Gender equality remains a distant prospect in Chile

Subject Women's rights. Significance In a landmark decision, Chile’s Congress passed a law on March 4 to ensure gender parity in the body that will draft a new constitution, provided this is approved by a referendum now expected to be held on October 25. Impacts Gender parity would give legitimacy to a constitutional convention at a time of all-time low confidence levels in political institutions. Parity would encourage the emergence of new women leaders among lesser-known academics, politicians and community leaders. The gender parity issue will cause further tensions in the ruling centre-right coalition, which split over the measure.

Purpose Leadership theories have moved from viewing leadership as an innate trait, towards models that recognise leadership as a social construction. Alongside this theorisation, gender and leadership remain of considerable interest, particularly given the under-representation of women in leadership positions. Methodological approaches to understanding leadership have begun to embrace innovative methods, such as historical analyses. This paper aims to understand how high profile women leaders construct a gendered leadership identity, with particular reference to authentic leadership. Design/methodology/approach Thematic analysis of autobiographies, a form of identity work, of four women leaders from business and politics: Sheryl Sandberg, Karren Brady, Hillary Clinton and Julia Gillard. Findings Analyses reveal that these women construct gender and leadership along familiar normative lines; for example, the emphasis on personal and familial values. However, their stories differ in that the normative extends to include close examination of the body and a sense of responsibility to other women. Overall, media representations of these “authentic” leaders conform to social constructions of gender. Thus, in the case of authentic leadership, a theory presented as gender neutral, the authenticity of leadership has to some extent been crafted by the media rather than the leader. Originality/value The study reveals that despite attempts to “craft” and control the image of the authentic self for consumption by followers, gendered media representations of individuals and leadership remain. Thus, alternative approaches to crafting an authentic leadership self which extend beyond (mainstream) media is suggested.


Significance However, according to the UN Economic Commission for Latin America and the Caribbean (ECLAC), the coronavirus pandemic may undo more than a decade’s progress on labour participation, with a disproportionate effect on poorer women. Impacts Even pre-pandemic, one in four women compared with one in ten men lacked an income of their own; this will worsen. The number of women below the poverty line increased by almost one-fifth in 2020, which will affect families and children in particular. Some LAC countries are approaching gender parity in political institutions such as parliaments.

The main argument advanced in this article that frames this special issue is that citizenship is not just a highly polysemic word employed by the media and other political institutions; it is also a set of norms and (linguistic) behaviours that individuals are socialised into, as well as a series of practices that social actors perform through an array of semiotic means including multilingualism, multivoicedness, the body, and affect. In light of this, it is proposed that the linguistic/discursive study of citizenship should be expanded beyond a rather narrow emphasis on political proposals about language testing to include the diverse, more or less mundane, ways in which citizenship is enacted via an array of multivocal, material, and affective semiotic resources.

Purpose This review is based on “Gender, authentic leadership and identity: analysis of women leaders’ autobiographies” by Kapasi et al. (2016). Given the under-representation of women in leadership positions, attempts to uncover reasons why remain of interest. Design/methodology/approach This briefing is prepared by an independent writer who adds their own impartial comments and places the articles in context. This paper uses the autobiographies of four high-profile women leaders to understand how they construct a gendered leadership identity, with particular reference to authentic leadership. Purpose The purpose of this paper is to explore the enactment of a pragmatic inclusionary strategy and related tactics as a form of feminist activism in one university. Design/methodology/approach The paper uses analytic autoethnography. Findings It shows how it is possible for a feminist activist to create limited change in what is typically seen as an intractable indicator of gender equality, i.e. gender parity at full professorial level. Research limitations/implications Analytic autoethnography as a method has considerable methodological limitations although it also offers insights into insider strategies and tactics. Practical implications The identification of such a strategy and tactics may be useful to activists, decision-makers and policy makers with an interest in tackling any source of inequality. Originality/value Five tactics, reflecting a pragmatic inclusionary strategy are identified, i.e. provocative misbehaviour; individualised managing management; perverse alignments; resisting silencing and gaining legitimacy; activating latent social movement ties to change national policy.


Subject Women in politics. Significance With eight women nominated to the 17-minister cabinet of President-elect Andres Manuel Lopez Obrador (AMLO), the incoming National Regeneration Movement (Morena) administration will be Mexico’s most gender balanced ever. Similarly, both chambers of the federal Congress formally established on August 29 have achieved near-gender parity. States and municipalities across the country saw the share of female politicians increase significantly in the July 1 elections. Impacts Gender equality will not be achievable until all states issue laws that define and penalise political violence against women. Efforts to end all forms of political gender violence -- physical, psychological, sexual and economic -- will be required. Indigenous women, facing racial and gender discrimination, will struggle to increase their participation in politics.

Purpose This paper presents the results of a qualitative study that involved students of an interdisciplinary PhD program. The study objective was to gather requirements to create a knowledge graph information system. The purpose of this study was to determine information-seeking practices and information needs of this community, to inform the functionalities of a proposed system, intended to help students with relevant resource discovery and decision-making. Design/methodology/approach The study design included semi-structured interviews with eight members of the community, followed by a website usability study with the same student participants. Findings Two main information-seeking styles are recognized and reported through user personas of international and domestic (USA) students. The findings show that the useful information resides within the community and not so much on the program website. Students rely on peer communication, although they report lack of opportunities to connect. Students’ information needs and information seeking are dependent on their progress through the program, as well as their motivation and the projected timeline. Practical implications Considering the current information needs and practices, a knowledge graph hosting both information on social networks and the knowledge produced by the activities of the community members would be useful. By recording data on their activities (for example, collaboration with professors and coursework), students would reveal further useful system functionalities and facilitate transfer of tacit knowledge. Originality/value Aside from the practical value of this research that is directly influencing the design of a system, it contributes to the body of knowledge on interdisciplinary PhD programs.

Purpose – The purpose of this article is to explore and conceptualize the Semantic Web as a term that has been widely mentioned in the literature of library and information science. More specifically, its aim is to shed light on the evolution of the Web and to highlight a previously proposed means of attempting to improve automated manipulation of Web-based data in the context of a rapidly expanding base of both users and digital content. Design/methodology/approach – The conceptual analysis presented in this paper adopts a three-dimensional model for the discussion of Semantic Web. The first dimension focuses on Semantic Web’s basic nature, purpose and history, as well as the current state and limitations of modern search systems and related software agents. The second dimension focuses on critical knowledge structures such as taxonomies, thesauri and ontologies which are understood as fundamental elements in the creation of a Semantic Web architecture. In the third dimension, an alternative conceptual model is proposed, one, which unlike more commonly prevalent Semantic Web models, offers a greater emphasis on describing the proposed structure from an interpretive viewpoint, rather than a technical one. This paper adopts an interpretive, historical and conceptual approach to the notion of the Semantic Web by reviewing the literature and by analyzing the developments associated with the Web over the past three decades. It proposes a simplified conceptual model for easy understanding. Findings – The paper provides a conceptual model of the Semantic Web that encompasses four key strata, namely, the body of human users, the body of software applications facilitating creation and consumption of documents, the body of documents themselves and a proposed layer that would improve automated manipulation of Web-based data by the software applications. Research limitations/implications – This paper will facilitate a better conceptual understanding of the Semantic Web, and thereby contribute, in a small way, to the larger body of discourse surrounding it. The conceptual model will provide a reference point for education and research purposes. Originality/value – This paper provides an original analysis of both conceptual and technical aspects of Semantic Web. The proposed conceptual model provides a new perspective on this subject.

Purpose The purpose of this paper is to offer a feminography, that is a “narration of a female self in a feminist age” (Abrams, 2017) by presenting a conceptual analysis, derived from experience, of email providing a form of discourse – that the author calls finger-speak – through which unexamined gender positioning caricatures a person’s identity. In so doing, the paper provides an illustrative case of a female manager being positioned through email to “know her place, perform it and feel it” (Hey, 2011). Design/methodology/approach An analysis of email foregrounds “finger-speak” as a form of digital conversation and through which people in universities may be positioned publicly but without their consent in relation to unexamined norms and assumptions. For women, it is argued, these norms are ageist and sexist. In this paper, fragments of finger-speak are collated to provide a reading of how mixing gendered norms with apparent differences of opinion constructs, via unexamined sexism, a public identity and then undermines it. Findings Through the case presented, the author argues that, because of a shared but unarticulated shadow over women as leaders, email lays the ground for subsequent scapegoating in such a manner that the woman takes responsibility for structural challenges that rightly belong to the organisation. Originality/value The contribution that email makes to constructing female identity in public is new, complementing other work that publicly characterises women leaders, through film (Ezzedeen, 2015), and through published writing such as autobiography (Kapasi et al., 2016). Emotional work undertaken by women in university leadership is so far under-represented in public, and email is a site through which this work becomes visible.

Purpose The purpose of this paper is to assess the differences in importance assigned by manufacturing or service organizations to topics related to operations management and its attendant body of knowledge. Design/methodology/approach The authors did this by cataloguing and analyzing vacancy announcements related to operations management, presented by manufacturing and services companies in major Brazilian human resources websites. Findings The results show that manufacturing companies primarily hire personnel with skills in routine process management, quality management, lean manufacturing, ergonomics and work organization. Service companies generally seek professionals with knowledge and experience in logistics, supply chain management and project management. Research limitations/implications This study presents some limitations that reduce the power of its conclusions. There is some degree of subjectivity in the interpretation of the contents of the analyzed ads. In order to reduce this problem, the authors who did the tabulation of data marked the situations for which there were some doubts about the classification, discussing them with the other author, until they reached a consensus on the best way to classify each one. Originality/value The discussion about the importance assigned by manufacturing and service companies to the topics of operations management is crucial for not only the results obtained, but also to stimulate the debate on topics that comprise or should comprise the body of knowledge of operations management, and the way they are incorporated into business practice. This provides an additional opportunity to reflect on the potential of operations management in supporting business managers now and in the future.
