Purpose – The purpose of this paper is to highlight the lessons learned and good practices regarding the greenhouse inventory system in the Republic of Macedonia. Design/methodology/approach – A comparative analysis for the preparation of the three national communications (NCs) to UN Framework Convention on Climate Change (UNFCCC) in Republic of Macedonia. Findings – The findings reveal the shift from a project approach, based on external consultants, towards a more process-oriented approach, where a multi-disciplinary national team has been established to prepare the inventory. Also, notable results include improvements in the technical capacity of the inventory team, communications with data sources and other stakeholders, quality assurance/quality control procedures, documenting and archiving, regional cooperation, as well as, the reliability of data series for greenhouse gas (GHG) emissions. Practical implications – The study may serve well for countries with similar national circumstances and priorities for preparation of greenhouse inventory systems. Originality/value – Developing national database (inventory) of GHGs is an essential first step towards managing better climate change policy planning. A complete and transparent national greenhouse inventory is an essential tool for understanding emissions and trends, projecting future emissions and identifying sectors for cost-effective emission reduction opportunities. It is also a core element of national climate change reports to the UNFCCC (NCs). This case study shows the development of a sustainable system for preparation of GHG inventories and it describes the data collection and analysis procedures within that system.

Purpose With climate change and environmental degradation being major issues in the world today, it is imperative for governments within a regional setting to collaborate on initiatives, harmonize their policies and develop strategies to counter threats. In South Asia, several attempts have been made to create a common framework for action in implementing synchronized policies. However, both political and technical deterrents have thwarted moves to accommodate priorities and interests of collaborating states. The purpose of this paper is to assess these issues and existing policies/strategies in selected South Asian countries and evaluate integrated plans of action based on collaborative partnerships. Design/methodology/approach Using a broad exploratory and interpretive approach, this paper evaluates how harmonization of environmental principles and synergies among countries can help reduce the effect of climate change and environmental hazards. Based on a review of ideas and concepts as well as both primary and secondary sources, including official records, legislation, inter-state and regional agreements, evaluation reports, impact studies (social, economic and ecological), and commentaries, it highlights several initiatives and processes geared to creating environmental protection standards and practices for the South Asian region. Findings Climate change has resulted in devastating impacts on people. It contributed to the proliferation of climate refugees and high incidence of poverty in South Asia. The region faces both political and technical obstacles in developing a sustainable approach to combat climate change. This is exacerbated by non-availability of information as well as reluctance to acknowledge the problem by key actors. The best strategy will be to integrate policies and regulations in the various countries of the region to develop strategic plans. The approach of prevention and protection should replace the existing emphasis on relief and rehabilitation. Originality/value The paper provides a critical overview of the climatic and environmental problems encountered in the South Asian region and provides pointers to resolving shared problems through the use of policy instruments for regulating the problems within the gamut of regional environmental governance. It attempts to identify solutions to offset regulatory and institutional barriers in achieving preferred results by emphasizing the need for redesigning regulatory structures and policy approaches for ecological well-being.


Significance Talks will be held virtually because of restrictions associated with the COVID-19 pandemic. A key focus will be finalisation of the Regional Comprehensive Economic Partnership (RCEP), a free trade agreement (FTA) involving the ten ASEAN members and five of the bloc’s dialogue partners. Impacts Discussion at the summits about non-traditional security issues such as climate change are unlikely to result in substantive outcomes. Countries deemed to be at low risk from COVID-19 may push for a common framework to reboot business and leisure travel. Formal launch of a COVID-19 ASEAN Response Fund, announced at June’s ASEAN summit, may spur greater regional cooperation over the pandemic.

Purpose This conceptual paper examines the Caribbean tourism sector, its growth, performance, importance and its vulnerability to climate change. The purpose of this paper is to serve as an introduction to the on-going conversation around climate change and the socioeconomic impacts likely to be experienced in tourism-dependent Caribbean territories. Design/methodology/approach The Caribbean is used as the context of this work. A broad perspective was adopted to paint a picture of the wider implications. The region is represented by a multiplicity of country profiles, both in physical and socio-economic characteristics; this warrants a broad assessment of the issues examined here. Findings This work shows that the Caribbean tourism sectors face significant future threats related to both competitiveness and climate change impacts. For a region so heavily dependent on coastal- and marine-related tourism attractions, adaptation and resilience are critical issues facing Caribbean tourism. An effective approach to building resilience to climate change requires extensive regional cooperation. Research limitations/implications While there is much published on the matter of climate change implications in the general global context, there is considerably less published work specifically examining the likely effects climate change will have on the special socio-economic features of the Caribbean and on the tourism industry in particular. Practical implications The lack of extensive and ongoing research dedicated to climate change implications for Caribbean tourism, while limiting the scope of this work, does highlight a gap and open the door for future work that examines, in greater detail both collectively and on an individual country basis, the climate change implications for tourism industries throughout the region. Social implications Climate change vulnerabilities in the region present a significant threat to economic development, employment and food security among others. Coastal flooding, infrastructural damage and the potential displacement of coastal communities present significant impediments to the quality of life of Caribbean nationals. The social implications necessitate further in-depth study to inform the development of adaptation strategies that may secure the tourism industry and the livelihoods and lifestyles of the people. Originality/value This work is original in its evaluation of the viewpoints of climate change vulnerability specific to the Caribbean tourism sector.

Purpose – This paper aims to review and develop lessons learned from the United Nations Office of Disaster Risk Reduction Local Government Self Assessment Tool (LGSAT) experience in four cities. The capacity to understand, learn from and respond to or reorganize in the face of change is at the core of urban resilience to disasters, climate change and major shocks. Self assessments, like the LGSAT, can be used to engage city stakeholders in critically assessing and understanding their capacity according to a set of standards of resilience. Design/methodology/approach – City stakeholders in four cities, Hat Yai and Udon Thani, Thailand and Hue and Lao Cai, Vietnam, completed the LGSAT in an open multi-stakeholder process as part of urban climate resilience programs. Findings – Completing the LGSAT provided important and valuable information about institutional capacity that is important for disaster risk reduction and climate change efforts. Multi-stakeholder processes allowed for greater and more sustained dialogue among groups that may not have a chance to interact regularly and helped build trust and relationships that contribute to climate resilience and disaster risk reduction efforts. Originality/value – Further, the inclusion of multiple viewpoints allowed for more nuanced and novel consideration of issues and in multiple cities led to new projects that focused on building institutional and agent capacity. The LGSAT process relied on facilitation that was able to guide discussion, ensure safe spaces for dialogue and address stakeholder questions. Finally, while the tool was applied to questions of climate change in this process, there is still room to improve the tool to more adequately and directly address issues of climate change risk.

Purpose The study explored the impacts of climate change on water resources, and the community-based adaptation practices adopted to ensure water security in a rural community in Limpopo Province, South Africa. Design/methodology/approach The study was conducted in Limpopo Province, South Africa. The participatory approach was used to allow community members to share their challenges of water scarcity, and the measures they have developed to cope with inconsistent water supply. Findings The study results show that the community obtains water for household consumption from the reticulation system supplied by Mutale River and the community borehole. These resources are negatively impacted by drought, change in the frequency and distribution of rainfall, and increased temperature patterns. The water levels in the river and borehole have declined, resulting in unsustainable water supply. The community-based adaptation practices facilitated by the water committee include observance of restrictions and regulations on the water resources use. Others involve securing water from neighbouring resources. Originality/value This type of community-based action in response to climate change could be used as part of rural water management strategies under climate change.

Abstract Background Artificial Intelligence (AI) is transforming the process of scientific research. AI, coupled with availability of large datasets and increasing computational power, is accelerating progress in areas such as genetics, climate change and astronomy [NeurIPS 2019 Workshop Tackling Climate Change with Machine Learning, Vancouver, Canada; Hausen R, Robertson BE. Genome Med. 2019;11:70.]. The application of AI in behavioral science is still in its infancy and realizing the promise of AI requires adapting current practices. Purposes By using AI to synthesize and interpret behavior change intervention evaluation report findings at a scale beyond human capability, the HBCP seeks to improve the efficiency and effectiveness of research activities. We explore challenges facing AI adoption in behavioral science through the lens of lessons learned during the Human Behaviour-Change Project (HBCP). Methods The project used an iterative cycle of development and testing of AI algorithms. Using a corpus of published research reports of randomized controlled trials of behavioral interventions, behavioral science experts annotated occurrences of interventions and outcomes. AI algorithms were trained to recognize natural language patterns associated with interventions and outcomes from the expert human annotations. Once trained, the AI algorithms were used to predict outcomes for interventions that were checked by behavioral scientists. Results Intervention reports contain many items of information needing to be extracted and these are expressed in hugely variable and idiosyncratic language used in research reports to convey information makes developing algorithms to extract all the information with near perfect accuracy impractical. However, statistical matching algorithms combined with advanced machine learning approaches created reasonably accurate outcome predictions from incomplete data. Conclusions AI holds promise for achieving the goal of predicting outcomes of behavior change interventions, based on information that is automatically extracted from intervention evaluation reports. This information can be used to train knowledge systems using machine learning and reasoning algorithms.

Purpose – The purpose of this paper is to presents the very recent development of e-journal publishing services at the University of North Carolina (UNC) at Charlotte. In 2011, the J. Murrey Atkins Library at UNC Charlotte created a new unit in the library, the Digital Scholarship Lab (DSL), which partners with faculty and graduate students in the use of digital and networked research tools to create, disseminate and store new knowledge. E-journal publishing and hosting are among the suite of services offered by the DSL, and we currently publish three journals (https://journals.uncc.edu/). Design/methodology/approach – This report provides an overview of the context of our library’s decision to begin publishing journals, including a discussion of our university’s becoming more research-intensive, our university system mandating increased efficiencies and sharing research with the state citizens, and the library’s own goals of raising awareness of and supporting open access. Also outlined are the technical and procedural choices made, important activities undertaken to develop, define and publicize the new services, campus response to the service and next steps. Findings – This report provides detailed accounting of how a large academic library implemented an electronic publishing service to support open access scholarship. Important activities such as marketing communication, policies development and technical/procedural activities are defined and results described. The report provides observation and lessons learned for academic libraries in development and support of electronic journals. Originality/value – Library as the publisher is a new concept. This report will be of interest to many libraries who are considering offering publishing services and to libraries that currently offer publishing services.

Purpose – The purpose of this paper is to present enterprise social networking and gamification as two potential tools to help organizations engage Millennial employees in collaboration and learning. Design/methodology/approach – The research provides general descriptions of enterprise social networking and gamification approaches, shares data on adoption of these approaches from APQC’s “2015 Knowledge Management Priorities Data Report” (based on a January 2015 survey of 524 knowledge management professionals) and includes four company examples adapted from APQC’s Connecting People to Content and Transferring and Applying Critical Knowledge best practices studies. The methodology for APQC’s best practices studies involves screening 50 or more organizations with potential best practices in a given research scope area and identifying five or six with proven best practices. APQC then conducts detailed site visits with the selected organizations and publishes case studies based on those site visits. Findings – Enterprise social networking platforms are in place at 50 per cent of organizations, with another 25 per cent planning to implement them by the end of 2015. By providing near-immediate access to information and answers, enterprise social networking helps Millennials learn the ropes at their new workplaces, gives them direct access to more knowledgeable colleagues who can assist and mentor them, and helps them improve their business outcomes by reusing knowledge and lessons learned across projects. Younger workers can also harness the power of social networking to create a sense of belonging and build their reputations in large, dispersed firms, where it is particularly difficult for them to gain visibility. A recent APQC survey indicates that 54 per cent of organizations either currently employ gamification to encourage collaboration or expect to implement it within the next three years. The rush to gamify the enterprise is, at least in part, a reflection of employers’ desire to satisfy Millennials and make them feel connected to a community of co-workers. Although games appeal to a wide range of age groups, Millennials grew up with digital interaction and tend to prefer environments that emphasize teamwork, social learning and frequent feedback – all of which can be delivered through gamification. Originality/value – The value of this paper is to introduce the value of and relationship between enterprise social networking and gamification platforms to human resource (HR) professionals looking to increase engagement and retention rates for Millennial employees.
