Engineering on the precipice: the performance of mountain road rehabilitation in the Central Cordillera of the Philippines

Parts of the Central Cordillera of Luzon are among the most challenging locations on Earth in which to build and maintain transport infrastructure, a situation perhaps most epitomized by the Halsema Highway. Since its original construction in the 1920s, the highway has undergone phased improvement and has become a socio-economic lifeline to the rural communities it serves. Unfortunately, in 1990, continuing road improvement works had to be abandoned owing to the outcome of a 7.8 Ms earthquake and the effects of subsequent typhoon damage. Earthquake reinstatement works were designed in 1998 and constructed between 2001 and 2006. The engineering geological challenge this posed was compounded by the effects of severe typhoon rains during the reconstruction period, requiring continual assessment of changing slope and drainage conditions. Since construction, the road has been affected by several new typhoons including, most notably, Typhoons Pepeng and Ompong in 2009 and 2018 respectively. Field inspections in 2010 and 2018, combined with the interpretation of satellite imagery available in Google Earth, have allowed the performance of the works implemented between 2001 and 2006 to be assessed and the outcome has been largely favourable. Very little of the recorded damage has occurred in the locations of earthquake reinstatement. Instead, several new areas of slope failure and subsequent blockage and damage to the road have developed. Many of these areas can be explained with respect to their underlying engineering geology and geomorphology. However, there are just as many that owe their origin to the pattern of rainfall and runoff arising during the passage of individual and successive typhoons, modified significantly by drainage management practices in the road corridor, where engineering serviceability and land use practices sometimes have conflicting objectives.

The level of transport infrastructure development is one of the key determinants of economic growth. In 2018, 67.1% of all transported goods in Russia were delivered via road transport. However, Russia’s motor transport system has yet to come close to fulfilling its full potential – 57.6% of public roads do not meet regulatory maintenance requirements. The prevailing statistics highlights the task of ensuring the safety of roads. This issue is especially relevant during winter months, when the roads experience maximum climatic and physico-chemical effects. This article analyzes the road safety system of the constituent entities of the Russian Federation, considers the main regulatory documents governing the activities of road work suppliers and executive authorities in the field of road maintenance. The authors analyzed the best foreign practices in road maintenance policy. The main result of the study is the proposal to introduce a mechanism for servicing roads using a performance based contract to replace to cost based road maintenance contracts, which are the most widely applied in Russia.

In the Philippines, micro and small enterprises (MSEs) comprise the largest part of the business economic undertakings and are among the most important development agents in rural communities like Marinduque. MSEs offer opportunities to poor people the possibility of earning income, training, work experience and employment. However, most of the micro and small enterprises in the country perform behind the neighboring ASEAN countries. Thus, assessing the impact of their management practices on operational functions (marketing, production, financial, human resources) and the significant relationship to MSEs performance (sales, production, and income) as the basis for government interventions. The study disclosed that management practices of 35 selected manufacturing MSEs on operational function is doing well with an overall mean of 3.70 interpreted as "Mostly Practiced". Of all the variables, marketing emerged to have the highest mean of 3.95, interpreted as "Mostly Practiced". What is alarming is the findings on human resources, which got the lowest mean of 3.40, interpreted as "Practiced". Overall performance in terms of sales, production, and income is 3.64, interpreted as "very satisfactory". Using Pearson, the operational business function has a positive correlation to performance. Based on the operational management practices, the following have a vital role for the success of MSEs such as type of business organization, decision-making process, creation of policy, rules, and regulations, planning and implementation, and management directions of the enterprise. As to these findings, programs of government will need to give emphasis on the weak areas and highlight the good practices as a basis for crafting tailored interventions for each MSEs.

The way in which an institution treats its records is crucial for its survival in a rapidly changing society. The purpose of the study was to investigate the records management practices and challenges faced by traditional institutions of leadership and governance in Ga Molepo, Limpopo, South Africa. The researcher employed a cross-sectional survey in order to quantitatively examine the challenges faced by members of traditional councils. A researcher administered questionnaire was used as a data collection tool to study a stratified sample of 35 members from an estimated population of 350. The findings revealed patterns and trends of non-compliance with records management standards and guidelines. Although there were sporadic cases of record keeping, a greater number of respondents revealed that traditional institutions lack the facilities, equipment, education and trained/skilled personnel to apply correct records management procedures in their daily administration of their traditional communities. The main value of the study is to create awareness of records management as one of the neglected areas in traditional institutions – which are by current legislative arrangement, the closest form of leadership and governance for rural communities in light of their relationship with local municipalities and the Department of Cooperative Governance and Traditional Affairs.

The recent trend towards globalisation, with a tendency towards geographical distribution of manufacturing in distributed enterprises, has generally increased the complexity of transportation management. Other driving forces towards higher complexity in transportation logistics are the implementation of Just-In-Time principles, the explosion of Internet trade (including home shopping), a strengthening of environmental concerns, and the implementation of new legislation. Moreover, there is higher emphasis on customer service, timeliness, reactivity, and efficiency in the transportation function. We may safely conclude that there is a need for highly optimised transportation management practices at the strategic, tactical and operational control levels. Today, lack of planning and co-ordination is the cause of excess travel for commercial vehicles, with detrimental effects on economy and the environment. In distributed enterprises, these tasks (if supported at all) typically use isolated IT tools that cannot address the full problem, fail to address important constraints, cannot balance partially conflicting objectives, do not react to dynamics, and, cannot interact with the user in a timely and meaningful way. Recent advances in Information and Communication Technologies have enabled us to remedy these shortcomings. As a point in case, the GreenTrip Esprit project has developed a rapidly re-configurable, generic software tool for optimised transportation management. With GreenTrip as an illustration, this paper will describe state-of-the-art decision-support tools in transportation logistics, their underpinning technologies, and their possible impacts on business.

<p>Bataan-Cavite Interlink Bridge (BCIB) in the Philippines is a proposed 32km sea-crossing which will connect Bataan to Cavite, to unlock opportunity for economic growth and expansion outside Metro Manila. A Feasibility Study was carried out to plan the road link, which would involve two major navigation bridges, long marine viaducts, and interchange connections. This paper outlines the Feasibility Study and the preliminary design of the crossing, and highlights how the bridge options were assessed in order to come up with an optimum solution.</p>

<p>The literature on life satisfaction in transition countries, and in particular on Romania, demonstrated that life satisfaction significantly differs across rural communities and cities of different size. The question addressed in this paper is whether these imbalances are stable over time or, instead, they become manifest in the presence of strong divergences in the economic growth rates of different kinds of communities. Results point out that in the period of sharp economic growth led by large urban areas, as the one experienced by Romania on the road to EU accession, rural/urban disparities in life satisfaction widened, favoring cities of intermediate size.</p>

Rapid population growth and urbanization over the years has put pressure on natural resources threatening various fragile ecosystems. Naga river in the Philippines became a mute witness to the adverse effects of human activities on its waters. The present study took into account the waste management practices of households along the Naga river to elucidate its relation to the bio-physicochemical state of the river. The comparative analysis of water quality assessment data indicates that there is an observable deterioration of water quality due to its decreased level of Dissolved Oxygen (DO) and above normal pH level. This can be attributed to the continued practice of the households of throwing and discharging 34% and 78% of their solid and liquid wastes, respectively, directly into the river. However, there is a trend of improvement in the Naga river's water quality in terms of other parameters. The study also revealed that the size of built up areas and the household population along the Naga river is not necessarily proportional. Land use and the large household population along the Naga river was found to have higher adverse impacts on the water quality and current state of the Naga river. The article considers the problem of heavy cargo transporting as an integral part of functioning of industry in the country. The transportation of such types of cargo is regulated by the legislation related to the national transport infrastructure. There have been considered the ways of transporting heavy sea containers by road transport in the Russian Federation. Definitions of the divisible and indivisible cargo, the maximum mass of the road train have been given, the indicators of the maximum permissible mass of the vehicle and the axle load on the roads of Russia, approved by legislative acts of the Russian Federation, have been presented. The issues of the correct choice of freight vehicles and compliance with the rules for transportation of heavy cargo, in particular compliance with the permissible total weight and axle loads, have been considered. There has been proposed the method for calculating axle loads and the solution to the problem of redistributing axle loads by moving the seat of the towing vehicle, transporting a heavy sea container by train being used as the example. The obtained values make it possible to estimate the possibility of carrying heavy cargo without violating standards approved by the legislation of Russia

The article considers the most important component of the transport infrastructure - the road infrastructure, which at the same time is one of the most important spheres of economic activity. The socio-economic development of the Russian Federation has been studied, requiring advanced development and modernization of the road network as part of the transport infrastructure of the country and world space, as well as improving the technical level of road construction.
