New Indian online rules risk state overreach and abuse

Significance The new rules follow a stand-off between Twitter and the central government last month over some posts and accounts. The government has used this stand-off as an opportunity not only to tighten rules governing social media, including Twitter, WhatsApp, Facebook and LinkedIn, but also those for other digital service providers including news publishers and entertainment streaming companies. Impacts Government moves against dominant social media platforms will boost the appeal of smaller platforms with light or no content moderation. Hate speech and harmful disinformation are especially hard to control and curb on smaller platforms. The new rules will have a chilling effect on online public discourse, increasing self-censorship (at the very least). Government action against online news media would undercut fundamental democratic freedoms and the right to dissent. Since US-based companies dominate key segments of the Indian digital market, India’s restrictive rules could mar India-US ties.

Purpose This paper aims to analyze the ways socio-economic issues are represented in mainstream news media and how it is consumed, understood and interpreted by Israeli young adults (YAs). It examines how mainstream media uses neo-liberal discourse, and the ways YAs internalize this ethic, while simultaneously finding ways to overcome its limitations. Design/methodology/approach This was a mixed methods study. First, it undertook content analysis of the most popular Israeli mainstream news media among YAs: the online news site Ynet and the TV Channel 2 news. Second, the authors undertook semi-structured in-depth interviews with 29 Israeli YAs. The analysis is based on an online survey of 600 young Israelis, aged 18–35 years. Findings Most YAs did not perceive mainstream media as enabling a reliable understanding of the issues important to them. The content analysis revealed that self-representation of YAs is rare, and that their issues were explained, and even resolved, by older adults. Furthermore, most of YAs' problems in mainstream news media were presented using a neo-liberal perspective. Finally, from the interviews, the authors learned that YAs did not find information that could help them deal with their most pressing economic and social issue, in the content offered by mainstream media. For most of them, social media overcomes these shortcomings. Originality/value Contrary to research that has explored YAs’ consumerism of new media outlets, this article explores how YAs in Israel are constructed in the media, as well as the way in which YAs understand mainstream and new social media coverage of the issues most important to them. Using media content analysis and interviews, the authors found that Young Adults tend to be ambivalent toward media coverage. They understand the lack of media information: most of them know that they do not learn enough from the media. This acknowledgment accompanies their tendency to internalize the neo-liberal logic and conservative Israeli national culture, in which class and economic redistribution are largely overlooked. Mainstream news media uses neo-liberal discourse, and young adults internalize this logic, while simultaneously finding ways to overcome the limitations this discourse offers. They do so by turning to social media, mainly Facebook. Consequently, their behavior maintains the logic of the market, while also developing new social relations, enabled by social media.

Abstract Government of Indonesia’s decision after concerning the increasing of CoVID-19 confirmed case evidences is conducted by stating that there must be required an initial step to reduce its spread, that is by nation-wide social distancing (PSBB). Accordingly, this PSBB issue was then responded by citizen in many ways, including through social media Twitter. The aim of the research is to extract the issues and key actors within the social network of Twitter in Indonesia. The research mined around 5,000 tweets on May 6th, 2020, which included the keyword ’psbb’ and hashtag ‘#psbb’. The implementation of PSBB in nation scale actually impacted some sectors in society. By using text mining and Social Network Analysis (SNA), it is found some important key points. First, the issue of PSBB in social media Twitter in Indonesia are mostly about annecdotal terms of PSBB became ‘social distancing ends up to relationship break’ which is initially popularized by entertainer named FiersaBesari rather than the origin ‘nation-wide social distancing’. Second, looking deeper into the core network, it is found that the most influential Twitter user is named yunartowijaya, an executive director of political consultant institution Charta Politika. Third, online news media which actively involved within PSBB issue are detikcom and CNNIndonesia. And fourth, despite each actor’s political interest, especially those of Demokrat Party, almost all key users in this networks are critizing the Government of Indonesia’s ideas and policies of PSBB during CoVID-19 pandemic.

Abstract Background While existing studies have investigated the role of social media on health-related communication, little is known about the potential differences between different users groups on different social media platforms in responses to a health event. This study sets out to explore the online discourse of governmental authorities and the public in Singapore during the recent Zika pandemic in 2016. Methods Social media data were extracted from Facebook and Twitter using retroactive keyword sourcing of the word “Zika” to search for posts and a location filter of “Singapore”. Government posts, public posts, and replies to these original posts were included in the temporal and textual analysis. Results Overall, Facebook contained more government and individual content whereas Twitter had more content from news media accounts. Though the relative volume of Zika content from different data sources paralleled the peaks and troughs of Zika activities across time, discourses from different data sources differed in their temporal patterns, such that the public discourse died down faster than the government discourse after the outbreak was declared. In addition, the content of discourses differed among data sources. While government discourse included factual information of the disease, public discourse contained more elements of care such as worry about the risks to pregnant women, and elements of community such as well-wishes to each other. Conclusions Our study demonstrates the temporal and content differences between user groups and social media platforms in social media conversations during the Zika pandemic. It suggests that future research should examine the collective discourse of a health event by investigating social media discourses within varied sources rather than focusing on a singular social media platform and by one particular type of user.

Subject Legislation to combat hate speech and false information in Ethiopia. Significance The government in late November tabled a draft law that seeks to prevent, proscribe and punish hate speech and the intentional dissemination of false information, with penalties ranging from a fine up to five years' imprisonment. However, although there is consensus on the inadequacy of the current criminal law to respond to this rising threat, significant concerns remain over the draft law’s content and application. Impacts Given the ruling coalition’s absolute control of parliament, the law is expected to pass without much resistance. Social media providers will face financial and technical challenges in developing capacities to combat hate speech and false information. The government may use its own Information Network Security Agency to fill gaps left by providers, which would be highly controversial.

The former Article 13 (now Article 17) of the European directive on copyright and the internet (Directive EC2019/790) has been under negotiations since 2016 and was finally approved in 2019. In Portugal, however, the issue was mostly absent from public scrutiny and debate until November 2018. In that month, the issue arose to a prominent level, both in news media and in social media, following a wave of alerts issued by various young youtubers, incentivized by YouTube management. In this paper, we engage in the discussion concerning disintermediation, studying the way in which such alerts spread both in news media and social media, and understanding the role played by the users of social media platforms in modelling the social relevance and the social discourse of the issue of copyright and the internet. To do so, we used digital methods, collecting and analysing data from Twitter, YouTube and from online news media, mapping Article 13 discussions and identifying key actors in each field, as well as the connections between them. The results show that the ease of access provided by platforms such as Twitter or YouTube converts some users to prominent influencers and that, in some cases, those influencers are able to shift and model the public discourse about relevant collective issues.

PurposeIn the context of social media (SM) use, self-disclosure (SD) behaviour meets users' social and emotional needs, but it is also accompanied by risks that can harm users. This paper aims to identify the factors that influence users' SD behaviour on SM in Indonesia, using a comparative analysis based on age groups.Design/methodology/approachA survey was conducted on 2,210 respondents who were active SM users in Indonesia. Data were processed and analysed using covariance-based structural equation modelling with AMOS 24.0 software.FindingsResults indicate that, in the overall age group data, factors such as use of information (UI), trust, privacy control (PC), interactivity, perceived benefits (PB) and perceived risks (PR) influence users' SD behaviour. This research also found differences in the characteristics of SD behaviour between age groups.Originality/valueFindings from this study can help SM service providers to evaluate the credibility and reliability of their platforms to encourage user retention.

PurposeThe purpose of the study was to explore the intention of micro and small enterprises’ (MSEs) owners to adopt digital technologies as a strategy to catalyze sustainable growth of Uganda's economy.Design/methodology/approachThis study adopted a qualitative, multi-case design. The unit of inquiry consisted of business owners operating in St. Balikuddembe Market, Kampala, Uganda. They were interrogated to explore their intention to adopt digital technologies during the total lockdown as a strategy to sustainably operate their businesses.FindingsA total of four major themes emerged from the data analysis process and these are the impact of coronavirus disease 2019 (COVID-19) on business operations, awareness of digital technologies, usage of digital technologies and intention to use more digital technologies.Practical implicationsThe findings of the study shed light on what policymakers, digital service providers and business owners can do to improve uptake of digital technologies among MSEs in Uganda.Originality/valueThis study contributes to the extant literature on digital technologies in MSEs using evidence from Uganda's informal sector. The results of the study may catalyze uptake of digital technologies as policymakers and digital service providers will devise appropriate strategies that will enable business owners to integrate these technologies into their business operations.

Purpose This paper aims to explore the level of hibah knowledge among Muslims in Kedah and investigate its determinants, consisting of education level, education stream, religiosity, social influence and social media. Design/methodology/approach This study is quantitative in nature. Questionnaires were distributed to collect data from Muslims in Alor Setar, Kedah. In total, 195 questionnaires were collected and data were analyzed using descriptive analysis, correlation analysis and multiple regression analysis. Findings The study finds that Muslims in Alor Setar, Kedah have good knowledge of hibah. Further, education stream, religiosity, social influence and social media were identified as significant factors that influence their knowledge of hibah. Research limitations/implications The first limitation is its narrow focus in surveying Muslims only in Alor Setar, Kedah. The second limitation is the limited number of determinants used in investigating hibah knowledge among Muslims and the techniques used in analyzing the data. Despite these limitations, the study’s findings provide invaluable insights into the factors influencing hibah knowledge among Muslims in Alor Setar, Kedah. Practical implications This study provides insights regarding the significant personal factors and environmental factors to increase Muslims’ knowledge of hibah. The link between the Islamic education stream and hibah knowledge provides a clear indication that Islamic education can curb the economic problems caused by the substantial amounts of frozen and unclaimed assets in Malaysia. A significant relationship between the environmental factors (social influence and social media) and hibah knowledge also implies that the government and private agencies related to Islamic estate planning and management may use these significant determinants as part of the marketing strategy to increase the usage of hibah as an alternative tool for estate planning. Originality/value This study contributes to a better understanding of Muslims’ knowledge about hibah. The government and related agencies in Islamic estate planning and management can now gain better insights into Muslims’ level of knowledge about hibah and the factors influencing their knowledge of hibah as an effective tool for Islamic estate planning and management. Hence, more effective strategies can be recommended to enhance the knowledge of Muslims on hibah. The findings of this study should be of value to the government in its effort to address the increasing number of frozen estates in Malaysia.

Purpose Journalism students, a special user group with the dual perspective of both social media general users and online journalists, and their trust in rumours is a valued but understudied topic in relation to preparing rational information users and professionals for rumour control. To reveal these trust mechanisms, this paper aims to identify salient psychological and behavioural factors related to journalism students’ different levels of trust. Design/methodology/approach Using structural equation modelling to analyse the survey data of 234 journalism students, this paper tested a theoretical model that considers self-efficacy and the expressive and consumptive use of social media rumours as the antecedents and consequences of trust belief and trust action, respectively. Findings Self-efficacy has a positive effect on trust belief but a negative effect on trust action. Trust belief positively affects expressive use of rumours, whereas trust action negatively affects consumptive use. Practical implications This study contributes to the cultivation of future online news gatekeepers. Originality/value This paper distinguishes journalism students’ trust mechanisms from those of general users and online journalists. The integration of dual process theories provides insights into trust-building processes related to rumours and advances the understanding of the anchoring and adjustment effects of self-efficacy on trust.
