POTENTIAL BENEFITS OF COMBINING ENVIRONMENTAL MANAGEMENT TOOLS IN A LOCAL AUTHORITY CONTEXT

Today, there are many environmental management tools available to support integration of environmental perspectives in decision-making processes. However, a single tool is seldom the answer to all queries. This paper shows potential benefits of using a combination of different environmental management tools in a local authority context. Three environmental management tools used in Swedish local authorities are examined — Substance Flow Analyses (SFA), Strategic Environmental Assessment (SEA), and Environmental Management Systems (EMSs) — from mainly a theoretical point-of-view. The tools are positioned according to their key characteristics, and their individual contribution to environmental management in local authorities is explored. For the local authorities, a combination of tools allows decision-makers to integrate experience from individual projects to overall environmental management, which helps decision-makers to deal with some of the challenges that different environmental management situations require.

This article explores public innovations implemented by local authorities, which consider them as a key means of improving their performance in response to a restrictive context. The authors thus propose to grasp the impacts of these innovations in terms of perceived performance from a global and multidimensional point of view. Based on a quantitative study conducted among French local authorities, this research first presents the results obtained from a theoretical point of view, providing insight into the multiple impacts of implementing innovations within the public sector. Then, at the managerial level, the study identifies specific impacts for each type of public innovation, the aim being to structure the innovation portfolio of public organisations. Points for practitioners An increasing number of innovations are being introduced in the public sector. However, the impact of these innovations on public performance is often not assessed. That is why by focusing our research on French local authorities, we guide managers both in analysing this influence by distinguishing several types of innovation and performance, and in building a portfolio of innovations in line with the internal resources of their local authority, as well as the public service provided in response to the needs of the territory.

Abstract Over the past decades, the comparative method has attracted the attention of the theorists, and studies based on this approach have increased in applied policy research. In their daily and strategically policy decisions, the decision makers from local, regional and national levels use more and more the comparative research methods, especially due to interlinked relationship and the need for bench learning and benchmarking practices. The comparative method allows the actors to analyse other experiences, and thus to take decisions more efficient. This is a normal, an inevitable situation, when the unit of analysis is a country, a field of matters or a process where researchers compare cases from empirical or theoretical point of view. The purpose of this paper is to provide a critical view on the capacity of comparative method to foster knowledge in policy studies. The intention is to see and to explore the utility of comparative method for policy studies and policy analysis, since a new approach “evidence-based policymaking” arise, emphasising the importance of using evidence from other political and policy systems.

The implementation of Industry 4.0 technologies suggests significant impacts on production systems productivity and decision-making process improvements. However, many manufacturers have difficulty determining to what extent these various technologies can reinforce the autonomy of teams and operational systems. This article addresses this issue by proposing a model describing different types of autonomy and the contribution of 4.0 technologies in the various steps of the decision-making processes. The model was confronted with a set of application cases from the literature. It emerges that new technologies' improvements are significant from a decision-making point of view and may eventually favor implementing new modes of autonomy. Decision-makers can rely on the proposed model to better understand the opportunities linked to the fusion of cybernetic, physical, and social spaces made possible by Industry 4.0.

A forma tradicional de desenvolvimento de produtos e as práticas de marketing adotadas por grande parte das empresas representam um grande desafio para tornar o atual modelo econômico efetivamente sustentável. Isto decorre do fato de que o discurso e as práticas das teorias de marketing contribuem para o distanciamento do que chamamos de sustentabilidade; ora por meio do próprio modelo produtivo em que estão inseridas, ora pela aplicação de ferramentas que o alimentam. No entanto, tem-se hoje disponível uma variedade de ferramentas de gestão ambiental que possibilitam às organizações reorientar seus processos de tomada de decisão de forma a mitigar seus impactos socioambientais e promover maior eficiência em seus processos. Este trabalho analisa as principais características de cinco ferramentas de gestão ambiental e, por meio da realização de estudos de casos, discute como o emprego destas ferramentas vem alterando a forma de desenvolvimento de produtos e os processos de comunicação das empresas Brastemp e Interface. A partir da análise em profundidade dos websites das empresas escolhidas, avaliou-se como o uso destas ferramentas e resultados são efetivamente comunicados pelas organizações aos seus diferentes públicos. Os resultados da análise revelam diferenças significativas entre as duas empresas no que concerne à comunicação dos atributos socioambientais de produtos e processos. Além disso, considerando o caso Interface, infere-se que as ações estratégicas da empresa no campo da sustentabilidade e a disponibilização de uma variedade de informações por meio de seu website potencializam um processo de aprendizado a todas as suas partes interessadas. Abstract The traditional way of developing products and the marketing practices used by most of the business corporations challenge the goal of transforming the actual economic model into a more sustainable one. In fact, marketing practices contribute to divert production model from sustainability. However, a variety of environmental management tools is available today, which can reorient decision making processes and, at the same time, promote more efficiency in the production and service models. This paper presents the main features of five environmental management tools and shows how Brastemp and Interface companies are incorporating these tools into their strategies in order to review product development and communication actions. Based on an analysis of the websites of these two companies, it is discussed how environmental strategies and the results achieved by the organizations in this field are communicated to different stakeholders. The result of this investigation shows significant differences between the two organizations in the way they communicate environmental attributes in the websites. Besides, in the case of Interface, it is possible to speculate that the environmental strategy implemented by this company and the way information is available in the website enhance a learning process of all its stakeholders. The article provides theoretical analysis and evaluation of the timber auctions reforms in Russia. The author shows that the mechanism of the "combined auctions", which functioned until recently, is more appropriate from the theoretical point of view (and from the point of view of the Russian practice) as compared to the officially approved format of the English auction.

In this paper we introduce a novel block cipher based on the composition of abstract finite automata and Latin cubes. For information encryption and decryption the apparatus uses the same secret keys, which consist of key-automata based on composition of abstract finite automata such that the transition matrices of the component automata form Latin cubes. The aim of the paper is to show the essence of our algorithms not only for specialists working in compositions of abstract automata but also for all researchers interested in cryptosystems. Therefore, automata theoretical background of our results is not emphasized. The introduced cryptosystem is important also from a theoretical point of view, because it is the first fully functioning block cipher based on automata network.

Der Beitrag geht von Versuchen aus, integrative Perspektiven einer überaus heterogenen Graffitiforschung zu bestimmen. In Auseinandersetzung insbesondere mit Bruno Latours Ansatz des »Iconoclash« wird eine kulturtheoretische Referenz bestimmt, die Graffiti als Version identifiziert, d. h. als semiotisch orientierte Veränderung räumlich situierter Ordnungs- und Regulierungspraxen. Ihnen kann, wenn auch nicht zwingend, eine subversive Qualität zukommen. Durch die Ausrichtung am Konzept einer Version wird beansprucht, Forderungen einer normativ weitgehend abstinenten, nicht-essentialistischen und für komplexe Fragen der Identitäts- und Raumpolitik offenen Forschungspraxis einzulösen.<br><br>The contribution attempts to integrate multiple perspectives of current largely heterogeneous graffiti scholarship. Referring to Bruno Latour’s concept »iconoclash«, we discuss graffiti from a cultural-theoretical point of view as a »version«. It appears as a semiotically oriented modification of spatially situated practices that regulate social life. Often, but not necessarily, these practices involve subversive qualities. The concept of »version« facilitates a non-normative and non-essentialist strategy of research. This enables an explorative research practice in which the complex matters of identity and space politics that are associated with graffiti can be addressed.

Environmental protection, climate change, and the protection of the planet’s biodiversity are becoming top priorities in modern society. Environmental agreements, while important and necessary, including for achieving sustainable development goals, impose additional restrictions on products and producers of these products. These restrictions can be used by countries to create barriers to the import of construction materials. Countries that have ratified environmental agreements may restrict the import of products that do not meet environmental requirements or criteria in one way or another. International environmental management tools are described, in particular environmental and climate declarations, which can serve as tools for solving the problem of possible restrictions and barriers in the export of construction materials produced in the Russian Federation.
