This paper describes a method by which the degree of autonomy of a system can be quantified in a manner that allows comparison between systems. The methodology re-visits, refines and extends the Contextual Autonomous Capability (CAC) model proposed by the National Institute of Science and Technology (NIST) by defining three orthogonal system metrics against which the performance of a system may be assessed. During the development of this model, it was recognized that there existed two different but coupled domains of autonomy- the Executive Autonomy describing the degree of independence of a system during the execution of the mission; and the Developmental Autonomy describing the degree of independence of the system during preparation for the mission. The resulting methodology is explicitly developed to be system agnostic such that it could be applied to humans as well as computerized systems. As such, it provides a means of quantifiably comparing the performance of any two systems- including human and computer- that are performing comparable sets of missions. The proposed model is called the System-agnostic Quantification of Autonomy Levels (SQuAL) model.

The purpose of this study is to develop a model for the implementation of total quality management in higher educational institutions, Arab universities. This model exceeds the limitations in the implemented current models in various business organizations through implementing the systems approach and process entry in the design that includes inputs, processes, outputs, and goals. This study is a survey-based methodology in which the survey is designed based on the 7 famous models of implementing the total quality with an adaption within the framework of the total quality management concept. The final sample consists of 51 academic leaders at Prince Sattam bin Abdulaziz University who hold various experiences in working with different Arab universities. The results of this study indicate that the proposed model obtained high relative importance that reached at the axis level a high degree ranged between 76.39%-80.78%, and at the overall level reached a percentage of 80.39%. This confirms the importance of the model in expressing the intellectual content of management of total quality as an integrated system of universities as open organizations to their external context. This study recommends that high leaders should believe in the importance of total quality management and encourage its application through the proposed model with its essential criteria and its sub-dimensions and spreading the culture of total quality management and customer service among workers.

This article investigates the complex nature of information in information systems (IS). Based on the systems thinking framework, this study argues that information in IS is a system in its own right. A conceptual model of information-as-system is built on the systems thinking perspective adopted from Gharajedaghi’s holistic thinking rooted from Ackoff systems approach, which is developed through Peirce’s semiotics with the validity support of Metcalfe and Powell’s perspective of information perception, Mingers and Brocklesby’s schema of situational actions, Toulmin’s theory of argumentation and Ulrich’s theory of systems boundary. The proposed model of information-as-systems is described in terms of triads–on the structure, function, and process, all interdependent–in a context of information-as-system in IS.

AbstractIn their article, Goldin-Meadow & Brentari (G-M&B) assert that researchers must differentiate between sign/speech and gesture. We propose that this distinction may be useful if situated within a two-systems approach to theory of mind (ToM) and discuss how drawing upon perspectives from bilingualism and acting can help us understand the role of gesture in spoken/sign language.

AbstractIn this paper we discuss a physical model of frozen soil based on the systems approach and reflect contemporary knowledge about the constitution, structure and properties of this complicated medium. The component composition and specific spatial cryogenic coagulant-crystalline structure as well as physical subsystems of frozen soil conditioning its physical properties are considered. Examples of the use of a model for better comprehension and explanation of some electrical and mechanical property changes of sandy-clayey frozen soils are presented and discussed. The proposed model and its hierarchy is a useful tool for planning experiments and interpreting their results.

Strategic planning is an organizational process, the purpose of which is to conceive, formulate and manage the strategies implementation in the enterprise. The implementation of strategic planning involves the implementation of a set of actions aimed at taking the organization from a known position to a more desirable position, creating sustainable competitive advantages. This study deals with substantiating the role and importance of organizational strategic planning in the development of the organization using a systems approach. Systems engineering consists of a multidisciplinary and collaborative engineering approach, the purpose of which is to derive, develop and verify the effectiveness of decisions or the functioning of the system throughout its life cycle to satisfy the needs, expectations and desires of stakeholders. The purpose of this article is critically to analyze the Andrade method by comparing the processes and tools used in this method with those obtained as a result of traditional strategic planning. The methods were compared by developing a case study conducted in a science, technology and innovation institution operating in Brazil and annually conducting strategic planning cycles, using traditional methodologies for managing and analyzing the effectiveness of the organization and defining strategies for its development. The paper using the engineering system, carries out the comparison of the applied phases and tools with the offers in the model. The obtained results prove disadvantages of the traditional strategic planning process in comparison with the model proposed by Andrade. The application of the proposed model would allow to obtain indicators, different from the results of traditional strategic planning, in terms of forming another set of strategies and tools to manage the organization’s development. The paper concludes that the model proposed by Andrade is more complex than the traditional one. It indicates the expediency of organizations using other tools to analyze and formulate company development strategies in the context of strengthening their competitive advantages and achieving strategic goals. The article deals with scientific and methodological substantiation and description of the competency model of a modern leader and manager in scientific and technological sphere. This model has been developed by the authors on the initiative of the Coordinating Council for Youth Affairs in Scientific and Educational Spheres of the Presidential Council for Science and Education in the framework of the managers’ contest “Leaders of Russia” (specialization “Science”, season 2019– 2020). The competency model is aimed at improving the efficiency of solving the problems of scientific and technological development of Russia by overcoming the lack of personnel which is ready not only to conduct research at the world level, but also to take responsibility for the formation of priorities for scientific and technological development that meet the interests of Russia, as well as for their implementation. The proposed model is the first of its kind developed and tested system of competencies for improving leadership and management potential of Russian science.

The proposed model is put forward as a template for the dynamical systems approach to embodied cognition. In order to extend this view to cognitive processing in general, however, two limitations must be overcome. First, it must be demonstrated that sensorimotor coordination of the type evident in the A-not-B error is typical of other aspects of cognition. Second, the explanatory utility of dynamical systems models must be clarified.

Abstract This commentary construes the relation between the two systems of temporal updating and temporal reasoning as a bifurcation and tracks it across three time scales: phylogeny, ontogeny, and microgeny. In taking a dynamic systems approach, flexibility, as mentioned by Hoerl & McCormack, is revealed as the key characteristic of human temporal cognition.
