Peru referendums may aid Vizcarra against Congress

Subject Referendum plans. Significance President Martin Vizcarra’s bid to put judicial and political reforms to referendums is an attempt to escape his government’s dependence on the opposition-controlled legislature by launching a direct appeal to the people. The reforms are being framed as the only way in which to tackle deeply rooted corruption in public life. However, the proposals first need to be approved by Congress, which has so far been resistant to reform. Impacts Not all the suggested reforms, if ratified, are likely to achieve their intended results. The problem of party funding is likely to remain unresolved. It will take more than just changing the National Magistrates Council (CNM) to rid the judicial branch of corruption. Preventing the re-election of legislators would not necessarily improve the standing of Congress.

Subject Executive-congressional relations. Significance A strong vote of confidence in the new cabinet opens the way to a more collaborative phase in relations between the executive and legislature. Under President Martin Vizcarra’s predecessor, Pedro Pablo Kuczynski, a state of semi-permanent constitutional gridlock stymied policymaking. However, without a party to back him, Vizcarra finds himself dependent on the Fujimorista Fuerza Popular (FP) with its large majority in Congress. Impacts Overall, policy is unlikely to change radically. Business elites will support the government’s economic plans. Rooting out corruption from public life will be a challenge. Political reforms are unlikely to revive faith in democratic institutions.

The Right to Information Act 2005 was passed by the UPA (United Progressive Alliance) Government with a sense of pride. It flaunted the Act as a milestone in India’s democratic journey. It is five years since the RTI was passed; the performance on the implementation frontis far from perfect. Consequently, the impact on the attitude, mindset and behaviour patterns of the public authorities and the people is not as it was expected to be. Most of the people are still not aware of their newly acquired power. Among those who are aware, a major chunk either does not know how to wield it or lacks the guts and gumption to invoke the RTI. A little more stimulation by the Government, NGOs and other enlightened and empowered citizens can augment the benefits of this Act manifold. RTI will help not only in mitigating corruption in public life but also in alleviating poverty- the two monstrous maladies of India.

Purpose – The purpose of this paper is to increase awareness of how organizations can better recruit and hire Workplace Educators to increase organizational effectiveness through heighten learning and development programs. As a Doctor of Education in the field of organizational leadership, I have witness the task of workplace learning and development relegated to inarticulate and inauthentic trainers who lack the skills-set to provide effective organizational strategy needed in the workplace. The paper gives insight on identifying the less qualified and hiring the better qualified. Design/methodology/approach – The approach to this paper was one of gathering information from the professional experience of the author, literature written on organizational behavior and workplace learning and development. This paper was designed to review the history and examine the current state of learning and development in the workplace. Findings – The findings from the literature review gives creditability to the author’s view that it is time for organizations to create more effective learning environments that starts with recruiting and hiring the most effective Workplace Educators, organizations should separate learning and development from human resources and Workplace Educators should be given a sit at the executive table. Originality/value – This paper provides information for organizations and human resource departments to enhance their knowledge of how they are choosing the people to educate their workplace in the study organizational behavior and learning and development. The focus of the paper is to review the history and build more appreciation and respect for the study of organizational behavior and workplace learning and development.

PurposeThe purpose for writing this article is derived from the misery and chaos prevalent in the world due to the coronavirus pandemic – since late 2019 and still continuing as of December 2020.Design/methodology/approachA blockchain-based solution to verify the country visit trail and disease and treatment history of the passengers who arrive at the immigration counters located at various national borders and entry points is proposed. A fuzzy inference based suspect identifier system is also presented in this article that could be utilized to make further decisions based on the degree of suspicion observed on a particular passenger.FindingsThis paper attempted to put forth a blockchain-based system which consumes the healthcare and visit trail summary of a passenger (appearing for an interview before an immigration officer) and forwards it to a fuzzy inference system to reach to a conclusion that the passenger should be advised to self-quarantine, detained, or should be allowed to enter. Such a system would help to make correct decisions at the immigration counters to check pandemic diseases, like COVID-19, right at the entry points.Research limitations/implicationsThe implications of this work are manifold. First, the proposed framework works independent of the type of pandemic and is a readymade tool to check the spread of disease through infected human carriers. Second, the proposed framework will keep the mortality rates under check, which would give ample time for the authorities to save the lives of the people with co-morbidities and age vulnerabilities (Vichitvanichphong et al., 2018). Third, it is a general phenomenon to restrict the flights from the country where the first few cases of infection are discovered; however, the infected person, at the same time, might travel through alternative routes. The blockchain-enabled proposed framework ensures the detection of such cases at no other cost. Finally, the solution may appear costly in the first place, but it has the potential to hold back the revenue of the countries that would otherwise be spent on reactive measures.Originality/valueAs of now no other study or research article provides the solution to the biggest problem persists in the world in this way. The contribution is original and worth applying.

PurposeDue to the randomness and unpredictability of many disasters, it is essential to be prepared to face difficult conditions after a disaster to reduce human casualties and meet the needs of the people. After the disaster, one of the most essential measures is to deliver relief supplies to those affected by the disaster. Therefore, this paper aims to assign demand points to the warehouses as well as routing their related relief vehicles after a disaster considering convergence in the border warehouses.Design/methodology/approachThis research proposes a multi-objective, multi-commodity and multi-period queueing-inventory-routing problem in which a queuing system has been applied to reduce the congestion in the borders of the affected zones. To show the validity of the proposed model, a small-size problem has been solved using exact methods. Moreover, to deal with the complexity of the problem, a metaheuristic algorithm has been utilized to solve the large dimensions of the problem. Finally, various sensitivity analyses have been performed to determine the effects of different parameters on the optimal response.FindingsAccording to the results, the proposed model can optimize the objective functions simultaneously, in which decision-makers can determine their priority according to the condition by using the sensitivity analysis results.Originality/valueThe focus of the research is on delivering relief items to the affected people on time and at the lowest cost, in addition to preventing long queues at the entrances to the affected areas.

Purpose This study aims to investigate the selection and use of introductory financial accounting (IFA) textbooks in the context of achieving the objectives of accounting education to provide both discipline-specific skills and liberal education. Design/methodology/approach This paper adopts a qualitative research design to collect data through semi-structured interviews with 33 accounting educators across Indonesia. This study uses the institutional theory approach to explain how accounting textbooks are selected and used to meet the objectives of accounting education at universities. Findings The study provides evidence of the adoption of a systematic procedure for the selection of recommended IFA textbooks. The selection was driven by the technical-regulatory objective of providing technical training. This objective also guides the use of the recommended textbooks. In a sense, accounting educators were more concerned about responding to institutional pressures of preparing accountants for work in the accounting industry rather than providing students with a liberal education that promotes critical thinking and problem-solving skills. Research limitations/implications This study focuses on the selection and use of IFA textbooks. Further research should examine the contents of various accounting textbooks and obtain feedback from the people involved in the publication of the textbooks. Originality/value The findings of this study have important implications for accounting educators. They can use these findings to improve their selection and use of accounting textbooks.

PurposeWhile operational factors reduce construction workers' productivity in Zimbabwe, the impact of the people-centred management aspects has not been empirically interrogated as a remedy. This article reports on a study that sought to determine significant people-centred management aspects that lead to improved labour productivity and assesses the existence of statistically significant differences due to the demographic variables of respondents. Demographic-specific strategies that enhance construction “workers” productivity were revealed.Design/methodology/approachThe survey research design using a self-administered questionnaire was deployed to collect the primary data. The design followed a positivist paradigm to evaluate objectively how people-centred management affects construction workers' productivity. The statistical data were descriptively and inferentially analysed.FindingsPeople-centred management was determined to be significant in improving construction workers' productivity, with the most significant aspect being the building of employee confidence in related approaches. Designations and educational levels mostly indicated a statistically significant difference in several aspects that included the adoption of a functional reward culture for workers and training on people-centred principles. Training on-site management and construction workers in people-centred management and its application are crucial to improving construction workers' productivity.Research limitations/implicationsConstruction companies should drastically improve their concern for people while they sustain a high concern for production within their construction sites. Although several factors affect construction workers' productivity, this study determined that management-related factors and people-centred management were significant towards influencing low productivity in Zimbabwe.Originality/valueThe study determined people-centred management and demographic-specific interventions as being able to improve construction workers' productivity in Zimbabwe.

Purpose This paper aims to address a dilemma raised in the accounting literature on how managers of creative practices can produce and use accounting measurements that support employees’ self-determination to create whilst also building trust in them to work for the interests of the organisation. Design/methodology/approach Using pragmatic constructivism as a paradigmatic setting, the paper develops a learning method of trust building as a way for organisations to produce and use accounting measurements. Empirical analysis of the European Capital of Culture Aarhus 2017 demonstrates the method in action. Findings The study displays a learning method of trust building as an effective way for organisations to account for their creative practices without intruding on the creative process of the people involved. The method involves proactive judgement and pragmatic observation of the trustworthiness of the actors’ language games, construction of quality in the conceptual structures of management narratives and measurement models, and learning that narrows the gap between the actors’ proactive judgement and the pragmatic observation of trustworthiness. Through such processes, including principles of truth, dialogical interactions, ongoing reflections and co-authorship, trust can be built in self-determining, creative actors to drive intentional results. Research limitations/implications The learning method of trust building extends the literature on trust building and on knowledge processes of performance measurement of actors in creative practices. Originality/value This is the first attempt in the accounting literature to develop a learning method of trust building.

Purpose Crowd funding is a method to raise funds for a specific cause or project by asking a large number of people to donate money, usually in small amounts, and usually during a relatively short period, such as a few months. This paper aims to explore the global as well as Indian crowd funding platforms and literature as well to find out the success stories of crowd funding. Design/methodology/approach General literature was reviewed. Various crowd funding platforms were scanned, especially Indian, to find the successful crowd funding stories. Findings It was found that plenty of crowd funding initiatives have been taken in India, especially to build libraries, to decorate libraries, for collection development, to provide services, etc. Nongovernmental organizations/trusts are the ones who are undertaking these initiatives. There is a need to create awareness of such activities by experienced library professionals/nonprofessionals who have done crowd funding and for them to share their experiences and practices of crowd funding among other professionals, so that others can also explore such methods. Originality/value This paper promptly presents the Indian crowd funding initiatives and the success stories.
