethics and CSR environment at workplace to attain competitive advantage.Originality/valueThe paper contributes to the literature by being one of the first to study organizational ethical climate and CSR within a Middle Eastern public sector context and offers implications for theory and practice.

Purpose Building on a business network perspective, the paper addresses the following question: Why do firms move between cooperation and competition in the context of high-tech industry? Hence, the purpose of this study is to contribute to the understanding of the complex cooperation–competition interplay between actors in a business network. Design/methodology/approach A single case study within the information and communication technology industry is undertaken and illustrates the cooperation–competition interplay in projects of technology. Findings The authors discuss the implications of interdependence on relationship dynamics. The main argument is that business relationships survive despite periods of competition if interdependence is high. Thus, firms move between a state of cooperation and a state of competition within business relationships, rather than ending the relationships when starting to compete. Practical implications This study suggests that managers need to pay attention to how different degrees of interdependence lead firms to be embedded in cooperative or competitive forms of relationships. Originality/value The paper contributes to the ongoing debate about cooperation, competition and coopetition within international business and industrial marketing literature. An interesting aspect in the paper is the cooperation–competition interplay, which is associated with positioning. A centrally positioned actor will choose who to bring into the partnership, with positioning concomitantly changing from project to project. The willingness of being a central actor, i.e. a project leader, places traditional buyer–supplier partners in competition. Thus, cooperation and/or competition becomes contextual.

PurposeThe purpose of this paper is twofold: First, to provide an overview of the COVID-19 pandemic and its holistic impacts and implications for organizations and management. Second, to report what organizations have been doing via their corporate social responsibilities about the pandemic. Research implications for academics are offered.Design/methodology/approachThe approach taken in this article was to survey the literature and news reports about the impact of the COVID-19 pandemic and to summarize results. Further, the approach was to analyze these findings using my four-part CSR construct examining economic, legal, ethical and philanthropic impacts, implications, and responsibilities.FindingsIt was found that the COVID-19 pandemic has had important impacts and implications for most spheres or sectors of the business world. Employees, consumers and communities have been the most significantly affected, but other stakeholder groups in societies are being impacted as well. The global pandemic is putting CSR to the test, and the emerging evidence supports the idea that many companies are striving to reset their CSR thinking and initiatives to accommodate this crisis and to meet what the public expects of them.Originality/valueMuch of this paper involved reporting findings that have appeared in the literature and news. The originality involved interpreting and analyzing stakeholders affected, and how managers have been responding to these challenges. Strategic recommendations are offered.

Purpose This study aims to develop a Facilities technology management framework for public health-care institutions in a developing country. Design/methodology/approach The study used descriptive research design to identify the specifications of the framework via strategic initiatives anchored on efficiency, sustainability, ecological-friendliness and technological innovation. These measures are wrapped into a facilities TM framework which incorporates concepts and practices on risk management, facility management (FM) and TM. Findings Results of the survey of the public HCIs in the Philippines, show high levels of acceptability of proposed measures which identify the technologies, innovations and materials which are in the viable context of public hospital circumstances in the country. Research limitations/implications The findings of this study are limited to the public HCIs in a developing country, and thus cannot be generalized to other HCIs particularly the private institutions. Practical implications The framework seeks to help improve the operational efficiency and sustainability of public HCIs in a developing country like the Philippines. The discussions on TM revolve around the application of TM approaches. Also, the study incorporates discussions on sustainability, technology innovation and the conformity of these with HCI standards, best practices and government requirements. Social implications The study takes into consideration the identification of FM principles and practices that are deemed suitable and applicable for public HCIs in a developing country. This study is intended to develop a TM framework for FM services which is cost-effective but not sacrificing safety, security, employees and the environment. Then the foremost consideration is the perceived suitability of the framework in the public HCI environment. Originality/value This is an original study. It has as its scope the fusion of FM and TM approaches that would help in the identification of challenges, requirements for manpower, processes and technologies (especially, information and communications technolog-based technologies), and a corresponding TM system framework for public HCI facilities in a developing country.

Purpose Nations such as the USA are investing in technologies such as electronic health records in order to collect, store and transfer information across boundaries of health care, public health and research. Health information brokers such as health care providers, public health departments and university researchers function as “access points” to manage relationships between the public and the health system. The relationship between the public and health information brokers is influenced by trust; and this relationship may predict the trust that the public has in the health system as a whole, which has implications for public trust in the system, and consequently, legitimacy of involved institutions, under circumstances of health information data sharing in the future. This paper aims to discuss these issues. Design/methodology/approach In this study, the authors aimed to examine characteristics of trustors (i.e. the public) that predict trust in health information brokers; and further, to identify the factors that influence trust in brokers that also predict system trust. The authors developed a survey that was administered to US respondents in 2014 using GfK’s nationally representative sample, with a final sample of 1,011 participants and conducted ordinary least squares regression for data analyses. Findings Results suggest that health care providers are the most trusted information brokers of those examined. Beliefs about medical deceptive behavior were negatively associated with trust in each of the information brokers examined; however, psychosocial factors were significantly associated with trust in brokers, suggesting that individual attitudes and beliefs are influential on trust in brokers. Positive views of information sharing and the expectation of benefits of information sharing for health outcomes and health care quality are associated with system trust. Originality/value This study suggests that demonstrating the benefits and value of information sharing could be beneficial for building public trust in the health system; however, trust in brokers of information are variable across the public; that is, knowledge, attitudes and beliefs are associated with the level of trust different individuals have in various health information brokers – suggesting that the need for a personalized approach to building trust.

Purpose This study sought to investigate a framework for ensuring the confidentiality and security of information at the public health-care facilities to curb HIV/AIDS trauma among patients in Africa. In most instances, trauma to HIV/AIDS patients accelerate because of their personal information relating to the state of illness leaks to public people. Design/methodology/approach This qualitative study used literature to study confidentiality and security of information at the public health-care facilities to curb HIV/AIDS trauma among patients in Africa. Findings The study revealed that confidentiality and security of information has been neglected, in most instances, at the health-care facilities, and this has, to some extent, affected HIV/AIDS patients negatively, leading to trauma, stigma and skipping of treatment by patients resulting in accelerated mortality among chronic patients. The study recommends that patients’ information be always strictly controlled and kept confidential and secured at all the times, especially that of HIV/AIDS patients. Practical implications The proposed framework can be used by health-care facilities to guide the management and promotion of the confidentiality and security of information in the public health-care facilities to curb additional trauma to HIV/AIDS patients in the context of Africa, and even beyond. Originality/value The study provides a framework to ensure the confidentiality and security of information at the public health-care facilities to curb additional trauma to HIV/AIDS patients.

Purpose – The purpose of this paper is to study the impact of spatial proximity on supplier selection in the French public sector. While French public procurement legislation forbids consideration of supplier location in the procurement process, public contractors may still rely on spatial proximity for complex transactions necessitating mutual adjustments with suppliers. Design/methodology/approach – Using French Official Journals (BOAMP), the authors compiled 565,557 transactions completed on three public procurement markets between 6,182 contractors and 26,570 suppliers, over a period of six years (between 2006 and 2011). The authors conducted a two-level hierarchical linear auto-regression analysis and a feature evaluation analysis for all transactions. Findings – The paper finds significant variation between the transactions on different markets: a negative effect of spatial proximity on the number of contract notices in the public market and a positive effect of spatial proximity on the number of notices in the services and supplies markets. The difference lies in the levels of mutual adjustment required to optimally manage the relationship between public contractor and supplier. Research limitations/implications – The research is based on an econometric analysis conducted uniquely in the French context, which calls into question the external validity of the results obtained. The study also rests on segmentation into three aggregate markets, which might be considered too general. Originality/value – Rather than analyze public contractors’ perceptions of the importance of the criterion of spatial proximity, the paper examines 565,557 actual transactions. The results point to the emergence of a new type of relationship with certain suppliers, which should lead public contractors to integrate relationship management competencies, in addition to legal and economic competencies, in the organization of calls for tenders.

Purpose This study aims to take a discursive view on positive leadership (PL). A positive approach has gained momentum in recent years as appropriate leadership practices are implemented in organizations. Despite the turn toward discursive approaches in organization studies, there is insufficient evidence supporting PL as a socially constructed experience. Design/methodology/approach The present study addresses an integrative discourse perspective for capturing the PL concept as a social process within the public health-care context. Findings Four meanings of PL are highlighted: role-taking, servicing, balancing and deciphering. Research limitations/implications The meanings shift the emphasis of certain PL definitions to a contextual interpretation. For scholars, the perspective demonstrates a multidimensional process approach in the desired organizational context as a counterbalance to one unanimously agreed-upon PL definition. Practical implications For leaders, an integrative discourse perspective offers tools for comprehending PL as a process: how to identify, negotiate and reconcile various PL meanings. Originality/value An integrative discourse perspective provides a novel perspective capturing the PL concept within the public health-care field.
