The report provides an assessment of the innovation factor in the reindustrialisation of Eastern Siberia, based on data on R&D costs and the introduction of innovative products. The Krasnoyarsk Territory has the greatest innovative potential, followed by the Irkutsk Region. The terms of modernisation of industrial complexes in Krasnoyarsk and Irkutsk were compared on the basis of the triple helix model. This model formalises the interrelation of production with university education and the development of interaction between all parties of the innovation process. The leadership of the Krasnoyarsk Territory was confirmed by a more developed innovation infrastructure of universities that interact with local engineering and aerospace corporations. Industrial production of the Irkutsk oblast is more focused on the extraction of minerals and the production of primary processing goods due to its more eastern position and dependence on the needs of the Chinese market.

Development of small innovative enterprises (SIE) and promotion of start-ups is an urgent problem in the country's economy. On the example of SIE, modern tendencies and prospects of mutually beneficial assistance to startup promotion by SIE are considered. The way of long-term development of SIEs has been analyzed at the expense of R & D services starting from preliminary studies by start-ups and contract production for new projects (start-ups). The interconnected approaches in this direction are defined: long-term and mutual benefit. For the successful implementation of start-ups, a system for their development (the system of innovative business) is proposed, its elements are listed, as well as the management body-the corporate accelerator (innovation center). Elements of the innovative business system and the position of the state in the system of acceleration are considered. As a criterion for the effectiveness of the system of accelerating startups and startups themselves, it is suggested to estimate them in addition to the volume of sales of innovative products also in terms of the volume of cooperation. The need to adjust corporate policy to small, medium and large enterprises for long-term innovative development has been clarified. Enterprises can act as corporate accelerators. The experience of building mutually beneficial cooperation between the corporate accelerator of the innovation center in Aerofon LLC and start-ups can be useful for creating an accelerated system with state participation.

Abstract. The development of the world economy, despite the barriers, is quite dynamic. The drivers of growth and stabilization of national economies at present are not raw materials industries, nor even industrial enterprises, but companies that generate innovative products. The enterprises that are most dynamically developing and producing innovations include enterprises in the field of medicine and IT. The updated list of S&P 500 companies showed that 50% of all the most innovative companies in the world are registered in the United States. Despite the pandemic challenges, some economies have not suffered significant losses due to quarantine restrictions. Since the level of innovative development of the national economy is a total (integrated) expression of the whole complex of innovative products created by companies of such a country, the initial elements are the creation of favorable regulatory and state support for developers of innovative products, tax benefits and incentives, export support for innovative products and so on. In order to assess these achievements, international organizations have developed appropriate methods for measuring the index of innovation development, namely: Global Innovation Index (GII) (WIPO and Cornell University), Bloomberg Innovation Index (BII) (Bloomberg), Global Competitiveness Index (World Economic Forum), World Competitiveness Index (IMD World Competitiveness Center). Studies have shown that against the background of the flagship countries (Switzerland, Sweden, Singapore, USA, Germany, China, etc.), Ukraine is constantly losing its position in the rankings, which is an objective reason for deindustrialization of the economy and denationalization and privatization of strategic enterprises of national importance. Today, Ukraine ranks 45th (GII) and 56th (BII), respectively, and belongs to the group of countries with below-average incomes per capita. At the same time, Ukraine ranks 71st in terms of innovation spending and 37th in terms of innovation development (profit). The development of Ukraine’s innovation component, according to experts and specialists, is ahead of forecast values. Keywords: national economy, innovations, innovative development, innovative products, innovative companies, indices of innovative development, gross national income per capita. It is defined that the important role in the development of Ukrainian economy belongs to the industrial production sector, wherein the scientific-technological progress and innovation are generated, presenting this very sector as a «driver» of economic growth. It is determined that the largest number of innovatively active industrial enterprises of Ukraine is located in Kharkiv region. Hence, the article is aimed at researching the status of innovative activity of industrial enterprises of Kharkiv region. The analysis of the main indicators of innovation activity of industrial enterprises of the region was carried out. It was identified that the share of enterprises that introduced innovations is insignificant, and the share of innovative products sold by them is generally little tangible in the total volume of the products sold. It is reasoned that this situation may indicate a negative tendency of deterioration of the quality of innovative products and its uncompetitiveness in the market. The distribution of the total costs of industrial enterprises of Kharkiv region by the directions of their innovation activity is researched. It is defined that the bulk of innovation costs are directed by enterprises to purchase machinery and equipment, and the share of costs for the internal and external R&D is extremely small, which indicates the imperfection and irrationality of the existing structure of costs. It is determined that the key factor in stimulating innovation activity at industrial enterprises of Kharkiv region is the attraction of the governmental and foreign investments for the development, creation and implementation of innovations, since the main source of innovation financing at present is the own funds of enterprises. It is proved that without changing the present day situation with regulation in the field of innovations, an increase in the competitiveness of industrial enterprises of Kharkiv region in the near future and an acceleration of the pace of their innovative development is problematic.

Russian government actively supports introduction of smart city technologies in large administrative entities in Russia. However, it is necessary to evaluate and maintain investment activity in the national market of innovative products which provides a competitive offer of such technologies to Russian and world consumers. Varying levels of regional social and economic development, different historical and cultural background of consumer behaviour affect not only the innovation in businesses and urban population in matters of purchasing and use of smart city technologies. These factors also determine attractiveness of relevant industries and start-ups, as well as sufficiency of human resources in high R&D intensive industries. The presented research outcomes reveal significant differences in innovative development level of “Smart Cities” in Russia. Russian government finances digitalization and introduction of “Smart City” technologies using public resources. It is concluded in the paper that incoherence in availability of territorial administrative resources among the constituent entities of the Russian Federation, different motivational and value orientations of Russian population and civil servants, in particular, traditional for various territories, leads to different results of the implementation and use of such innovations.

The ways and directions of the problem of activation of innovative development of the enterprises are offered. The directions for innovative activity increase of the industrial enterprises of Ukraine are offered. Thus, based on the conducted research, the most promising areas for increasing the innovative activity of industrial enterprises should be: effective cost management and reducing the cost of production; application of international product certification and standardization of production processes as components of quality management; support of innovation ideas and proposals; improving the level of production organization through the use of upgraded equipment and advanced software; introduction of the latest production technologies and reduction of the duration of the production process; use of modern methodical methods of financial support of innovation activity; introduction of innovative products into the production process and increase their share in the total volume of products; establishing close cooperation with business partners. Conclusions and prospects for further research. Thus, the results of the research indicate the presence of a number of problems in intensifying the innovative activity of industrial enterprises. With the help of the analysis of innovative activity of domestic industrial enterprises the main problems which constrain innovative development of the enterprises are revealed. Mostly financing was carried out at the expense of own funds of enterprises, and the volume of expenditures on innovation activities at the expense of foreign investors, the state budget and lending is observed at a fairly low level. The declining dynamics in the areas of innovation in domestic enterprises and their low share in the volume of industrial production is a manifestation of forced compulsion to increase imports of new equipment and technologies, manufactured products and reduce export operations for domestic innovative products. According to the obtained results the directions directed on activization of innovative activity of the industrial enterprises are formed. The implementation of the proposed measures will significantly increase the level of innovation activity of industrial enterprises in Ukraine, stabilize the accelerated process of renewal of production, effectively use domestic and foreign investment for innovation. Further research on the issue may concern the formation of modern methods of assessing the innovation potential of industrial enterprises and the formation of a mechanism foren hancing the irinnovation activity, which will provide a significant increase in the level of innovation activity of industrial enterprises, stabilization of production renewal processes, expedientuse of internal and attracted external investment ininnovation.

The purpose of the paper is to form a scientific and methodological approach to determining the vectors of innovative development of industrial enterprises as a tool for establishing the trajectory of innovation in terms of development of innovation potential and environmental impact. Correlation analysis of these factors as indicators of external (external environment of the enterprise) and internal (innovative potential) environment based on the nature and direction of influences allows to establish the vector of development, and the construction of a forecast model of economic results confirms its correctness. Methodology. The research used its own methodological developments, correlation analysis, formed the parameters of the external environment, innovation potential, the results of enterprises. The approach was tested at the enterprises of the pulp and paper industry of Ukraine, which proved its effectiveness and efficiency. Results. The ideology of the proposed approach on the combination of organizational and managerial aspects of innovative development with economic indicators is formed and substantiated. The types of target innovation orientation of the enterprise, which is formed into a bipolar matrix, are determined. Based on the corresponding trajectory of the transition between the components of the matrix, three key vectors of development are formed: innovation-adaptive, innovation-balanced, innovation-concentrated. Practical implications. On the example of enterprises of the pulp and paper industry their vectors of development, forecast indicators of profit and sales revenues as an economic effect of following the vector direction and the trajectory of innovation are designed. Value/originality. The developed scientific and methodological approach involves the establishment of the vector of innovative development of the enterprise on the interdependence of innovation potential and the nature of the impact of the external environment, which provides an opportunity to predict the results of its operation.

The assessment of the state of the innovation sphere of Poland in relation to the world level shows that Poland has educational and scientific potential allowing to produce scientific ideas and developments but the level of their commercialization remains low. As a result, Poland lags in terms of such criteria for the development of innovation sphere as labor productivity and financial support for innovation activities. The methodological basis of the study is the theory of fuzzy sets and the matrix approach — in modeling the selection of strategies to stimulate innovative development of industrial enterprises. The construction of a matrix of strategies is based on the diagnosis of the total potential of industrial enterprises and the level of its implementation in the innovation sphere. Modeling of the selection of innovation development strategy for industrial entities based on the use of fuzzy set theory in assessing the level of investment attractiveness and innovation potential of enterprises is carried out. Based on the proposed methodological approach, the strategic directions of innovative development of three Polish industrial enterprises are substantiated.
