Analyzing governance challenges using Process Net-Map: a case study of a government microcredit scheme in Bangladesh

Purpose This paper aims to examine the governance challenges confronted by a government microcredit program in Bangladesh following a case study approach. Design/methodology/approach A novel qualitative research tool called process net-map (PNM) was applied to develop a framework for visual understanding of the exact credit implementation process and to identify the actors responsible for creating governance challenges. Key informant interviews were also conducted to identify and distinguish the challenges faced by both the supply-side and demand-side stakeholders. Findings The findings reveal that the studied case faced problems in allocating adequate resources to human and physical capacity development. It was combined with the shortage of funds that made it impossible to meet the clients’ expectations. The lack of legal and regulatory framework disabled the organization from controlling political influence and corruption in the system. Moreover, the policy of lending only to groups proved counterproductive as it led to the exclusion of potentially viable borrowers. Practical implications The key recommendation of the study is on increasing the microcredit fund and a reform of the group lending policy along with several other recommendations. Originality/value The PNM is a newly developed participatory mapping technique that has not been applied in the field of microfinance. Therefore, the use of this method may add new knowledge of conducting an in-depth analysis of why such challenges are associated with mostly public microfinance programs and how they are linked to the implementation process. The challenges encountered are relevant for the implementation of developmental programs that are dependent on the allocation of public funds.

Purpose – The purpose of this paper is to explore the integrated report (IR) of a South African public university (UFS), by comparing it with the International Integrated Reporting Council (IIRC) framework, to verify whether UFS IR matches the IIRC framework main aims, which is integrating IC and non-IC information into a single report for stakeholders. Design/methodology/approach – The paper employs the case study approach, which is appropriate when a researcher needs to conduct a holistic and in-depth analysis of a complex phenomenon in its real-life context. As such, this method is particularly suitable for exploring intellectual and social capitals, which is complex and context-dependent by nature. Findings – UFS IR includes the content elements of the IIRC framework as labels, but it does not deepen their meaning. As regards the IIRC guidelines principles, the analysis of the UFS IR shows that it does not seem to follow them. Briefly, the data do not have an outlook orientation, the information is not interconnected, the stakeholder relationships are not highlighted and the organisational ability to create value is not disclosed. Research limitations/implications – The implications based on the “bad” experience of UFS IR aims to extend the findings of the case study by shedding light on the levers and the barriers that managers have to face when implementing an IRing project in their organisations. Originality/value – To the best of the knowledge the research is the first investigating the IR theme in the public sector, specifically the higher education sector, dealing with disclosing IC (and non-IC) information within a new reporting mode: the IR.

Purpose Whilst several studies investigate the attributes of dysfunctional leaders exhibiting corporate psychopathic traits, there is a paucity of longitudinal data exploring the way these leaders damage employees and the organisation. The purpose of this paper is to address this gap in the literature and provide a focus for HR to address these emerging issues within organisations. Design/methodology/approach A longitudinal and in-depth case study approach is taken to explore the impact on a workplace of a dysfunctional leader exhibiting the traits of a corporate psychopath. A framework is used to analyse the nuances of the behaviours, in particular bullying behaviours and the impact of this leadership style on the workforce over a five-year period. Findings The long-term negative effects of this type of leadership are identified through a detailed analysis of a trait commonly associated with this toxic style of leader, bullying behaviours and their consequences. Research limitations/implications Whilst a single case study allows for in-depth analysis, it may be seen as atypical and of limited application. However, the longitudinal approach is ideal to investigate the nuance of how a highly dysfunctional leader operates within and through the multiple layers of an organisation. Practical implications The paper identifies the traits and effects of a dysfunctional leader on an organisation to enable the organisation primarily through human resources to deal with them and their behaviours. Social implications The finding of this study adds to the knowledge of identifying and dealing with toxic behaviours in the workplace. Originality/value The longitudinal nature of the study provides a unique insight into the behaviours and damage of a dysfunctional leader within the workplace.

Purpose Drawing from dynamic capability theory, this paper aims to examine the implementation of target cost management (TCM) in a non-Japanese environment. Design/methodology/approach Based on a case study at Company ABC, an automotive manufacturer in Malaysia, this paper investigates the differences in the TCM implementation process between Company ABC and companies operating in the Japanese business environment. The data were collected through in-depth interviews, direct observation and document reviews. Findings Using a single-case study approach, the findings show that although the case company follows similar fundamental steps of TCM as highlighted in the literature, it has modified the detail of the TCM steps to some extent to match with the company’s resources, business processes and strategic routines. Research limitations/implications As the study used a single-case study approach on an automotive company, the results cannot be generalized in other settings. The findings give an insight into the TCM implementation in a developing country such as Malaysia. Better understanding of TCM as a business competitive tool may help to promote TCM application in other developing countries. The findings help new potential TCM companies in the same industry to mitigate and leverage the risk of failure in implementing TCM by modifying the TCM implementation process to suit their contextual environments. Originality/value This paper attempts to explain in depth the TCM implementation process in the case company and highlights how the dynamic capabilities can cause differences in TCM practices compared to those practiced in the Japanese context.

Purpose The purpose of this paper is to present strategies for cultivating internal support, community partnerships and practitioner engagement for Hospital-based Violence Intervention Programs (HVIPs). In response to growing concerns about community violence and calls to engage the community in its solutions, HVIPs have increased in popularity as innovative and transdisciplinary approaches to violence intervention. HVIPs are one strategy under the broad purview of public health approaches to crime and violence – focusing on reaching recent victims of violence in emergency departments and leveraging this “teachable moment” to offer wrap-around services geared toward preventing future violence or revictimization. Design/methodology/approach This paper uses an autoethnographic and case study approach of Project HEAL (Help, Empower and Lead), a newly established HVIP at Jersey Shore University Medical Center. Findings While there is no “standard” approach, the importance of strong community partnerships and practitioner engagement prior to and during the HVIP implementation process is second to none. Research limitations/implications This case study of Project HEAL’s initial implementation will provide information that can assist other HVIPs in creating and sustaining necessary internal support, community partnerships and practitioner engagement, and potentially help navigate forthcoming statewide and federal efforts. Originality/value Development of meaningful community partnerships and achievement of a high level of engagement from practitioners are key to the successful implementation of HVIPs, the processes of which are not always documented in literature.

Purpose This study aims to intend to appraise the characteristics of returnee entrepreneurship and its contributions to development in form of transfer of knowledge and skills in the Nigerian context. Design/methodology/approach A case study approach complemented with situational observations was used. The lived experiences of two returnees were interrogated in semi-structured interviews for an in-depth analysis. Findings Findings illustrate the dilemmas and challenges returnee entrepreneurs from the developed host countries confronted in their entrepreneurial endeavors in the homeland. Originality/value This paper highlights the misconceptions around relocation of immigrants’ business people back to their homeland. It contributes to the growing literature on the social and economic impacts of returnee entrepreneurs (as opposed to diaspora and transnational entrepreneurs) to their homelands’ development.

Purpose The purpose of this paper is to examine the implementation of IT portfolio management (IT PoM) and develop a framework guided by adaptive structuration theory to describe the key structures, features, and appropriation steps needed to effectively manage IT investments and assets. Design/methodology/approach Using a longitudinal case study approach, data were collected over an eight-month period from a US Fortune 500 company during its IT PoM implementation effort. Findings The case analysis highlights three major IT PoM features appropriated by the organization: creating the portfolio; assessing and analyzing the portfolio characteristics based on risk, benefits, alignment, criticality, and cost; and balancing decisions to start projects or terminate under-performing IT assets such as servers and applications. The spirit of IT PoM was interpreted differently by different stakeholders (data providers, business units, and IT PoM team) leading to resistance to implementation. The case data underscores the importance of establishing a governance steering committee and new internal structures to help push the balancing decisions across the organization. Research limitations/implications The results are useful in developing guidelines and strategies to achieve successful implementation of IT PoM and to highlight critical factors that practitioners need to pay close attention to during an IT PoM implementation. Originality/value This study represents one of the first attempts to describe a detailed IT PoM implementation process and how IT PoM appropriation process can lead to improved decision making within the organization.

Purpose Organisational implementations of information technology (IT) normally fail due to cultural forces that inhibit the usage levels required to facilitate successful IT implementation. The purpose of this paper is to explore IT implementation from an IT culture perspective (Leidner and Kayworth, 2006). In particular, it identifies and follows the trajectory of IT culture archetypes that emerge during the implementation process and further investigates their role in facilitating successful IT implementations. Design/methodology/approach This research adopts the qualitative single case study approach and draws on the implementation of a management information system in a Nigerian global bank. Findings The findings illustrate three different IT culture archetypes and provide insights into their dynamic nature. The progressive weakening of two IT culture archetypes and the corresponding strengthening of the third archetype shows how initial vision conflicts can get transformed into vision agreements. Originality/value This paper extends the IT culture perspective by illustrating how a congruence relationship between IT cultures and IT artefacts can be fostered. The paper shows how diverse IT cultures can develop reasonably quickly in line with initial user experiences of a system. When IT cultures are aligned with the values embedded in IT, positive engagement and usage of the technology results strengthening the presence of embracing IT cultures.

Purpose The purpose of this paper is to discuss the role of digital forensics in an evolving environment of cyber laws giving attention to Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) countries, comprising Bangladesh, India, Myanmar, Sri Lanka, Thailand, Nepal and Bhutan, in a dynamic global context. Design/methodology/approach This study uses a case study approach to discuss the digital forensics and cyber laws of BIMSTEC countries. The objective of the study was expected to be achieved by referring to decided cases in different jurisdictions. Cyber laws of BIMSTEC countries were studied for the purpose of this study. Findings The analysis revealed that BIMSTEC countries are required to amend legislation to support the growth of information technology. Most of the legislation are 10-15 years old and have not been amended to resolve issues on cyber jurisdictions. Research limitations/implications This study was limited to the members of the BIMSTEC. Originality/value This paper is an original work done by the authors who have discussed the issues of conducting investigations with respect to digital crimes in a rapidly changing environment of information technology and deficient legal frameworks.

PurposeThis paper aims to focus on how a public policy designed to address a social problem ultimately became the place brand.Design/methodology/approachThis paper uses a qualitative case study approach focusing on the city of Medellín, Colombia. It draws from fieldwork conducted in Medellín over 2014 and 2015, including semi-structured interviews with an array of local stakeholders.FindingsThe paper concludes that local governments should be aware that the policymaking process can become part of their branding. It also shows the importance of the continual involvement of stakeholders in the place brand process to ensure it is a sustainable brand.Originality/valueThere are limited studies which focus on how a public policy designed to address a social problem ultimately becomes the place brand. This paper shows how a public policy, social urbanism, became the branding of Medellín.

Purpose – This study aims to explore the phenomenon of training engagement from the trainers’ perspective. Specifically, two questions guided this inquiry. First, how do trainers define engagement in the training context? and What strategies do trainers use to engage trainees? Design/methodology/approach – The collective case study approach was adopted for this qualitative study. Seven cases were selected for in-depth analyses. Data were collected through individual, face-to-face interviews and analyzed using the constant comparative analysis method. Findings – Major findings suggest that engaging training practices take various forms. They include being trainee-centered, maximizing learning through entertaining and interesting instruction, accommodating different learning styles, eliciting trainee participation by creating an encouraging learning environment and connecting with trainees by building rapport early in a training session. Research limitations/implications – The small sample limits the generalizability of the findings. However, this study expands training literature by focusing on an under-explored research area, the role of engaging trainees in maximizing learning outcomes. Practical implications – For trainers, this study offered some specific strategies they can use to engage learners in the training context to achieve desired learning outcomes. In addition, the seven cases selected for this study may be used as a benchmark against which both experienced and novice trainers compared their own practices. Originality/value – This is one of very few qualitative studies with a focus on emotional aspects involved in training. The rich data from this study shed light on areas for future improvement, particularly regarding how to effectively engage trainees to maximize learning outcomes.
