Assessing the use of ICT systems and their impact on construction project performance in the Nigerian construction industry

Purpose The use of information and communication technology (ICT) for business processes has witnessed exponential growth over the past two decades. This paper aims to explore the level of use of ICT infrastructure in the Nigerian construction industry and analyse the implications for construction management practice. Design/methodology/approach Using quantitative questionnaire survey, data from 148 respondents were analysed with the help of descriptive and inferential statistics as well as multiple regression analysis. Findings Findings establish project managers, site managers and quantity surveyors as the primary users of ICT with regards to the variety of ICT devices in the Nigerian construction industry, while the foremen are the least users. Besides, word processing/accounting systems, electronic communication systems and project management systems are the three top rated in terms of frequency of use, while quality as well as cost impacts of ICT infrastructure use are established as the most important factors contributing to overall project performance. Originality/value The study establishes causal relationships between ICT infrastructure use and project performance within the context of Nigeria’s construction industry.

PurposeCOVID-19 has changed the way we teach and learn, including service-learning (S-L). This study examines the impacts of the work-from-home (WFH) mode on the work performance and learning outcomes of student interns on an eight-week S-L internship programme, and the key factors in terms of its success.Design/methodology/approachA qualitative research methodology is adopted by interviewing nine student interns and four supervisors from three community partner organisations (CPOs) to understand their experiences of how the WFH mode has impacted intern work performance and learning outcomes. Thematic analysis is used for the data analysis.FindingsThe interns uncover a number of negative WFH impacts on the S-L internship, including ineffective communication and management practice, low work efficiency and quality, a lack of task variety and learning opportunities and distractions in the home environment. Furthermore, five critical factors for WFH success are also identified, including prior preparation, effective communication systems, personal motivators at work, the nature of the job in relation to it being suited to the WFH mode, and organisational support.Originality/valueThe study examines impacts on student work performance and learning outcomes in an S-L summer internship programme operating under the WFH mode as a result of the COVID-19 pandemic. Key success factors and practical recommendations have been developed for enhancing the future success of S-L internships operating under the WFH mode.

Abstract Increased project complexity, project dynamics and changes in clients’ requirements are a few examples that suggest the necessity for flexibility in project management in order to deliver successful projects. Despite the fact that literature suggests adding flexibility to project management, there is no existing framework that provides a practical method for adding flexibility into the practice of project management in the construction industry. Therefore, this research is aimed at proposing a practical framework that helps practitioners in embedding project management flexibility into their project management practice. The research question is as follows: how to embed flexibility in the practice of project management in the early project phases? To answer the research question, four sub-questions have been formulated, which have been separately researched. The main question is answered by proposing a flexibility framework. This framework comprises four stages: understanding the current situation, practitioners’ perspectives on flexible project management, choosing enablers to become flexible and applying selected enablers to improve project performance. The framework is validated using the examples given by practitioners from 24 cases. Considering the movements towards flexibility and adaptability concepts, this research fills the gap in literature by providing a practical framework for project management flexibility. Moreover, it provides a step-by-step guideline for practitioners to embed flexibility in practice.

PurposeThis paper aims to review the knowledge management (KM) processes, knowledge conversion modes and critical success factors (CSFs) and contextualise them to the construction setting to guide effective KM implementation.Design/methodology/approachThis paper is conceptual in nature. It begins with a review of issues faced by construction organisations, which led them to consider implementing KM. This is followed by a comprehensive review of KM processes, knowledge conversion modes, KM CSFs and their application to the construction industry.FindingsBased on the socialisation, externalisation, combination and internalisation (SECI) model, the knowledge conversion modes are discussed, linking them to the KM processes of knowledge creation, sharing, storage and application. The KM CSFs identified from construction literature suggest that they can be categorised into two groups, namely, factors within organisational control (managerial influence, technological influence and resource influence) and factors beyond organisational control (social influence, political influence, environmental influence, economic influence, industry influence and construction technology influence). The resulting review is discussed in terms of how construction organisations can implement KM effectively to achieve the desired project performance outcomes in terms of time, cost and quality.Research limitations/implicationsAlthough this paper has made some theoretical contributions, a quantitative analysis will further reinforce its value both in theory and practice, particularly in terms of applying the KM processes and CSFs to different organisational, industry and country settings. A quantitative research is being carried out in the major construction sector in Sri Lanka to establish the relationships between the KM processes, knowledge conversion modes and KM CSFs with project performance outcomes, which will be reported in a subsequent publication.Practical implicationsAs the construction industry uses a considerable number of knowledge workers, implementing KM for project planning and execution is the key to sustaining the growth of construction organisations and industry, particularly when KM implementation is linked to project performance outcomes. Practical implications are provided in terms of what successful KM implementation entails.Social implicationsEffective KM implementation can serve as a conduit for construction organisations to build capacity and develop the ability to react quickly to social challenges brought about by different stakeholders, even before the project commences, so that the project performance outcomes will not be affected. Another social implication is the role played by project team members, in which efforts have to be put in place to facilitate the use of KM processes, so that teams can align project activities to the general good of their organisations.Originality/valueA comprehensive KM framework that guides the construction industry on KM implementation is long overdue. This research represents the first of such attempts to view KM from a wider perspective, both in terms of internal and external influences affecting construction organisations. Once the conceptual framework developed is validated, it is expected to bring enormous benefits to different stakeholders.

Purpose The state of the different practices in construction industry determines its performance level. Hence, improving performance of construction industry needs assessing state of the practices in the industry and devising improvement intervention. The purpose of this paper is to measure improvement requirement level of different construction management practice areas and to identify the underlying improvement dimensions in Ethiopian construction industry. Design/methodology/approach Questionnaire survey was developed for data collection based on a thorough literature review which yielded 28 construction management practice areas. Purposive sampling method was used to select respondents for the survey. Mean score was used to identify the required improvement level, and one sample T-test was carried out to identify significance of improvement requirement. Factor analysis was conducted to identify the underlying dimensions of the construction management practice areas. Findings Findings indicate 27 areas need significant improvement. This shows the low level of adoption of good construction management practices in Ethiopian construction industry. Factor analysis resulted in the areas being grouped to four broad improvement dimensions, namely, project management, organization management, knowledge and risk management and project development and contract management. Originality/value The findings provide information for appropriate action by the stakeholders to raise standards of adopted construction management practices. It also show areas of construction management which require more focused research in the context of Ethiopian construction industry. Considering the similarity of nature of construction industry problems in developing countries, the findings can be extended to similar countries.

PurposeIt is well recognized that the construction industry is characterised by inefficient and ineffective service delivery due to various causative factors. Thus this study aims to examine the influential factors affecting public construction project performance in Ethiopia to improve the industry's service delivery.Design/methodology/approachFrom the extensive literature reviewed, 58 potential factors affecting construction project performance have been compiled. Based on the evidence accumulated, the conceptual model of this paper has been developed. By using survey questionnaires, valuable data were collected from the construction industry professionals in Ethiopia; analysed and interpreted with the use of both SPSS and AMOS software.FindingsIt is concluded that failure factors related to the “performance” of the contractor, the “capability” of the owner, the “project design-procurement process,” and project contract management can significantly contribute to the poor performance of public construction projects in Ethiopia. Ten key factors include inadequate contractor capacity, weak project site management and supervision, weak project management skills and capabilities of the owner, additional work orders, delayed payment, lack of comprehensive project plans between parties and incomplete project design, rising material prices, ineffective project schedules, and cost management, rising market prices and devaluation of the currency.Research limitations/implicationsThe scope of this study confined to public projects in Ethiopia. It suggests that further research needs to consider public and private construction from a comprehensive perspective in the developing countries.Practical implicationsIt provides practitioners with information and guidance on the factors that affect the performance of construction projects.Originality/valueIt provides inclusive evidence related to many factors that affect the performance of public construction projects.

Purpose The construction industry is facing challenges because of performance shortfalls. Construction projects are highly complex, distinctive, fragmented and do not have well-established performance assessment models to evaluate their project success. The purpose of this paper is to assess the direction through determination of performance areas that would affect project performance in Indian construction projects. Design/methodology/approach A survey instrument was developed to gather data on the perception of industry professionals on these identified areas. Purposive sampling method was used to select respondents for the survey. These performance areas are ranked using relative importance index to ascertain a level of importance among the group. Factor analysis (FA) was conducted to identify the significant performance areas project performance. Further to identify the most influence performance areas on Indian construction projects, multiple regression analysis was carried out. Findings Findings indicated 28 significant performance areas. This shows the low level of adoption of good construction management practices in Indian construction projects. FA resulted in the areas being grouped to nine broad significant performance areas with 59.49% of the total variance, namely, quality, schedule, environment and stakeholder satisfactions, cost, productivity, safety, communication management, customer relations and finance. Multiple regression analysis revealed two pivotal factors “customer relations” and “schedule” that significantly influence project performance in Indian construction industry. Originality/value The outcome of the study will guide project stakeholders, who desire to improve project performance on construction projects, to prioritize their efforts. It also highlights performance areas of project management which required more focussed research in the context of Indian construction projects. The findings can be extended to the developing countries.

Purpose This paper aims to propose a framework for information and communication technology (ICT)-based collaborative zakat management to improve zakat management in Indonesia, especially in collection, distribution and empowerment. Design/methodology/approach This paper used a constructive method that used the 3 C (communication, coordination and cooperation) model to develop a framework. This included initial assessment of the current usage of ICT in zakat management and the expectation of collaborative zakat management through in-depth interviews and questionnaires. A focus group discussion was conducted to validate the model. Findings ICT is currently used for the administration of zakat management, providing zakat online services and reporting zakat to the public; ICT is not used for collaboration. The proposed collaboration using the 3 C model consists of communication, coordination and cooperation. The focus group discussion validates the proposed ICT-based collaboration framework as an effective strategy for increasing zakat management. Practical implications The results highlight strengthening institutional capacity and decreasing overlaps in zakat collection, distribution and empowerment. Zakat institutions need to restructure and reconstruct business processes based on ICT collaboration, and government must provide regulations and ICT infrastructure. Social implications The results increase equity and capacity in zakat distribution and empowerment, therefore it can improve poverty alleviation. Originality/value The potential and usage of ICT for collaboration among zakat management organisations have not been thoroughly explored. This paper proposes a conceptual framework for collaboration among zakat institutions using ICT to enhance the efficiency and effectiveness of zakat management.

Purpose The purpose of this paper is first to examine the effect of client-led and contractor-led supply chain initiatives on project performance in the Indian construction industry and second to assess how the client-led supply chain initiatives complement the contractor-led supply chain initiatives. Design/methodology/approach In this study, the effects of the client-led supply chain initiatives (reward power and competence trust of the construction clients) and the contractor-led supply chain initiatives (contractor integration and calculative commitment of the contractor) on project performance in construction projects are examined. The data were collected from 346 construction professionals working in Indian construction projects using purposive sampling. The proposed hypotheses were tested using structural equation modeling. Findings The contractor-led supply chain initiatives, in the form of contractor integration and the calculative relationship commitment of a contractor, were found to be strong mediators, indirectly affecting the project performance. On the other hand, the client-led supply chain initiatives, in the form of the reward power of the client and the competence trust of the client, directly influence the project performance. Research limitations/implications This study reports the inevitable bias on the part of participants, who responded to the survey either in the capacity of client or contractor, although they might have executed projects in both capacities. Future studies could benefit from the use of objective data instead of behavioral data. Practical implications This study helps construction firms understand how to demarcate the client and contractor roles in the construction supply chain to improve the project performance. Originality/value The originality of this study lies in its investigation of the influence of client-led supply chain initiatives and contractor-led supply chain initiatives on project performance.

Purpose The coronavirus disease 2019 (COVID-19) pandemic has affected the global economy and, thus, the global construction industry. This paper aims to study the impact of COVID-19 on construction project performance in the United Arab Emirates (UAE). Design/methodology/approach This study adopted a qualitative and exploratory approach to investigate the impact of COVID-19 and its policies on project performance in the UAE construction industry in critical areas of the project management body of knowledge (e.g. schedule, cost, resources and contracts). Semi-structured interview questions were asked from ten construction professional to obtain valuable insights into the pandemic’s effects on the UAE construction industry and the effectiveness of policies implemented to rectify the damage and identify the industry’s new normal. Findings The findings indicate that the construction industry faced several challenges such as schedule delays, disrupted cashflows, delayed permits, approvals and inspections, travel restrictions, serious health and safety concerns, material and equipment shortages, among others which hindered the timely delivery of construction projects. It also indicates that efforts made by the government institutions and the construction industry of the UAE such as economic support programs, digitization of processes, fee and fine waivers, health facilities, among other statutory relaxations proved effective in supporting the construction industry against the adverse effects of the pandemic. Research limitations/implications The research findings are limited to the literature review and ten semi-structured interviews seeking an expert’s opinion from industry professionals working in the UAE construction industry. The research team did not get access to project documents, contracts and project progress reports which may be required to validate the interview findings, and to perform an in-depth analysis quantifying the impact of COVID 19 on construction projects performance, which is a limitation of this research. Practical implications The implication is that, owing to the imposed lockdowns and strict precautionary measures to curb the rapid spread of the pandemic, smooth execution of the construction project across the country was affected. The government institutions and stakeholders of the construction projects introduced and implemented various techniques and solutions which effectively handled the implications of the COVID-19 pandemic on the construction industry of the UAE. Originality/value This study has identified the challenges faced by the construction industry of the UAE in the context of the management of project schedule, project cost, construction contracts, health and safety of construction employees and other related aspects of the construction projects. This study also identified the techniques and solutions adopted by various public and private institutions of the country and their implications on construction projects. Therefore, this study provides guidelines for policymakers and future research studies alike.

Purpose – The purpose of this research synthesis is to gather and integrate findings on Collaborative Planning Forecast and Replenishment (CPFR) as a business process and as a management practice; and to assemble quantitative evidence of its impact on supply chain (SC) performance. Design/methodology/approach – The researchers independently conducted a systematic review of 629 abstracts and 47 full-text papers. Original keywords were applied to four key electronic databases for operations management and information systems. Rigorous and verifiable selection criteria governed inter-coders reliability, review of steps and exclusion of papers. Resource and dependency-based view of the firm, contingency research and maturity models informed the analysis. Findings – There is not a single “blueprint” for CPFR. Competing models emphasize the need for “trust and confidence” and reliable data systems. The type of products, scope, spatial diversity and number of partners in the network are important contextual variables. Firm resources that are unique and advantages from multiple and reciprocal dependencies are powerful levers. There is no consensus on maturity model and on required investment in data and communication systems. Practical implications – Practical implications are implementation related: cost-benefit analysis and simulations should precede full-scale collaboration. There is a consensus on starting CPFR small and expanding gradually. Originality/value – This synthesis applies a rigorous review method and attempts to assemble the dispersed literature in one study, utilizing explanatory operations management and information systems theories.
