Apartheid and post-apartheid analysis of public confidence in the police

PurposeGiven the tumultuous history of policing in South Africa, the historic relationship between the police and the public, and the continuous rising crime rates, it is perplexing that little quantitative research has been conducted on legitimacy and the SAPS. The current study assesses public confidence in police in South Africa by analyzing data from a more than three-decade-old public opinion survey. The purpose of this paper is twofold: first, to examine changes in public confidence since 1981; and second, to determine factors that cause variations in confidence during a given period.Design/methodology/approachTo achieve the objectives, the authors analyzed longitudinal data collected from 1981 to 2014 as part of the world Value Survey program. ANOVA and multivariate regression analyses were conducted.FindingsFindings indicate that confidence in SAPS was highest during the period immediately after apartheid and then dwindled from 1999 onwards. Moreover, race, happiness and education have historically influenced public confidence in the police.Originality/valueThese findings provide information that could be useful for transforming the SAPS, especially in developing viable strategies to strengthen the police’s relationship with citizens. Additionally, the manuscript provides an original contribution to the study of public attitudes toward the police and police legitimacy, especially in a non-western society.

Purpose Ex-prisoners often face significant challenges in their efforts to find meaningful and stable work, undermining their chances of successful reintegration back into the community. These problems are likely to be compounded for those who have an intellectual disability (ID), given evidence that the disabled generally experience high levels of discrimination when applying for and maintaining jobs. The purpose of this paper is to determine whether members of the public hold different attitudes and expectations towards the employment of ex-offenders who have an ID and a history of criminal offending. Design/methodology/approach Samples of 642 participants, recruited via social media, were presented with vignettes, and then completed a short survey designed to measure their attitudes and expectations towards the employment of ex-offenders. Findings Whilst the presence of a mild ID did not significantly affect community attitudes towards ex-offender employment, it did change expectations about employment outcomes. Research limitations/implications It appears that ex-offenders are perceived as a homogenous group of people, despite actual and substantial differences existing within this population. Practical implications There is a need to actively educate the community about differences between subgroups of ex-offenders in relation to the employment needs of those with an ID. Social implications The social inclusion of ex-offenders with an ID lies at the heart of any effective and progressive criminal justice policy. Originality/value This is one of the only studies that has examined public attitudes towards this group.

Purpose – Given that how crimes are perceived by the general public influences their sense of community safety, police priorities and offending behaviour, and in light of little, if any at all, attention being paid to the determinants of such perception, the purpose of this paper is to examine their predictive value. Design/methodology/approach – In total, 150 English participants with diverse backgrounds (78 males and 72 females – mean age: M=24.3; SD=5.44) completed surveys on their perceived increase in violent, sexual and benefit fraud crimes, taking into account theoretically and empirically underpinned factors, like age, income, number of days unemployed in the last three years, number of years spent in formal education and machiavellianism. Findings – The multiple regression results suggest that participants with less formal education and less income were more likely to see a rise in violent crime. They also suggest that participants with less formal education and longer history of recent unemployment were more likely to see a rise in sexual crime. It turned out, however, that the recent history of unemployment was not a significant predictor of the perceived rise in benefit fraud – only a high machiavellianism score was. Research limitations/implications – This quantitative research paints a complex picture that could be complemented by follow-on qualitative studies. Practical implications – The overarching message from this relatively modest study, therefore, which is part of a much larger and more complex ongoing research project, is to inform the public on crime in approachable and mass data-driven ways rather than leaving this to sensation-driven and selective scenario-focused media. Social implications – Increasing people's sense of community safety is likely to improve their general well-being, community cohesion and trust in others without necessarily inclining them to take personal risks and falling victim to crime due to ignorance and gullibility. This, in turn, might help guide crime prevention strategies and contribute to the actual reduction in crime levels and safer communities. Originality/value – Not only does this article offer insight into people's perception of different crimes, addressing an important and neglected research deficit, but is also cautiously proposes the need for more professional education of the public about crime figures.

PurposeOrganisational decline has far-reaching, negative emotional and financial consequences for staff and customers, generating academic and practitioner interest in turnaround change processes. Despite numerous studies to identify the stages during turnarounds, the findings have been inconclusive. The purpose of this paper is to address the gap by defining these stages, or episodes. The characteristics of leaders affect the outcome of organisational change towards turnarounds. This paper focusses, therefore, on the leadership requirements during specific episodes, from the initial crisis to the full recovery phases.Design/methodology/approachA total of 11 semi-structured interviews were conducted with executives from the public sector in South Africa who went through or were going through turnaround change processes and 3 with experts consulting to these organisations.FindingsContrary to current literature in organisational change, this study found that, in these turnaround situations, leadership in the form of either an individual CEO or director general was preferable to shared leadership or leadership distributed throughout the organisation. This study found four critical episodes that occurred during all the public service turnarounds explored, and established that key leadership requirements differ across these episodes. The study shows how these requirements relate to the current literature on transactional, transformational and authentic leadership.Practical implicationsThe findings on the leadership requirements ultimately inform the selection and development of leaders tasked with high-risk turnaround change processes.Originality/valueFour episodes with corresponding leadership requirements were established in the particular context of public sector turnaround change processes.

Purpose The purpose of this paper is to present how organisations in South Africa are using social media. The paper further explores the value of social media to South African organisations and if it is important for an organisation to have a social media presence. Design/methodology/approach The study used quantitative research methods to answer the main research question and sub-questions. Findings The data collected revealed that most organisations in South Africa are using social media for free advertising, CRM and marketing. The popular social media sites used by these organisations are Facebook and Twitter, with LinkedIn increasing in popularity. The data further revealed that social media is important in organisations for relationship building, contact keeping advertising, marketing, attracting customers, brand management and information gathering. Research limitations/implications The role of social media is changing, it was initially a marketing tool, but the findings revealed that majority of organisations are using social media for free advertising, CRM and marketing. Social media is an easy CRM tool that offers effective and efficient capabilities. Practical implications It is important to use integrate social media with the organisations processes to market and advertise new products, it is an instant and cost-saving way of communicating with customers, and helps in reaching and attracting new customers. Social implications Social media is important for keeping contact and building relationships with customers, advertising and marketing, way to attract customers, brand management tool and gathering information. Originality/value The study provides guidance to how organisation can use social media, identifying the value of using social media and highlighting the importance of social media in an organisation in the South African context.

PurposeThis study extends legitimacy theory by examining individualizing and binding moral motives and perceptions of police.Design/methodology/approachData are drawn from an online survey of the public (N = 961). OLS regression is used to predict global perceptions of legitimacy, as well as department legitimacy and acceptance of force in an experimental vignette that manipulates procedural justice.FindingsThe binding moral motive is associated with greater global and department legitimacy and acceptance of force. The individualizing moral motive is associated with reduced global legitimacy and acceptance of force, and with department legitimacy when procedural justice is low. Perceptions of legitimacy mediate the effects of the binding moral motive on acceptance of force and of the individualizing moral motive when procedural justice is low.Research limitations/implicationsThis study identifies novel antecedents of police legitimacy and acceptance of force (i.e. binding and individualizing moral motives).Social implicationsThis study provides insight into public attitudes regarding use of force.Originality/valueThis study is the first to propose and test a link between binding and individualizing moral motives and perceptions of police.

Purpose Many unanswered questions remain regarding the authors’ understanding of how entrepreneurship can be fostered in the public sector. To fill this knowledge gap, the purpose of this paper is to conduct an empirical investigation to determine the relationship between different organisational factors and entrepreneurial orientation (EO) in the South African public sector. Design/methodology/approach Primary data are sourced from middle-level managers at municipalities in the three largest provinces across South Africa. Hypotheses are statistically tested using regression analyses. Findings Results reveal that the organisational antecedents of structure and culture explain a significant amount of variation in the EO dimensions of innovativeness, risk taking and proactiveness. Additionally, the findings on organisational rewards converge with an emerging stream of research which highlights that while rewards works well to motivate individuals in the private sector, they are negatively correlated with entrepreneurship in the public sector. Research limitations/implications The study implications relate to the efficiency and effectiveness of service delivery of municipalities in South Africa. Due to increases in community protest actions, it is necessary not only to maximise efficiency in the provision of services, but also to innovate and be proactive in order to achieve more with less resources. Originality/value By investigating previously unrelated factors in the public sector, the authors create closer conceptual and empirical links between the role of organisational factors and each of the EO dimensions. Furthermore, the study takes place in a relatively under-researched entrepreneurship and public sector context.

Purpose This paper aims to assess the appraisal, disposal and transfer of records of the Kruger National Park (KNP) rangers’ diaries processes from 1926 to 1930 with a view to recommend best practices. Design/methodology/approach The paper applied a qualitative methodology through document analysis, interviews and observations as data collection instruments to analyse contents of rangers’ diaries. The population of the study comprised rangers, a records manager and a representative from the National Archives of South Africa (NARSSA), a member of South Africa National Parks’ management and a scientist from South African National Biodiversity Institute. Findings The key findings revealed that rangers’ diaries contain historical, scientific and cultural information. However, such information is not disseminated to society. Lack of systematic appraisal, arrangement of records led to a loss of institutional memories. The role of National Archives and Records Service of South Africa is not visible to provide guidelines on the preservation of rangers’ records. Research limitations/implications This research is limited to KNP ranger’s diaries created from 1926 to 1930 because it is the period of establishment of the national park and introduction of rangers’ programme. Practical implications The findings are expected to be instrumental towards the preservation of rangers’ diaries within the park. Rangers’ diaries are also potentially of great biogeographical value in constituting a historical record of the plants and animals in a given area, their distribution and population changes, and the effects of human interventions such as game fences and artificially created waterholes, game culling and tourism, not to forget climate change. Social implications Preservation of ranger diaries may lead to documentation of records with historical, scientific and social value. Rangers’ diaries also form part of the national archival heritage of South Africa, as they bridge the gap of undocumented history of the rangers and national parks in South Africa. Originality/value This paper appears to be the first to research the assessment of the appraisal, disposal and transfer of rangers’ diaries created from 1926 to 1930.

PurposeThe article discusses findings from a research project on the communication history of the League of Nations. It departs from the League's normative goal of “open diplomacy”, which, from an analytical standpoint, can be framed as an “epistemic project” in the sense of a non-linear and ambivalent negotiation by communication of what “open diplomacy” should and could be. The notion of the “epistemic project” serves as an analytical concept to understand this negotiation of open diplomacy across co-evolving actors' constellations from journalism, PR and diplomacy.Design/methodology/approachThe study employs a mixed-method approach, including hermeneutic document analysis of UN archival sources and collective biography/prosopography of 799 individual journalists and information officers.FindingsIt finds that the League's conceptualisations of the public sphere and open diplomacy were fluent and ambivalent. They developed in the interplay of diverse actors' collectives in Geneva. The involved roles of information officers, journalists and diplomats were permeable, heterogenous and – not least from a normative perspective – conflictive.Originality/valueThe subject remains under-researched, especially from the perspective of communication studies. The study is the first to approach it with the described research framework.

Purpose – The purpose of this paper is to outline efforts at the University of Johannesburg, a large metropolitan university in Gauteng province, to examine energy efficiency within the context of the green campus movement, through the analysis of electricity consumption patterns. The study is particularly relevant in light of the cumulative 230 per cent increase in electricity costs between 2008 and 2014 in South Africa that has forced institutions of higher education to seek ways to reduce energy consumption. Design/Methodology/Approach – A quantitative research design was adopted for the analysis of municipal electricity consumption records using a case study approach to identify trends and patterns in consumption. The largest campus of the University of Johannesburg, which is currently one of the largest residential universities in South Africa, was selected as a case study. Average diurnal consumption profiles were plotted according to phases of the academic calendar, distinguished by specific periods of active teaching and research (in-session); study breaks, examinations and administration (out-of-session); and recesses. Average profiles per phase of the academic calendar were constructed from the hourly electricity consumption and power records using ExcelTM pivot tables and charts. Findings – It was found that the academic calendar has profound effects on energy consumption by controlling the level of activity. Diurnal maximum consumption corresponds to core working hours, peaking at an average of 2,500 kWh during “in-session” periods, 2,250 kWh during “out-of-session” periods and 2,100 kWh during recess. A high base load was evident throughout the year (between 1,300 and 1,650 kWh), mainly attributed to heating and cooling. By switching off the 350 kW chiller plant on weekdays, a 9 per cent electricity reduction could be achieved during out-of-session and recess periods. Similarly, during in-session periods, a 6 per cent reduction could be achieved. Practical implications – Key strategies and recommendations are presented to stimulate energy efficiency implementation within the institution. Originality Value – Coding of consumption profiles against the academic calendar has not been previously done in relation to an academic institution. The profiles were used to establish the influence of the academic calendar on electricity consumption, which along with our own observation were used to identify specific consumption reduction opportunities worth pursuing.

Purpose The purpose of this study is to assess the extent to which the Mpumalanga Provincial Archives (MPA) complies with the Mpumalanga Archives Act, 2008 legislative/policy provisions of archives building, capacity building and electronic records management and to suggest recommendations for effective archives and records management (ARM) programme in South Africa. Design/methodology/approach This paper adopts a quantitative approach supplemented by qualitative data using document review to collect data and content analysis. Findings The results show that MPA enacted Mpumalanga Archives Act, 2008. However, the challenge is the implementation of such legislation. The findings of this paper would contribute towards the literature in archival legislation in South Africa and other parts of the world. Research limitations/implications Even though the paper was based in South Africa, it was limited to the MPA of South Africa. Practical implications The findings are expected to be instrumental in the implementation of Mpumalanga Archives Act, 2008. Social implications The findings and recommendations will help in guiding MPA on the implementation of an effective provincial archive and records to facilitate the effective management of records to determine those of archival value, to preserve them for posterity and to make them accessible to the public. Originality/value This is an original study using a document review to review the Mpumalanga Archives Act, 1998. The effective archives infrastructure will contribute to compliance with legislative components such as archives building, cooperation, ERMS, appraisal and disposal of records, archives advisory body and access to information.
