The impact of general police officer outlooks on their attitudes toward body-worn cameras

PurposeThe past five years have seen a growth in studies of police body-worn cameras (BWCs). A large share of the research focused on individual officer attitudes toward these new law enforcement tools. The scholarship, however, focused almost exclusively on their positive and negative perceptions of body cameras or correlations between those attitudes and general officer characteristics. This study examined whether the influence of negative or “concerning” policing attitudes toward body cameras is mediated by other variables, such as officer outlooks toward law enforcement, officers' perceptions of citizen cooperation or their opinions of the public.Design/methodology/approachAn online survey was distributed to a convenience sample of police offices from two Northeastern police agencies.FindingsFindings indicate that the relationship between experience and concerning perceptions of body cameras is mediated by distrust in citizens and perceived civilian cooperation. Further, an office's outlooks regarding aggressive law enforcement tactics do not have a direct effect on concerning perceptions of body cameras, nor do they serve as a mediator between years of experience and concerning perceptions of body cameras.Originality/valueFindings uncover the nuance and complexity of studying and understanding police officer outlooks and perceptions of BWCs. Future experimental designs should include general outlook measures.

Purpose In light of recent calls to increase the diversity of America’s police, the purpose of this paper is to examine the impact of agency and leadership diversification on officer job satisfaction and reported perceptions of fairness within the organization, factors known to influence retention and performance. Design/methodology/approach A survey of 15,236 officers representing 88 agencies was used, as well as other agency- and community-level variables. Multi-level models were used to assess how these individual- and agency-level variables, including measures of diversification, affected job satisfaction and perceptions of fairness. Findings Diversification in agency leadership positions was found to improve perceptions of fairness among all officers, in addition to ameliorating some feelings of unfairness among African-American officers. Diversification of the sworn ranks, in comparison to the population of the community, however, was not found to significantly affect the outcome measures. Research limitations/implications The study only examined the effects of diversification on officer perceptions. Future studies that link measures of diversification to citizen perceptions are needed to understand how members of the public respond to the image and characteristics of sworn personnel in their communities. Practical implications The results indicate the importance of retention and promotion of more diverse leadership in police agencies. Originality/value This study is one of the first to assess the effects of diversification in such a large sample of agencies of all types and sizes throughout the USA.

PurposeThis paper examines the empirical research on police reassurance following a collective trauma event (CTE).Design/methodology/approachUsing a scoping review methodology, this paper sought to establish the extent, range and nature of published literature on policing responses to collective traumatic events, and to identify key features of this form of direct practice. Included papers needed to focus on police responses oeassurance with the public related to events (pre-or post) that could be regarded as collective trauma events by nature or scale. Searches were conducted using the Web of Science, SCOPUS and PsychINFO databases for literature published between January 2000 and December 2019.FindingsFourteen articles met the inclusion criteria. The key themes identified: (1) measuring the impact of reassurance and community policing; (2) community attitudes to policing and social disorder/critical events; (3) police workforce responses to traumatic events; and (4) interventions to support police to respond to their community.Research limitations/implicationsFuture research needs to examine the elements that create a robust organisational infrastructure that can withstand the demands of policing in ordinary and extraordinary times. Fundamental to the studies in this review is the relationship between the police agencies and the community. The nature of this relationship and how it can be strengthened to ameliorate the negative impact of CTEs in communities needs further exploration.Originality/valueThis paper provides important findings that can inform future reassurance policing practice and research.

Purpose The purpose of this paper is to demonstrate how an e-bank’s structure (click-and-mortar bank vs internet-only bank) influences the consumer’s evaluation of website quality, and to identify the most significant website features that influence online trust and lead to consumer loyalty. Design/methodology/approach A non-probability convenience sample of 476 online bank users (248 click-and-mortar and 230 internet-only bank users) was used in this study. An online survey was conducted. Structural equation modeling and multi-group analysis were used to analyze the data. Findings Findings suggest that e-trust and e-loyalty levels depend on the e-banking structure. Click-and-mortar-based online users were found to have more trust and loyalty in their online banks than internet-only bank users. Findings demonstrate that website features are evaluated differently according to the e-bank structure. Information design and interactivity are very important for internet-only banks, and their effect on online trust seems to be higher. On the other hand, website personalization was evaluated as more important for click-and-mortar banks and had a stronger impact on online trust. Practical implications To promote the trustworthiness of their websites and retain customers, internet-only banks should make the experience more tangible for users by developing a pleasant online experience. Personalization is an important variable that can enhance the consumer’s engagement with the brand. Click-and-mortar banks should enhance their interactivity by providing a continuous and consistent experience across different channels of distribution whether online or in-person and provide more interactive tools on their websites. Originality/value This study contributes significantly to the marketing research literature related to consumer trust as well as to the electronic banking literature. It is the first study to compare customers of click-and-mortar banks with customers of internet-only banks when evaluating website features. It also explores the impact of the e-bank model on the relationship between website features and online trust and customer loyalty.

PurposeThe current research focused on attitudes toward food fraud (AFF) and examined the impact of types of food fraud, gender differences, and country of residence.Design/methodology/approachA convenience sample of German (n = 151) and Israeli (n = 496) participants was recruited through an online survey. They filled out a sociodemographic questionnaire and AFF scale, which includes three subscales: organic fraud, kosher fraud, and spraying fraud.FindingsThe results indicate that there is a significant effect of type of fraud, country of residence, and gender. German participants expressed more negative attitudes toward organic food fraud and less negative attitudes toward kosher fraud than Israeli participants. Women expressed more negative attitudes toward organic and kosher food frauds than men.Originality/valueThis study offers insight into cross-cultural and gender differences in attitudes toward food fraud. The findings suggest that public attitudes toward food fraud represent not just severity of possible consequences, but also environmental and religious aspects of consumption, norms and culture.

PurposeComparative research provides a mechanism to understand how justice systems throughout the world operate. McPhedran et al. (2017) conducted a comparative examination of police officer attitudes about domestic violence (DV) in the USA and Australia and reported fairly high levels of agreement among male and female officers within each country. The current study builds on these findings by examining officer attitudes toward DV among male and female officers cross-nationally. This was accomplished by examining whether American and Australian male and female officers agree with one another on a number of DV issues.Design/methodology/approachTwo-way ANOVA was used to examine the effect of two factors (gender and country) on law enforcement officer attitudes about DV.FindingsThe results suggest that male and female officers from the USA and Australia significantly differ on 14 of 24 attitudes about DV with the greatest number of attitudinal differences found between American and Australian male officers.Research limitations/implicationsScholars who conduct future research examining police officer attitudes about DV should use the instrument from this study as a springboard to develop an updated survey in terms of content and one that would be applicable to cross-national analyses. Methodological study limitations are described in depth in McPhedran et al. (2017).Originality/valueWhile gender differences in attitudes have received scholarly attention, questions remain regarding the degree to which attitudes align among male and female officers across different countries. The current study seeks to fill these gaps in knowledge by examining attitudes about DV between American and Australian law enforcement officers.

Purpose Policing faces several critical problems, the most immediate of which are arguably public perceptions of racial bias, and widely prevalent officer fatigue related to shift work and long work hours. The purpose of this paper is to determine whether the “reverse racism effect” still occurred when officers were extremely fatigued. Design/methodology/approach Controlled laboratory experiments were conducted during which experienced police patrol officers responded to black and white suspects in deadly force judgment and decision-making simulations on two occasions; once immediately following the last of five consecutive 10:40 hours patrol shifts (fatigued condition) and again 72 hours after completing the last shift in a cycle (rested condition). Findings Contrary to expectations, the authors found that officer fatigue did not significantly affect shooting behavior. Furthermore, the authors did not find a significant interaction between officer fatigue and suspect race on either reaction time to shoot or the likelihood of shooting an unarmed suspect. Thus, the reverse racism effect was observed both when officers were rested and fatigued. Research limitations/implications As policing agencies around the country respond to allegations of racial bias, both the public and police search for empirical evidence about whether negative perceptions are accurate about officers’ motivations in deadly encounters. The research reported here provides insight about how fatigue effects officers’ decisions to shoot black vs white suspects, and directly addresses this high profile and divisive national issue. Originality/value This is the first valid experimental test of the impact of fatigue on officer shooting behavior, and the interaction between police fatigue and suspect race on decisions to shoot.

PurposeThis exploratory research examined law enforcement officers' attitudes toward the public-private partnerships (PPPs) in policing cyberspace. Particularly, by investigating the predictors of police officers' support for the PPPs, the authors aimed to offer practical implications for maintaining order and responding to illegal activities in the virtual environment.Design/methodology/approachA convenience sample of South Korean police officers was surveyed using a paper-and-pencil questionnaire.FindingsThe findings showed that officer perceptions of the seriousness and the frequency of property cybercrimes, computer proficiency and awareness of a lack of training were positively associated with the support for the PPPs. In addition, years of experience was negatively related to the support for the PPPs.Originality/valueLaw enforcement officers' perceptions toward public-private cooperation in combatting cybercrime have never been examined. This research fills the gap by exploring the predictors of officer support for cross-sectoral partnerships within the framework of nodal governance security in the cultural context of South Korea.

PurposeThe purpose of the paper is to examine the impact of Machiavellian leadership and organisational cynicism on the emotional exhaustion of employees.Design/methodology/approachSurvey data were collected from 463 employees of Slovenian municipalities. Surveys were used to collect Machiavellianism, organisational cynicism and emotional exhaustion data. Hypotheses were verified by means of three methods: the contingency table,χ2test and Pearson coefficient.FindingsMachiavellian leadership has an impact both on the presence of emotional exhaustion and organisational cynicism. According to the results, both Machiavellianism and organisational cynicism have a direct linear impact on the increase of emotional exhaustion.Research limitations/implicationsThe findings of the research were formulated on the basis of a survey conducted according to a self-assessment online survey.Originality/valueEven though the concept of Machiavellianism was developed 500 years ago, the existing literature suggests that it continues to be relevant in modern times, most frequently in terms of examining the way leaders establish their power and adopt (un)ethical leadership practices and the implications their behaviour has on their direct working environment. Only select authors have examined Machiavellianism in correlation with organisational cynicism and emotional exhaustion, with an emphasis on the public sector. Due to a lack of research conducted on the subject, the main research challenge was to establish actual correlations between the three factors above.

PurposeThe purpose of this study was to identify the major quality features of wearable technology embedded products that have the greatest impact on consumer satisfaction using the Kano model, an organized approach to specify consumer requirements and expectation through a preference classification technique.Design/methodology/approachUsing a quantitative research method, an online survey was conducted with a convenience sample of US consumers aged between 19 years old and over. A total of otal 471 useable data were obtained and used for the data analysis.FindingsThis study identified that the 11 quality features of wearables belong to one-dimensional quality category among the five Kano categories, although the impact of each quality feature's performance on consumer satisfaction varies. The results also showed that the performance level of durability, long battery life, usability, product safety, comfortability and reasonable price has the greatest impact on consumer satisfaction of wearables.Research limitations/implicationsThis study has implications for future research by integrating the Kano model with other design and product development related theoretical models when designing, developing and evaluating various wearable products.Originality/valueThis study quantified the key quality features of wearables using the Kano model, which can be a great measurement tool for future researchers to adopt in their studies. The findings of this study help designers, developers and producers of wearables to prioritize the quality features during the product design, development and manufacturing process.

The ongoing ‘refugee crisis’ of the past years has led to the migration of refugee researchers (RRs) to European countries. Due to the COVID-19 pandemic, RRs often had to work from home and/or to continue their social, cultural and economic integration process under new conditions. An online survey carried out to explore the impact of the pandemic on the refugee researchers showed that RRs found it difficult to adapt their everyday working life to the ‘home’ setting. The majority have had neither a suitable work environment at home nor the appropriate technology. Although they stated that they are rather pleased with the measures taken by the public authorities, they expressed concern about their vulnerability due to their precarious contracts and the bureaucratic asylum procedures, as the pandemic has had a negative impact on these major issues. The majority of RRs working in academia seem not to have been affected at all as far as their income is concerned, while the majority of those employed in other sectors became unemployed during the pandemic (58%). Recommendations are provided to the public authorities and policy makers to assist RRs to mitigate the consequences of the pandemic on their life.
