How dominant coalition members’ values and perceptions impact their perceptions of public relations participation in organizational decision making

Purpose – The purpose of this paper is to understand the extent to which dominant coalition members’ values and perceptions influence their perceptions of public relations participation in organization-level decision making. Research in this area has largely focussed on the relationship between practitioner roles and decision-making inclusion. Design/methodology/approach – The population of interest was dominant coalition members of for-profit, government, and nonprofit organizations in the USA. Data were collected through a national survey to a nonrandom sample of 201 dominant coalition members. Findings – Results indicate that dominant coalition members’ values of organizational openness to the environment and perceived substantive autonomy of the organization positively predicted perceptions of public relations participation in organizational decision making. Perceived manager role potential of the public relations department also had significant predictive power. Originality/value – While research has focussed primarily on the characteristics that public relations practitioners can develop to earn a seat at the management table, little is known about the characteristics of dominant coalition members that influence whether or not a seat is made available or the degree to which public relations is perceived to participate in decision making.

Purpose The purpose of this paper is to investigate how public relations practitioners view their role in guiding their organizations’ frontline (nonnominated) employees’ social media use and the tensions that organizations must navigate when they interact with their employees online. Design/methodology/approach This study utilizes in-depth interviews with 24 PR practitioners in the USA. Data were analyzed via grounded theory’s approach to open, axial, and select coding. Findings PR practitioners engage in three activities to guide employees’ social media use: serving as a reactive-technical resource; supporting employee communities; and responding to incidental monitoring of social media posts. Research limitations/implications The study extends stakeholder theory by describing the normative expectations that are placed on employees when it comes to discussing the organization online. Practical implications Recommendations are offered for PR practitioners regarding the boundary-respecting management of nonnominated employees’ social media use. Social implications Findings point to a greater understanding about frontline workers’ roles in supporting their organizations and the need for organizations to carefully explain social media policies. Originality/value Scholars have not fully explored the challenges that firms face when they seek to influence employees’ personal social networking activities. There is new insight about the ways in which organization can ethically engage with employees in digitally mediated spaces.

Purpose – The purpose of this paper is to provide an overview of the historical evolution of campaign finance laws and suggest the legal implications for public relations practitioners after the US Supreme Court's decision in Citizens United v. FEC. Design/methodology/approach – The approach of this paper examines appellate case law and federal statutes to provide a legal analysis of the history of campaign finance laws and potential impact on public relations practitioners. Findings – This research provides an overview of the evolution of campaign finance case law and federal statues in the USA and provides analysis of how the 2010 Citizens United case and a recent 2012 case, American Trade Partnership, are altering both the political and corporate landscapes. By allowing far greater contribution rights to corporations than any time since 1907, Citizens United is changing the role corporations may directly play in elections at all levels. Implications for how these changes may affect corporate public relations practitioners both professionally and ethically are discussed. Practical implications – In a post-Citizens United era, corporate PR may now legally be engaged with many forms of highly political communications. Corporate PR may have a more political tone and ethical dilemmas may face practitioners who may be legally asked to perform communications tactics that are at odds with their political values. Originality/value – Despite the academic analysis of Citizens United no study has evaluated the effect Citizens United and campaign finance laws on public relations practice.

This paper explores perceptions of public relations roles andinfluence among senior communication managers in Canada.Findings suggest that practitioners are optimistic about theirstatus and location within their organizations. However, theyreport less confidence in the influence they can exert on financialdecisions that contribute to the organizational bottom line.Findings indicate this may result from several factors, includingthe gendered nature of the public relations profession aswell as a lack of follow-through on evaluation and measurementof communication programs.

AbstractBackground: It is believed that social responsibility, the value that is strongly involved in the contemporary corporate behaviour, has also become the core value for public relations practitioners and their associations. However, there are ethical doubts concerning the question to whom a PR practitioner is actually responsible (or loyal) in the first place: to the client, the employer, the public, or society in general?Objectives: This research aims to describe how social responsibility is articulated in the documents that can be considered as the crown of public relations ethics – the codes of ethics – and additionally, how the value of loyalty corresponds to the value of social responsibility.Methods/Approach: The research is based on the content analyses of 13 codes of ethics that are delivered by 18 public relations associations at the international and the national level in the USA and the European Union.Results: Although the phrase “social responsibility” is not mentioned in codes directly, the value of social responsibility is present in very diverse ways. When the value of loyalty came into the correlation with social responsibility, the research has shown that these values exist as a separate principle.Conclusions: The public relations are a profession that tends to be socially responsible and tends to show that loyalty to clients and organizations is subordinated to public and social responsibility. Thus, the codes show that contemporary public relations, at least at the normative level, approach the two-way symmetric model and mostly promote “idealistic social role” of public relations.

Purpose – New hepatitis C medicines such as sofosbuvir underline the need to balance considerations of innovation, clinical evidence, budget impact and equity in health priority-setting. The purpose of this paper is to examine the role of public participation in addressing these considerations. Design/methodology/approach – The paper employs a comparative case study approach. It explores the experience of four countries – Brazil, England, South Korea and the USA – in making coverage decisions about the antiviral sofosbuvir and involving the public and patients in these decision-making processes. Findings – Issues emerging from public participation ac tivities include the role of the universal right to health in Brazil, the balance between innovation and budget impact in England, the effect of unethical medical practices on public perception in South Korea and the legitimacy of priority-setting processes in the USA. Providing policymakers are receptive to these issues, public participation activities may be re-conceptualized as processes that illuminate policy problems relevant to a particular context, thereby promoting an agenda-setting role for the public. Originality/value – The paper offers an empirical analysis of public involvement in the case of sofosbuvir, where the relevant considerations that bear on priority-setting decisions have been particularly stark. The perspectives that emerge suggest that public participation contributes to raising attention to issues that need to be addressed by policymakers. Public participation activities can thus contribute to setting policy agendas, even if that is not their explicit purpose. However, the actualization of this contribution is contingent on the receptiveness of policymakers.

Purpose – Sustainable improvement is likely to be hampered by ambiguous objectives and uncertain cause-effect relations in care processes (the organization’s decision-making context). Lean management can improve implementation results because it decreases ambiguity and uncertainties. But does it succeed? Many quality improvement (QI) initiatives are appropriate improvement strategies in organizational contexts characterized by low ambiguity and uncertainty. However, most care settings do not fit this context. The purpose of this paper is to investigate whether a Lean-inspired change program changed the organization’s decision-making context, making it more amenable for QI initiatives. Design/methodology/approach – In 2014, 12 professionals from a Dutch radiotherapy institute were interviewed regarding their perceptions of a Lean program in their organization and the perceived ambiguous objectives and uncertain cause-effect relations in their clinical processes. A survey (25 questions), addressing the same concepts, was conducted among the interviewees in 2011 and 2014. The structured interviews were analyzed using a deductive approach. Quantitative data were analyzed using appropriate statistics. Findings – Interviewees experienced improved shared visions and the number of uncertain cause-effect relations decreased. Overall, more positive (99) than negative Lean effects (18) were expressed. The surveys revealed enhanced process predictability and standardization, and improved shared visions. Practical implications – Lean implementation has shown to lead to greater transparency and increased shared visions. Originality/value – Lean management decreased ambiguous objectives and reduced uncertainties in clinical process cause-effect relations. Therefore, decision making benefitted from Lean increasing QI’s sustainability.

Purpose – The researchers in this study reviewed the literature to locate the most relevant multicultural theories, factors, and instruments in order to measure Albania's national culture. The paper aims to discuss these issues. Design/methodology/approach – An innovative combination of exploratory and confirmatory factor analysis was used to fit the multicultural construct to the sample data and then estimate the national culture (n=73). The multicultural indexes were calculated for five generally accepted national culture factors to compare with the benchmarks published in the literature. Findings – The multicultural indexes were calculated for five generally accepted national culture factors to compare with the benchmarks published in the literature. An asymmetric plot was created for critical comparison of Albania with five other theoretically selected countries, using the indexes for PDi, ICi, MFi, UAi, and LTi. Albania was found to be most similar to its Balkan and Turkish neighbors, as compared with Asian or Western cultures such as that of the USA. Research limitations/implications – The researchers discussed the implications of knowing Albania's national culture profile with reference to how other countries might collaborate and transact with this emerging transition economy. Practical implications – From a business standpoint, the multicultural indexes for Albania provide general indicators of the national beliefs, norms and values, which foreign organizations may compare to their own cultural profile when interacting with professionals in this country. The best use for such indexes is for benchmarking and comparison. Foreign government, private corporations, or nonprofit organizations may compare their own culture profile with that of Albania to be aware of the similarities and differences. Originality/value – Albanian national culture was estimated for the first time in the literature, using a five-factor model adapted from the work of Hofstede.

Purpose The purpose of this paper is to explore the opportunities and approaches needed to ensure the long-term sustainability of cruise companies as a source of employment for Caribbean nationals. Design/methodology/approach The format is one of a concept paper and not a review of primary data collected, but based on the authors observations, industry knowledge and review of secondary literature available in the public domain. Findings Some recommendations are made as to the facilitation of this concept in sustainable cruise employment for the Caribbean region that will provide not only economic sustainability but also social benefits to the Caribbean region at large through poverty reduction through employment and global travel exposure. Practical implications The paper puts forth a proposal for a centralized organization representative of the multiple stakeholders within the Caribbean Cruise community: to manage and facilitate a fund to assist Caribbean nationals desirous of working on cruise ships and to meet the necessary standards of training not only in hospitality qualifications but also in basic training standards of safety, security and watch keeping for seafarers. Social implications The employment opportunities for Caribbean persons on cruise ships have not been fully exploited with the majority of Caribbean nationals working on cruise ships found predominately within the Royal Caribbean Cruise Lines, Celebrity Cruises, Norwegian Cruise Lines and Carnival Corporation brands based in the USA. Originality/value This paper provides readers with insight into the existing Caribbean employment and shipboard employment scenarios, with the view of presenting an option for stimulating and supporting sustainable employment on cruise ships for Caribbean nationals.

Purpose This paper aims to analyze the environmental and historic preservation precedents that have been adopted and acknowledged by telecommunications firms when expanding their physical infrastructures. Design/methodology/approach This paper will conduct a policy analysis of contradictory regulatory goals that are expected to arise during the near-future rollout of 5G in the USA. This will be done via traditional legal research combined with a critical policy focus. Particular attention will be given to the public interest remedies that have been established for companies that have used private or public property. Findings Due to the spatial requirements of 5G network infrastructure, telecommunications policy (in which network development is paramount) is expected to conflict with land use-oriented regulations (environmental and historic preservation) in places where new 5G infrastructure must be approved and built. Social implications Ultimately, the paper will argue that conflicts will arise in local areas where the 5G rollout is expected to impact environmentally pristine areas or historic buildings. Originality/value Research in the environmental effects of 5G technology in general is becoming common, but conflicts between network construction and particular environmental or historic preservation regulations has not been the topic of organized research thus far.

PurposeAs the number of corporate blogs has continued to increase over the years, this study examines the use of relationship cultivation strategies of Fortune 500 companies on their corporate blogs. Moreover, it focuses on how companies use corporate blogs as interactive online communication channels to create a sense of community among their publics.Design/methodology/approachA content analysis of Fortune 500 company corporate blogs was conducted to examine the use of relational cultivation strategies and their methods of promoting a sense of community.FindingsFindings indicate that networking and sharing tasks are used most frequently among all relational cultivation strategies on corporate blogs, and that there are statistically significant differences among industries for using relationship cultivation strategies on corporate blogs. The most frequently used dimension of sense of community on corporate blogs is shared emotional connection.Originality/valueStudies analyzing social media as public relations tools have not yet focused on community building. In fact, few studies have examined the community building aspect of corporate blogs in the public relations field. To fill this gap, this study focuses on community building and analyzes how companies use corporate blogs as an interactive online communication channel to create a sense of community among their publics.
