Abstract The EU’s Schengen zone has been in crisis for over four years. This article critically reviews three scenarios on the way forward for the Schengen area that are currently circulating in the EU policy sphere. These include, first, proposals to improve the current rules on internal border checks within the Schengen Borders Code, either through reform or through better implementation practices. A second scenario relates to ideas on increasing the use of police checks in border regions as alternatives for internal border controls. A third scenario links to proposals on making access to the Schengen zone conditional on cooperation and good governance in the CEAS. It is submitted that the proposals in this third scenario are unfeasible for both political as well as legal reasons. More merit can be found in the discussions around the first two scenarios, albeit bearing in mind a number of important caveats.

In order to support the development of Polish and Slovak border regions, after the accession of both countries to the EU, the “Interreg Poland – Slovakia” Program was implemented. One of the priorities of the Program is the protection and use of the common Polish-Slovak cultural and natural heritage for the development of cross-border cooperation. As part of Interreg since 2004, EU-Structural Funds have co-financed joint Polish-Slovak projects implemented in selected counties/poviat located in the following voivodeships/provinces: Śląskie, Małopolskie, Podkarpackie (on the Polish side) and Žilinskom kraji, Prešovskom kraji and Košickým kraji (on the Slovak side). The next editions of Interreg are becoming increasingly popular in Poland and Slovakia including its recognition by experts as well as the implementation of a cross-border effect.

In the recent decade, the EU Member States have been actively implementing the regional development policy based on innovative strategies of smart specialization. However, lately, European researchers have been paying increasing attention to the issues of regions’ capacity to overcome the boundaries of administrative units inside the country and abroad and to the need to consider regions in the context of their functioning among others, especially from the viewpoint of the growing role of their innovative networks in global value chains. That is why currently the EU is addressing the development of cross-border smart specialization strategies. The paper aims to study the European experience on the functioning of cross-border innovation systems and joint strategic planning of cross-border regions’ development based on smart specialization and to outline the opportunities to implement the EU experience of cross-border approach to smart specialization in cross-border regions of Ukraine with EU Member States. The paper analyzes the views of foreign researchers on the links between innovation systems in cross-border space that constitute the theoretical basis of the study of cross-border smart specialization strategies, namely regarding the dimensions and level of their development. The research of European scientists on cross-border innovation systems in specific cross-border regions is examined, in particular on Spanish-French and German-French borders. Directions of implementation of smart specialization projects in cross-border context under the EU programs and other EU instruments that support regions in cooperation for the elaboration of joint view of development with neighbouring economically, socially, culturally, and historically close regions are outlined. The experience and methodology of the first cross-border smart specialization strategy for Spanish and Portuguese regions are studied in detail. The opportunities to use the EU experience by several Western Ukrainian regions based on the joint smart specialization priorities with the neighboring EU states are outlined. For this purpose, 1) the RIS3 strategies of the regions of Poland and Romania adjoining Ukraine and Regional Development Strategies of respective Ukrainian regions were analyzed to detect similar smart specialization priorities; 2) the clusters in the mentioned regions were analyzed as main drivers of achievement of smart specialization goals to detect similar or complementary functioning areas.

Cross-border regional economic ties in the EU have been the subject of numerous studies across various academic fields. A special dose of attention, however, has been paid to the ties between the EU border regions. This is no doubt related to the intensification of European integration, in particular at the regional level. One source of particular impact on border regions is the economy of the common market. Surprisingly enough, this economy has not found its proper reflection in the research on border regions and their problems in the light of the broadly defined European regional studies. As a consequence, it is necessary to carry out an in-depth analysis of the literature on cross-border cooperation and economic integration in order to capture the impact of the single market on cross-border relations. The aim of this paper, therefore, is to analyze the economic determinants of cross-border economic ties between the EU regions. To this end, the text begins with an overview of (1) the key characteristics of the common market, followed by (2) the impact of market economics on the regional ties, with particular emphasis on the border regions. The problem has been illustrated on the basis of the Polish-German borderland. The conducted examinations indicate that the economic ties between border regions vary in intensity. At the same time, the vicinity of the border is often insufficient as a factor ensuring a high degree of intensity in the movement of production factors or business relations across the border. It is market mechanisms rather than the location on the border that comprise the primary determinant in this regard. The primary focus of this study is the movement of production factors. The methodology of this text has been based primarily on the analysis of the subject literature on the notions of market economics, optimum currency area, and the broadly defined European regional studies.

Notions of immanence provide the implicit theoretical grammar for much work exploring the political terrain of an active transnational or radically cosmopolitan society in our day. In this paper I attempt to problematize such a gesture in the recent ‘turn to cosmopolis’, arguing that its conceptual frame fails to specify adequately the geohistorical preconditions for a politics capable of mediating between nationalizing and cosmopolitanizing tendencies at work in a globalizing world. For the case of Europe, I argue such a legacy may be more productively located in the ‘border work’ of mid-20th-century anti-imperialism and decolonization, whose struggles to redefine the postcolonial couplet of ‘nation’ and ‘state’ haunt current attempts by the European Union to craft a more inclusive and cosmopolitan transboundary future. I explore how such governmentalizing phantasms specifically inform attempts to create viable cross-border regions ( euregios) within the EU, and continue to gnaw at attempts to negotiate boundary disputes at the outer limits of the continent. In conclusion, a cautious rite of exorcism is ventured by engaging with the elusive anti-imperial cosmopolitanism of Frantz Fanon.

The article examines the impact of geographical proximity to the West and of Western aid on democracy in Russia's regions and advances ageographic incrementalisttheory of democratization. Even when national politicians exhibit authoritarian tendencies, diffusion processes and targeted foreign aid help advance democratization at the subnational level in postcommunist states and other settings. The authors make this case by conducting process-tracing case studies of democratic institution building in two northwestern border regions and statistical analysis of over one thousand projects that the European Union carried out in Russia's localities over fourteen years. They find that the EU shows commitment to democratic reform particularly in, but not limited to, regions located on its eastern frontier. Over time, this, as well as diffusion processes from the West, positively affects the democratic trajectory of the respective regions even if they had been more closed to begin with compared to other regions.

Abstract Objective The EU is often criticized for being ‘market-driven’ and practicing a form of ‘cold integration’. Any attempt, however, to strengthen solidarity and social integration in the EU is met by stakeholders in the member states with reservation and often outright refusal, arguing that health systems are national competence subject to the subsidiary principle. This conundrum of asking for more but allowing for less has blocked a scientifically informed public debate about the EU and health policy. The overall objective of this workshop is to discuss how health research can contribute to resolve this conundrum making the EU more conducive to the needs of health systems, public health (PH) and Health in All Policies (HiAP). To this end we will review the following 4 specific topics What are is EU-health policy and what other policies are affecting health and health systems?What tells us the projected Brexit-impact on the UK health system and PH about the value of EU health policy?Are EU-trade policies shaping healthier commercial determinants of health?What is the added value of cross-border care at and beyond border regions? This workshop is based on the update of the seminal volume “Everything you always wanted to know about European Union health policies but were afraid to ask” (2019, 2nd edition). Key note Scott Greer: In health and health systems the European Union is ubiquitous. Health systems in Europe are hard to figure without the cross border mobility of health professions. Patients going cross-borders. We have a European Medicines Agency that is regulating key aspects of the pharmaceutical market. Health systems have become part of the economic governance of the EU. In PH we have the ECDC, a PH programme and policies on health related consumer protection and may mechanism that should protect European citizens from scourges that know no borders. With health in all policies, the EU legislates literally on all known agents and, when in doubt, is using the pre-cautionary principle to protect citizens from health hazards. All this is supported by a large EU research programme. Panellist 1 N Fahy, the projected impact of Brexit on health system functions of the United Kingdom demonstrates how deep the integration goes and how beneficial it is for both health systems and public health. Panellist 2 H Jarman: The discussion around the Transatlantic Trade an Investment Partnership (TTIP) have risen worries about privatization of health services and lowering of food standards. But TTIP is only the tip of the Iceberg given that the EU has several types of trade agreements with many countries and groups of countries, shaping the commercial determinants of health. Panellist 3 W Palm: Cross-border collaboration is already taking place in many border regions. The European reference networks demonstrate the value of the cross-border collaboration beyond border regions, as does collaboration for joint purchasing and health workforce development. Key messages Health is important at the EU level and the EU level is important for health. Not shaping health and health systems at EU level will limit the perspectives of EU integration, health system development public health and HiAP. Researching the Autonomous Province of Vojvodina as a region of Serbia and an European Union (EU) border region, we have long been concerned with the raison d’être of cross-border programmes, their impact, sustainability and long-term results. Against that background, the current study is focused on the results of the 2014-2020 cycle. The region of Vojvodina has neighbouring external borders with three EU Member States. While the partner countries have already applied for almost 100% of the available amounts, the implementation of projects and thus the payment of grants is only 50% effected so far. Our intention has been to examine the Vojvodina region in terms of cross-border programmes based on already completed projects and running along the lines of different Priorities. The Programme Areas of the four (Hungarian-Serbian, Croatian-Serbian, Romanian-Serbian and Serbia-Bosnia and Hercegovina) Cross-border cooperation programmes do overlap significantly. Primarily, we have been researching the territorial distribution of each, by reference to the locations of project owners and of project activities; as well as the related networking character of the projects implemented in Vojvodina in the Interreg-IPA (Instrument for Pre-accession Assistance) 2014-2020 programming period. It is then in this context that we examine the focal and connection points of the cross-border connections, in this way potentially indicating deficiencies in regard to sustainable project implementation. Without claiming to be exhaustive, we have also sought to reference impeding circumstances relating to a barrier effect that is obviously of particular importance given the fact that external borders of the EU are involved.
