Pandemic to hinder PAC re-election hopes in Costa Rica

Significance The economy will be a key electoral topic, as the country struggles to recover from a pandemic-induced slowdown with an already weak fiscal position. With opposition parties focused on building their profiles, the minority government will struggle to advance significant legislation in the final months of its term. Impacts A rise in COVID-19 cases closer to the elections could raise questions regarding whether the polls should go ahead. The introduction of other IMF-backed proposals could be delayed by doubts about their electoral impact ahead of legislative polls. Delayed IMF funding could lead to increases in government borrowing.

Purpose The purpose of this paper is to examine the role of school leaders to provide social justice in three contexts: Costa Rica, Mexico, and Spain. Design/methodology/approach A qualitative study was conducted under the interpretative tradition characterized by a search for an understanding of the social world from the point of view of a school director from each of the three countries. Interviews were conducted to determine their views on social justice, the actions they took, and the obstacles they confronted. Findings The directors conceived of education as a right and believed in equal educational opportunity, and fair distribution of resources. They used a variety of methods to promote social justice, increase social cohesion, and provide emotional education. Obstacles came from educational authorities who tried to control rather than support their efforts. They were committed to working in schools with marginalized populations, but their efforts had taken a toll on their personal and professional lives. Research limitations/implications The research looked at just three principals whose experiences were unique to their context. However, the study has the advantage of looking at schools not typically included in educational research. Practical implications The work of these school directors underscores the need for preparation in skills, knowledge, and values to work for social justice. Originality/value The value of this research is to illuminate the narratives of school leaders. Working across borders can provide insights about the possibilities of change and strength to persevere.


Significance The opposition has rejected the results and is preparing legal challenges to Museveni’s victory. Impacts NRM internal cohesion will fray as Museveni becomes a more polarising figure in national politics. The NRM will increasingly try to co-opt opponents to neutralise the growing momentum and collaboration among opposition parties. The government will likely launch developmental efforts to tackle youth unemployment and thus avert unrest.

ABSTRACT Jane and Sneeze are newly isolated phages of Mycobacterium smegmatis mc2155 from Hillsborough, NJ, and Palo Verde, Costa Rica, respectively. Both are cluster G, subcluster G1 mycobacteriophages. Notable nucleotide differences exist between genomes in the right half, including the presence of mycobacteriophage mobile element 1 (MPME1) in Jane.

This chapter describes the role of the Swedish parliament, and parliamentary committees in particular, in the policy-making process. The role depends on the parliamentary situation: whether there is a majority government or minority government in power. In essence, the chapter shows that Parliament mainly approves governmental bills and seldom initiates legislation. It is an arena for both political conflict and consensus. Political negotiations between governmental parties and opposition parties occur in which the opposition has influence on parliamentary decisions in the policy process. Due to increased conflict between the two blocs in Swedish politics, the importance of the committees as grounds for negotiating compromises has, however, decreased.


Significance Each of these states except Punjab has a government led by Prime Minister Narendra Modi’s Bharatiya Janata Party (BJP). Punjab is one of just three states with a chief minister that belongs to India’s main opposition Congress party. Impacts A poor showing by Congress would further reduce its leverage with other opposition parties in talks over forming a broad anti-Modi alliance. Victory in UP would enhance Chief Minister Yogi Adityanath’s national profile. Election campaigning will likely lead to a spike in COVID-19 cases.


Significance Campaigning will be muted, as the impacts of the COVID-19 pandemic will constrain public events. Government handling of the crisis will be a consideration for voters, alongside more traditional issues such as insecurity, perceived corruption and poor economic opportunities. Dramatic improvements in such areas will remain elusive, whoever secures election. Impacts State weakness will hinder governments’ abilities to face health challenges and roll out vaccine programmes. Perceived impunity for politicians suspected of wrongdoing will drive unrest, especially if peaceful political expression is constrained. Costa Rica has no elections this year, but post-pandemic economic damage could hit government support ahead of 2022 polls. Economic hardship will drive more US-bound migration; an issue that will be formative for new governments’ relations with Washington.

Government stability in the German Bundestag is traditionally tied to a parliamentary majority and an opposition minority . Nonetheless, minority governments in other Western democracies show that, despite the lack of a parliamentary majority, they govern stable and effectively together with the opposition . In this article, on the Swedish case, we examine how opposition parties in parliament are involved in the legislative process in a minority government and what patterns they follow in order to maintain governmental stability without neglecting their alternative function . The paper combines theoretical and concep­tual considerations on the adequate understanding of the opposition in the Federal Repub­lic of Germany with empirical findings on cooperation and conflicts between opposition party groups and minority governments . The results show that opposition parties strategi­cally switch between confrontational (Westminster-style) and consensual patterns of behav­ior (republican) . Through this flexible majority finding, opposition parties in parliament can alternately present themselves as policymakers or as an alternative counterpart to the government . This opposition behavior is functionally adequate under the conditions of a pluralized and fragmented party system and the resulting difficulties in forming a stable government majority .

Purpose This paper aims to investigate, which sustainable development goals (SDGs) are most mentioned in the sustainability programs of two hospitality companies, Rancho Mastatal and Reserva Conchal, in Costa Rica. In so doing, it is possible to evaluate the level of integration of sustainability principles with hospitality practice. Design/methodology/approach This paper features a case study based mainly on secondary information sourced from the corporate websites of the two companies, augmented by published studies about specific aspects of the SDGs, hospitality and news articles about both companies. Finally, the hotel-specific information was analyzed using studies about SDG progress, and also related frameworks, proposed by the United Nations (UN) and the United Nations World Tourism Organization (UNWTO). Findings Consistent with UNWTO studies, the two companies’ sustainable programs align the most with SDGs 11, 12 and 13. These are goals classified as difficult to achieve meaning that tourism has a pioneering and innovative role to play in this regard. Mastatal has fully implemented sustainability and Conchal demonstrates an advanced level of integration, using different types of technological solutions to increase sustainability. Finally, the advice is given for companies seeking to embrace the SDGs as a way of being innovative and better positioned in a highly competitive tourism market. Originality/value As SDG overviews exist for large global brands, this paper adds country-specific knowledge, that of Costa Rica a pioneer in tourism sustainability, of sustainable practices of a management company and also of an independent small company, broadening the scope of prior research.


Significance Yabloko and Parnas are the two main democratic opposition parties. In January, they began discussions on a possible electoral coalition. Within days, talks had broken down amid mutual accusations of intransigence. Kasyanov's latest comments are a response to an appeal to both parties signed by leading public figures. Yabloko leader Emilia Slabunova replied that her party must be the senior partner in any arrangement, making a deal look unlikely. Impacts A United Russia victory by a relatively low margin would reflect public discontent with the economy, not a reinvigorated opposition. Beyond the elections, opposition parties will face increasing repression as Putin's policies become more authoritarian. Election monitoring groups that were prominent in highlighting flaws in 2011 will face increased curbs this year.


Significance The win secures Conde a second five-year term. However, opposition parties allege widespread fraud. They refuse to recognise the result and threaten large-scale protests. Impacts New Ebola cases will set back the country's eradication timeline, possibly pushing the crisis into a third year. Mining firms could cite this as a reason further to delay infrastructure projects while they await better commodity prices. News that Ebola persists in semen for up to nine months means men could be carriers even after they are proclaimed cured. The state is likely to increase its use of traditional healers to treat Ebola -- to help overcome primary healthcare deficits.
