Purpose – This paper aims to provide an answer as to whether fibre to the home and other types of fixed internet access still have a role to play in Africa beyond a few urban elites, as well as what business models are likely to be successful in the African context. Design/methodology/approach – The paper uses data from nationally representative ICT household surveys conducted in 12 African countries in 2012. These data are complemented by an OECD broadband pricing methodology and data. In addition to the OECD basket methodology, own baskets were defined to capture the complexity of African products, and to draw out the different business models for fixed and mobile broadband. Findings – The paper demonstrates that if fixed internet is provided as an uncapped service at an affordable price, it has a chance to at least co-exist with mobile broadband in Africa. The availability of fixed internet is rapidly diminishing where it is offered as a capped service and not at prices similar to mobile broadband. The paper also demonstrates that fixed-line telecommunication companies should to focus on data only before mobile operators do, and they lose out once again. Practical implications – In Africa, mobile voice overtook fixed voice at the turn of the millennium with the introduction of prepaid services. Ten years later, mobile internet is rapidly overtaking fixed internet by overcoming key obstacles to fixed internet access. While the developed world discusses the merits of fixed and mobile broadband, it is clear that for Africa, fixed broadband in the form of fibre to the home, or even plain ADSL, will only reach a few urban elites in the next decade. Fixed-line operators then should rethink their pricing and investment strategies: they are advised to invest in high-speed technologies such as VDSL or fibre to the home, if fixed broadband is to stand a chance against mobile broadband. Whether fixed-line operators will lose the data battle as well will be determined by their business decisions as well as by policy and regulatory interventions. Originality/value – This paper uses primary household and individual data that allows for a better understanding of internet access and use in Africa. The analysis of internet access prices for ADSL against prepaid and post-paid mobile broadband is used to assess broadband business strategies across 12 African countries. The paper provides policymakers and regulators with the evidence required for an informed ICT policy and regulation and it recommends business strategies that should be pursued by operators to improve broadband sector performance.

Abstract. Broadband IP-based multimedia services are rapidly growing and there is the trend to use these services everywhere. Due to the fact that passengers in long distance high speed trains have a very comfortable environment to use their own terminal equipment, e.g. laptops with IEEE802.11×WLAN capability, it seems to be very promising to deliver broadband internet into trains. The challenge is the land-train connection where a high bit data rate link, e.g. 1Mbps in average in up- and downlink, has to be provided to enable several users within the train broadband internet access at the same time even at high speeds of the train. This paper describes a systematic approach starting at basic propagation measurements in a typical train environment and ending up with lab investigations by means of hardware channel simulation for different existing radio technologies which are candidates for the land-train connection.

The issue of the expanding access to the high-speed Internet through 4G wireless mobile network has been studied in the article. The purpose of the research was to determine the vectors for the development of Internet access through mobile devices in the world and the stage of implementation of these technologies in Ukraine by the case of Dnipropetrovsk region.The methodological basis of the study was the comparative analysis and the Foresight methodology. Documents of international organizations, open source data on the use of 3G / 4G technology by mobile network providers in the territory of Dnipropetrovsk region, expert surveys of specialists of governing bodies in the united territorial communities have been used as information sources. Speeds of mobile Internet networks in countries around the world have been reviewed by authors, paying attention to the current availability of 4G network coverage using mobile devices with the required operating frequency ranges and high requirements to network speeds. The result of the paper became the determination of relations between the spread of 3G / 4G mobile network and development of the e-governance in the studied territories. In particular, this includes the level of development and functioning of local governments’ web portals, ensuring the access of population to the public information and electronic public services. A comparative analysis of the open statistic data on Internet access through mobile devices in the EU and Ukraine has been made. The basic stages of mobile 3G, 4G and 5G generations networks implementation in Ukraine have been described. The available possibilities for mobile devices made for use on 4G networks have been presented.The research of the state of 3G / 4G network coverage in territories of 60 united territorial communities of Dnepropetrovsk region has been carried out and the data on aggregated integrated coverage indicators of 3G / 4G network have been systematized. It has been proven that the use of 3G / 4G technology creates opportunities for the digital inequality’s overcoming and further development of the e-governance in Ukraine. A number of concrete directions of optimization of public administration bodies’ activity in this sphere have been suggested.

Wireless communication on train is said to efficient when it has a good throughput and low latency. But the efficiency is reduced during underground tunnels and high speed trains. Heterogeneous network is said to be a network which is used to connect different kinds of network and hence it is said to be a efficient network. At times, it is found to be difficult to access the network. This problem can be overcome by using the optimization techniques such as FODPSO and ACO algorithm. It is proposed for optimizing the heterogeneous network by comparing different networks such as LTE, WiFi and WiMax. For efficient communication, the quality of services is important which should be maintained entire transmission.
