Why, in some multi-level systems, does political competition preserve highly independent spheres of political life across the units and levels of a federation, while in other multi-level systems, political competition results in the emergence of a shared political space? This chapter argues that these patterns of independent or integrated politics in multi-level systems are shaped in important ways by the federal institutional structure, which shapes the incentives that parties and voters alike face. Surveying the literature that identifies how institutions impact party organization, party systems, and electoral behaviour, this chapter sets out a two-stage causal process whereby institutions shape aspects of integrated politics and aspects of integrated politics reinforce each other.

AbstractDespite thousands of years of interest, there is no standardised definition of organisational politics. This paper attempts to integrate different accounts of organisational politics through the development of a multi-level definition. A two-stage field study showed that political activities observed in the workplace can be fully captured by defining organisational politics relative to organisational efficiency at the level of the organisation, the group and the individual.

This paper reviews the factors and criteria for the design of new and the retrofitting of existing dry detention ponds to enhance removal of total suspended solids (TSS) from stormwater. Detention time is discussed as the most important factor affecting TSS removal. Two-stage facilities and multi-level outlet design are important means of enhancing TSS removal in dry ponds. Two dry ponds within the city of Edmonton were selected to evaluate their TSS removal. The level of expected TSS removal is low owing to the relatively short detention times for both ponds. Methods for retrofitting the dry ponds to enhance TSS removal are discussed.Key words: dry pond, stormwater, TSS removal, detention time, retrofitting.

Target localization and proposal generation are two essential subtasks in generic visual tracking, and it is a challenge to address both the two efficiently. In this paper, we propose an efficient two-stage architecture which makes full use of the complementarity of two subtasks to achieve robust localization and high-quality proposals generation of the target jointly. Specifically, our model performs a novel deformable central correlation operation by an online learning model in both two stages to locate new target centers while generating target proposals in the vicinity of these centers. The proposals are refined in the refinement stage to further improve accuracy and robustness. Moreover, the model benefits from multi-level features aggregation in a neck module and a feature enhancement module. We conduct extensive ablation studies to demonstrate the effectiveness of our proposed methods. Our tracker runs at over 30 FPS and sets a new state-of-the-art on five tracking benchmarks, including LaSOT, VOT2018, TrackingNet, GOT10k, OTB2015.
