We examine the impact of the Indian Gaming Regulatory Act on the income rank of American Indian (AI) reservation residents. We assemble a panel dataset at the individual level for tax filers residing on AI reservations in 1989. We examine the effect of casino operations and cash distribution payments (from casino revenues) on the income-rank evolution over time. Casino operations provide an unambiguous increase in family income rank for those residing on reservations with an operating casino relative to those on reservations without a casino. The presence of an operating casino increases relative income rank by half a percentage point.

Contemporary American Indians suffer from disproportionately high degrees of psychiatric distress. Mental health researchers and professionals, as well as American Indian community members, have consistently associated these disproportionate rates of distress with Indigenous historical experiences of European and Euro-American colonization. This emphasis on the impact of colonization and associated historical consciousness within tribal communities has occasioned increasingly widespread professional consideration of historical trauma among Indigenous peoples. In contrast to personal experiences of a traumatic nature, the discourse of Indigenous historical trauma (IHT) weds the concepts of “historical oppression” and “psychological trauma” to explain community-wide risk for adverse mental health outcomes originating from the depredations of past colonial subjugation through intergenerational transmission of vulnerability and risk. Long before the emergence of accounts of IHT, however, many American Indian communities prized a markedly different form of narrative: the coup tale. By way of illustration, I explore various historical functions of this speech genre by focusing on Aaniiih-Gros Ventre war narratives, including their role in conveying vitality or life. By virtue of their recognition and celebration of agency, mastery, and vitality, Aaniiih war stories functioned as the discursive antithesis of IHT. Through comparative consideration of the coup tale and the trauma narrative, I propose an alternative framework for cultivating Indigenous community “survivance” rather than vulnerability based on these divergent discursive practices.

Federalism has played an important role in the explosion of legalized gambling in the United States in the last two decades. Indian gaming, in particular, has challenged state and national governments to come to terms with the place of American Indian tribes within the federalist system and organize a meaningful framework for the expansion of gaming on tribal lands. Now largely controlled by a federal statutory framework, Indian gaming has left states in a subordinate position in negotiating the establisment of major casino enterprises within their own borders. Confusion in states' rights during negotiations has further weakened their bargaining position, leading to extensive tribal casino development. The cooperation between states and tribes and states and casino corporations have facilitated casino proliferation throughout the United States, a trend that appears destined to contiue until the market is fully saturated.

Intergovernmental relations scholars note a decentralizing trend transferring authority from national to state and local government in the American federalist system. Theory suggests that a misalignment of the interests of national and regional actors may lead to variation in sub-national regulatory environments. We investigate how different sub-national regulatory environments condition the impact of Tribal gaming. Using tribal-state gaming compacts and amendments from 1990–2010, we examine how restrictions in sub-national regulatory agreements condition intended impacts of the 1988 Indian Gaming Regulatory Act. We find that revenue sharing and market restrictions differentially influence the impact of gaming on tribal per capita income but not levels of unemployment. Through the case of Tribal gaming, we determine how sub-national agreements condition the relative accomplishment of policy goals important to Native nations.

Drawing on institutional theory and using a methodology adapted from the Global Entrepreneurship Monitor (GEM), early stage entrepreneurial activities are examined within American Indian nations. Examining a context within a larger institutional context, comparisons are made between three American Indian nations and the United States. Patterns are identified regarding total entrepreneurial activity (TEA), nascent entrepreneurship, business discontinuation and new and established business rates. Additional analyses are conducted of individual-level variables within American Indian nations including location, self-efficacy and other variables in relation to nascent entrepreneurship and business ownership. Implications are drawn for tribal entrepreneurship development and further extension of the GEM methodology.

In 1911, a group of American Indian intellectuals organized what would become known as the Society of American Indians, or SAI. SAI members convened in annual meetings between 1911 and 1923, and for much of that period the Society’s executive offices were a hub for political advocacy, lobbying Congress and the Office of Indian Affairs (OIA), publishing a journal, offering legal assistance to Native individuals and tribes, and maintaining an impressively voluminous correspondence across the country with American Indians, “Friends of the Indian” reformers, political allies, and staunch critics. Notable Native activists, clergy, entertainers, professionals, speakers, and writers—as well as Native representatives from on- and off-reservation communities—were active in the Society. They worked tirelessly to meet daunting, unrealistic expectations, principally to deliver a unified voice of Indian “public opinion” and to pursue controversial political goals without appearing too radical, especially obtaining U.S. citizenship for Indian individuals and allowing Indian nations to access the U.S. Court of Claims. They maintained their myriad activities with scant financial resources solely through the unpaid labor of dedicated Native volunteers. By 1923, the challenges exhausted the Society’s substantial human and miniscule financial capital. The Native “soul of unity” demanded by non-white spectators and hoped for by SAI leaders could no longer hold the center, and the SAI dissolved. Their work was not in vain, but citizenship and the ability to file claims materialized in circumscribed forms. In 1924 Congress passed the Indian Citizenship Act, granting birthright citizenship to American Indians, but citizenship for Indians was deemed compatible with continued wardship status. In 1946 Congress established an Indian Claims Commission, not a court, and successful claims could only result in monetary compensation, not regained lands.
