Migration drives Central America-Mexico tensions

Subject Implications of US immigration policy for relations between Mexico and Central American countries. Significance The rhetoric of US President Donald Trump and his government's initial moves to deal with illegal immigration have caused great concern in Central America and Mexico. Central American migration through Mexico to the United States in recent years has been viewed as a humanitarian crisis. There is a significant risk that Trump administration policy could undermine international relations within the region, potentially exacerbating problems of violence and insecurity. Impacts There is a risk of increased collusion between Mexican authorities and trafficking cartels to abuse Central American migrants. Despite improvements over the past year, the Mexican asylum system would struggle to cope with a large increase in claims. The challenges of migrating to the United States and Mexico could make Costa Rica increasingly attractive for Northern Triangle citizens.

Significance Elsewhere in the region, only Panama has so far received a first vaccine shipment, suggesting roll-outs initially will be patchy. Central American governments are sourcing their vaccines either through direct purchases from manufacturers or through programmes run by the World Health Organization (WHO). Impacts A black market is likely to emerge both for vaccines and vaccination certificates. Poorer countries will receive more vaccine support once roll-outs have advanced in wealthier countries globally, but this may take time. Vaccine roll-out in the United States will benefit Central America in terms of tourism, business travel and investment recovery.


Significance Since taking office in January 2019, Bolsonaro's government has guided its international relations by its right-wing ideology. On the global stage, it has aligned itself closely with the Trump administration and had cordial relations with the government of former Argentine President Mauricio Macri, while initially maintaining a pragmatic approach to China, Brazil’s largest trading partner. Impacts Brazil is on a trajectory that will leave it at odds with the United States, China, Europe and Argentina simultaneously. Failure to roll out COVID-19 vaccines rapidly may inhibit Brazilian participation in international conferences when these resume. The agribusiness caucus in Congress will seek to diminish the government’s animosity towards China.

Despite the enormous attention devoted to the topic of democratization, relatively little work has focused on the impact of external pressures on the process of liberalization in authoritarian systems. Borrowing the concepts of asymmetrical interdependence and interest hierarchies from the international relations literature, this article develops a model designed to predict outcomes in reform pressure situations. The model utilizes factors such as strategic threat levels, target-regime type, and military aid dependence to predict how much reform pressure the United States will exert, how far the target regime will go to accommodate this pressure, and what level of reform likely will result from the interaction. An examination of three central American cases provides general support for the model, with some modification. More generally, it suggests that an exogenously oriented model might usefully supplement the endogenously-oriented models which currently dominate this area of inquiry.

The United Mexican States are the advance sentinels of Latin America and guard their northern frontier, the plow in one hand and the rifle in the other.Mexican diplomat José Manuel Gutiérrez Zamora, 1909Mexico has long been the principal rival of the United States in Central America. Throughout the past century, the country has, to the measure of its ability, steadfastly resisted U.S. interference in the area. Because of Mexico's geographical location and its experience with U.S. intervention, the strengthening of nationalist forces in Central America has always been a subject of paramount importance for any Mexican regime. Both before and after the Revolution of 1910, Mexico frequently resorted to intervention of its own in attempts to create or maintain a counterweight to U.S. influence. The country has pursued its goals mainly by providing encouragement, diplomatic protection, money, and sometimes arms to Central American governments and factions that have portrayed themselves as opponents of U.S. hegemony.

The militarycoup d'étatwhich installed General Maximiliano Hernández Martínez as President of El Salvador during December 1931 created a crisis involving the 1923 Washington Treaties. By the terms of these accords, the Central American nadons had pledged to withhold recognition from governments seizing power through force in any of the isthmian republics. Although not a signatory of the treaty, the United States based its recognition policy on this principle. Through this means the State Department had attempted to impose some stability in Central America, by discouraging revolts. With the co-operation of the isthmian governments, United States diplomats endeavored to bring pressure to bear on the leaders of any uprising, to deny them the fruits of their victory, and thus reduce the constant series ofcoupsandcounter-coupsthat normally characterized Central American politics.

PurposeAs an industry, sport business (SB) has seen significant growth since the early 2000s. Concurrently, the number of postsecondary sport management programs has also expanded dramatically. However, there remain concerns about whether these programs are meeting the demands of both employers and graduates. To address these concerns, this study examines the credential and competency demands of the SB labor market in the United States.Design/methodology/approachResearchers conducted an analysis using a broad sample of employment postings (N = 613) for SB positions from two different years, 2008 and 2018.FindingsResults support that a complex set of SB qualifications exist, and the credentials and competencies included in SB employment postings have evolved over the past decade.Originality/valueA noteworthy finding is that meta-skills are found to be particularly important for employability, including items such as communication, emotional intelligence and analytical thinking and adaptability.

At the turn of the 21st century, protectionist policies in Latin America were largely abandoned for an agenda that promoted free trade and regional integration. Central America especially experienced an increase in international, interstate, and intraregional economic integration through trade liberalization. In 2004, such integration was on the agenda of every Central American administration, the U.S. Congress, and Mexico. The Plan Puebla-Panama (PPP) and the Central America Integrated Electricity System (SIEPAC), in particular, aimed to facilitate the success of free trade by increasing energy production and transmission on a unifi ed regional power grid (Mesoamerica, 2011). Meanwhile, for the United States, a free trade agreement (FTA) with Central America would bring it a step closer to realizing a hemispheric trade bloc while securing market access for its products. Isthmus states considered the potential for a Central America Free Trade Agreement (CAFTA) with the United States, their largest trading partner, as an opportunity to enter the global market on a united front. A decade and a half on, CAFTA, PPP, and SIEPAC are interwoven, complimentary initiatives that exemplify a shift towards increased free trade and development throughout the region. As such, to understand one, the other must be examined.

Since 1987, the Mexican Migration Project (MMP) has compiled extensive data on the characteristics and behavior of documented and undocumented migrants to the United States, and made them publicly available to users to test theories of international migration and evaluate U.S. immigration and border policies. Findings based on these data have been plentiful, but have also routinely been ignored by political leaders, who instead continue to pursue policies with widely documented, counterproductive effects. In this article, we review prior studies based on MMP data to document these effects. We also use official statistics to document circumstances on the border today, and draw on articles in this volume to underscore the huge gap between U.S. policies and the realities of immigration. Despite that net positive undocumented Mexican migration to the United States ended more than a decade ago, the Trump administration continues to demand the construction of a border wall and persists in treating Central American arrivals as criminals rather than asylum seekers, thus transforming what is essentially a humanitarian problem into an immigration crisis.


Significance The deal was one of a number of key agreements that Prime Minister Narendra Modi signed during his visit to Tehran on May 23. The visit aimed to advance relations following the lifting of sanctions on Iran in January, and a decade of missed opportunities and rising suspicion in relations between Tehran and Delhi. Impacts Expanding energy and trade ties will support Iran's efforts to diversify its economy and trade relationships. Building economic ties with India will help the normalisation of Tehran's international relations. India will limit security and defence cooperation with Iran in order to avoid alienating Israel, Gulf states and the United States.
