CREATION OF RESEARCH-ORIENTED COMPETENCE-CELL-BASED PRODUCTION NETWORKS

With the basis that research is one of the most important internal sources for innovation, a new approach to create competence-cell-based production networks focused on research activities is presented. Thus, a research process, specific for competence-cell-based networks, is also described. In this process, which is subdivided in different phases, the competence-cells, as the smallest performance units, are temporarily linked in a production network. They cooperate to carry out industry-oriented applied research to generate new ideas or technologies to be used in innovative products. For this process, an approach for the non-hierarchical selection of the necessary competence cells is also introduced. This selection is accomplished by means of the innovation potential, which is based on parameters that evaluate nearly objectively the innovative capabilities of the competence cells.

The aim of the study was to investigate approaches to the formation of general educational skills. A survey examining the design and research process was carried out by 6th-grade Russian students over the course of an extracurricular project entitled «Names of Modern Professions». In the paper, the selection of the «Lexicology» section for such activities carried out by school pupils is substantiated and stages of work on the project are described. The applied methodology involves theoretical analysis of scientific literature, formative experimentation, analysis of products of educational activities, observation and description. It is concluded that the design of extracurricular research activities in the Russian language contributes to the formation of general educational competencies in conducting surveys and searching for information on the basis of subject skills.

AbstractReviewing the burgeoning legal scholarship on global value chains to delineate the legal image of the global value chain and then comparing this legal image with images on global production in neighbouring social sciences research, in particular the Global Commodity Chain/Global Value Chain and the Global Production Network approach, this article reveals that legal research strongly aligns with the value chain image, but takes less account of the production-centric network image. The article then outlines a research agenda for legal research that departs from a network perspective on global production. To that end, it proposes that re-imagining the law in a world of global production networks requires a focus in legal research on the legal construction of global production and its infrastructure and a stronger contextualization of governance obligations and liability rules in the light of the issue-specific legal rules that apply to said infrastructure.

AbstractThe trend of globalization has led to a structural change in the sales and procurement markets of manufacturing companies in recent decades. In order not to be left behind by this change, companies have internationalized their production structures. Global production networks with diverse supply and service interdependencies are the result. However, the management of global production networks is highly complex. Key performance indicator (KPI) networks already exist at the corporate level and site level to support the management of complex systems. However, such KPI networks are not yet available to support the management of entire production networks. In this article, a KPI network for global production networks is presented, which links the key figures of the site level and the corporate level. By integrating both levels into a comprehensive KPI network, cause and effect relationship between the production-related KPIs and the strategic KPIs of a corporate strategy become transparent. To this end, this KPI network is integrated into a Performance Measurement and Management (PMM) methodology. This methodology consists of three phases: performance planning, performance improvement, and performance review. For testing the practical suitability, the PMM methodology is applied to the production network of an automotive supplier using a simulation model to estimate the effects of proposed improvement actions of the methodology.

International trade in automotive and auto parts has grown rapidly during the last two decades but Southeast Asia's largest economy, Indonesia, is lagging behind in its export performance. This paper uses a comparative perspective in examining Indonesia's role in automotive production networks in the context of the contemporary debate on opportunities for reaping gains from economic globalization through engagement in global production sharing. This research aims to answer two questions; the first addresses the determinants of a country's participation in the global production network, the second asks why Indonesia is being left behind in global production networks. Our analysis is based on the Jones and Kierzkowski fragmentation theory. The unbalanced panel trade data for 98 countries for the period 1988–2007 are estimated using the least square dummy variable method. The results show that in Asian countries, foreign direct investment openness is the most important determinant followed by trade cost, trade openness, competitiveness, and labor quality. Indonesia is being left behind for a number of reasons, such as restrictive foreign investment policies, higher trade costs and remaining high protection in the automotive sector in terms of tariff and non-tariff measure, and a low education level that hampers the absorption capacity in technology.

The report provides an assessment of the innovation factor in the reindustrialisation of Eastern Siberia, based on data on R&D costs and the introduction of innovative products. The Krasnoyarsk Territory has the greatest innovative potential, followed by the Irkutsk Region. The terms of modernisation of industrial complexes in Krasnoyarsk and Irkutsk were compared on the basis of the triple helix model. This model formalises the interrelation of production with university education and the development of interaction between all parties of the innovation process. The leadership of the Krasnoyarsk Territory was confirmed by a more developed innovation infrastructure of universities that interact with local engineering and aerospace corporations. Industrial production of the Irkutsk oblast is more focused on the extraction of minerals and the production of primary processing goods due to its more eastern position and dependence on the needs of the Chinese market.

BackgroundCanada has a publicly-funded universal healthcare system with information systems managed by 13 different provinces and territories. This context creates inconsistencies in data collection and challenges for research or surveillance conducted at the national or multi-jurisdictional level. ObjectiveUsing a recent Canadian research project as a case study, we document the strengths and challenges of using administrative health data in a multi-jurisdictional context. We discuss the implications of using different health information systems and the solutions we adopted to deal with variations. Our goal is to contribute to better understanding of these challenges and the development of a more integrated and harmonized approach to conducting multi-jurisdictional research using administrative data. Context and ModelUsing data from five separate provincial healthcare data systems, we sought to create and report on a set of provincially-comparable mental health and addiction services performance indicators. In this paper, we document the research process, challenges, and solutions. Finally, we conclude by making recommendations for investment in national infrastructure that could help cut costs, broaden scope, and increase use of administrative health data that exists in Canada. ConclusionCanada has an incredible wealth of administrative data that resides in 13 territorial and provincial government systems. Navigating access and improving comparability across these systems has been an ongoing challenge for the past 20 years, but progress is being made. We believe that with some investment, a more harmonized and integrated information network could be developed that supports a broad range of surveillance and research activities with strong policy and program implications.

In today's market economy factors concerning knowledge, new technologies and innovative solutions are essential for economic development. However, the Polish economy, despite its high innovation potential compared to other European Union countries, is characterized by a very low level of innovativeness. Implementing this potential is conditioned with an appropriate economic policy of the state and rational approach to its resources and legal solutions. One of the possibilities of such an action is the use of public procurement instrument through which it is possible to more effectively create demand for innovative products and services. As shown by literature studies, the achievements of the subject literature associated with the creation of demand for innovations by public administration in Poland have been very modest. This gap is recognized the article and it attempts to build a model for assessing the innovativeness of these units. Network thinking methodology was used to build the model. As a result, after the identification of factors affecting the conduct of an innovative public procurement, a network of links was established between them and examined in terms of type, intensity and duration of exposure. Building a model according to the methodology, the opinions of experts have been used along with long-term observations conducted in the course of participation in all kinds of conferences and trainings. The model was also subjected to validation in two selected units.

    The article presents substantiation of the theoretical provisions underlying the National Standard GOST R 7.0.104—2019 “SIBID. Library and information services of the scientific library. Types, forms and modes of provision”. The author proves the expediency of applying cluster approach, allowed to consider the library and information service in terms of its content (type), form and modes of provision to users. The article demonstrates possibility of applying Standard not only to scientific libraries, but also to the libraries of other types. Definition of library and information service in the standard makes it possible to understand it as a specific result of library services and information activities of the library. The standard determines five types of services: library, bibliographic, information, bibliometric, consulting. Some of them are common to all types of libraries, but bibliometric services are specific feature of scientific libraries. Each type of services is implemented in one form or another, under which the standard refers to the method of providing library and information services in the framework of the existing scientific library organization of library and information services.Forms of library services: loan of a document for temporary use; transfer of its contents by copying; providing the possibility to familiarize with documents. Bibliographic services are implemented in the form of message containing reference or bibliographic advice on request, bibliographic list of publications and bibliographic products. Scientific libraries compose thematic or subject field indexes, lists of publications of individuals and collectives, lists with references to the works of specified persons and collectives. Bibliographic services include improving bibliographic literacy, training of users to create a bibliographic record, the formation of bibliographic apparatus of scientific and educational works. The recognized forms of information services are providing users with information products and full-text information, selected and systematized in accordance with the certain criteria. The prerogative of mainly academic and university libraries are bibliometric services, while the forms of their provision are quite diverse and depend on the degree of proximity of the scientific library directly to the research process and distribution of work in the structure of the research Institute. The standard establishes the following bibliometric services: providing user with formalized performance indicators of scientific work, creation of analytical product based on bibliometric and scientometric studies, checking of scientific works for incorrect borrowing. Consulting services are available in most libraries, but in scientific libraries there is added scientific advice on the design of scientific papers, normative, regulatory and administrative documents, presentation of results of individual research activities. The module includes not only the forms of services, but also the parameters specifying their provision: frequency, reason for rendering, targeting, economic characteristics, service location. Another contour of the module is the mode of providing and receiving services, which does not affect its essence, but may adjust its demand. Modes are characterized by the degree of independence of the user, synchronization of the order, execution and receipt of services, frequency of service, means and channel of communication. The article focuses on the service approach to library and information services. The intermediate version of the standard included the section “Service options” (on the ways to improve the comfort of obtaining library and information services by the user, based on his individual preferences), removed in the final version due to insufficient elaboration of the problem. In conclusion, the author notes that National Standard allows bring the service of scientists to their real needs and requests. As a perspective, the paper calls the development of Standard defining the mandatory range of services for libraries of each type and kind, as well as criteria for their qualitative assessment.

The aim of the article is to study the dynamics of innovations development, to identify the main problems of innovative activities development and to advance proposals for the incentive instruments formation. The main method of research is the systemic and structural approach, which makes it possible to organize the search for solving problems most effectively. Methods of comparative, functional analysis and classification are also used. The theoretical basis of the article is the conceptual provisions and scientific principles developed by domestic and foreign scientists on the innovative development of industrial enterprises, tools for their implementation. However, the problems associated with the development and implementation of an effective mechanism for applying the innovative development of industrial enterprises in the context of the need to intensify the inclusiveness of innovative processes remain unfinished. The importance and significance of these questions determined the choice of the topic of the article, setting of the purpose and objectives of the study. The article analyzes the status and dynamics of innovative activities of domestic enterprises. The main trends and problems of the enterprises’ innovative development in modern conditions of limited financing and reducing the foreign investment resources are revealed. The level of using various types of innovations by industrial enterprises is investigated and the peculiarities of cost sharing for innovative activities are determined. The condition analysis of innovative activities of Ukraine’s industrial enterprises is carried out, namely the ratio of innovative products sold, the ratio of enterprises engaged in innovative activities, the number of new technological processes introduction and the production development of new types of products by industrial enterprises, funding sources of innovative activities. The structural analysis of various instruments efficiency of innovations financing in the domestic market is carried out. Ukraine’s innovation infrastructure should be provided with adequate resources in the context of a modern international methodology to support innovative business, which will help to minimize and close this gap. The available resources and potential should be focused on supporting research, which is one of the foundations of innovation potential, and creating an effective infrastructure that will help to transform research results into a product suitable for commercialization. Programs should be introduced to support academic payouts, start-ups, or other means of commercial use of innovative investments. The exposure-response relationships of innovative development stagnation are revealed and the ways of optimization and elimination of imbalance are provided. The recommendations for improving the innovative activities of industrial enterprises are developed.

Purpose The purpose of this paper is to investigate how a combination of diverse sources of knowledge is important for generation of new ideas and address how institutional infrastructures and practices support integration of knowledge across organizations in medicine and life sciences. Design/methodology/approach The paper investigates new product ideas that emerge from hospital and university employees, and looks at the extent of interaction between clinical and scientific environments in the idea generation process. The paper utilizes data about all new product ideas within life science that were reported in South-Eastern Norway in 2009-2011, as well as information about the individuals and teams that had been involved in disclosing these ideas. Interviews with inventors have also been carried out. Findings Interaction and integration across scientific and clinical domains are common and important for generating new product ideas. More than half of the disclosed life science ideas in the database come from groups representing multiple institutions with both scientific and clinical units or from individuals with multiple institutional affiliations. The interviews indicate that the infrastructure for cross-domain interaction is well-developed, particularly for research activities, which has a positive effect on invention. Originality/value The paper uses an original data set of invention disclosures and investigates the hospital-science interface, which is a novel setting for studies of inventive activities.
