International risks dampen Ireland's growth outlook

Significance The Commission's decision is one of several recent international developments that could have a severe impact on Ireland's economic growth. Without continued high growth, Ireland will not be able to move away from deficit budgets in the near future. Impacts Dublin may attract some companies looking for an EU base or seeking to move out of the United Kingdom after Brexit. The government's room for manoeuvre in balancing public-sector pay and public services in the 2017 budget will be severely constrained. Continued austerity will boost the populist opposition.

Underpinning £136 billion of economic activity in the United Kingdom, Britain’s National Mapping Agency is a commercialising public sector organisation having trading fund status and existing in the intersection of two different spheres—the public and the private. Recognised as a leading participant in the geographic information industry, within which it is forging partnerships with key private sector companies, the organisation has enthusiastically grasped e-business as an all-embracing phenomenon and implemented a new strategy that transformed the way it did business. Drawing on longitudinal data gathered over a period of four years, this article explores the processes of strategic and organisational transformation engendered by e-business implementation in this organisation and discusses the successful elements, as well as some of the challenges to its change efforts.

Economic growth has stalled and there is around a one-in-four chance that the economy is already in a technical recession.The outlook beyond October, when the United Kingdom is due to leave the European Union, is very murky indeed with the possibility of a severe downturn in the event of a disorderly no-deal Brexit.On the assumption that a no-deal Brexit is avoided, the economy is forecast to grow at around 1 per cent in 2019 and 2020 as uncertainty continues to hold back investment and productivity growth remains weak.On the assumption of an orderly no-deal Brexit, the economy is forecast to stagnate, before starting to grow again in 2021.Some loosening of the public purse appears inevitable and we expect public sector borrowing to rise above 2 per cent of GDP, with the possibility of substantial over-runs of the government's fiscal objectives in the event of a no-deal Brexit.


Subject The impact of Brexit on Norway. Significance Given Norway's close relationship with both the United Kingdom and the EU, the details of any Brexit arrangement could have significant ramifications for the country. Although major changes to its European Economic Area (EEA) agreement with the EU are unlikely, the Norwegian government has adopted a cautious position, for fear of alienating the EU and fuelling growing Eurosceptic sentiment. Impacts The electorate may remain indifferent to the likelihood of Norway being locked out of Europe and its costs. Another referendum on Norway's EU membership or its EEA agreement is unlikely in the near future. Oslo could play an important informal role in the upcoming Brexit negotiations by functioning as a revolving door for EU and UK delegations. Both the United Kingdom and Norway have an incentive to maintain their open trading relationship.


Significance His proposals, which include an amendment to economic indigenisation policies, came just a week after new President Emmerson Mnangagwa announced his first cabinet in the aftermath of the military coup that unseated former President Robert Mugabe. Despite his reforming rhetoric, Mnangagwa's new administration is filled with familiar ZANU-PF figures and few apparent reformers. The new president is likely consolidating his power base ahead of next year's planned polls. Impacts The economy will begin to grow as international actors, including China and the United Kingdom, begin to re-engage. The agricultural sector will be prioritised as an engine of economic growth. The privatisation of state-owned entities will boost revenue, but Mnangagwa-linked politicians are likely to act as gatekeepers. The opposition will be weakened by ZANU-PF's cosmetic reforms and 'change' message.


Significance The previous day, the foreign ministers of the United Kingdom, France, Germany and Italy -- in an unusual show of unity --rejected the Turkish intervention and also called for an immediate ceasefire. However, the statement does not refer to the United Arab Emirates (UAE) -- the foreign state with the longest and most substantive involvement in Libya. Berlin is due to host an international meeting on Libya, possibly before the end of January, but the date is likely to slip. Impacts The GNA will muddle along but without much impact on public services and the lives of ordinary Libyans. Key economic institutions such as the central bank and national oil corporation, while nominally under the GNA, will operate independently. Oil production will be the sole positive, with output of around 1.2 million barrels per day.

Purpose The purpose of this paper is to identify the influence exerted by a quality management system (QMS) under ISO 9001: 2015 on the quality of public services organizations in Mexico. Design/methodology/approach The methodological design was quantitative, explanatory, observational and transversal, for which a sample of 461 public servants from the state of Guanajuato, Mexico was obtained. To test the hypotheses, a structural equation model (SEM) was developed through the statistical software Amos v.21. For the analysis of the data, software SPSS v.21 was used. Regarding the goodness and adjustment indices of the SEM (χ2 = 720.09, df = 320, CFI = 0.933, TLI = 0.926 and RMSEA = 0.05) which, therefore, proved to be acceptable. Findings According to the results obtained through the SEM model, the QMS under ISO 9001: 2015 is positively and significantly influenced tangible aspects (β1 = 0.79, p < 0.01), reliability (β2 = 0.90, p < 0.01), related to response quality (β3 = 0.93, p < 0.01), guarantees (β4 = 0.91, p < 0.01) and empathy (β5 = 0.88, p < 0.01) of the quality related to public services in Mexico. The study’s key contribution is that it discovered that implementing a QMS in accordance with the ISO 9001: 2015 standard has an impact on the quality of public services, with the most influential quality of response. Similarly, the assurance and dependability of service quality turned out to be important in providing public service quality. Research limitations/implications In this paper, the QMS was only evaluated as a variable that intervenes in the process of obtaining quality in public service under the ISO 9001 standard in its 2015 version. In this regard, the results’ trustworthiness is limited to the extent that the findings may be generalized in the state of Guanajuato, Mexico’s public service. As a result, the scientific community is left primarily focused on service quality to promote new future research. Practical implications The ISO 9001: 2015 standard’s QMS is one of the tools for success in both the commercial and government sectors. However, there are practical limitations, which focus on the time during which managers exercise their vision in the public sector: first, the dynamics that managers play in public policy; second, the length of time they have served in public office; and third, the interest of directors of public institutions to improve the quality of service provided by the government. Other practical consequences concern organizational culture and identity, public servant commitment, senior management or secretaries of government, as well as work and training. Originality/value The findings of this paper are important and valuable because they foster knowledge generation in the public sector through the ISO 9000 quality area. A model that permits the adoption and implementation of a QMS based on the ISO 9001: 2015 standard in public organizations that seek to provide quality in their services offered to the user is also presented to the literature. Similarly, the paper is important because there is currently insufficient research focusing on the variables examined in the context of public service in Mexico.
